CITY OF SAN FERNANDO — “Nature makes it way,” was how the Provincial Engineering Office (PEO) described the turnaround of events involving the dredging activities along the Talba Section in Bacolor town.
Engineer Noli Pangan said the Department of Public Works and Highways (DPWH) was supposed to dredge a remaining 700 meters of the river channel after finishing the first half of the 1.4-kilometer target.
“Kusang itinulak ng malakas na agos yung natitirang sediment kaya tuluyan ng nagbukas yung diversion channel na ating tinatrabaho (The diversion channel opened freely due to strong current that washed away the remaining sediments),” Pangan told Sun.Star Pampanga.
The Provincial, Municipal Government and the DPWH had joined forces to facilitate the speedy dredging activity along Gugu River all the way to San Francisco River in Minalin town.
The activity was implemented to temporarily solve the flooding problem in some areas in this city and other neighboring towns in the southern portions.
The San Fernando-Sto. Tomas-Minalin Tail Dike tail dike was damaged at the height of torrential rains on August 7, leading to massive flooding.
Governor Lilia Pineda pushed for the dredging activity while waiting for the approval of the budget by the National Government.
“Naisara na rin yung bahagi ng river channel na pinapasukan ng tubig papunta sa bayan ng Sto. Tomas. Hindi na sila basta babahain ngayon (The portion where the water enters all the way to Sto. Tomas was already closed),” Pangan said.
The diversion of water to its original channel will allow the DPWH to repair some 80 meters of the breached portion of the tail dike.

CITY OF SAN FERNANDO — The Bureau of Internal Revenue (BIR) has filed tax evasion charges amounting to almost P60 million against three Kapampangan businessmen under the agency’s Run After Tax Evaders (Rate) program.
Respondents named under the 125, 126 and 127 list of Rate charges include Dr. Noel Lacsamana, proprietor of Lacsamana Eye Clinic, IEC Eye Center and IECON Pharma & Medical Services; Yolanda Macabulos, sole proprietress of Luring’s Barbecue Franchise; and Maila Laxamana, who owns the Fracojan Catering Services.
Lacsamana, Macabulos and Laxamana were charged with a P59.9-million tax evasion case before the Department of Justice late last week.
The BIR said Lacsamana failed to pay P7.08 million in taxes through “evasion and misdeclaring entries in his income tax returns from 2007 to 2011.” Lacsamana is liable under sections 254 and 255 of the National Internal Revenue Code.
Records from the BIR-South Pampanga and Sta. Maria, Bulacan, and the Philippine Health Insurance Corporation (PhilHealth) showed that Lacsamana deliberately concealed his real income in taxable years 2007 and 2008.
During the two-year period, he only paid P1,604 in income tax despite earning at least P2.63 million from his medical practice and other businesses at the time.
The BIR also filed tax evasion charges against Macabulos and Laxamana, concessionaires of the Philippine Amusement and Gaming Corporation (Pagcor) in Angeles City.
Macabulos’s tax liabilities from 2009 to 2011 amounted to P45.31 million, broken down into P32.17 million deficiency income tax and P13.14 million in deficiency value added tax (VAT).
Macabulos also failed to file VAT returns in some quarters of 2009 and for 2010 and 2011.
Pagcor certified that it paid Macabulos a total of P56.88 million from 2009 to 2011 but she only declared sales of P16.41 million, resulting in a substantial underdeclaration.
Laxamana is also being sued for violation of sections 254 and 255 of the NIRC.
Based on Pagcor’s certifications, it paid Laxamana a total of P15.65 million for 2010 and 2011 but she declared an income of only P7.53 million in 2011 and did not file a return for 2010.
For 2010, Laxamana’s sales reached P4.08 million and should have registered as a VAT taxpayer as her sales were already above the P1.5-million requirement.

CITY OF SAN FERNANDO — The City of San Fernando choir emerged winner again in this year’s Civil Service Commission regional choral competition held on Friday.
City Administrator Ferdinand Caylao said the blending of classic and modern Kapampangan songs led the city choir to bag the first place position.
“Champs once more! The City of San Fernando Choir bested other choirs in the just concluded CSC regional competition. It’s another tribute to the Habitat of Human Excellence,” Caylao said.
Mayor Oscar Rodriguez agreed and told Sun.Star Pampanga: “Talagang mahusay ang ating City Choir and I congratulate them for their winning the regional competition anew.”
The feat has earned the City Choir a ticket to the 2012 Government Choral Competition finals slated to at the UP Theatre at Osmeña Avenue, Diliman, Quezon City, on September 17 this year.
The choral fest is part of the CSC’s 112th anniversary where two finalists each from Luzon, Visayas, Mindanao and National Capital Region will vie for the grand prize of P100,000 and a plaque; the first runner-up with P70,000 and plaque; second runner-up, P50,000 and plaque; and third runner-up, P30,000 and plaque; while the other four finalists (5th to 8th places) will each receive P15,000.
With the theme “Kawani: Ikaw ay isang lingkod Bayani,” the CSC strives to showcase the musical creativity and talent of government employees and promote the unique heritage and culture of the Filipinos, especially in the field of singing.

CITY OF SAN FERNANDO — Hundreds of Fernandinos on Wednesday bid goodbye to former vice mayor Eligio Lagman, popularly known as the “Roaring Tiger” of this city, as he was laid to rest at the Sanctuario De San Fernando after the 2 p.m. concelebrated Holy Mass at the San Agustin Church here.
At the necrological services and public viewing held at the atrium of the City Hall, common folk, government officials, business leaders, relatives and friends paid tribute to the long-term vice mayor as they waited for their turn in the long line to get a last glimpse of Lagman.

Lagman passed away last week of cardiac arrest. He was 69.
“We will surely miss him in the political scene. He has done so much for the city during his term,” said Tiger Team member Councilor Noel Tulabut.
Even the whole City Government led by Mayor Oscar Rodriguez, Lagman’s opponent in the 2010 elections, has sent a message of sympathy and condolences to his family, after branding him as “an advocate of good public service who made the city a better place to live in.”
But no one could have been aggrieved more than the marginalized whose lives, they said, were touched by Lagman in his days of service.
Teresito De Ocampo, 78, of Barangay Lourdes Looban, told Sun.Star Pampanga: “Wala pong katulad sa pagtulong si Vice Mayor Tiger. Kahit na noong hindi na siya nanunungkulan, nalalapitan pa rin namin siya. Tunay siyang mapagmahal sa mga kapos-palad na kagaya namin.”
Lagman, they said, will always be remembered because of his dedication, commitment, love for the poor and uplifting the lives of Fernandinos.

CITY OF SAN FERNANDO — Governor Lilia Pineda said on Wednesday that a unified master plan of development and rehabilitation works to address the flooding in various towns will save the Provincial Government millions from yearly palliative works done in places hit by flooding.
Pineda met with various municipal engineers of the second district on Tuesday to come up with the said master plan, which will center on impact projects that will serve as long-term to solution to mitigate if not reduce flooding problems here and the subsequent damage to properties here.

Each of the municipal engineers of Lubao, Sasmuan, Sta. Rita, Floridablanca and Guagua presented recent damages to various river channels, canals, irrigation systems and private properties during the recent flooding brought about by the monsoon rains.
Sta. Rita town had the most number of damages to both agricultural crops and infrastructure. The town’s earth dikes along Sapang Balen have been heavily damaged, resulting in wide flooding and damage to property along the main nucleus of the town.
Reports from the Department of Agriculture’s Bureau of Agricultural Statistics said that Sta. Rita sustained some P3,695,250 in rice crop damages. This translates to 246.35 metric tons of supposed harvest under floodwater.
Pineda said she will be hosting a conference for engineers in coordination with regional and provincial officials for the presentation of plans that would best address flooding problems here.
Pineda said these would be streamlined into a provincial master plan that includes the construction and rehabilitation of flood intervention structures.
“We need to take steps to ensure that local situations and conditions are taken into account when coming up with our engineering works,” Pineda told engineers, adding the engineers should not stop until a streamlined master plan is achieved.
