2 dead in Pampanga robbery

CAMP OLIVAS, Pampanga, Philippines – At least seven unidentified armed men shot dead the owner and security guard of a house they robbed in Barangay San Rafael, Mexico on Sunday.
In a report here, Senior Superintendent R’Win Pagkalinawan, Pampanga police officer-in-charge, identified the victims as Celestino Bautista, 41, a businessman and Jesus San Antonio, 27, duty guard.
Pagkalinawan said the armed men immediately shot the two victims upon entering the house.
The robbers carted P20,000 in cash and an undetermined amount of jewelry.
Pagkalinawan ordered a manhunt for the suspects.

GMA arraignment set next week

MANILA, Philippines – Pampanga Rep. Gloria Macapagal-Arroyo and two of her co-accused in the P365.9-million plunder case filed by the Office of the Ombudsman with the Sandiganbayan will be arraigned on Oct. 15.
The anti-graft court’s First Division chaired by Associate Justice Efren de la Cruz said the arraignment will be held at 8:30 a.m.
Under the rules of court, Arroyo and her co-accused, former Philippine Charity Sweepstakes Office (PCSO) officials Sergio Valencia and Benigno Aguas, are required to personally appear before the Sandiganbayan.
The respondents, after the plunder complaint against them is read in open court, will be asked to enter a plea to the charges.
Sandiganbayan executive clerk of court and spokesman Renato Bocar said the Sandiganbayan did not yet schedule former PCSO board member Manuel Morato’s arraignment because the National Bureau of Investigation has yet to officially inform the First Division of his arrest.
Arroyo was arrested Thursday while confined at the Veterans Memorial Medical Center (VMMC), even as Valencia and Aguas surrendered to the Philippine National Police (PNP) later that day.
Morato, undergoing treatment at the St. Luke’s Medical Center, also surrendered the following day after filing a motion questioning his indictment.
Although it has already scheduled an arraignment date, the Sandiganbayan will still be hearing several motions filed by the respondents on Thursday.
Anacleto Diaz, Arroyo’s legal counsel, said the former president’s legal team is looking at either filing a petition for bail or elevating their arguments to the Supreme Court because they believe the case has no basis.
“(Filing a petition for bail) is a first option that we are considering,” Diaz told The STAR yesterday after the First Division denied their supplemental motion for reconsideration questioning the anti-graft court’s finding of probable cause.
He said they are considering a petition for certiorari before the Supreme Court to challenge the decision of the Sandiganbayan to issue arrest orders.
Diaz said that there is no need to file a motion for hospital arrest for now, considering that his client is ill and confined at VMMC on the recommendation of doctors.
“Not one evidence was presented to show that Mrs. Arroyo received the money. The Ombudsman even conceded that GMA did not receive a single cent. So how could there be plunder if there is no showing that GMA amassed, accumulate or acquire ill-gotten wealth,” Diaz, in questioning the plunder charge, earlier stressed.

Mayors support guv’s reelection bid

CITY OF SAN FERNANDO — Some 99 percent or 19 out of the 20 Pampanga mayors pledged support to the reelection bid of Governor Lilia Pineda.
Pineda was joined by the mayors when she filed her certificate of candidacy (COC) before the provincial office of the Commission on Elections (Comelec) on Friday.
Among the mayors who are backing the reelection bid of the governor are Marino Morales (Mabalacat City), Romulo Pecson (Magalang), Jerry Pelayo (Candaba), Venancio Macapagal (San Luis), Annette Balgan (Macabebe), Peter Flores (Masantol), Arturo Naguit (Minalin), Mylene Pineda-Cayabyab (Lubao), Yolly Pineda (Sta. Rita), Ric Rivera (Guagua), Eduardo Guerrero (Floridablanca), Joselito Naguit (Sto. Tomas) and Jun Tetangco (Apalit), Condralito dela Cruz (Porac), Leonora Simbulan Capule Wong (San Simon), Luis Chito Espino (Arayat), Teddy Tumang (Mexico), Lala Leoncio (Sasmuan), and Rommel Omeng Concepcion (Sta. Ana).
They are all members of Kambilan, a local political party established by the governor.
Bacolor Mayor Jose Maria Hizon said he and his mother Lolita Hizon, who are both running as independent candidates, are fully supportive to the governor’s bid for reelection.
City Mayor Oscar Rodriguez is the only incumbent mayor who may possibly support the gubernatorial bid of former governor Eddie Panlilio, a priest-turned-politician. Rodriguez and Panlilio are both members of the ruling Liberal Party.
But Vice Mayor Edwin Santiago, Rodriguez’s choice for the mayoralty race in this city, took his oath as member of the Kambilan party.
Pineda has gained the trust of local officials after she has delivered tangible programs, which benefited the Kapampangan people.
The governor reiterated her appeal to political allies to refrain from political bickering and focus on platforms of government and how they could help uplift the way of life of the less fortunate.
She also cited infrastructure development particularly on how to avert flooding in their respective municipalities.

Rodriguez to Congress, Panlilio to Capitol

CITY OF SAN FERNANDO — No less than President Benigno Aquino III proclaimed Friday at Heroes Hall Mayor Oscar Rodriguez and former governor Ed Panlilio as the Liberal Party’s bets for the third district congressional post and gubernatorial seat, respectively.
The official announcement was confirmed as Rodriguez, accompanied by supporters and the Magsilbi Tamu Team led by mayoralty candidate Edwin Santiago, filed his certificate of candidacy (COC) at 12:05 p.m.
Panlilio and runningmate lawyer Ma. Amalia Tiglao-Cayanan filed their COCs around 1 p.m.
“This is what we wanted all along. We will continue our programs and projects in the City of San Fernando and expand this to the whole third district towns of Bacolor, Mexico, Sta. Ana and Arayat. The very good thing here is we have the window to the national leadership which supports us. Hindi nakasara ang itaas sa ating adhikain,” Rodriguez said.
He added that if given the mandate, like his battlecry for 2013 — Our Choice Again — declares, he would maximize all opportunities and resources for the development of the Third District.
On his race against with incumbent and reelectionist Representative Aurelio Gonzales Jr., Rodriguez told Sun.Star Pampanga: “It will be the people’s choice. At the end of the day, he is still my inaanak at kamag-anak. May the best man win.”
For Panlilio, his decision to run again versus incumbent Governor Lilia Pineda was based on the clamor of the people.
“It is the people who asked me [to] embrace our advocacies for change again. The LP leadership also convinced me to run much that Mayor Oca is running instead for Congress. I gave it much thought and in such extraordinary situation, the Canon Law dictates that we make a stand even if we are sanctioned with suspension and ultimately dispensation. But we have to stand for reforms and change and finally eradicate jueteng politics and jueteng governance in the Capitol,” said Panlilio.
For her part, Tiglao-Cayanan told Sun.Star it is Panlilio’s advocacies that made her go for the vice-gubernatorial post and slug it out with former Lubao mayor Dennis Pineda.
“I once was an SK (Sangguniang Kabataan) representative. I come from a political clan too from Mabalacat. But I believe in Among Ed’s advocacies and we will stand by those. My advantage is that I come as a fresh new face in the political arena embracing good governance,” said Tiglao-Cayanan. (JTD)

Guv appeals: No mudslinging

CITY OF SAN FERNANDO — Governor Lilia Pineda asked contending candidates, parties and groups on Friday to refrain from mudslinging, black propaganda and dirty politicking as the 2013 political season begins.
The governor, together with Kambilan bets, filed her certificate of candidacy (COC) around 10 a.m. Friday before the Commission on Elections (Comelec) office here.
With her were vice-gubernatorial bet Dennis Pineda, congressmen wannabe Vice Governor Joseller Guiao, Candaba Mayor Jerry Pelayo, board members and mayors from Pampanga.
“I just hope that all candidates in the 2013 elections would refrain from mudslinging and black propaganda. Sana walang siraan at malinis ang pamamaraan ng pagpapa-abot nila sa mga Kapampangan ng kanilang hangaring makapagsilbi,” she said.
“Alam ko na political season na pero at the end of all these, sana ay sama-sama pa rin tayong lahat sa pagtatrabaho tungo sa kapakanan ng Pampanga,” she added.
On her bid for reelection versus former governor Ed Panlilio, Pineda said “sana po ay pakinggan ninyo siya. Baka po may mas magandang programa siya. Mabuti na rin na may pagpipilian ang taong bayan at ang mga Kapampangan na ang bahalang mag-desisyon.”
Tight race
It will be a tight race for seats at the Provincial Board as stalwarts Rosve Henson, Dinan Labung, Mexico Mayor Teddy Tumang and independent Roy Vinzons all filed their COCs with the Comelec.
In the third district race are also incumbent Board Members Monina Laus and Trina Dizon.
At the second district, incumbent Board Member Salvador Dimson is in the race with Liberal Party bet Leila Buan and co-aspirants Ludi Muli, Art Salalila and Tonton Torres, among others.
First district Board Member Crisostomo Garbo will slug it out with incumbent Mabalacat councilors Jerry Basilio and Oscar Aurelio over the second seat to be vacated by last termer Tarcicio DC Halili, who will gun for a council seat in Mabalacat City.
A three cornered fight, meanwhile, looms in the fourth district as former Board Member Nelson Calara battles it out with incumbents Nestor “Bay” Tolentino and Ricardo Yabut.

Clark airport reduces terminal fee to P450

CLARK FREEPORT — The Clark International Airport Corporation (CIAC) has announced the reduction of the terminal fee from P600 to P450 for international passengers effective October 2012.
CIAC president Victor Jose Luciano said the price is the lowest in all airports in the country today.
Luciano said the CIAC board, during a special board meeting on September 20, approved the adjustment of fee charged to outbound passengers using the Clark International Airport.
He said the new rate, P350 for terminal fee and P100 for security fee, will take effect this October.
“This is a good news to our passengers were we had lowered the current P600 terminal fee to only P450, it will attract more travelers and tourists to utilized the Clark International Airport,” Luciano added.
The current P150 terminal fee for domestic passengers will remain.
“Clark International Airport collects the lowest terminal fee than any other international airports in the country that includes the Ninoy Aquino International Airport in Metro Manila which collects P500,” Luciano said.
Clark International Airport is home to six budget carriers operating 24 hours a day. These include Air Asia Philippines and Air Asia Berhad which flies to Kuala Lumpur and Kota Kinabalu, Macau and Singapore.
Cebu Pacific Air flies to Hong Kong, Bangkok, Macau and Singapore, Airphil Express to Hong Kong and Singapore, South East Asian Airlines (Seair) to Bangkok, Hong Kong, and Kota Kinabalu, and Jin Air to Incheon in South Korea.
Air Asia Philippine also flies to Davao, Kalibo, Cebu and Puerto Princesa; Airphil Express to Cebu, Davao, Kalibo and Puerto Princesa; Seair to Kalibo and Cebu Pacific to Cebu.
Other carriers are Asiana Airlines that flies Clark-Incheon with connecting flights to the United States, and Dragonair Clark-Hong Kong.

Mayors support guv’s reelection

CITY OF SAN FERNANDO — Some 99 percent or 19 out of the 20 Pampanga mayors pledged support to the reelection bid of Governor Lilia Pineda.
Pineda was joined by the mayors when she filed her certificate of candidacy (COC) before the provincial office of the Commission on Elections (Comelec) on Friday.
Among the mayors who are backing the reelection bid of the governor are Marino Morales (Mabalacat City), Romulo Pecson (Magalang), Jerry Pelayo (Candaba), Venancio Macapagal (San Luis), Annette Balgan (Macabebe), Peter Flores (Masantol), Arturo Naguit (Minalin), Mylene Pineda-Cayabyab (Lubao), Yolly Pineda (Sta. Rita), Ric Rivera (Guagua), Eduardo Guerrero (Floridablanca), Joselito Naguit (Sto. Tomas) and Jun Tetangco (Apalit), Condralito dela Cruz (Porac), Leonora Simbulan Capule Wong (San Simon), Luis Chito Espino (Arayat), Teddy Tumang (Mexico), Lala Leoncio (Sasmuan), and Rommel Omeng Concepcion (Sta. Ana).
They are all members of Kambilan, a local political party established by the governor.
Bacolor Mayor Jose Maria Hizon said he and his mother Lolita Hizon, who are both running as independent candidates, are fully supportive to the governor’s bid for reelection.
City Mayor Oscar Rodriguez is the only incumbent mayor who may possibly support the gubernatorial bid of former governor Eddie Panlilio, a priest-turned-politician. Rodriguez and Panlilio are both members of the ruling Liberal Party.
But Vice Mayor Edwin Santiago, Rodriguez’s choice for the mayoralty race in this city, took his oath as member of the Kambilan party.
Pineda has gained the trust of local officials after she has delivered tangible programs, which benefited the Kapampangan people.

Guv appeals: No mudslinging

CITY OF SAN FERNANDO — Governor Lilia Pineda asked contending candidates, parties and groups on Friday to refrain from mudslinging, black propaganda and dirty politicking as the 2013 political season begins.
The governor, together with Kambilan bets, filed her certificate of candidacy (COC) around 10 a.m. Friday before the Commission on Elections (Comelec) office here.
With her were vice-gubernatorial bet Dennis Pineda, congressmen wannabe Vice Governor Joseller Guiao, Candaba Mayor Jerry Pelayo, board members and mayors from Pampanga.
“I just hope that all candidates in the 2013 elections would refrain from mudslinging and black propaganda. Sana walang siraan at malinis ang pamamaraan ng pagpapa-abot nila sa mga Kapampangan ng kanilang hangaring makapagsilbi,” she said.
“Alam ko na political season na pero at the end of all these, sana ay sama-sama pa rin tayong lahat sa pagtatrabaho tungo sa kapakanan ng Pampanga,” she added.
On her bid for reelection versus former governor Ed Panlilio, Pineda said “sana po ay pakinggan ninyo siya. Baka po may mas magandang programa siya. Mabuti na rin na may pagpipilian ang taong bayan at ang mga Kapampangan na ang bahalang mag-desisyon.”
Tight race
It will be a tight race for seats at the Provincial Board as stalwarts Rosve Henson, Dinan Labung, Mexico Mayor Teddy Tumang and independent Roy Vinzons all filed their COCs with the Comelec.
In the third district race are also incumbent Board Members Monina Laus and Trina Dizon.
At the second district, incumbent Board Member Salvador Dimson is in the race with Liberal Party bet Leila Buan and co-aspirants Ludi Muli, Art Salalila and Tonton Torres, among others.
First district Board Member Crisostomo Garbo will slug it out with incumbent Mabalacat councilors Jerry Basilio and Oscar Aurelio over the second seat to be vacated by last termer Tarcicio DC Halili, who will gun for a council seat in Mabalacat City.
A three cornered fight, meanwhile, looms in the fourth district as former Board Member Nelson Calara battles it out with incumbents Nestor “Bay” Tolentino and Ricardo Yabut.

Clark airport reduces terminal fee to P450

CLARK FREEPORT — The Clark International Airport Corporation (CIAC) has announced the reduction of the terminal fee from P600 to P450 for international passengers effective October 2012.
CIAC president Victor Jose Luciano said the price is the lowest in all airports in the country today.

Luciano said the CIAC board, during a special board meeting on September 20, approved the adjustment of fee charged to outbound passengers using the Clark International Airport.
He said the new rate, P350 for terminal fee and P100 for security fee, will take effect this October.
“This is a good news to our passengers were we had lowered the current P600 terminal fee to only P450, it will attract more travelers and tourists to utilized the Clark International Airport,” Luciano added.
The current P150 terminal fee for domestic passengers will remain.
“Clark International Airport collects the lowest terminal fee than any other international airports in the country that includes the Ninoy Aquino International Airport in Metro Manila which collects P500,” Luciano said.
Clark International Airport is home to six budget carriers operating 24 hours a day. These include Air Asia Philippines and Air Asia Berhad which flies to Kuala Lumpur and Kota Kinabalu, Macau and Singapore.
Cebu Pacific Air flies to Hong Kong, Bangkok, Macau and Singapore, Airphil Express to Hong Kong and Singapore, South East Asian Airlines (Seair) to Bangkok, Hong Kong, and Kota Kinabalu, and Jin Air to Incheon in South Korea.
Air Asia Philippine also flies to Davao, Kalibo, Cebu and Puerto Princesa; Airphil Express to Cebu, Davao, Kalibo and Puerto Princesa; Seair to Kalibo and Cebu Pacific to Cebu.
Other carriers are Asiana Airlines that flies Clark-Incheon with connecting flights to the United States, and Dragonair Clark-Hong Kong.

Bugs destroy 30,000 hectares of rice

CITY OF SAN FERNANDO — Rice black bugs (RBB) recently damaged some 30,000 hectares of standing rice (palay) in the towns of Magalang and Arayat in Pampanga.
According to Crispin Guinto, provincial agriculturist, the presence of the rice black bugs has been noted in the rice plants along irrigated areas of said towns.
“Mayroon na tayong damage report at kasalukuyan na natin itong tinitingnan. Kailangan natin ngayon ay magtulungan para sa damage control system at hindi na dumami pa ang masisirang tanim na palay,” he said.
The black rice bug, locally known as “itim na atangya,” is a sap-feeding insect believed to be one of the most difficult pests to control.
Guinto said the farmers can use (Metarhizium anisopliae), an RBB-attacking microbial pathogen (a kind of fungus) that grows naturally in soils and causes diseases in various insects by acting as a parasitoid.
Ordinarily, (Metarhizium anisopliaeIs) are available at the Regional Crop Protection Centers of the Department of Agriculture.
Earlier, the Philippine Rice Research Institute (PhilRice) suggested to the farmers in Central Luzon the use of super power lights with 2,000-3,000 watts near the infestation areas that would help in avoiding the outbreaks of bugs.
Studies have proven that the bugs (RBB) are strongly attracted to super power lights at night.
“I-report po ninyo agad sa municipal agriculturist para mabilis ang coordination natin kung sakaling magkaroon po kayo ng problema sa rice black bugs,” Guinto urged farmers.
