Campaña spotted a plastic envelope containing a blank BDO check and cash money ($1,300). He immediately notified his Asst. Detachment Commander and the Customer Relations Service (CRS) Office for appropriate action. After less than 30 minutes , Angelito Baloy, 37 years old of Bgy. Barreto, Olongapo City showed up at the CRS office and the said money and documents were turned over to him after being verified as the owner.

Business leaders in Bulacan have asked the government to pursue the NorthRail or implement another railway project that will link Central Luzon to Metro Manila because, they said, this is vital to the region’s progress.
Rene Simbulan, chairman emeritus of the Bulacan Chamber of Commerce and Industry (BCCI), said a railway project for Central Luzon would not only make the region the country’s next growth center but would help decongest Metro Manila and Southern Luzon.
The Chinese-funded NorthRail project had been suspended due to its high cost and various contractual problems, including right of way acquisition.
Recently, the Chinese government had asked the Philippine government to pay the $500 million it had released for the project.
In a report to the Subic-Clark Alliance for Development, North Luzon Railways Corp. said that as of July 2011, Phase 1, Section 1, of the NorthRail (31.93 kilometers from Caloocan City to the City of Malolos in Bulacan) was only 22.94-percent finished due to problems of right-of-way and other claims.
In January, then Transportation and Communication Secretary Mar Roxas said negotiations were ongoing for the unwinding of the contract of Sinomach, the Chinese contractor of NorthRail.
He said what Sinomach had built from Caloocan to Malolos was only 10 percent of what was stipulated in the contract agreed upon during the administration of President Macapagal-Arroyo.
Roxas said a new high-speed rail project in place of NorthRail that would link the Ninoy Aquino International Airport and the Clark International Airport would cost about $2 billion.
Simbulan urged the government not to commit another mistake by dropping a high-speed railway project for the region.
“I understand there’s already an advance finance in the form of a loan our government had transacted with that Chinese company. Our government cannot escape paying its obligation for that loan. And if the project will not be pursued, our taxes will go to nothing, [it will be] wasted,” he said.
Simbulan said it has always been the clamor of the BCCI, Philippine Chamber of Commerce and Industry and the North Luzon Area Business Conference for Aquino to find ways to implement the project.
“[We hope] they can renegotiate with China or other interested foreign loan providers or a Filipino [contractor] before making a bold decision to scrap it. CITY OF SAN FERNANDO — Governor Lilia Pineda announced over the weekend that the Provincial Government is looking at what the US government did in creating beneficial tourism and recreation projects for native Indians in Fallbrook, California to further develop the Nabuclod Eco-Tourism Park in Floridablanca.
Talking with reporters, the governor said using the US template where American Indians are currently reaping livelihood income and profits from establishments there like casinos and hotels, could very well benefit the thousands of Aetas in Nabuclod who agreed to have the portions of their ancestral domain developed by private investors.
Nabuclod now has competed view decks, zip lines and cable cars that Aetas there derive a living from.
“Hindi naman tayo partikular sa mga casino. Ang nais natin ay mga negosyo at tourism projects na papakinabangan ng mga katutubo sa Nabuclod. May malaking lupa nga sila pero dapat dito ay pakinabangan nila,” Governor Pineda said.
She said current development efforts in Nabuclod are designed to uplift the lives of Aetas in upland villages.
“Matagal ng dapat may benepisyo ang mga Aeta doon. Patuloy tayong tumutulong upang gumanda ang kanilang buhay, halimbawa sa agriculture, housing at edukasyon. Magandang pag-aralan at sundin ang pattern na ginamit sa mga American Indians dahil ito ay possible rin para sa Nabuclod,” the governor said.

CLARK FREEPORT — The Clark International Airport is expecting its one millionth passenger for 2012 this week, said airport corporation (CIAC) president and CEO Victor Jose Luciano on Sunday.
“This is another milestone for the Clark International Airport as we have achieved for the first time an unprecedented one million passengers in one year. In fact, with the arrival of the millionth passenger, the figure is achieved in just 10 months, even before the year ends,” said Luciano.
It is the first time the Clark International Airport will post an annual passenger volume of one million, according to the airport official.
The first one million-passenger mark was achieved in June 2007 after four years of operations by commercial airlines, led by South Korea’s Asiana Airlines that started in 2003.
On June 29, 2007, the Clark airport received its one-millionth passenger, who was identified as Korean national Lee Eun Hee, a 35-year-old computer programmer who arrived at the airport aboard an Asiana Airlines flight from Incheon, South Korea.
The entry of more airlines, particularly low-cost carriers AirAsia Berhad, Cebu Pacific, Seair, Philippines AirAsia, AirPhil Express and Jin Air, increased the volume of local and international passengers.
Last year, CIAC recorded an overall passenger volume of 767,109.
Luciano said the airport is on its way to attaining close to 1.4 million passengers by the end of 2012 due to the increase in the number of both international and domestic flights.
“At the rate we’re going, we expect to reach close to 1.4 million passengers by the end of this year,” Luciano said.
He said seven budget carriers currently operate on a 24-hour basis.
Clark has the most number of budget carriers compared to other airports in the country, he added.
Full-service carriers operating in Clark include Asiana Airlines of South Korea and Hong Kong-based Dragonair.
The airport has 296 aircraft movements per week and the figure is expected to increase as Zest Airways is set to launch daily international flights to Incheon, South Korea later this month.
Luciano earlier proposed to the Department of Transportation and Communications (DOTC) the setting up of a budget terminal that would initially accommodate close to 10 million passengers annually.
The proposed terminal is similar to the Kuala Lumpur International Airport in Malaysia.
The existing passenger terminal can only accommodate 2.5 million passengers annually.
The CIAC management is evaluating procedures to expand the terminal, which will eventually have a capacity of four million passengers yearly.
The project will cost around P360 million, Luciano said.
