CITY OF SAN FERNANDO —The Kambilan ning Memalen Kapampangan or Kambilan has unanimously endorsed former Pampanga Mayors League president and ex-Lubao mayor Dennis “Delta” Pineda as vice-gubernatorial candidate in next year’s polls.
The provincial party convened Monday afternoon at the Bren Z. Guaio Convention Center in this city, with an estimated 5,000 political leaders and members from Pampanga’s 20 towns and two cities professing their loyalty and alliance to Kambilan, including the candidacy of Pineda who will run hand-in-hand with incumbent Governor Lilia Pineda who is reportedly unopposed in 2013.
“Delta,” according to Sun.Star Pampanga sources, will the best qualified to clash head on with Senator Lito Lapid’s son Maynard, who had earlier declared his intention to gun for the post.
“Delta na at wala ng iba pa. That is 100 percent approved,” said Kambilan stalwarts.
Gov. Pineda led the presentation of returning candidates and new political faces from the province’s 18 towns and two cities with the exemption of Angeles City which does not belong to the province’s political jurisdiction.
Guv: ‘You decide’
Speaking before members of the Kambilan, Governor Pineda — after presenting the qualifications of her son — told them that it was up to them to vote for Delta or choose among options.
“Pakisabi ku mu, kauli yu bale, ika yu na at deng kayabe yu bale at king komunidad ing magdesisyun,” she said in her simple request.
For Vice Governor and first district congressman wannabe Joseller “Yeng” Guiao, however, the opportunity of having Delta at the legislative branch of Capitol is another sign of unity that will propel Pampanga further.
“It could only happen here. This is a great opportunity for us to move ahead with the programs of the Capitol for our cabalens. This would allow for greater unity and harmonious relationship between the executive and legislative branches. Most importantly, it is the welfare of the Kapampangans that will be on top as we put continuity in our plans and programs for 2013 and ahead,” Guiao said.
Barangay leaders interviewed by Sun.Star Pampanga are unanimous in saying that the tandem would prove beneficial to the development of Pampanga and the continuation of the programs started by Gov. Pineda.
Meanwhile, party spokesperson Rosve Henson said that “final line-up of the party, he said, will be made after the filing of certificates of candidacy from October 1-5, 2012.”
Coinciding with the launching of Kambilan, former Bacolor Mayor Romeo “Buddy” Dungca, Kambilan secretary-general led the mass oath taking the newly recruited Kambilan members most of whom are incumbent mayors, vice mayors, councilors and provincial board members.
Also present during the occasion were local party supporters from the cities of Mabalacat and San Fernando headed by Mayor Marino Morales with his team and Vice Mayor Edwin Santiago and his party mates respectively.
The governor also reminded the Kambilan members to avoid engaging into character assassination only to advance their political interest.
“Balu ku ating kayung katunggali, ali kayu pu mipanataki, mipanyira neng daratang a kampanya,” she told present Kambilan members.

ANGELES CITY — An official here said Monday that the City Government is financially stable.
Vice Mayor Vicky Cabigting issued the statement following allegations of budget deficit and failure to meet mandatory and statutory obligations.
Cabigting told city workers during Monday’s regular flag-raising at the City Hall that the alleged issues on the depleted city coffers were just a “pack of lies.”
Last week, commentaries aired over a local radio station here alleged that the City Government is experiencing a budget deficit as employees and job-order salaries were not paid on time.
“The people of Angeles should know the truth behind the issues hounding the fiscal capacity of the city. I was able to talk to the city’s treasury division and I am proud to say that we are financially stable,” the vice mayor said.
City treasurer Juliet Quinsaat affirmed Cabigting’s statement, reporting that the city has more than enough funds for the last quarter of the year until Christmas.
“It is very premature to say that the city is in dire crisis when talking about its finances because we are just on the last quarter of the fiscal year,” Quinsaat said.
The city treasurer said that business and real property owners pay their taxes on a quarterly basis. The city, she said is expecting more local revenues before the year ends.
“With these, how can we say that we are on a deficit, more so, if we are also able to pay our statutory obligations on loan payments for employees like Government Service Insurance System (GSIS) and Pag-Ibig,” Quinsaat said.
With regard the employees’ salaries, Quinsaat said the delay could be attributed to the failure of some offices to submit their payroll papers and daily time record report on time.
“We cannot make the necessary cash advances for payroll unless we have all the completed documents required prior to the disbursement of salaries, allowances, honoraria and other similar expenses,” she said.
Mayor Edgardo Pamintuan said he supports the needs of the city employees by instructing the city’s financial officers (treasurer, budget and accounting) to release the bonuses and other cash incentives this coming Christmas season.
“Our employees should not be bothered by these issues. Our fiscal governance seeks its best to be as stable as it can be to widely benefit not only the employees but most importantly, the Angeleños,” Pamintuan said.
Cabigting lauded and encouraged City Government employees to continue working and support the implementation of priority programs of the present administration.

MABALACAT CITY – The Armed Forces of the Philippines (AFP), through the Northern Luzon Command (Nolcom) and the United States Pacific Air Force (Pacaf), formally turned over a newly constructed school building at the Cacutud Elementary School in Barangay Cacutud here over the weekend.
The construction of the school building was a result of the month-long Engineering Civic Action Program (Encap) under the Pacific Unity 12-6.
A simple ceremony was conducted and attended by Mayor Marino Morales; Major General Ricardo C. Banayat, division commander of 1st Air Division, Philippine Air Force; Colonel Mark Bednar of the US Air Force, director of the Installation and Mission Support; Major Zandro Alvez, Nolcom representative; Perlita Soriano, schools district supervisor of Mabalacat; Jayson Ryan De Leon, head teacher of Cacutud Elementary School; barangay chairman Arnold Reyes; faculty; Parents-Teachers Association Officers; participating troops; and other guests.
The project is a part of US Pacific Command-funded humanitarian assistance mission and a bilateral and joint engineering civic action program conducted by the AFP and US forces in cooperation with the Provincial Government of Pampanga.
Relative to this, a Medical Civic Action Program (Medcap) and Dental Civic Action Program (Dencap) was also conducted in Villa Bacolor, Tarlac City last September 15. About 1,000 individuals benefited from the programs.
Subject Matter Expertise Exchange (SMEEs) on Master Base Planning, Humanitarian Assistance and Disaster Response (HA/DR) and Table Top Exercise on HA/DR was also conducted at Basa Air Base in Floridablanca, town and Clark Air Base in Mabalacat.
The Philippine National Police, local government units, local government agencies, and non-government organizations also joined the month-long activities.
As part of the turnover ceremony, a tree planting was also conducted around the school campus.
Barangay and school officials in the area are very thankful for the projects done by the Filipino and US soldiers.

MANILA (Updated) – Public storm warning signal no. 1 remains hoisted over Samar provinces as Typhoon “Lawin” (international name: Jelawat) intensified further while moving north northwestward, the state weather bureau said Sunday.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said as of 10 p.m. Sunday, Lawin was spotted 395 kilometer East of Catarman, Northern Samar.
Lawin’s wind speed has increased from 140 kilometers per hour (kph) to 165 kph and gustiness from 170 kph to 200 kph, but it has a small chance to make landfall, weather forecaster Chris Perez earlier said.
“Based on our models as of now, hindi na po inaasahan na mag-landfall between 2-3 days, but the weather agency continues to monitor the possible scenario,” Perez said.

Typhoon Lawin is moving north northwest at 9 kph. Perez said Lawin will bring rains over the Visayas and Mindanao while localized thunderstorms will affect Luzon, including Metro Manila.
Pagasa said public storm warning signal no. 1 remains hoisted over Samar provinces, which are expected to experience 30-60 kph winds within the next 36 hours.
It advised residents living in low-lying and mountainous areas under the storm signal to be on alert against possible flashfloods and landslides.
Fishing boats and other small seacraft were also advised not to venture into the eastern seaboard of Southern Luzon, Visayas and Mindanao due to big waves generated by Lawin.
Almost 2,000 passengers bound for Luzon have been stranded in Northern Samar due to Typhoon Lawin on Sunday.
In its advisory, Pagasa said the Samar provinces will experience rains and gusty winds. Palawan, Bicol Region, Mindanao and the rest of the Visayas will have cloudy skies with occasional moderate to heavy rains which may trigger flashfloods and landslides.
In Cebu, cloudy skies, rainshowers and thunderstorms are expected as Typhoon Lawin moves northwest, a Mactan weather bureau official said.
Boy Artiaga, Pagasa weather observer, said the wind in Metro Cebu was moderate while coastal waters were also moderate and light vessels are allowed to travel.
Typhoon Lawin is expected to be at 640 km east of Infanta, Quezon by Monday evening; 500 km East of Casiguran, Aurora by Tuesday evening; and 430 km East of Aparri, Cagayan by Wednesday evening. (PNA/BAP of Sun.Star Cebu/Sunnex)
