MALOLOS CITY—No rains or heavy rains, the Catholic Church turn to special prayers invoking God’s assistance in times of needs.

Rev. Fr. Prospero Tenorio of the St. Anthony parish in Hagonoy town said Church is prepared for any occasion, even in times of heavy rainfall that threaten lives and properties.

“We have set of special prayers for special needs in our liturgy,” Tenorio said on Tuesday night.

For heavy rains like what hit Central Luzon and Metro Manila since Monday, the prayer goes like this, “Ama naming makapangyarihan, Ikaw ang sinusunod ng buong kalikasan kaya’t nagmamakaawang Iyong pagbigyan na humupa ang ang masungit na panahong aming pinangangambahan at ang aming takot sa parusa ay mapalitan ng papuri sa Iyong Ngalan sa pamamagitan ni Hesukristo kasama ng Espiritu Santo magpawalang hanggan, Amen.”

Tenorio explained that the above prayer is normally said during Masses to invoke God’s assistance. The said prayer is included in the liturgy book of the Diocese of Malolos.

In the past, when the El Nino phenomenon hit the country, the Church prayed the Oratio Imperata, the most recent was in 2007 when the country experienced a long dry spell.

Days after the Oratio Imperata was said, heavy rains came which flooded some areas in Bulacan.

Meanwhile, Bulakenyos also turned to prayers at the height of heavy monsoon rains on Tuesday.

Some, like Olivia Raymundo used her cellular phone in texting a brief prayer in English.

The prayer which is similar to the Church’s liturgical prayer went: “Almighty and loving Father, creator of the universe, we fervently ask Your divine and infinite mercy to take control of the rain and typhoon.

We put our trust in Your power, we implore you to embrace our country. Calm the weather as you did with your disciple in the middle of the seas. In Jesus mighty name we pray, Amen.”

Raymundo said that she only receive the same prayer and decided to pass it on to remind her friends to turn to God.

She explained that the situation experienced by the country is clearly out of control of local officials.

However, she believes that God is still in control.

PANTABANGAN, Nueva Ecija – The water level of Pantabangan Dam was declared safe at 208 meters as of 8:00 a.m. Tuesday by official of the National Irrigation Administration-Upper Pampanga River Integrated Irrigation System (NIA-UPRIIS).

Engr. Josephine Salazar, NIA-UPRIIS operations manager, noted that the water level is way below the dam’s spilling level of 221 meters.

“There is nothing to worry about at this level,” she said.

Engr. Freddie Tuquero, manager of dam and reservoir division, said the agency has set a reservoir filling curb that was aimed at ensuring safe and managed release of water in case of necessity.

“From June 1 to October 31, the water level should not exceed 216 meters with five meters as buffer for the possible strong typhoons,” he said.

The 216-meter level is deemed to be safe as it comes with a calculated move of reducing water when reached, Tuquero said.

This is to prevent the pressure of having water from the dam overflowing irrigation canals with the current from different rivers, such as Cabu and Coronel rivers, he said.

“Magbabawas tayo ng tubig bago dumating ang malalaks na bagyo. Monitored naman natin yun through Pag-asa,” he explained. “Pag mag-aaraw naman, magre-release tayo para dun sa irrigation kaya unti-unti, baba rin yung tubig natin,” he said.

CLARK FREEPORT – At least seven domestic flights of Airphil Express were diverted yesterday to the Clark International Airport (CIA) here due to air traffic congestion at the Ninoy Aquino International Airport (NAIA) in Metro Manila.

At the same time, operations at the CIA have remained normal despite the recent heavy rains that flooded Metro Manila and other parts of Luzon.

“There were no cancellation of international and domestic flights,” said Clark International Airport Corporation (CIAC) President and CEO Victor Jose Luciano.

Air traffic congestion at NAIA forced domestic flights of Airphil Express to divert their flights at Clark Airport, Luciano said.

The four Airbus A320s of Airphil Express started landing at the runways of Clark airport at about 9 am. They came from General Santos, Osamis, Kalibo and Legaspi, he said.

Another three ATR propeller-type aircraft also of Airphil Express were diverted to the airport here. They were from Catarman, Caticlan and Calbayog.

Luciano said that all the aircraft refueled here before finally flying to their NAIA destination at about noon.

Luciano earlier stressed that Clark airport is “ready 24/7 for diversion flights from NAIA” as he pointed to the “spacious Clark aviation complex that can accommodate wide-bodied aircraft.”

“The airport is always ready and our navigational systems are working round the clock,” he added.

Luciano said that CIAC management is in the process of upgrading the navigational systems of Clark airport as part of the modernization programs for the entire 2,367 hectare Clark Aviation Complex.

ANGELES CITY- Malacañang was urged yesterday to release at least 50 percent of its P 21.7-billion calamity funds to help some one million folk affected by the southwest monsoon, mostly in Luzon.

This was the appeal of the fishers’ group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) and the Anakpawis party list which, in a joint statement, said Pres. Aquino is “morally obliged” to do so for the benefit especially of “ thousands of farmers, fisherfolk and urban poor affected by Gener.”

Anakpawis party list vice chairperson Fernando Hicap and Pamalakaya vice chairperson Salvador France said “the President should ready the calamity funds upon request of people’s associations and local government units.”

“The people fully deserve the appropriate assistance. The P 21.7-billion calamity fund for 2012 belongs to them,” they said in their joint statement.

The statement noted that P 7.5 billion had been allotted by Congress for calamity funds while P 14.2 billion were set aside for unprogrammed disaster risk and management activities for this year.

“Malacañang should immediately release at least 50 percent of the P 21.7-B funds for victims and affected sectors,” they added.

According the to latest bulletin issued by the National Disaster Risk Reduction and Management Council (NDRRMC), affected persons in Ilocos, Central Luzon, Calabarzon, Mimaropa and National Capital Region number 267,850 families or 1,230,813 persons.

The NDRRMC also said displaced persons outside and inside evacuation centers were estimated at 163,007 families or 783,707 persons.

The same bulletin said there were a total of 90 municipalities in Ilocos, Central Luzon, Calabarzon and NCR inundated by floods.

PRESIDENT Benigno Aquino III led Wednesday the distribution of relief goods to flood-affected families in Tunasan, Muntinlupa City.
The President handed out food packs consisting of noodles, cans of sardines and corned beef, rice and coffee to 784 families (3,920 individuals) from various barangays around Laguna Lake.
Social Welfare Assistant Secretary Milo Gudmalin briefed the President on the ongoing rescue and relief operations in the city.
In his short remark, the President assured flood victims that the government, through the local government units, is doing its best to provide basic services to families affected by the latest calamity.
Aquino expressed happiness that despite their poor situation, the people of Tunasan were all smiles and bursting with optimism.
Heavy rains brought by southwest monsoon have inundated about 90 percent of Metro Manila and 20 other provinces.
Over 160 schools in flood-affected communities now house over 14,000 families stricken by floods.
Education Secretary Armin Luistro said he instructed Schools Division Superintendents in the National Capital Region (NCR) to work closely with local government as well as the city social welfare offices in their respective areas.
“We need to make sure that we have enough supplies to provide for the needs of evacuees under our care. Let us work hand in hand with our city and barangay officials to ensure that urgent needs are provided given the current situation,” the Education chief said.
NCR has the largest number of evacuees with 9,741 families sheltered in 115 schools, followed by Central Luzon with 2,568 families in 36 schools, while 17 schools in Calabarzon Region are providing shelter for 2,180 families.
Aside from ensuring the smooth operation of schools used as evacuation centers, local education officials in Metro Manila are now finalizing a plan for the resumption of classes including provisions for make-up classes.
Details of which will be released Thursday, the Education department said.
