Clark, Subic warehouses eyed for PCOS

THE Commission on Elections (Comelec) is looking at negotiating with government agencies managing the Clark Freeport Zone and Subic Bay Freeport Zone to find a suitable warehouse for its Precinct Count Optical Scan (PCOS) machines, an official said.
Comelec – Special Bids and Awards Committee (SBAC) chairman Helen Flores said they are also looking at a possible government-to-government contract for the warehouse even as the voting machines continue to stay in Cabuyao, Laguna.
“We are looking at some warehouse in Subic and Clark. It is usually cheaper if it is government-to-government (contract),” said Flores.
She said they are already allowed to do negotiations with other possible service providers, such as with Clark Development Authority (CDA) and Subic Bay Metropolitan Authority (SBMA), since they have already conducted two failed public biddings as required by the law.
The SBAC already conducted public bidding for a three-year lease of the warehouse facility spanning from October 1, 2012 to December 31, 2015 twice but has led to twin failures.
Flores statement is aside from an earlier pronouncement of Comelec Chairman Sixto Brillantes that he is eyeing the possibility for an extended stay in the Cabuyao warehouse until the deployment of the machines and building their own, to where the machines will be returned after Election Day.
For the moment, Brillantes said they are already the ones managing the Cabuyao, Laguna warehouse after Smartmatic’s “free use” clause on them had expired.
“We are already the ones slated to pay but we haven’t paid the owner anything yet,” admitted Brillantes. “Smartmatic has already left (the warehouse).”
The “free use” clause, which was given by Smartmatic to the commission in order to give them time to conduct public bidding for a warehouse provider, expired last September 30.
On a possible questioning on whether the Republic Act 9184 or the Government Procurement Act allows them to contract with the owner of the Cabuyao warehouse even without any public bidding, Brillantes and Flores both said the Comelec is left with no choice.
“We have not transferred yet so we can maintain the area. What will we do with the machines, throw them away? Do you mean we should still do a public bidding just for us to be able to stay there? I think we are good,” said Brillantes.
“We did procure. We tried. There were two failed biddings. So during the time that negotiations are being done, that is still part of the bidding process, that is still within the provisions of the law, that after two failed biddings, we are still in the process of negotiations,” explained Flores.
Section 53 of the law states that a negotiated procurement is allowed in instances such as the subject contract is adjacent or contiguous to an ongoing infrastructure project; the original contract is the result of a Competitive Bidding; and negotiations for the procurement are commenced before the expiry of the original contract.

P1M available for entrepreneurs under lawmaker’s livelihood program

CITY OF SAN FERNANDO — Representative Aurelio Gonzales announced Saturday his appropriation of a P1-million loan and livelihood fund for indigents and people engaged in micro, small, and medium enterprises (MSMEs) in the third district.
The fund will be made available in the form of loans and/or livelihood carts under the “Sulong Trabaho nang Dong Gonzales” (STRA-DG).
Initially, Gonzales led the distribution of cheques amounting from P5,000 to P10,000 to qualified beneficiaries here over the weekend.
Gonzales said the fund assistance will help the entrepreneurs in expanding their capital and improve on their small business.
The assistance, with minimal interest, is expected to propel more people into MSMEs.
The lawmaker said that MSMEs are the lifeblood of the grassroots business sector.
The beneficiaries are engaged in food, craft-making and retailing.
Gonzales urged the entrepreneurs to expand their business and graduate to large enterprises and help in job generation in the barangay level.
In addition to the loan program, Gonzales is also giving away livelihood carts and pedicabs.
He said the pedicab program is the most viable support program for poor families living in urban communities. He said the program requires no capital, environment friendly and provides a daily dose of exercise for the operator.
“Rather than giving them money, it is better to give them livelihood that they can readily have an income,” Gonzales said, adding that his office has given a total of 60 units of the pedicabs since their inception last year.
Over the weekend, Gonzales distributed 10 units to 10 poorest of the poor families in the district. The pedicabs cost some P10,000 each and could yield a minimum of P300 to P600 per day on the part of the operator depending on the route of operation.
The beneficiaries are thankful for the support given by Gonzales and his staff.
Gonzales said he would be extending scholarship grants to the children of the families who could not send their children to school. (IOF)

PamCham leads talks on Jasa road updates, concerns

CITY OF SAN FERNANDO — The Pampanga Chamber of Commerce and Industry (PamCham), through its Infrastructure Directorate headed Bong D. Mah, led the panel discussion on the status of rehabilitation works along the section of the Jose Abad Santos Avenue (Jasa) in this capital city.
Mah told Sun.Star Pampanga that the meeting is in anticipation of the coming holiday season when shoppers will most likely converge at the two big malls in Pampanga where road constructions have yet to be finished.
PamCham requested DPWH 1st Pampanga Engineering District Officer Engr. Oscar Erese for a status update on the road rehabilitation at that portion of Jasa.
Also invited in the meeting held last October 8 at PamCham’s office were SM and Robinson’s mall managers, Lana Erroba and Arch. Oliver Gadia; Arch. Emmanuel Malig of EML Construction, CSFP Habitat and City Legal Office Atty. Ramsey Ocampo, CSFP Traffic Management Department head Renato Pineda, and Mexico Traffic officer SPO3 Renato Sese.
Engr. Erese noted that the concrete paving of the particular portion of Jasa is already 100 percent complete and as soon as the weather clears up to allow finishing, the north and south approaches as well as the shoulder at the SM mall side will be asphalted.
“Robinson Starmills side however will still wait for funding approval as a result of the concrete shoulder pavement proposal submitted by the DPWH to their national office. The public works officer assured PamCham that patching of pot and mud holes, wherever and whenever necessary, will be done to help lighten traffic congestion in the area,” Mah said.
The meeting yielded the following agreements from both the malls and the public works: that the former will proceed with the concrete paving of the shoulder at the Robinson Starmills side as soon as the funding is approved.
DPWH will also assist SM in the laying and compacting of gravel and sand at the road’s shoulder pending its final asphalting to ease traffic flow.
Also, a U-Turn slot will be opened after the pedestrian overpass in front of the Petron Gasoline station at the Robinson Starmills side for Mexico bound vehicles, while concrete barriers will be lowered as soon as the road approaches are asphalted.
Mah said the DPWH will also consult with their national office regarding the budget for drainage de-silting and maintenance at the Jasa to avoid flooding along the area.

Broadcasters, groups plant 1,500 trees

CITY OF SAN FERNANDO — The Kapisanan ng mga Broadcaster sa Pilipinas (KBP) Pampanga Chapter, dwRW 95.1 FM and CLTV 36 were at the frontline Saturday with various groups in planting some 1,500 saplings of Pringon and Banaba at the San Fernando stretch of the Megadike here.
Dubbed “Broadcastreeing,” the broadcasters and media people were joined during the 6 a.m. tree planting activity by representatives from the Department of the Interior and Local Government, Philippine National Police, Philippine Air Force, Apalit Doctors Association, SM City Pampanga, SM City Clark, Bureau of Fire Protection, City Environment and Natural Resources Office, Department of Environment and Natural Resources, Department of Education, Department of Public Works and Highways, Pampanga Bikers and other volunteer groups.

“Broadcastreeing” is KBP’s part in the National Greening Program, where environment-conscious Filipinos are asked to plant at least 10 seedlings in the next six years to achieve the government’s goal of millions of trees in the near future, helping reduce global warming and address climate change.
Provincial Environment and Natural Resources Officer Leo Ignacio told Sun.Star Pampanga that the KBP advocacy is laudable. “It was coordinated with us and various agencies to help green this part of the Megadike. The 1,500 trees planted today will be of great help in preserving the environment for future generations.”
He said the trees will be watered regularly and maintained by personnel from the Bureau of Fire Protection in Guagua.
For SM City Clark and SM City Pampanga public relations officers Venus Manalang and Rain Cervantes, “Broadcastreeing” is a worthwhile endeavor and experience. “We are very happy to have been part of this activity to save our environment.”

San Fernando Peso bags hall of fame award

CITY OF SAN FERNANDO –- The Public Employment Services Office (Peso) of this city bagged the hall of fame award during the 12th National Peso Congress at the Baguio Country Club in Baguio City.
The award came after Mayor Oscar Rodriguez was named as the Lingkod Bayan awardee and Peso manager; and Community Affairs Division head Donny Sayre was named as the PagAsa awardee by the Civil Service Commission of the Philippines (CSC) recently.
At the 12th National PESO Congress at the Baguio Country Club in Baguio City, Rodriguez was awarded as Best Local Government Chief and Peso Implementor while Sayre was recognized as Best Peso Manager.
The feat and entry into the Department of Labor and Employment’s (Dole) Peso hall of fame, comes after three years of intensive jobs generation and implementation of best practices in placements for Fernandinos and Kapampangans as a whole, here and abroad, according to Sayre.

Halili to continue lawmaking in City Council

CITY OF SAN FERNANDO — Three-termer Board Member Tarcicio Halili recently revealed he wants to continue lawmaking in the City Council of Mabalacat, if given the mandate by the Mabalaqueños.
Halili, incumbent chairman of the Provincial Board Members League of the Philippines (PBMLP) and chairman of the Provincial Board’s Committee on Human Resource, told Sun.Star Pampanga he will seek the council seat as an independent candidate.
“I will run in 2013 as an independent candidate although I am part of the group…together with aspirants Noel Castro and Christian Halili…we call ‘Miblas Ka Mabalacat’ or MKM where we plan to institute reforms and changes especially Mabalacat is now a city,” he said.
Halili said he will implement projects for senior citizens, education particularly in scholarships for indigents at the community college, livelihood, entrepreneurship, and skills training linked with the Rotary Club of Dau Training Center, and investments and jobs generation, among others.
“If I can, I would finish other acts like the creation of bicycle lanes and condonation of fees for indigents who expire in our government-run hospitals before I leave the Provincial Board. But looking forward, if given the chance, I would continue creating beneficial local laws at the City Council of Mabalacat,” he said. (Jovi T. De Leon)

Candaba town peaceful – cops

CITY OF SAN FERNANDO -– A top official of the Pampanga Police Provincial Office (PPPO) recently revealed that Candaba town is among the peaceful communities in the province.
Pampanga Police Director R’win Pagkalinawan said he is happy with the recent achievement of Candaba on peace and order.
“There is no more report on the existence of armed groups here. Mula ng maging Mayor si Jerry Pelayo ay nawala na rin ang mga NPA, naging tahimik na po itong bayan ninyo,” Pagkalinawan said in a meeting with chiefs of police in various municipalities where the current peace and order situation of the province was assessed.
Candaba and San Luis towns were named as among the peaceful communities in Pampanga.
Henry Flores, Candaba chief of police, said the recognition should be attributed on the partnership of the local police and barangay officials.
Flores stated that barangay officials played a vital role particularly in giving prior information needed in preventing criminal activities.

A Five Course dinner is designed to entertain a small group of food and wine lovers in Pampanga or traveling up from Manila over the weekend. Menu comprises of classic dishes paired with fine wines from France and Austria.

Leading distributor or fine vintage wines in the Philippines Yats Wine Cellars will hold a public wine tasting event this month. This event shall focus on the art and science of pairing wine with food.
 
 
This public wine tasting in Makati, Manila to be held in the Ayala Heritage Library in Makai on Saturday 17th November, 2012 is another rather special event.

This event is a wine tasting seminar dedicated to the pursuit of knowledge and experience in the art and science of pairing wine with food. Although the pairing of food and wine is subjective and personal in nature, there are however fundamental principles that can serve as useful guidelines for sommeliers as well as food and wine lovers looking for ideas on how to select the right kind of wines to enjoy with certain a certain dish.

The dynamics of food and wine pairing will be discussed over a 30-minute seminar. This is not a full-length seminar. Knowledge of techniques as well as palate dynamics is not required for participants to enjoy this event. The seminar is intended to go through the fundamental principles of food-wine pairing as well as some useful guidelines to follow when selecting wines to pair up with food.

This is then followed by tasting of various kinds of food-wine pairings. The tasting is designed to illustrate the principles at work in real-life matchups of wines with different kinds of food.

Five flights of food-wine pairings are served during the course of this event to illustrate the different basic strategies and principles of food-wine pairing.

For this event, we have selected as venue, the cozy but small Tower Room of Ayala Heritage Library at the Ayala Triangle in Makati, Manila. It is our intention to keep the participation small – up to 16 persons only – so we can have more interactions and plenty of opportunities to share ideas and ask questions too.

Please note that this is not a wine dinner. Being a tasting the food portion is purposely kept small. Pouring size of the wine will be the usual 60ml. The event will start promptly at 4:30pm and ends also promptly, at 6:30pm. Participants are asked to be punctual.

Due to limitations in food preparation facilities of this venue, the food will be prepared off-location and slightly re-heated for serving. Understanding that this tasting is not an exercise of gourmet food tasting, we hope that the participants will forgive the crudeness and perhaps focus on the pairings instead.

Caesar Salad
1999 Chablis 1er Cru Vaillons, Lamblin et Fils

It is a shame that wines are often missing on the table when a good salad is served. Admittedly vegetables are not a wine’s strongest ally but it also doesn’t mean the two should go their separate ways either. For more intense salads such as the ever-popular Caesar, the wine is not matched up against the green (Romaine lettuce in this case) but the rich and savory dressing. This medium-age Chablis is chosen for only for its vigor and lemony nose but also for its fresh acidity to ignite a synergy when it meets the Anchovy at the base. What one must avoid in the wine for this pairing is oak flavors. That would ignite something rather unpleasant on both sides.

Mixed Liver Pate served on Toast
1977 Eiswein, Niederthaler Germany

Three aspects are being introduced to each other with this pairing. First we start with the texture. A slightly coarse mixed-liver patè is chosen. The grainy texture of the food makes the wine feel a little bit more velvety on the palate. The high percentage of fat in the food makes the palate feel awfully tired and sleepy. Sweet wines are among the most acidic of all forms of wines. The acidity of this Ice Wine is called upon to cut through the fat in the liver making it feel a bit lighter. Lastly this old vintage Eiswein last shed some of its youthful unctuous sweetness. Its medium-intensity sweetness prevents the wine from cloying our appetite.

California Maki
2011 Traminer, Durnbert Altes Kreuz, Austria

Sake and Sapporo draught are probably the classic choice for just about all kinds of Japanese cuisine but just in case we really want only wine on the table or in the picnic basket, the safe play is a fruity white wine. Not just any white wine because flavor matching isn’t the only challenge in this game. Weight is something that is far too often overlooked in a match-up. This Traminer from Austria is no featherweight. Once the flavors agree, this pairing is really about matching up pound for pound. Other good wine options include Cote-du-Rhone Blanc and maybe a good Rias-Baixas.

Grilled Salmon
1990 Corton Marechaudes, Grand Cru, Prince Florent de Merode

The doctrine “Red wine with meat and White wine with fish” is about to be thrown out the window. Be that as it may, pairing red wine with seafood is still tricky business. The culprit here is iodine and some fish are just oozing with it. Those fish would reap havoc in the presence of red wine. Luckily Salmon isn’t one of those. Salmon is rich and savory but it is still a fish so a heavy red wine will overpower the food. Too much presence of tannin in the wine will ruin everything with any fish but acidity is welcome as it is required to “cut” the richness of the Salmon otherwise the combination will feel flat and flabby. This Grand Cru red wine from Burgundy’s famed Corton commune has reached an age where the astringency of youth has mostly been shed, leaving with us a smooth elegant and complex Pinot Noir that not only matches the flavors but more importantly the weight of the Salmon.

If it is just one single cheese on the platter, a Cropwell English Blue Stilton for example, then one can be rather bold and reckless with the choice of Port. But when there are several kinds of blue cheese on the board, I would be more conservative and go with a port that is less tannic, not so cloying and with not so much chocolate flavors. This Imperial Rouge from Daniel Sanders provides the right combination of sweetness, structure and acidity. It may not be the perfect match for any particular cheese in front of us but it brings more out of all the cheese when enjoyed together. This is another good example of how contrasting the wine and the food could somehow result in perfect harmony.
