CITY OF SAN FERNANDO–The Department of Energy (DOE) formally launched its 2012-2030 Philippine Energy Plan (PEP) which aims to ensure a stable, secure, sustainable, and reasonably-priced energy.
In cognizance of the United Nations General Assembly’s declaration of year 2012 as the International Year of Sustainable Energy for All, the PEP envisions to build a low carbon economy through various initiatives, such as tripling renewable energy capacity by 2030, promotion of energy efficiency as a way of life, as well as advocacy for alternative energy to attain 30 percent adoption of alternative fuels to power public utility vehicles.
Assessing the energy needs of the country over the next 20 years, DOE considered factors, such as 10 percent annual energy savings, increase in the number of Compressed Natural Gas (CNG)-fed buses and deployment of CNG taxis, electric vehicles, and application of higher biofuel blends (biodiesel and bioethanol).
To manage the country’s energy demand, the plan includes energy-saving strategies to scale-up energy efficiency programs for private and public establishments
In addition, newly installed Secretary Carlos Jericho Petilla emphasized that the plan strengthens the foundation of DOE’s previous energy framework towards the achievement of the sector’s long-term goals.
“You may see that this plan is similar to the previous energy plan, we just updated the figures. We have to take note that a plan that changes annually is not a good plan. There must be some consistency so that measures and policies that are originally envisioned to have long-term benefits will be effective,” Petilla said.
The three pillars of the Aquino Administration’s Energy Reform Agenda continue to contribute to the Plan’s objectives, but to enhance public participation, Petilla highlighted that transparency is needed to enable decisions and implementation to be done according to established rules and regulations. This will also ensure that adequate and reliable information are directly accessible to those who will be affected by such decisions.
“Transparency is a key factor to the success of any market driven industry such as energy. The energy industry is a complex industry but there is a way to laymanize things. By making it more basic and understandable for the public, we will be able to provide transparency which is greatly needed in this sector since energy is one of the most important basic necessities,” Petilla said.
Like the rest of the world, the Philippines is facing a moment of decision in terms of using energy in a more environment-friendly way. Thus the plan identifies the energy pathways towards a low carbon economy and identifies the most efficient energy options.

QUEZON CITY—Award-winning Kapampangan director Brilliante Mendoza has been named Best Director in this year’s Metro Manila Film Festival for his film “Thy Womb” (Sa Iyong Sinapupunan) which stars veteran actress Nora Aunor.
Mendoza received the trophy during the MMFF awards night Thursday though the film, which showed the simple and peaceful life of native Badjaos in Mindanao fared rather sluggishly in the box office.
Aunor, on the other hand, was awarded the Best Actress plum.
Mendoza, Aunor and the movie itself also received accolades from various film award giving body from abroad.
Mendoza hails from the City of San Fernando, Pampanga’s capital city.
“This movie shows that Badjaos are not the way we know them – as beggars in big cities. The movie shows how simple and peaceful their way of living and how beautiful Tawi-tawi is,” Mendoza said.
Badjaos are an indigenous ethnic group known to be living a seaborne lifestyle as they use small wooden sailing vessels (such as the perahu and vinta) in their daily lives.
Some Badjaos have migrated to Luzon particularly in big cities like Metro Manila to find jobs but as they fail to do so, they end up living in the streets and begging for money.
Mendoza summarized the movie as the story of opposing natures of women (sterility versus fertility) to reflect the prevailing condition in Tawi-tawi.
In the movie, Mendoza worked with Aunor, independent film princess Mercedes Cabral and mainstream actress Lovi Poe.
“Not all movies are being invited to the MMFF. But, when we got an invitation, I thought it was a good venue to show people our own history in our own movie,” Mendoza said.
Actress Aunor said she was happy to work with Mendoza adding that the movie will change the public’s view of Mindanao.
“We have known Mindanao as a war zone. But it’s not. This movie shows how rich the culture of our fellow Filipinos there is,” Aunor said in Filipino.
Aunor said the movie was shot in only 14 days but given Mendoza’s talent, “it was filmed well.”

FORT MAGSAYSAY, Nueva Ecija–Instead of fighting government forces, rebel groups in the country are urged to help in a common battle against climate change.
Brigadier General Gregorio Pio Catapang Jr., Army’s 7th Infantry Division (7ID) commander, called on the Communist Party of the Philippines-National Democratic Front-New People’s Army (CPP-NDF-NPA) to join the Armed Forces of the Philippines in its fight against climate change.
“We are now fighting a new war that is climate change. Hence, I challenge the CPP-NDF-NPA to declare a bilateral ceasefire in disaster-prone areas and help in the construction of school buildings that can be converted into evacuation centers during calamities,” said Catapang.
“The wrath of typhoon Pablo in Davao Region, where a number of 7ID troops were assigned, resulted to over a thousand deaths and billions of pesos worth in agricultural and infrastructure damages. It is high time for us to consider the threat brought about by these natural calamities,” Catapang said.
In line with relief efforts to “Pablo” victims, the 7ID cancelled most of its Christmas festivities and donated the money instead.
Also, each soldier gave at least one canned good and proceeds from the Commander’s Cup, Battle of the Bands, and fun run went to such cause.
A collection booth was likewise placed in a mall in Cabanatuan City to give Novo Ecijanos and other Central Luzon residents an opportunity to help.

CLARK FREEPORT—Thousands of individuals here have pulled their resources and gathered a total of P1.4 million to be donated to the victims of typhoon “Pablo” which recently battered Compostela Valley.
Clark Development Corporation (CDC) employees led by newly-installed president and chief executive officer Arthur Tugade, along with thousands of individuals, collected the donations during the “Clarksiyahan” on December 27 held at the CDC Parade Grounds.
The event was attended by around 2,000 individuals including CDC locators, employees from the Clark International Airport Corporation, Philippine Air Force and ordinary citizens.
Angeles City Mayor Edgardo Pamintuan and Mabalacat City Mayor Marino “Boking” Morales also attended the event.
Funds collected from the event will be donated to the surviving victims of the typhoon that hit Compostela Valley nearly three weeks ago.
According to the National Disaster Risk Reduction Management Council, the typhoon killed hundreds of people and left agricultural damage at Montevista town. Typhoon “Pablo” destroyed an estimated an estimated P7.1 billion worth of crops, infrastructure and properties.
Aside from the fund raising, the event also highlighted the giant lanterns made by Fernandinos. The giant lanterns competed during the “2012 Ligligan Parul” in the City of San Fernando. ●Charlene Cayabyab

CLARK FREEPORT–The Subic-Clark Alliance Development (SCAD) Council on Friday expressed thanks to Japan International Cooperation Agency (JICA) for funding a comprehensive study aimed at decongesting the Manila ports by diverting container traffic to Subic and Batangas ports.
“The study points to how both Subic and Batangas ports can increase their utilization given the available shipment volumes that only needs consolidation and the measures necessary to make them competitive with the Manila ports,” said SCAD Council Chairman FelicitoPayumo, who is now eyeing a congressional seat representing Bataan.
Payumo said that there would have been less pressure on the SBMA now “had the previous SBMA (Subic Bay Metropolitan Authority) administration utilized the 10-year grace period to promote and market the Subic container port.” The SBMA is the owner of New Container Terminals 1 and 2 located inside the Subic freeport.
It was on Payumo’s watch as SBMA chairman and administrator that the two Subic container terminals were conceptualized and designed, with a loan package coming from Japan Bank for International Cooperation, JICA’s precursor. Incidentally, JICA also funded the Batangas port.
Payumo recalled that at that time the SBMA “had the winning bid price lower than the government agency estimate, notwithstanding the restricted loan for the project,” adding that, “It only shows that competitive bid results can be obtained if real competition is let to play.”
The records of the bid showed that Penta consortium submitted a bid of P5.22 billion, about P1.766 billion lower than the government estimate, and about P363 million lower than its competitor’s (Toyo Construction’s) bid.
Meantime, the SCAD Council also sounded the call for stronger organizational linkage among Subic, Manila and Batangas ports even as it expressed strong support for the formation of a high-level inter-agency Greater Capital Region Ports Development Council, a proposed group to synchronize their development, operations and investment plans. The proposal is contained in a JICA-funded study aimed at decongesting Manila ports by diverting container cargoes to Subic and Batangas ports.
Payumo said the proposed high-level inter-agency council, to be organized like a cluster, would advance these ports’ interests and draw up certain policies promoting their sustainable competitive advantage.
Aside from recommending a strong organizational linkage among the ports, the study, which JICA shared with SCAD Council early this month, also prescribed pricing and promotional incentive strategies for Batangas and Subic ports as well as “rescheduling” in South Harbor’s and MICP’s capacity-expansion investment plans.
Overcrowded container yards in Manila International Container Port (MICP) and in South Harbor prompted port authorities to call for the expansion of MICP’s Berth 6 and for the conversion of South Harbor’s Pier 9. On the other hand, the JICA-funded study says “port capacity utilization in 2011 at Batangas was 4.2 percent and Subic, 5.6 percent.” ●Marna D. Del Rosario
