ANGELES CITY — A report claiming that a “virtual dam” along Sapang Uwak in Porac town that has accumulated a big volume of floodwater may trigger massive flooding in low-lying areas has caused panic among the town’s residents, as well as those in adjacent areas.
Councilor Mike Tapang said reports should be verified first from authorities.
A text message, which circulated among Porac residents, stated: “The people of Porac especially Poblacion, Cangatba, Jalung, Babo Sacan, Manibaug, Pio, Planas, and Hacienda Dolores should prepare.”
“Ganun din po yung iba pang mga 44 barangays [sa ibang bayan] na maapektuhan, maghanda na po tayo sa posibleng forced evacuation bunsod ng maaring pag-bugnos ng tubig na naipon sa Sapang Uwak. Maganda na pong maging handa. Please pass and don’t forget to pray,” the text message added.
Similar reports also came in local and national news programs.
Tapang earlier said there is a need to confirm the report. A team of policemen and soldiers were sent in the area to check the dam or dike in Sapang Uwak.
“Hindi natin pwedeng kaagad sabihin na hoax baka mamaya e totoo yung report at maraming mapahamak sa ating mga kababayan. Hindi rin natin pwedeng ilabas kaagad o biglaan na totoo kasi nga maaaring mag-cause naman ng panic sa mga tao,” Tapang said.
The councilor advised his constituents to stay calm and be alert. Residents may also seek regular advice or information from their barangay leaders regarding the real situation, he said.
Tropical Storm “Helen” continues to exit the country and this would increase monsoon rains, the weather bureau said.

CITY OF SAN FERNANDO — Governor Lilia Pineda urged the public on Wednesday to be calm, particularly those living in the province’s second district, on the alleged accumulation of water of a “mini dam” in Porac town.
Pineda said her directive on the evacuation of women and children is merely a “preventive measure” and there is no reason to panic.
Her order came as the Porac River and Porac-Gumain River have a low amount of water despite the heavy downpour for the past few days. Local officials speculate that water from the mountains going down the said rivers is blocked and accumulated as a result of a previous landslide in the area.
They believe that the volume of rainfall could have stayed somewhere at the top of the mountain, in a sort of “mini dam,” which may trigger flashfloods if strong rains persist.
Solis Palo, village chief of Sapang Uwak, said he received a report that a “mini-dam” had formed in Sitio Bani, Sapang Uwak after a landslide occurred.
“On normal days without rains, you will see water at least two feet high along the creek which drains to the Porac River. But now, water is lesser, considering that it has been raining for days since last week,” Palo said.
As this developed, Governor Pineda recently called an emergency meeting with local officials from the towns of Porac, Floridablanca, Guagua, Lubao, and Sasmuan to determine the veracity of the reports and implement immediate action to protect the welfare of concerned Kapampangans.
Pineda also asked the Philippine National Police, Mines and Geosciences Bureau and the Philippine Army to verify the report by going uphill to put an end to the speculation of a possible landslide that may affect some 43 barangays in the district.

CITY OF SAN FERNANDO – Alert on lahar threat that could bury the towns of Minalin and Sto. Tomas in this province has pushed the government to allocate P840 million for engineering interventions to prevent such scenario.

The Department of Public Works and Highways (DPWH) announced last Friday the allocation of P840 million for the rehabilitation of a destroyed tail dike along the Pasig-Potrero lahar channel.

The fund would be used to repair dikes and other such structures within the U-shaped anti-lahar megadike, affected by the two-week intense rains caused by typhoon Gener and the southwest monsoon.

DPWH regional director Antonio Molano said the projects to be undertaken include the “immediate closure of the two breached portions of the tail dike”, the re-channeling of the waterway from Gugu Creek, down to San Francisco and Labuan rivers; the rehabilitation of spillways one and three located in the western portion and the center of the transverse dike also in the area of the Pasig-Potrero channel.

Molano stressed the need to dredge Pasig-Potrero River from the upper portion of the transverse dike in Barangay Maliwalu in San Fernando.

Earlier, San Fernando Mayor Oscar Rodriguez raised alarm over millions of tons of Mt. Pinabuto’s lahar debris being remobilized along the Pasig-Potrero during the recent monsoon rains.

The remobilized lahar damaged the transverse dike and the tail dike within the so-called megadike at the river channel, and created two new waterways that flowed towards Minalin and Sto. Tomas.

“What happened to Bacolor town could happen to Minalin and Sto. Tomas unless engineering interventions were undertaken,” he said, referring to the burial of almost the entire town of Bacolor under meters of lahar deposits brought down by waters that rampaged through the Pasig-Potrero River after Mt. Pinatubo’s eruption in 1991.

The DPWH also noted that the flows from the two new channels at the Pasig-Potrero had already caused some lahar siltation also in Barangays San Nicolas, San Pedro Cutud and Sta. Lucia.

In a statement, Gov. Lilia Pineda said, “this serious flooding and heavy siltation caused by these breaches, if unabated, will also affect the McArthur Highway, including a portion of the North Luzon Expressway (NLEX) between San Fernando and San Simon.”

“At present, these conditions have already dislocated thousands of residents, caused a few deaths, damaged properties and adversely affected businesses.”

Pineda also expressed fears that without immediate engineering solutions, Pampanga would again be confronted with the serious lahar threat it faced after Mt. Pinatubo’s eruption in 1991.

ANGELES CITY- Four militant groups have shared the same views on a “major cause” of the recent widespread flooding in Metro Manila: malls and high rise condominiums along major water waterways, river systems, coastal shores and flood-prone areas.

In a joint statement, the Save Laguna Lake Movement (SLLM), Koalisyon Kontra Kumbersyon ng Manila Bay (KKK-Manila Bay), Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) and Anakpawis party list called on Pres. Aquino to stop the construction of malls and condominiums in such areas.

The groups noted that already, malls and condominiums have mushroomed at the Manila Bay, Pasig River, Laguna Lake and in other low land areas.

“These super infrastructures allowed to be built along major water systems, river banks, lakes and coastal areas should be largely blamed for the Ondoy-like situation over the last two weeks.

These multi-billion projects of corporate real estate syndicates and infra monopolies caused major obstruction to the natural flow of water that have resulted in massive and devastating flood all over the main capital and nearby provinces,” said Pamalakaya national chairperson and Anakpawis vice chair Fernando Hicap.

Hicap said “the coastal towns of Cavite were submerged in deep waters because of the R-1 road extension project or Cavitex.”

“Before Cavitex, flood was not an issue among the coastal people of the province.

Since the road project came into existence and altered the natural flow of waters in Bacoor Bay, frequent flooding has become a regular nightmare to tens of thousands of fisher people and residents along Manila and Bacoor Bays,” Hicap noted.

He also said “the construction of malls and other high-end condominiums near or along Pasig and Marikina rivers and in Manila Bay and Laguna Lake have led to frequenting of flood in Metro Manila and nearby provinces.”

“It all emanates in the policy of privatization and conversion of the state and the greed of past and present officials for juicy commissions,” added Hicap.

Earlier, Pamalakaya and Anakpawis questioned the P 352-billion flood control project proposed by the Department of Public Works and Highways (DPWH) for anti-flooding projects.

“The ambitious projects purportedly for effective and comprehensive flood management will be implemented by the country’s most corrupt government agency,” Hicap said.

Instead of pursuing the P 352-B anti-flood projects, Hicap said the government should instead “review and assess all flood projects undertaken by the national government since the time of former President Ferdinand Marcos.”

“The review and evaluation of anti-flood projects should include those projects undertaken during the time of former Presidents Corazon Aquino, Fidel Ramos, Joseph Estrada and Gloria Macapagal-Arroyo, and the current anti-flood projects of the DPWH under the Aquino administration,” he said.

Patric Gatan, head of the DPWH Project Management Office for Major Flood Control Projects, earlier said the National Economic and Development Authority’s (Neda) Sub-Committee on Water Resources approved the the P 352 billion anti-flood projects, which covers a total of 11 infrastructure projects, including the construction of a large dam in Marikina that will cost P198.43 billion.

The “high priority” projects were identified as the Manila core area drainage improvements, P27.2 billion; East Manggahan Floodway and improvement in Cainta and Taytay rivers, P26 billion; Malabon-Tullahan river improvements, P21.6 billion; Meycauayan river improvements, P14.04 billion; Valenzuela-Obando-Meycauayan river improvements, P8.631 billion; land-raising for small cities around Laguna lake, P7.15 billion; and improvement of inflow rivers to Laguna lake, P637million, and the West Laguna Lakeshore land-raising amounting to P 25.2B.

Also in the plan are “marginal priority” projects: South Parañaque-Las Piñas river improvements, P17.3 billion; and West Manggahan area drainage improvements, P5.52 billion.

But Pamalakaya said the 11 projects would adversely affect people’s communities situated along project sites.
Hicap said the projects would dislocate 787,106 people, including 330,708 along Pasig-Marikina river; 299,879 in Laguna lakeshore towns; 141,557 in San Juan river; 104,223 in Upper Marikina and Wawa rivers; 84,928 in Manggahan Floodway; 39,456 in Malabon-Tullahan river; 35,320 in Meycauayan river; and 30,278 in South Parañaque-Las Piñas river, as they will be displaced to pave way for flood projects.

“If these projects are intended to prevent flooding in the National Capital Region and nearby provinces both in the North and South of Luzon, how come in these areas, shopping malls and high rise condominiums are constructed?

People living along these communities will be displaced to pave way for big condominiums of real estate builders and shopping complexes of retail giants,” said Pamalakaya.

Pamalakaya said the Laguna Lake master plan itself will displace no less than 3.9 million people mostly lake fisherfolk, poor farmers and urban poor.
