PhilHealth to cover leptospirosis cases in flood-hit areas

PHILIPPINE Health Insurance Corp. (PhilHealth) will cover cases of leptospirosis in flood-stricken areas, Malacanang said Tuesday.
“Effective August 7, 2012, all admissions of uncomplicated leptospirosis shall be reimbursed as case rate of P11,000 pesos for all member types,” deputy presidential spokesperson Abigail Valte said.
She said PhilHealth will also implement the “no balance billing policy” in covering leptospirosis cases especially for sponsored program members of PhilHealth.
She said non-PhilHealth members who contracted the disease in disaster areas will also be automatically enrolled as PhilHealth’s sponsored program members and will be accorded the benefits as well.
The premium payment shall be waived and membership validity period is from August 1, 2012 to July 31 of 2013, she said.
The period for filing of benefits for PhilHealth members and dependents is extended to 120 days for discharges covering the dates June 8 to August 21, 2012.
For the accredited institutional healthcare providers whose claim documents may have been affected by the recent flooding, they are advised to contact the local health insurance office of PhilHealth for the necessary assistance, Valte said.
Healthcare institutions claiming for treatments and other services that are considered emergency maybe reimbursed by non-accredited facilities of PhilHealth as long as they are accredited by the Department of Health.
Valte said the deadline for the payment of premiums has been extended to August 17, 2012. This is for the formal sector or the employed members of PhilHealth.
Leptospirosis is a bacterial disease that affects humans and animals, according to the Center for Disease Control and Prevention (CDC). It is caused by bacteria of the genus Leptospira.
If not treated, leptospirosis can lead to kidney damage, meningitis (inflammation of the membrane around the brain and spinal cord), liver failure, respiratory distress, and even death.

President receives Chief Justice shortlist

THE shortlist of nominees for the next Chief Justice already reached the table of President Benigno Aquino III, a Malacañang official confirmed Tuesday.
Deputy presidential spokesperson Abigail Valte said the President received the shortlist Monday afternoon, hours after the Judicial and Bar Council (JBC) voted and came up with a shortlist of eight nominees for the top judicial post.
“On matters relative to the JBC, what we can confirm today (Tuesday) is that the Office of the President has officially received the transmittal of the shortlist. It was received yesterday (Monday) afternoon as per the Office of the Executive Secretary,” Valte said at a press briefing.
While she confirmed the transmittal, she refused to comment on the recent developments in the JBC, saying she has yet to get guidance from the President on the matter.
“We will be deferring comment on JBC-related questions that you may have pending such time that we have spoken to the President,” she said.
The eight names in the shortlist are: Senior Associate Justice Antonio Carpio, Associate Justices Roberto Abad, Arturo Brion, Maria Lourdes Sereno, Solicitor General Francis Jardeleza, former San Juan City Representative Ronaldo Zamora, Associate Justice Teresita Leonardo-De Castro, and former Ateneo de Manila law Dean Cesar Villanueva.
Justice Secretary Leila de Lima, who was perceived to be the top pick of the President, was disqualified after a Malacañang representative failed to convince the JBC to suspend the rules on disqualification of candidates with pending cases.
Asked to comment on de Lima’s move questioning the JBC as to why she was not included in the shortlist, Valte said it is the prerogative of the Justice Secretary to do so.
“It is the prerogative of any nominee to ask some questions or to raise some questions to the JBC,” the Palace official said.
Aquino has until August 27 to choose the replacement of former Chief Justice Renato Corona, who was impeached and convicted for culpable violation of the Constitution and betrayal of public trust.
Malacañang earlier said that the President will limit his choice from the shortlist given by the JBC.
But if the President decided not to appoint someone from the shortlist, he may ask the JBC to revise its shortlist but it will take time as the council would have to repeat the entire selection process again.
Valte assured that the President is aware of the constitutional prescriptive period that he has to observe in making a decision on who will be the next Supreme Court head.

Legislator ‘blasts’ government plan on informal settlers

A LAWMAKER slammed Tuesday the administration for being “insensitive” to the plight of the poor following Public Works Secretary Rogelio Singson’s statement that the government is prepared to “blast” homes of informal settlers near waterways.
“Is this the ‘tuwid na daan’ [straight path] this administration is boasting about – haphazardly instructing the DPWH to blast homes to clear waterways? It is downright deplorable, insensitive, and anti-poor,” Kabataan party-list Representative Raymond Palatino said in a press statement.
During the presentation of the P325-billion flood control program of the government, Singson drew flak from activists and urban poor groups after saying that he received instructions from President Benigno Aquino III to “blast” houses and structures in waterways in Metro Manila.
The plan was in response to the recent heavy flooding in Metro Manila and nearby provinces brought about by the southwest monsoon.
“It is such an insensitive remark, as the poor are the real victims in the recent floods. Poverty has driven these families to live in such places; if they had a choice, they would be more than glad to move,” Palatino said.
Malacanang on Tuesday came to the defense of Singson, saying the government has no intention to cause harm on informal settlers.
“Rest assured that violence is not part of the equation (to clear waterways),” deputy presidential spokesperson Abigail Valte said.
She said Singson would be willing to clarify his statements and she also believed that the DPWH chief was only taken out of context.
“I did hear Secretary Singson on radio this morning and he was explaining that he made that statement in reference to the Pampanga Delta flooding and how that was conducted in order to quicken flood waters to subside,” Valte said.
Singson said he is not a violent person and he would not think of blowing up slum areas. He added that he was not referring to houses but to dikes.
He said the government would have to relocate some 195,000 families from waterways in Metro Manila and around Laguna Lake.
He noted that there are some 125,000 families living along Metro Manila waterways, while at least 70,000 families living around Laguna Lake.
“These areas are high risk and no people should be living there,” he added.
Palatino, meanwhile, said the government should change its policy on urban resettlement.
Citing the Urban Development and Housing Act of 1992, the party-list lawmaker said the government should take into consideration “the degree of availability of basic services and facilities, their accessibility and proximity to job sites and other economic opportunities” when relocating informal settlers.
“Address the jobs crisis, the staggering low wages, the shrinking budget for housing and at the forefront, the issue of landlessness in the rural areas that has driven thousands of Filipinos to search for non-existent jobs in Metro Manila,” Palatino added.
According to the Department of Interior and Local Government, some 556,000 families are set to be displaced due to various government development projects in Metro Manila, including the construction of new business districts, infrastructures, and expansion of roads.

Aquino hears concerns of weather bureau employees

PRESIDENT Benigno Aquino III on Tuesday made a surprise visit to the office of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) in Quezon City to hear concerns of employees regarding their unpaid benefits.

Weather forecasters and employees of Pagasa staged a protest early Tuesday urging the Aquino government to release their benefits, such as hazard, longevity pay and other allowances.
The employees wore black armbands as a show of protest for their unpaid benefits that have been suspended since March this year supposedly due to lack of funds.
Republic Act 8439, or the Magna Carta for Scientists, Engineers, Researchers and other Science & Technology Personnel in Government, grants weather bureau employees with benefits that include longevity pay, hazard pay, and subsistence allowance and laundry allowance (Sala).
President Aquino said the government will be releasing the longevity and Sala anytime this August. However, he could not promise the release of the hazard pay, saying the Department of Budget and Management would still have to process its budget.
An ordinary employee of Pagasa receives P7,000 to P8,000 monthly in benefits.
Budget Secretary Florencio Abad, who was with the President during his visit to the Pagasa office, assured Science and Technology Secretary Mario Montejo and the employees of Pagasa that their concerns will be addressed.

The President said he was bothered when he heard in the news that Pagasa employees were staging protest amid Tropical Storm “Helen.”

“I went here to remind our weather forecasters that we have weather disturbance. Flood victims still have worries on how to cope with these disasters. Let us not add to their burden,” he said.
“I have talked to our Budget Secretary and Secretary Montejo and they are addressing your concerns immediately. They are coming up with solution that will not create ripple effect that will distort pay and benefits,” he added.

Biz group gives relief packs to flood victims

CITY OF SAN FERNANDO — The Pampanga Chamber of Commerce and Industry (PamCham) through its Corporate Social Responsibility (CSR) and Search & Rescue Committee gave food packs and drinking water to flood victims here and other affected towns in the province.
PamCham president Jim Jimenez said the distributions were held at Barangay Dalayap and San Esteban in Macabebe town, and Barangays Malusac and Sinubli, Sasmuan town.
The campaign for donations in cash and in kind was initiated by the chamber at the onset of the torrential downpours last August 7 until August 8, with PamCham members and partner organizations responding to the calls for donation.
A total of 1,300 households/families were given food and water supplies by the group’s CSR and Search & Rescue committee headed by chairperson Leslie Bituin-Mendiola with members Aisa Laus-Manalili, Dior Laus, Antet Wijangco, Dennis Wijangco, Armand Mendiola, Darell Garbes, Jojo Javier, and Jerome Palomo.
Jimenez also thanked members and cooperators who donated in cash and in kind, which tremendously contributed to the successful relief operations.
PamCham also sent relief goods to flood victims in Barangay Sta. Teresita and Pandaras in the City of San Fernando. The capital city is among the heavily hit areas.
The City Disaster Risk Reduction and Management Office (CDRRMO) here said some 17,953 families or 75,029 individuals were affected by the flooding.
The CDRRMO said that nine barangays here are still flooded as of press time while some families already went back to their homes as flooding in 13 barangays have subsided.

Celebrity, UN Food program pour aid to San Fernando

CITY OF SAN FERNANDO — Actress KC Concepcion and officials of the United Nations World Food Programme (UNWFP) distributed Tuesday hundreds of ready-to-eat, nutrient-filled food packages, including infant formula, to flood-affected residents of this city.
Concepcion, who has Kapampangan roots in mother Sharon Cuneta as well as influence from Senator Francis Pangilinan, arrived around 10 a.m. with UNWFP Representative and Country Director Stephen Anderson and Department of Social Welfare and Development (DSWD) officials at Heroes Hall for a briefing on the current situation of the city from Mayor Oscar Rodriguez, City Administrator Ferdinand Caylao and members of the City Disaster Risk Reduction Management Office.

Surprisingly fluent in the Pampanga native tongue, Concepcion said it was her advocacy to help fellow Kapampangans and Filipinos in times of disaster and calamities, much that she is very involved with the UNWFP: “We came here in San Fernando to contribute what we can in the rehabilitation and relief of those affected by the calamity.”
Anderson, for his part, told Sun.Star Pampanga that the UNWFP is in full support of relief efforts particularly through the DSWD.
“We have been pouring a lot of aid in the Philippines like here in Central Luzon. We have partnered with the DSWD to facilitate the distribution of the aid packages including transportation and delivery in affected areas. We will definitely extend more assistance in the coming days,” said Anderson.
Rodriguez thanked Concepcion and Anderson for the assistance: “I am very happy that a popular actress with Kapampangan blood is very much involved in efforts to help victims of the calamity.”

Revival of Save Pampanga Movement mulled

CITY OF SAN FERNANDO — Governor Lilia Pineda and the private sector, through the Pampanga Chamber of Commerce and Industry Inc. (PamCham) agreed Tuesday on the revival of the Save Pampanga Movement (SPM).
SPM was conceived during the aftermath of the Mt. Pinatubo eruption some 21 years ago.
The proposal to revive the movement came after Governor Pineda met with PamCham chairman Emeritus Levy P. Laus, President Jim Jimenez and director Alfrito Mah on Monday afternoon at Capitol’s main disaster action center along Jose Abad Santos Avenue.
The PamCham officials, along with volunteer Marni Castro, came from Cupang in Arayat town to inspect a damaged flood control infrastructure branded as another “disaster in the making” and reported to the governor of the current situation there.
“I sincerely thank Mr. Laus, PamCham, and the private sector for supporting and helping the Provincial Government especially in times like these where the lives and properties of thousands of Kapampangans are at risk. Sana, ma-revive natin iyung Save Pampanga Movement in cooperation with the private sector dahil malaki ang ginagampanan nila sa mga panahong gaya nitong kalamidad,” said Pineda.
Laus, in response, said they took it upon themselves to assist the Capitol and Kapampangans with resources at hand.
“We know that our governor is busy and tied up in the middle of this crisis. That is why we took it upon ourselves to inspect the infrastructure in Cupang. We are concerned stakeholders and we are in full support of the Provincial Government in its efforts to help our cabalens, as well as reviving any measures for the welfare of Pampanga,” said Laus.

PamCham wary of Arayat dikes’ condition

CITY OF SAN FERNANDO — A “disaster waiting to happen” was how the leadership of the Pampanga Chamber of the Commerce and Industry Inc. (PamCham) described the current condition of Guemasan and Cupang dikes in Arayat town.
PamCham chairman Emeritus Levy P. Laus observed that part of the Guemasan dike has already collapsed after failing to withstand the strong water current from upstream.
“Ginawa na rin dati ito ng DPWH. Pwede pa naman gawan ito ng engineering intervention bago pa lumala ang problema,” he said.
Laus and his group visited the said dikes the other day to personally determine the extent of damages, which might affect the rest of the province should the water level at the Pampanga River continue to rise.
“Kapag nabutas ang dike, mas malaki ang problema natin sa probinsiya,” he added.
The PamCham leaders recently met with officials of the Department of Public Works and Highways (DPWH) involving the possible engineering interventions regarding the deteriorating dikes in Arayat town.
Meanwhile, Arayat vice Mayor Larry Trinidad confirmed to Sun.Star Pampanga Tuesday that the Guemasan and Cupang dikes are currently in critical condition.
The local officials have been closely monitoring the Guemasan Dike, as it is due to collapse anew should the current and water level in Pampanga River fail to subside.
“Critical pa rin ang Guemasan kaya binabantayan natin ang bahaging ito tuwing umaapaw ang Pampanga River,” Trinidad stressed.
The scouring of the Guemasan and Cupang dikes would likewise endanger neighboring towns such as Sta. Ana, Candaba, San Luis, Mexico and even the City of San Fernando, earlier reports said.

‘Lahar flow’ rumors send panic

CITY OF SAN FERNANDO — Rumors of lahar flow to this city sent people to panic Sunday morning, forcing some to move out of stores and shops.
News that lahar will reportedly flow from Guagua to Bacolor and down to bury the City of San Fernando — just as floodwaters in many barangays have subsided amid fair weather — spread like wildfire after the 10 a.m. mass at the Metropolitan Cathedral.
But City Administrator Ferdinand Caylao, who apparently received the same report, was quick to dispel the news as mere rumors and the handiwork of some who wanted to sow panic for “petty interests.”
“That is not true. No lahar will flow into the city. It’s just a rumor and the handiwork of some who have nothing else to do or may have something in mind in sowing panic in the midst of a calamity. Ituro lang ninyo sa amin ang mga iyan at ipapahuli natin sila,” Caylao told Sun.Star Pampanga.
Engr. Lulu Alingcastre of the Provincial Disaster Risk Reduction Management Council (PDRRMC) corroborated Caylao’s statements and similarly dismissed the reports as mere rumors.
“Just rumors and the handiwork of some people who wanted to rob a supermarket in San Fernando that is why they did this panic blast based on official reports we gathered. We have done the necessary information dissemination via radio (RW 95.1 FM), Facebook and text blasts to calm down people,” Alingcastre said in a phone interview.
She said the PDRRMC, Capitol executives and barangay officials, in coordination with San Fernando’s disaster response office, immediately conducted an ocular inspection where the rumored lahar would flow.
“We have inspected water channels, rivers and dikes in Guagua, Bacolor and San Fernando and found no trace or signs of possible lahar flow. As of this time, we are very safe from it and we are monitoring every minute the situation in Pampanga. We just hope that such unscrupulous individuals would cease from sowing panic in people especially in this time when we are in a calamity,” Alingcastre said.

Dole issues advisory on payment of wages in calamity areas

CITY OF SAN FERNANDO – The Department of Labor and Employment (Dole) on Friday advised employers on the payment of wages of workers in areas stricken by calamities.
Dole regional labor communications officer Jerry Borja said Labor Secretary Rosalinda Dimapilis-Baldoz issued an advisory known as the payment of wages due to cases of suspension of work in calamity stricken areas.

The Dole’s labor advisory is pursuant of memorandum circular no. 33-A, series of 2012 issued by the Office of the President on August 7, 2012, advising all private sector employers on rules for payment of wages in areas hit by the recent disaster.
The advisory stipulates that if the day is unworked, the “no work, no pay” principle shall apply, except in cases where there is favorable company policy, practice, or collective bargaining agreement (CBA) granting payment of wages; and if the employee has accrued leave credits where his/her leave of absence shall be charged.
If the day is worked, the employee shall be paid an additional 30 percent of the daily rate on 100 percent on the first 8 hours of work. In excess of) hours, he/she shall be paid an additional 30 percent of the hourly rate on said day.
The advisory also noted that for those implementing compressed work week arrangements, the employee shall be paid additional 30 percent for the agreed work hours on the said day.
Borja told Sun.Star Pampanga that Baldoz made it clear that the effectivity of the said rules of payment of wages shall start at midnight of August 7, 2012 and end at the immediate succeeding midnight.
Baldoz, Borja added, also urged employers to provide extra incentives or benefits to employees who reported for work on August 7, as means to alleviate their plight, in times of crisis.
