A COALITION of peace advocates and a youth group expressed concern over the armed clashes in Mindanao, urging those involved in the conflict to moderate their aggression and pursue negotiations.
The Mindanao PeaceWeavers (MPW) particularly appealed to the Bangsamoro Islamic Freedom Movement (BIFM) to convey their pleas through non-violent means to protect civilians and communities in the south.
“The Mindanao PeaceWeavers now call upon those elements who initiated this violence to temper their aggressive actions by instead seeking avenues of dialogue for redress of their legitimate grievances,” the group said in a statement.
MPW told government forces to also observe self-constraint amid the armed tensions to prevent harm on the ongoing peace talks between the government and the Moro Islamic Liberation Front (MILF).
“We urge government forces to keep in mind the primacy of the peace process and not be swayed by interests other than the goals of the peace negotiations,” the group said.
“We therefore, encourage the AFP to practice utmost tolerance and restraint in safeguarding a region still reeling from decades of instability and conflict,” it added.
The group MY (Moro Youth) Stand for Peace in Mindanao expressed the same sentiments, adding it is unfortunate for these skirmishes to happen during the time of Ramadhan, a Holy Month for Muslims.
“Amidst these untoward incidents, we call on sobriety. There is neither war nor martial law declared in Mindanao,” the group said in a statement.
“Strongly in unison of achieving peace in our time, we persist in our support to the peace process between the Government of the Philippines and MILF,” the group added.
The groups also called for immediate attention for the needs of the affected civilians.
“It’s always the civilians who are most ravaged by war. And ironically, it is on their behalf that the war is waged– be it from the government’s or rebels’ perspectives,” the MWP said.
Before midnight of August 5, members of the BIFM staged simultaneous attacks in four Maguindanao towns and eight military bases or detachments. The attacks were followed by armed tensions that have displaced 25,650 civilians.
The BIFM, formed by commander Ustadz Ameril Umbra Kato, broke off last year from the larger Moro Islamic Liberation Front (MILF) and is considered a lawless group. It has opposed the ongoing peace negotiations between the GPH and the MILF and vowed to continue fighting for an independent homeland for minority Muslims in the south.
Autonomous Region in Muslim Mindanao Governor Mujiv Hataman dismissed rumors that the tensions have escalated into a war.
The resumption of the peace talks between the GPH and MILF are currently ongoing in Malaysia.

THE fishery sector has incurred losses of about P387 million due to weather disturbances since July, an official said on Friday.
Bureau of Fisheries and Aquatic Resources (BFAR) Director Asis Perez said that of the estimated losses, P377 million came from the fishpond and fish cage operators, while P10.1 million from the damaged infrastructure and facilities, such as bancas and fishing devices.
Since July 20, he noted that Tropical Storm “Ferdie,” Typhoon “Gener,” and the southwest monsoon have hit most parts of the country.
Asis said that among the provinces affected, the hardest hit were in Pampanga where losses were estimated at more than P262 million. Majority of the fishponds affected were mostly in harvestable stage.
In Bulacan, production loss is estimated at P84 million, Bataan, P15 million; Cavite, P6.5 million and Pangasinan, P5.78 million.
In addition, the monsoon rains also affected 115 seaweed beneficiaries in Barangay Uno and Dos at Calatagan with more than 30,000 kilos of seaweeds washed offshore and bamboo rafts damaged by the strong rains.
Perez said the agency is now readying all possible livelihood inputs and assistance to affected fisherfolk for distribution once the weather condition becomes favorable.

MABALACAT CITY — The Alyansa ng mga Magbubukid sa Gitnang Luson (AMGL) launched a relief drive operation for farmers, indigenous peoples, and fisher folks who were affected by continuous rain and heavy flooding in the region.
AMGL chairperson Joseph Canlas said their group has been closely monitoring the effect of the calamity on its provincial chapters and member organizations in the region since Typhoon Gener hit the region.
The flooding caused detrimental effect to livelihood, health, and safety to thousands of farmers in the region.
“We launched our relief drive operation dubbed as Oplan Sagip Kanayunan-Gitnang Luson to mitigate the flood-affected farmers, indigenous peoples, and fisher folks in the region. We need food, medicines, clothing, mat, water and other basic needs,” Canlas said.
“It is very hurtful that the farmers would suffer a lot as this calamity strikes in the region and still, these farmers were also victims of systematic land grabbing and displacement”, he added.
“We call on our supporters from the Church, government employees, students and other sectors in Central Luzon, National Capital Region (NCR), and our friends in other countries to help us alleviate the situation of the farmers in the region”, Canlas said.
The AMGL said that based on the government data, more than 800,000 of the 1.2 million affected people in the region were affected by this calamity and mostly were farmers, indigenous peoples, and fisher folks.
In Zambales alone, there were 2, 627 families belonging to farmers, indigenous peoples, and fisher folks were mostly hit by this calamity.
In Sta. Cruz town, six barangays including Sabang, Guisguis, Pagatpat, Babuyan, Canaynayan, and Lomboy experienced heavy flooding due to six mining companies operating in the area.
At present, there are 1,150 families who need help, others have vacated to the nearest evacuation centers, and more than 50 families of Barangay Babuyan were stranded and in need of small boat to leave the area, Canlas added.
“We believe that the flooding in the provinces of Bulacan, Pampanga, Bataan, Pangasinan, Nueva Ecija, and Tarlac were worsened by the releases of water from big dams in the region. Particularly in Angat River, the Bustos dam released water that came from Angat dam. The NDRRMC report dated August 7, 7am stated that it released 202.4 cubic meters per second (cms), which simply means flooding 1,748 hectares 1 meter deep or 349 hectares five-meter deep somewhere in Bulacan or Pampanga, the catch basin of Angat river,” Canlas said.
“The private operation of dams, particularly its hydro-electric power generation is the root cause of worsened flooding as it maximizes the sudden increase in water level to generate power. The higher the water volume, the bigger the potential energy of the water and the more power the turbines and generator. When dams wait for higher spilling level, it causes flash floods when they release it, multiplying the destructive effects of continuous rainfall,” he explained.
The group said that unless dams are totally nationalized, flooding in the region would continue to worsen and destroy the livelihood and property of the people.
“Dams should be operated harmoniously with the welfare of the people and not prioritize profit. Everybody knows that private power firms manage dams for maximum profitability such as waiting for the highest spilling level before releasing water. If nationalized, it would prioritize the welfare of the people, thus, releasing water cautiously by avoiding flash flood. The people should also be consulted about the dam’s destructive effects. Irrigation would also be free from monopoly control and should serve the farmers for a low fee if not free of charge,” Canlas said.
The AMGL hit President Aquino and demanded for the review the operations of dams and hydroelectric plants in the region.
“Aquino should quit blaming Mother Nature and start using common sense. Though there is continuous rainfall, it is worsened by the flash flood coming from the dams. He should abandon his political considerations to the rich and influential families that monopolize the power industry and start caring about the people,” Canlas said.

CITY OF SAN FERNANDO — A multi-sectoral group here has adopted a resolution proposing for a long term solution on the flooding problem in this city and other towns in the province.
The City Government of San Fernando, Provincial Government, Department of Public Works and Highways (DPWH), and the Pampanga Chamber of Commerce and Industry Inc. (Pamcham) met the other day at the Heroes Hall and drafted immediate plans of actions to resolve the waterways problem affecting the province.
Aside from the overflowing of Pampanga River, another factor that contributed to the flooding problem in the province is the spillage of water from two dike breaches at the San Fernando–Santo Tomas–Minalin tail dike.
Businesses and properties in this city have been partially affected because roads become impassable when the water level rises.
The recommendations of the multi sectoral group include the immediate channeling of water from Gugu Creek down to Labuan River, closure of the two breaches at the San Fernando–Santo Tomas–Minalin tail dike, and rehabilitation of spillway 1 and 3 located near the transverse dike.
Rechanneling of the Pasig-Potrero River from Maliwalu upstream and raising the height of the San Fernando–Santo Tomas–Minalin tail dike were also proposed.
These proposal and recommendations will be presented to DPWH Secretary Rogelio Singson for appropriate interventions.
Present during the meeting were Governor Lilia Pineda, City Mayor Oscar Rodriguez, Mayors Carlito Naguit, Jose Maria Hizon, DPWH Regional Director Antonio Molano and Pamcham President Marco Antonio Jimenez.
