HERMOSA, Bataan- Floods have subsided but there were still no classes on Monday at the Balsik Elementary School here that suffered damages on its infrastructures, text books and other school materials.

Head teacher Teresita Datu said the floods rose to more than six feet in their school. “First time na nangyari ang ganito ka lalim na baha sa school na ito,” she said.

The public high school sits at the boundary of Bataan and Pampanga and caters to students from both provinces.

She said that even if they resume classes, many students could not yet go to school because of the damage left by the floods to their homes.

Third year student JR Datu said they have no classes yet and was in the school to help in the clean-up.

Strong flood waters destroyed the concrete floor of a classroom, comfort room and long span of the concrete fence.

Text books and other teaching aids all soaked from flood waters were filed outside classrooms. Students and teachers were cleaning rooms and chairs.

ANGELES CITY- The tight supply of LPG (liquefied petroleum gas) in the country will significantly ease up by Friday after three ships, which bad weather prevented from docking at the ports of Mariveles, Bataan way back last Aug. 2, have started to unload their cooking gas cargo.

In a press conference here yesterday, LPG Refillers Association of the Philippines, Inc. (LPG-RAP) president Bernardo Bolisay said that the three ships loaded with some 7,500 metric tons of LPG from Singapore and Taiwan were finally able to dock at the pier of Liquigaz Philippines, Corp. in Mariveles.

“The three ships arrived last Aug. 2, but they were only small ships that were prevented from docking at the pier because of winds over 10 knots in the area arising from typhoon Gener and the monsoon rains,” Bolisay said.

“There never was a shortage nor was there any hoarding. It was a case of nature preventing the distribution of LPG supply already within Philippine territory,” he stressed, debunking an earlier allegation of an official of the Department of Energy blaming hoarding for the tight supply.

Bolisay said the tight supply already eased up last Friday when a bigger ship containing 17,000 metric tons of LPG was able to dock and unload in Mariveles. And then last Monday, improved weather also enabled the three stranded smaller ships to unload.

“I expect the LGP supply for households nationwide will stabilize by this Friday,” Bolisay said.

He noted that when the big ship arrived last Friday, as many as 180 lorries lined up for LPG supply at Liquigaz. “As of last Tuesday, the number has decreased to only 50 lining up and I expect this to even decrease as they are loading up at the rate of four lorries at a time,” he added.

Bolisay said that of the country’s consumption of about 100 million kilograms of LPG monthly, only about 30 percent are produced by big multinational firms such as Petron and Solane, formerly Shellane which, however, at times obtain more supplies also from Liquigaz whose storage capacity is for 12 million kilograms.

“While the capacity of Liquigaz is very limited, ships mostly from Singapore and Taiwan frequently come to replenish its supply,” he noted.

He said that Petron and Solane LPG cater mostly to commercial users, while his group of “independent refillers” caters to household users which consume about 30 percent of the 100 million kilo demand monthly in the country.

Bolisay said that out of about 180 LPG plants nationwide, about 120 are independent refillers, or those getting their supplies outside the multinational sources.

“Our price depends really on prices in the international market. In Luzon at present, an 11-kilo LPG tank cost about P680 to P700 but in the Visayas and Mindanao, it normally costs P1,000 or even more,” he said, pointing to transport cost as bases for the higher prices.

This, even as Bolisay urged Congress to amend the Oil Deregulation Law to cover LPG. “LPG is covered by this law, so that refillers can’t do anything as the cost is dictated by our suppliers,” he lamented.

CITY OF SAN FERNANDO – Pampanga Gov. Lilia Pineda on Wednesday sent a 35-man team that will look into the possible causes of the “unusual” low volume of water along creeks on top of the mountains in Porac and at the town’s two rivers.

The team was also tasked to record on video the landslides and erosions in the area near Mt. Pinatubo caused by torrential rains battered Central Luzon last week.

Pineda’s team of Philippine Army and Pampanga police personnel left Villa Maria, Porac at about 7 a.m Wednesday.

The governor said they will walk uphill for at least seven hours before reaching Miyamit Falls, which is near the southeast portion of Mt. Pinatubo in Zambales province.

Included in the team are Porac municipal workers organized by Mayor Condralito “Carling” De La Cruz to take photos and videos which will be assessed late Wednesday night or Thursday morning by Pineda, engineers, geologists and the Environment Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR) regional office.

Pineda was alarmed by the reports of Sapang Uwak, Porac Barangay Captain Solis Palo during an emergency meeting on Tuesday afternoon in Guagua town that a “mini-dam” had formed in the village’s Sitio Bani after a landslide occurred.

The Aeta-dominated Sapang Uwak and Villa Maria barangays share borders and are among the villages perched on the hilly portion of Pampanga’s biggest town in terms of land area.

Pineda on Tuesday night ordered the evacuation of women and children living along the banks of the Porac River and Porac-Gumain River as a preemptive measure as risks of flashfloods and landslides rose after days of heavy rain.

LESSONS LEARNED

Roy Imperial, consultant-adviser of the governor who was tasked to assess the video taken on board a Philippine Army Huey helicopter on Tuesday, said Pineda had ordered the evacuation based on the August 14 flashfloods in Masinloc, Zambales.

He added that the more than 350 families living near or at the slopes of a mountain area in Barangays San Lorenzo, Sta. Rita, Baloganon, Sto. Rosario, Tauac and Callat had been evacuated to avoid threats of more possible flash floods spawned by rains.

“It’s better to be safe than sorry and the governor learned a lot from the tragedies caused by flashfloods and landslides in the country,” said Imperial.

Imperial cited the devastating flashfloods and landslides in Ormoc City in 1991; St. Bernard, Southern Leyte in 2006; San Juan Bano, Arayat, Pampanga in 2009; and in Iligan and Cagayan De Oro cities in 2011.

Imperial and other Capitol officials visited the two Mindanao cities on orders of the first-term governor to deliver aid and support after the disaster triggered by “Typhoon Sendong” killed more than 1,000 people.

“More importantly, the EMB’s briefing made the governor pro-active than wait for possible disasters,” said Imperial, who was joined by Second District Board Member Fritzie David-Dizon, former Lubao Mayor Dennis Pineda and, Lubao Mayor Mylyn Pineda-Cayabyab in monitoring the evacuation and reports on the first actual inspection of the “mini-dam” on Tuesday by Villa Maria residents led by village councilor Arnold Reyes.

Noel Lacadin, engineer of the regional EMB who made the briefing to the governor and local officials of Porac, Guagua, Sasmuan, Floridablanca, Lubao and Sta. Rita during the emergency meeting, said the “unusual” lack water on the creeks and rivers in Porac is a “sign” that reservoirs of water are developing in nearby mountain and hilly areas.

He added that the volume of water should have been bigger considering it was raining for days since last week and that low pressure areas and typhoon Helen brought in strong rains in Central and North Luzon since Monday.

AERIAL INSPECTION

Brigadier Gen. Gregorio Catapang, commander of the Philippine Army 703rd brigade based in Arayat, organized an aerial inspection on Tuesday and the team on board the helicopter took videos of the area, including the creeks in Sapang Uwak and the two Porac rivers.

Catapang said his team failed to get video footages on the upper portions of Sapang Uwak and Miyamit Falls because of the bad weather.

Catapang and the Pampanga police led by Supt. Bernard Perez deployed personnel at watch points in Sapang Uwak to warn people of possible landslides and flashfloods.

Pineda said she had ordered the second actual inspection to make a “through report and study” on the reports of local Aeta residents and barangay officials that landslides and erosions occurred allowing the creation of “mini-dams” or water reservoirs.

“This,” she added, “may cause problem to towns near the Porac rivers if the many dams in the mountains break and send rampaging water.”

Pineda stressed her order of evacuation of residents in at least four towns living along the two rivers is a “pre-emptive measure and there is no reason to panic.”

LESS CRITICAL

Porac municipal official Engr. Glenn Lansangan, who organized the first inspection of the all-Aeta team that went up on Tuesday morning, said that based on the “verbal report” of Reyes early Tuesday night after their inspection the “dam” on top of the mountain had “lesser water.”

Lansangan said Pineda’s decision to order an evacuation was “proper on Tuesday night” because “there are indeed landslides and erosions” discovered by Reyes’ team. He added that the erosions caused soils to block the creeks and tributaries in the area.

Lansagan said he had organized an 11-man team composed of Villa Maria officials that left at least two hours before Pineda’s team. They will join the other team in the inspection.

The National Disaster Risk Reduction and Management Council (NDRRMC) said in radio interview on Wednesday that it will send a “third team” that will join the two groups that left early Wednesday morning.

HOUSE Speaker Feliciano Belmonte Jr. refused Wednesday to comment on the medical condition of former President and now Pampanga Representative Gloria Macapagal-Arroyo, who is said to be needing treatment abroad.
“This is not for politicians like us to talk about whether a medical process is needed or not. So far, I have not really heard any single doctor say anything. It is just political leaders saying this and that,” Belmonte said in an ambush interview.
House Minority Leader Danilo Suarez earlier said that Dr. Robert Anastacio, a resident cardiologist at the Makati Medical Center (MMC), has suggested to the former President to consider a neuro-cervical surgery in New York.
Suarez, an Arroyo ally, also said that Anastacio has discovered a lump in Arroyo’s left breast.
“We are at a stage that the jurisdiction over her is with the courts,” Belmonte said, referring to the three hold departure orders (HDOs) issued against Arroyo.
An HDO was issued by the Pasay City Regional Trial Court in relation to the electoral sabotage case, where her petition for bail was earlier granted. Two more HDOs were issued by the Sandiganbayan over separate graft and plunder charges.
Arroyo is currently confined at the MMC.
Suarez said the House minority bloc is considering drafting a resolution asking the leadership “to help in the state of health of Congresswoman Arroyo to be given all possible assistance in terms of professional services here or abroad.”
“I think the resolution will also be supported by some members of the majority because this is a non-partisan issue. There is no political color except the health of a colleague,” he said.
Belmonte declined to comment on the resolution.
But as far as the Commission on Elections (Comelec) is concerned, it would entail another tedious legal battle before the Pasay City court if the Arroyo camp would insist on her medical treatment abroad.
It was the Comelec that filed poll sabotage charges against Arroyo in connection with the 2007 elections late last year.
“As far as the Comelec is concerned, there is no reason for her to leave. They can just bring the equipment here at have her treated,” Comelec Chairman Sixto Brillantes said.
He said they simply cannot allow somebody facing a capital offense to leave the country.

JUSTICE Secretary Leila de Lima has moved on and accepted her non-inclusion in the shortlist for the next Chief Justice, a Palace official said Wednesday.
“I think that’s water under the bridge now. I just spoke to Secretary Leila de Lima and she is working, performing her role as secretary of Justice,” presidential spokesperson Edwin Lacierda said, adding the President is more comfortable having De Lima in the Department of Justice (DOJ).
De Lima, a perceived frontrunner to the post vacated by ousted Renato Corona last May 29, was disqualified by the Judicial and Bar Council (JBC) last Monday due to her pending disbarment cases.
De said on Tuesday that she was eliminated from the race because some powerful fraternities and personalities wanted her to be excluded.
She also accused the Integrated Bar of the Philippines (IBP), Supreme Court and the JBC of banding together to end her quest by sitting on her cases but the Palace declined to comment.
Malacañang called the shortlist as “long shortlist” since eight names were included, namely: Senior Associate Justice Antonio Carpio, Associate Justices Roberto Abad, Arturo Brion, Maria Lourdes Sereno and Teresita Leonardo de-Castro, Solicitor General Francis Jardeleza, former Executive Secretary and San Juan Representative Ronaldo Zamora, and former Ateneo law dean Cesar Villanueva.
President Benigno Aquino III already received the shortlist but his spokespersons were clueless on what will be his next step.
Lacierda likewise dispelled questions whether the President is already contented with the shortlist or he will give it back to the JBC for revision, an action that he never did since assuming office on June 30, 2010.
Aquino’s appointees to the High Court are Justices Sereno, Estela Perlas-Bernabe, and Bienvenido Reyes.
The JBC had said that it will not revise the list if the President dislikes it.
There were two incidents during the time of former President Gloria Macapagal-Arroyo when she returned the JBC shortlist for a Supreme Court vacancy.
Arroyo returned the list when Reynato Puno was the Chief Justice and ex-officio chairman of the JBC apparently because she did not like the names in the shortlist. Puno, however, returned the list with the same names on it.
She did the same when the JBC was chaired by then Supreme Court Justice Hilario Davide as she wanted to accommodate someone for the vacancy in the High Tribunal. Arroyo’s attempt also failed as Davide junked her request.
President Aquino has until August 27 to make a decision on who will head the judiciary.
