Subic workforce breach 90,000 mark

THE number of workers in Subic Bay Freeport has breached the 90,000 mark during 2012, said Roberto Garcia, Subic Bay Metropolitan Authority chairman and administrator, citing the aggressiveness of the agency in enticing more investors.
“The current number of employees has kept the Freeport Zone afloat despite the crises that affected the world. We need to strengthen that number to ensure sustained growth in our country’s economy,” Garcia said.
The service sector inside Subic topped the figures with 38,459 workers, followed by the shipbuilding or maritime industry with 38,310, while making it to the top three was the manufacturing sector with 15,138.
Olongapo City had the huge slice of the pie in terms of employment with a total of 43,092; followed by the province of Zambales with 19,025; Bataan with 10,963; Metro Manila with 4,399; Pampanga with 3,190 and Tarlac with 2,106.
“We do hope we can add more workers, as this would mean additional employment and less unemployed Filipinos in the country. As much as possible, we want them to work in their mother land and use their expertise to develop our country,” Garcia said. (Anthony Bayarong/Sunnex)

Mayor reports year-end accomplishments

ANGELES CITY — “We delivered what we promised.”
This was the statement of Mayor Edgardo Pamintuan reporting his administration’s accomplishments for the year 2012.
The mayor noted that his administration accomplished what has been promised in the Contract with the Angeleños (CWA).
“The year 2012 was undoubtedly a successful one despite the challenges that our city faced,” Pamintuan said.
The mayor reported that as of December 2012, at least 95 percent of the City Government’s CWA commitment is fulfilled.
The CWA is an eight-point program with 43 components aimed at strengthening the City Government’s commitment to better serve the Angeleños through a system of governance that is progressive and people-centered.
These essential social programs include: education, transparency and good governance, environmental protection and conservation, economic development, health, public market, peace and order and barangay development.
On Education
The establishment of the City College of Angeles (CCA) is a major accomplishment of the current administration as it ensures affordable yet quality college education for the local youth.
A total of 376 students are enrolled now, with 95 academic scholars and 28 indigent scholars. The indigent scholars are provided with a monthly cash assistance of P1,000.
Budget allocation for the city’s scholarship program increased from P5 million to P6.5 million, allowing additional scholars to enjoy subsidized education.
For 2012, 382 students were granted scholarship through the city’s Public Employment Services Office (Peso).
On Healthcare
Pamintuan’s special concern with the city’s health issues took manifestation in his administration’s prioritization of the city’s public hospital facilities.
These include improvement and renovation on Rafael Lazatin Memorial Medical Center (RLMMC) formerly Ospital Ning Angeles’ (ONA) physical structure.
Full medical departments have been formed and ONA’s formal registration of application to the Department of Health for accreditation as a tertiary hospital is ready for submission.
Pamintuan’s initiative and active coordination with private groups in the national and international level such as the World Medical Relief Inc. resulted in donations and funds for the purchase of necessary medical equipments for RLMMC and the Angeles City Renal Care Unit (ACRCU).
As of December 2012, a total of 224 patients benefited from the free facilities of the ACRCU.
These amounted to a total of 10,516 treatments. All patients were provided with PhilHealth coverage sponsored by the City Government.
The ACRCU has 19 dialysis machines, compared to the Philippine General Hospital (PGH), which has only 10 machines and the Kidney Center Institute (KCI), which has only seven dialysis machines, making our renal center, the most updated and most equipped dialysis center in the nation.
Aside from the 246 patients who benefitted from the RLMMC’s major surgeries, the Agyu Tamu Medikalinga Center in Barangay Sto. Domingo has served 2,027 patients since it opened on July 13, 2012.
The medical facility schedules minor surgical operations every Friday, free of charge to indigent Angeleños.
Additionally, cataract removal operations have also started with over 363 patients served.
Free medicines are also provided to the citizens with a total of 103,386 already benefitting from them.
To date, the City Government has granted 20,062 Angelenos with PhilHealth cards with one-year free premiums.
With the PhilHealth ID cards, the indigent families may now avail themselves of medical care benefits ranging from allowances for hospital room and board fees, drugs and medicines, x-ray and other laboratory procedures as well as allowances for the professional fees of attending physicians.
These benefits may be availed of during confinement in PhilHealth-accredited hospitals. Apart from these inpatient benefits, the cards also entitle them to outpatient diagnostic benefits from designated accredited health centers in the city.
Economic Development and Stability
No new taxes were imposed on the public since 2010 but the City Government managed to increase its revenue collection.
This policy provided for a favorable business climate in Angeles, encouraging positive investment flow within the city’s business community.
Environmental Preservation
Angeles City is setting its sights toward a “zero waste city,” now establishing nine material recovery facilities (MRF) in several villages — an unprecedented development for Angeles.
The city also is ever active in its aim to plant one million trees to combat climate change.
Headed by Task Force One Million Trees, a total of 209,538 trees have been planted around the city for the past two years.
The task force achieved this with the cooperation of various non-government organizations, public groups and private partners in the city.
Urban greening projects have also been initiated in six villages, five private subdivisions and several public schools in the city as well.
Regaining the People’s Trust
A solid manifestation of the sound practices of the local government in governance, transparency, participation and accountability are the awards that it continuously receives from various government and private award-giving bodies.
Under Mayor Pamintuan, the City Government of Angeles received the Seal of Good Housekeeping award from the Department of Interior and Local Government (DILG) for two consecutive years and the prestigious and most coveted Gawad Pamana ng Lahi award.
It is also the top City Government in Central Luzon and number six nationwide in the implementation of the Local Governance Performance Management System (LGPMS).
Aside from the DILG awards, Pamintuan was recently named as one of the seven most outstanding mayors of the Philippines by Superbrands International, a prominent organization of product branding with presence in around 88 countries worldwide.

He is the only Filipino vying for the World Mayor Award 2012. He is one of Asia’s Top 5 nominees, and among the Top 25 nominated from around the world.
The winner of the said award will be announced on January 8.

Board member seeks protection for local fishermen

CITY OF SAN FERNANDO — A local legislator said equal protection should be given to Kapampangan fishermen in coastal towns, like those in neighboring provinces that are protected by an ordinance involving fishing regulation.
Fourth district Board Member Nestor Tolentino, also the concurrent chairman of the Committee on Environment, said this can only be attained with the approval of the proposed Provincial Environmental Code.
He said fishermen in Pampanga have been apprehended and jailed by Bataan authorities for alleged “illegal fishing” and encroaching in their municipal waters.
“Ito na siguro yung sagot sa problema ng ating mga mangingisda na laging hinuhuli dyan sa Bataan. Mayroon kasi silang ordinansa ukol dito, kaya maganda kung magkakaroon din tayo ng Provincial Environmental Code para naman ma-identify natin yung ating boundaries,” he said.
Tolentino added that with the approval of the said code, there will be clear marks to determine the coastal boundaries of the province of Pampanga and Bataan.
The proposed code contains provisions on coastal, maritime, environment and other resource management wherein the Provincial Government and the concerned municipal government units are duty bound to implement fishery laws within their territories.
Tolentino said there is a need to protect the subsistence of fishermen, especially in local communities, to the preferential use of communal marine and fishing resources both inland and offshore.
Under the code, the Provincial and Municipal Government, including the concerned government agencies, are mandated to complete the delineation, establishment, management, maintenance and protection of the municipal waters.

Clark corporation chief underscores global competitiveness

CLARK FREEPORT — Newly appointed Clark Development Corporation (CDC) president Arthur Tugade has stressed global competitiveness among employees of the state-owned corporation.
During the flag-raising ceremonies Wednesday, Tugade told CDC officials and employees that there are three traits effective in making the state-owned firm to globally competitive.
Tugade urged all CDC officers and rank and file employees to always smile while in the office and in accepting visitors, investors, government officials and other personalities.

He said smiling helps improve the quality of service of every CDC employees to clients and visitors who visit or transact business with various offices in the state-owned firm, even to ordinary people who are visiting Clark.

He said the life and blood of CDC are the investors who come to CDC offices. “Our task is to assist them by providing our utmost services with smile.”

Tugade also wants to impose the importance of punctuality, saying that ‘time is precious’ especially in the nature of work in CDC.

He also discouraged CDC officers and employees to refrain from accepting “gifts” from locators or applicants. Accepting gift in any form, according to Tugade, is prohibited during his watch.

Koreans pay respect to war veteran in Pampanga

CANDABA, Pampanga – A group of the Korean nationals on Monday paid respect to a surviving local veteran here.

Park Sun Man, leader of the Korean visitors, made a surprise visit in the house of Victoriano Manalastas at Purok 6 Barangay Pansinao here.

Park said Manalastas is like a real father to him.

He said that he was lucky to have Manalastas still alive because his biological father Park Hyung Won, who is also a Korean War veteran, is no longer with them. Manalastas will be turning 85 on March 6.

“He is my father in the Philippines. We come here to show our deep concern on him. We would like to make him happy this New Year,” Park said.

Manalastas was part of the Battalion Combat Teams of the Philippine Army who fought during the Korean War which took place in 1950 to 1953.

Joining Park in his visit here is the A.cian group, a five-member South Korean rookie boy group, who entertained not only the Manalastas family but other residents living in the nearby place.

Chinese loses P4M to 3 armed robbers

CAMP OLIVAS – A Chinese national lost some P4 million after he was held up by three armed men while on his way to the Fontana Leisure Park inside the Clark Freeport over the weekend.
Zhuang Zhi Qiang, 34, temporarily billeted at Fontana, has just withdrawn P4 million from the BDO branch at the SM City Clark before the heist.
Police said the victim boarded his Toyota Corolla, driven by Fontana company driver Romulo Corneliosa, 51, of Barangay Dau, Mabalacat, after withdrawing the said amount from the bank.
While travelling towards Fontana Leisure Park, three armed men, including an alleged CDC police personnel on board a CDC Police Security Department patrol motorcycle, flagged down the victim’s vehicle.
Corneliosa then pulled over and opened the vehicle’s central lock, which led the suspects to open the car’s doors.
One of the suspects at knife point forcibly took the money from the Chinese national, police said.
The driver later admitted he had the knowledge of the incident and told police he was willing to pinpoint the suspects, which later led to their arrest.
Mabalacat Police Station-4 arrested two of the three suspects, identified as Allan Mamanian, 32, a member of CDC’s Police Security Department and resident of Barangay Sindalan, City of San Fernando; and Joseph Estanislao, 41, of Dau, Mabalacat. (Ric Sapnu)

2 suspected robbers shot dead in Pampanga encounter

Two motorcycle-riding suspected members of a criminal gang operating in Pampanga were shot dead in an encounter with police in Candaba town Monday.

Candaba police head Superintendent Henry Flores said in a radio interview late Monday the incident occurred at about 11 a.m. at a checkpoint operation.

“Nangyari ito 11 a.m., sa checkpoint kami. May dumaan na dalawang motorsiklo. Pinapara namin, [pero] hindi sila huminto,” Flores said in an interview on dzBB radio.

Flores cited reports initially identifying one of the suspects as Romeo Guinto a.k.a. Bong Guinto, supposedly the leader of a gang with alleged links to carjacking, drug trafficking and extortion.

The second suspect was identified as Joey dela Cruz, a suspected member of the syndicate operating in towns in Pampanga.

Recovered from the suspects were a revolver and a sumpak (improvised shotgun), he added.

Flores said police flagged down the suspects at a checkpoint and gave chase when they tried to speed away.

The police cornered them at Pansimao village, but the suspects allegedly fired at the pursuing teams, prompting them to fire back. –KG, GMA News

Clark welcomes 5 new investors

CLARK FREEPORT, Pampanga, Philippines — Clark Development Corporation (CDC) reported Tuesday that five new agreements with total investments of more than P169 million were signed before the year-end.
CDC President Felipe Antonio B. Remollo, citing the CDC’s Marketing Department business update, said the biggest project that was signed in the month of November was the Australian dental laboratory project.
Dental Health Laboratories Inc., a new firm that specializes in the manufacture of export-quality pharmaceutical products will be putting up more than P137 million for its manufacturing plant in Clark.
Remollo and DHLI Dental Health Laboratories Inc. Director Mary Jane J. Fowler signed the lease agreement in which the medical products will all be exported to Pakistan, Indonesia, Europe, Australia, and the United States.
Construction work on the manufacturing plant will be completed by June next year and will be ready for operations.
The CDC also signed an agreement with Filipino-Korean firm Mugunghwa-Clark, Inc. which will operate a P20-million restaurant, café, convenience store, souvenir shop, golf cart rental, golf tours and massage spa or wellness center project.
The entry of the Filipino-Korean firm in Clark was due to the influx of Korean tourists visiting the former US-run Clark Air Base, and in its neighboring environs.
The investment report also said that InvesAsia Philippines, Inc., a Hong Kong based firm, signed a sub-agreement with Phiexcel Business Park, Inc which will exclusively engage in medal, legal and general business transcription, IT support services and business process outsourcing.
Aviva Global Foods Inc. also signed a sublease agreement with Nice Logistics Business Park which will engage for warehousing, storage, vendor inventory management and repacking of locally produced consumer goods for 100 percent export abroad.
Rizhane Foods, Inc., meanwhile, signed a sublease agreement with SIA Engineering Philippines which will open canteen project for the employees of the Singaporean firm inside the Clark Aviation complex.

Mayor to distribute 20,000 PhilHealth cards

ANGELES CITY – Mayor Edgardo Pamintuan will start the distribution of 20,000 Philippine Health Insurance Corporation (PhilHealth) cards to indigent beneficiaries in all 33 villages here this month.
“More than 20,000 indigent residents of Angeles City will soon receive their PhilHealth card, which is good up to December 31, 2013. With this, the beneficiaries will be able to avail of discounts on medical services in PhilHealth-accredited hospitals and clinics, including the Ospital Ning Angeles (ONA) and the various Rural Health Units (RHUs) of the city government. This serves as the new year’s gift of Mayor Ed Pamintuan to all indigent Angeleños,” a press statement said.
The PhilHealth premiums shall be paid using government funds through a special program under the Non-Office Appropriations (NOA) of the Mayor’s Office of the City Government of Angeles.
The granting of PhilHealth insurance is part of Pamintuan’s promise made during his State of the City Address (Soca) last July 2012, and is also included in the Contract with Angelenos, signed by the mayor and his entire slate during the elections in 2010.

Lawmaker hails ‘Thy Womb’

CITY OF SAN FERNANDO – Senator Loren Legarda hailed Kapampangan movie director Brillante Mendoza’s latest film “Thy Womb,” saying it is a creative and fearless contribution to Filipino filmmaking.
Legarda said the film deserved the seven awards it garnered at the recently concluded Metro Manila Film Festival (MMFF).
Mendoza won Best Production Design and Best Director, while Odyssey Flores won Best Cinematography; Henry Burgos, Best Original Story; and Nora Aunor, Best Actress.
The film also won the Gender Sensitivity Special Award for the Mainstream Category, and the Gatpuno Villegas Award.
“The Senate earlier recognized independent filmmaker Brillante Mendoza through Senate Resolution 871 for winning both the La Navicella Venezia Cinema Award of the critics’ circle Journal of Cinema, and the P. Nazareno Taddei Award Special Mention at the 69th Venice International Film Festival,” Legarda said.
She noted that in late November, he was also awarded Best Director Award at the 2012 Asia Pacific Screen Awards (Apsa) in Brisbane, Australia.
“These awards bring to the fore the immense talent of Filipino filmmakers as a whole,” she said.
“Thy Womb” was released in 2012 and was played by Aunor, Bembol Roco, Lovi Poe, and Mercedes Cabral.
Aunor also won numerous recognitions, including the Best Actress Award at the 2012 Asia Pacific Screen Awards.
“I highly recommend ‘Thy Womb’ as it explores the intricacies of rural life largely through the eyes of a Badjao midwife, thereby revealing new facets of the plight of Filipino indigenous peoples,” she said.
“Mendoza tackles heavy subject matter that our society needs to pay attention to, and does his part in encouraging other filmmakers to push the boundaries of art and storytelling,” Legarda said.
