THE Philippine government and the Moro Islamic Liberation Front (MILF) slammed Wednesday the recent attacks of the Bangsamoro Islamic Freedom Fighters of the Bangsamoro Islamic Freedom Movement (BIFF-BIFM) in several military installations in Maguindanao and North Cotabato.
The BIFM is a group formed by breakaway MILF commander Ustadz Ameril Umbra Kato and is considered a lawless group, which is not covered by the ceasefire agreement between the government and the MILF.
Government peace panel chief Marvic Leonen, in his opening speech in resumption of formal peace talks in Malaysia, said the “attacks were suspiciously timed to coincide with the opening of the 30th formal exploratory talks between the Government of the Philippines (GPH) and the MILF.”
“Clearly, this group of Ustadz Ameril Umra Kato are one of the few that are willing to go at lengths to deny our communities and our peoples the benefit of a just and lasting peaceful settlement to our armed conflicts,” he said. “They have lost the moral high ground: they have put communities and civilians in harm’s way for amorphous and illegitimate objectives.”
The 200-strong BIFM broke off last year from the larger MILF. The group has opposed the negotiations and vowed to continue fighting for an independent homeland for minority Muslims in the south.
“Clearly, this group of Ustadz Ameril Umra Kato are one of the few that are willing to go at lengths to deny our communities and our peoples the benefit of a just and lasting peaceful settlement to our armed conflicts,” Leonen said.
He added that members of Kato’s group “have lost the moral high ground” as they have put communities and civilians in harm’s way.
Since the MILF breakaway group is not covered by any ceasefire agreements, Leonen said its members “will be the subject of continued operations with all the sensitivities required by the rules of engagement.”
MILF peace panel chair Mohagher Iqbal described the violent acts of Kato’s group as an example of “dirty spoiling,” and stressed that the “MILF has demonstrated itself as a reliable partner in peacemaking.”
“The path to peace is the most fruitful way, not through war,” Iqbal said. “The MILF is confronting the problem of radicalism especially among the youth head on.”
Leonen stressed that “we will certainly not pause because of unreasonable violent acts from those who cannot see that the just way to resolve our conflict is through patient and candid dialogue.”
At the same time, Leonen said the negotiations with the MILF are proceeding with undeniable momentum.

Both parties presented their technical working groups (TWGs) tasked to delve into the details of power-sharing and wealth-sharing and flesh out issues. Their outputs will be presented to both panels for approval.
Malaysian facilitator Tengku Dato’ Ghafar Tengku bin Mohamed noted the creation of the TWGs of both parties as a “sign of progress” in the 15-year negotiations.
On the government side, panel member Miriam Coronel-Ferrer will head the working group on power-sharing. Joining her are Upi, Maguindanao Mayor and alternate panel member Ramon Piang, former Autonomous Region in Muslim Mindanao attorney general Jose Lorena and Office of Political Affairs Undersecretary and 1986 Constitutional Commission member Chito Gascon.
Panel member Senen Bacani will head the TWG on wealth-sharing with panel member Yasmin Busran-Lao as adviser. Joining them are Department of Environment and National Resources Assistant Secretary Anselmo Abungan and National Economic and Development Authority Regional Director Ma. Lourdes Lim.
On the MILF side, Dr. Habib Macaayong leads the working group on power sharing with Ustadz Anwar Sirad and Prof. Ali Ayuib as members. Their working group on wealth-sharing is led by Dr. Benjamin Domato with Dr. Mahid Macalingkang and Archie Buayah as members.
Leonen underscored that while both parties are in the last stretch of the negotiations, “the next stages will still be as complex.”
“As we mentioned during the last round of talks, our principals will be confronted with issues that will require difficult decisions,” Leonen said, adding he is “sure that our principals will be willing to make them and communicate them through us so that we can work on these concerns.”
Iqbal, on the other hand, urged his counterpart to “persevere,” saying he “expects every sort of obstacles and complications… (as the) bargaining becomes more intense in the final stage.”

CITY OF SAN FERNANDO — Representative Aurelio Gonzales Jr. (3rd district, Pampanga) ordered on Wednesday the release of P1-million worth of relief goods to flood victims in different parts of the district following an aerial inspection.
Gonzales said the amount would be followed up with additional relief assistance as consolidated and verified reports of flood victims from different government agencies come in.
He said he will prioritize those heavily hit by the flooding.
“We have made an inspection of different areas in the district. It is very saddening that such a disaster has befallen our district. There are lots of areas that are still underwater and some even sustained damages to their properties,” Gonzales said.
Gonzales said he is now consolidating damage reports in Arayat, Sta. Ana, Bacolor, Mexico, and the City of San Fernando. Still unverified reports place the number of affected families in this city at 57,000.
The congressman said the relief goods are also being sourced from government agencies along with augmentation coming from his own funds.
Gonzales urged officials of the Department of Public Works and Highways (DPWH) to start the inspection of major waterways here for the revival of the Pampanga River Control System (PRCS).
The lawmaker said the province now is in need of a renewed evaluation of river systems to fully address the problem of flooding, as the situation in the province’s river systems have drastically changed since the eruption of Mt. Pinatubo.
The lawmaker also conducted an aerial inspection of the province’s third district to further understand, which waterway is in need of urgent attention.
Gonzales inspected Sta. Ana town and has identified the Inuman Baka System as one that needs urgent attention.
Gonzales said the inspection had yielded valuable information on how the DPWH would be able to carry out the revival of the PRCS. The PRCS aims to appropriate a maintenance fund devoted to the upkeep and upgrading of the river systems.
The lawmaker added that the PRCS must also include development plans on a long-term basis on how to create new channels and fully upgrade the river system facilities like ripraps, concrete slope protection and the like.
“There should be a long-term study and master plan on how to address flooding in the next 10 to 20 years,” Gonzales said.

CITY OF SAN FERNANDO — The death toll in Pampanga due to the southwest monsoon rose to five, as major river systems and tributaries here spilled over to the towns last Tuesday.
The Provincial Disaster Risk Reduction Management Council (PDRRMC) identified the casualties from drowning as Angel Ignacio Ocampo, 6, of Barangay Alauli, in Masantol; Tracy Nunag Estrella, 11, of Barangay Sto. Tomas, Lubao; Stephanie Ballon Marquez, 3, of San Agustin, Candaba; Darel Flores, 9, from Barangay Apalit in Floridablanca town; and Renato Fan, 30, of Marcos Village, Mabalacat City.
PDRRMC chief Engineer Lulu Alingcastre, in her report, also said the flood-affected barangays from the 19 municipalities and two cities are already 331.
Some 81,053 families or 482,253 individuals were affected by floodwaters. Of these, about 2,500 families or 9,373 individuals are being served in various evacuation centers established by the concerned local government units (LGUs) and Provincial Government.
The affected municipalities and cities are City of San Fernando, Mabalacat City, Magalang, Guagua, Lubao, Floridablanca, Porac, Sasmuan, Sta. Rita, Arayat, Bacolor, Mexico, Sta. Ana, Apalit,Candaba, Macabebe, Masantol, Minalin, San Simon and Sto. Tomas.
As this developed, at least five action centers were activated by the Provincial Government to respond immediately to the needs of the people who were displaced due to floodwaters.
Governor Lilia Pineda also instructed the PDRRMC, in close coordination with the LGUs, Philippine National Police (PNP) and Philippine Army (PA) to implement forced evacuation in the municipalities of Sto. Tomas, Minalin, Macabebe Masantol and Apalit.
Pineda assured the Kapampangans that they are monitoring the situation on a 24/7 basis to provide the needed augmentation in affected municipalities and cities.

CLARK FREEPORT, Pampanga- The Subic Bay Metropolitan Authority (SBMA) is enticing call centers to locate in Subic Freeport as it cited its excellent facilities for business process outsourcing (BPO) operations.

In an assembly meeting of the Business Processing Association of the Philippines (BPAP) and the Contact Center Association of the Philippines (CCAP), SBMA Chairman Roberto Garcia expressed optimism that Subic Bay will become “the next place to be for information and communication technology (ICT) businesses in the country.”

Garcia, who was invited by BPAP and CCAP president Benedict Hernandez to talk about the advantages of investing in Subic, also said the BPO industry continues to grow in the Philippines with Subic likely to be a major ICT destination.

“BPO is the most vibrant industry in the country today. And Subic is now ready to accommodate you as we gear towards becoming an ICT hub,” Garcia said.

He said Subic has complete ICT facilities “in an environment where you will love to stay.” Proof of this, he added, is the 44 BPO locators now in Subic Bay, which altogether employ some 2,400 call center agents.

Garcia said Subic now enjoys three-way global connectivity, a link from fiber-optic cable network to satellite transmission system, and the microwave uplink services needed to set up an international call center.

Garcia explained that because of the expected influx of thousands of BPO workers in Subic, the SBMA is planning to build a workers’ dormitory, which can accommodate 8,000 workers near the proposed ICT hub.

He added that the proximity of the dormitory to the ICT hub will mean some P4,000 monthly savings on travel expenses of call center agents, thereby making the cost of living in the Subic Bay Freeport about 40 percent cheaper than in Manila.

Hernandez expressed optimism that Garcia’s vision for an ICT hub in Subic is not far from realization.

He noted that Subic is such a beautiful and attractive place.

CLARK FREEPORT, Pampanga— Dispelling rumors of a “turf war” in connection with the seizure of some P420-million worth of imported rice, officials of the Subic Bay Metropolitan Authority (SBMA) and the Bureau of Customs (BOC) have vowed to work closely together to curb all forms of smuggling in Subic Bay freeport.

In a press conference at the SBMA office here, SBMA Chairman Roberto Garcia and Customs Commissioner Rufino Biazon said the two agencies see eye-to-eye as far as the implementation of customs and tariff laws are concerned.

“Contrary to what has been reported, there is no truth to allegations that there is a turf war between the Bureau of Customs and the SBMA,” Biazon said. “We are in close cooperation and coordination,” he added.

Garcia meanwhile said that in the disposition of the seized shipment, the BOC holds sway because the SBMA simply stands as manager of the freeport.

“We have cooperated together in the past – as in the case of the inventory of blue-plate vehicles here – and that is what we are doing now,” Garcia said.

“We also look forward to a more harmonious relationship between Customs and SBMA because there should be more vigilance in the face of attempts to smuggle goods through Subic,” Garcia added.

The two officials issued the clarification following reports saying the SBMA had accused Biazon of having “overstepped his authority in the freeport.”

SBMA officials said, however, that nobody in the agency had contested BOC operations in Subic.

“In fact, we have not taken any position regarding the implementation of customs and tariff laws in the freeport because we abide by the issuances and orders that emanate from the Customs offices,” Garcia said.

Biazon said the BOC had issued a warrant of seizure and detention on the illegal rice shipment which costs around P420 million.

He said the BOC’s move to seize the shipment is now under appeal, but if the detention is warranted, the BOC may sell the illegal shipment at an auction.

He added that there is no proof that the shipment is destined for some cooperatives in the country, as earlier reported in the media.

In Tuesday’s forum, SBMA officials also clarified that the agency did not allow the shipper to make any declaration after finding out that the rice shipment was not covered by the required documents.

“We did not allow them to make a declaration, and we did not issue them any permit, so they cannot move it out and sell it in the domestic market,” said SBMA seaport operations chief Atty. Redentor Tuazon.

Garcia added that after the prescribed 60-day period of storage had lapsed, “the matter is already in BOC hands.”

After the press conference, Biazon showed the impounded rice to the media.

He said the BOC is expediting the investigation of the shipment so that the rice may not rot before it is finally disposed of.
