Armm guv condemns Maguindanao attacks

AUTONOMOUS Region in Muslim Mindanao (Armm) OIC-Governor Mujiv Hataman condemned Monday the “aggression” in three Maguindanao towns by a breakaway group.
The group identified as the Bangsamoro Islamic Freedom Fighters (BIFF), which broke away from the Moro Islamic Liberation Front (MILF) in December 2009, staged attacks in the towns of Ampatuan, Datu Unsay and Shariff Aguak in Maguindanao province.

The BIFF is led by Ustadz Amiril Umbra, the former commander of the MILF’s 105th Base Command.
The military reported that the BIFF forces simultaneously attacked five Army detachments in Maguindanao around 11:30 p.m. Sunday but no one was reported injured.
The attack prompted the Army’s 6th Infantry Division to temporarily close the Cotabato-General Santos highway as the troops have launched clearing operations.
“The act is especially reprehensible during this time of the Holy Month of Ramadan, when devout Muslims are in the observance of fasting and are supposed to exercise utmost restraint. It is an utter disrespect of Islamic values and of the lives of countless civilians who will have to endure the effects of conflict even in the midst of the holy month,” Hataman said.
“We appeal to all stakeholders to help stop this latest round of violence in the province and prevent its possible escalation,” he added.
He said the BIFF should uphold Islamic values and respect for civilian lives more than any other interest and to exhaust peaceful means to address valid grievances.
The governor also appealed to the peace panels of both the government and the MILF not to get distracted “by this isolated incident and allow it to affect the encouraging gains in the peace process.” (Bong Garcia/Sunnex)

Breakaway Moro rebels attack troops; 3 killed

KIDAPAWAN CITY — Breakaway members of the Moro Islamic Liberation Front (MILF) attacked army outposts in Maguindanao province on Sunday, sparking clashes that killed at least three people, officials said.
Colonel Mayoralgo dela Cruz, commanding officer of the Army’s 1st mechanized brigade, said Monday that the attacks included roadside blasts using rocket-propelled grenades.

Maguindanao Governor Esmael Mangudadatu said the armed fighters of the Bangsamoro Islamic Freedom Movement (BIFM) staged simultaneous attacks in four Maguindanao towns around 11:30 p.m. Sunday, adding that sporadic clashes were continuing Monday.
The gunmen also attacked two army outposts in nearby North Cotabato province.
In Pikit town, police chief Inspector Elias Dandan said a grenade exploded along the highway in Barangay Batulawan around 12:45 a.m. Monday.
Dandan said the grenade was thrown just in front of a Cafgu detachment. Four Cafgu operatives and another civilian were wounded during the blast.
Mangudadatu said two attackers were killed in Maguindanao along with a villager who was hit by stray gunfire as he traveled on a motorcycle along a highway.
Eight people, including five soldiers and militiamen, were wounded in the violence, officials said.
Colonel Roy Galido, commanding officer of the Army’s 40th Infantry Battalion, said BIFM members pounded detachments’ surroundings with anti-tank rocket-propelled grenades and raked bunkers with assault rifles.
The 200-strong rebel group, led by commander Ameril Umbra Kato, broke off last year from the larger Moro Islamic Liberation Front (MILF), which is involved in ongoing peace talks with the government brokered by Malaysia.
Kato’s group has opposed the negotiations and vowed to continue fighting for an independent homeland for minority Muslims in the south of the predominantly Roman Catholic nation. He had a stroke in November, plunging his group into uncertainty.
Abu Misri Mammah, a spokesman for Kato’s group, said the rebels were avenging the death of a fellow rebel who was killed when army troops advanced on a guerrilla stronghold in Maguindanao last June.
“This is our revenge and this is part of our jihad (holy war),” Mammah said, adding his group has no further plans to carry out attacks unless government forces assault its hinterland strongholds.
The 11,000-strong MILF ordered its rebels to remain in their encampments as government forces battled the breakaway guerrillas.
Spokesman Von Al Haq said his group did not want to be accidentally drawn into the fighting.
The presidential adviser on the peace talks, Teresita Deles, said the attacks by Kato’s forces were meant to derail the negotiations, but she assured the public the violence would not affect the talks.
At the height of the attacks, about 8,500 villagers fled from their homes; at least 131 families from several villages in Datu Unsay town in Maguindanao have evacuated. Also affected were villagers from towns of Shariff Aguak and Datu Saudi, of the same province.
Eleven of Maguindanao’s 36 towns also lost power, officials said. They said the gunmen probably destroyed power lines in the mountainous region, about 900 kilometers (560 miles) south of Manila.
A villager identified as Tho from Datu Unsay, Maguindanao, said residents evacuated to safer places since last Friday after they were warned that the BIFM fighters would launch massive attacks against the government troops in Maguindanao and North Cotabato.
Tho said the villagers are experiencing difficulty. “We are still on a fast and we have no food to eat because of the fighting.”
The government troops have set up road blocks along the Maguindanao-Sultan Kudarat highway to prevent civilians from being hit by bullets and mortars.
At 2 a.m., Monday, vehicles were prevented from proceeding to towns of Datu Unsay, Guindulungan, and Datu Saudi Ampatuan where the heavy exchange of gun fires was taking place.

Over 1,000 persons near La Mesa Dam evacuated

MANILA, Philippines – An overflowed creek which caused floods in parts of Fairview and the threats of La Mesa Dam in Quezon City reaching its spilling level prompted the evacuation of over 1,000 persons near the area since Sunday night, the Office of Civil Defense said Monday.

In Masambong village, 60 families were evacuated in the nearby covered court; 15 families or 60 individuals in Sta. Lucia were evacuated in the covered court, parish church and barangay hall; and 424 families or 1,259 persons in Bagong Silangan were moved to the covered court and Brookside Elementary School, said OCD Director Susana Cruz.

Cruz said five families in Payatas were moved to Lourdes Chapel; four families from Damayan village and 20 families from Fairview village were moved to the barangay hall; and 90 families in Gulod and 19 individuals from Dona Imelda villages were also evacuated.

La Mesa Dam is on red alert status after reached its spilling level of 80.15 meters at 3a.m. As of 8a.m., it was at 80.14 meters.

Catholic school bans scarves for Muslim students

ZAMBOANGA CITY—A Catholic-run school here has caused a controversy by banning Muslim students from wearing the hijab headscarf.

Mehol Sadain, who heads the National Commission on Muslim Affairs, said Sunday he had written to Pilar College in this mixed Muslim-Christian port city to demand that it reverse its policy.

While the school was right to claim it could exercise academic freedom, Sadain said it should do so with “justice and fair play.”

“Pilar College should realize that while educational institutions can formulate their own policies, the same should not run counter to existing laws and state policies,” Sadain said.

The complaint has reached the local city council, which asked the school to reply to the allegations.

Pilar College is believed to be the first in the Philippines to enforce an outright ban on wearing the hijab.

Sadain noted that a Department of Education (DepEd) policy states that Muslim girls should be allowed to wear head coverings in school and may be exempted from non-Muslim religious rites.

Education Undersecretary for Programs and Projects Yolanda Quijano confirmed the DepEd’s policy that allows Muslim girls to wear their traditional headscarves in school regardless of what school they attend.

“She (Quijano) confirmed that that is indeed the policy and it still exists,” DepEd communications officer Tina Ganzon said in a text message Sunday.

Western Mindanao State University professor Alih Aiyub, secretary general of the National Ulama Conference of the Philippines, said the problem caught the public’s attention when a parent brought the matter to City Councilor Melchor Sadain, who then authored a resolution asking the city government to verify with Pilar College if it had such a policy.

Avoiding conflict

“It turned out that they had such a policy. But still we don’t want to make it a big issue at this time because… we are still conducting an internal, low-level dialogue with the school administration,” Aiyub, coordinator of the peace group Salam, said.

Aiyub admitted that they were the ones who advised the parents not to speak to the media “because we don’t want the issue to end up like it’s a conflict between Muslims and Christians.”

But Aiyub said that they advocated religious freedom.

“It is not just about Christian schools imposing such a policy, but also Muslim schools (madrasah) that offer special classes on Arabic for non-Muslims and may have been imposing such a policy,” he said.

“If there are Muslims who don’t want to wear the hijab, it is their right. If there are Christians taking Arabic classes who are not comfortable using the hijab inside the Madaris, it is also their right. What we are opposing is the imposition of a policy where a student is banned if she goes to school wearing a hijab,” he said.

But the school, run by the Congregation of the Religious of the Virgin Mary, who incidentally wears veils, said in its letter to the council that it could not “deviate” from its Catholic leanings.

It said that students from other religions were welcome to enroll but must strictly follow the school’s no-hijab policy.

“Rules and regulations are explained to them, particularly the non-wearing of the hijab or veil,” the school said.

Academic freedom

“This is part of academic freedom in connection with which the school has the right to choose whom to teach,” it said.

It was not clear what percentage of students were Muslim but it is fairly common that children from different denominations or religions mix at school in the country, particularly in the provinces.

More than 80 percent of the Philippines’ nearly 100 million population are Catholic, while Muslims form a large minority in the south of the country.

In a statement, Migrante lamented how the absence of parents working abroad could make children vulnerable to join fraternities and sororities, which also exposes them to hazing.
“It certainly falls within the so-called social cost of migration where parents being away from their sons and daughters could not properly exercise parental guidance,” said Migrante.
Specifically for law students, the group said it is expected that parents would not think twice of seeking higher-paying jobs abroad.
“Poor and not so rich parents, who wanted their sons and daughters to become lawyers, are forced to work overseas to support the latter’s law studies noting that a four-year law education is expensive,” the group added.
The group’s statement came on the heels of the death of San Beda law student Marc Andre Marcos allegedly due to hazing.
He was reportedly undergoing initiation rites for the Lex Leonum Fraternitas.
Migrante said this is the reason they are asking President Benigno Aquino III to ensure the strict implementation of the Anti-Hazing Law in a bid to protect vulnerable students especially children of OFWs.
They said it is the least that Aquino can do for the sake of the OFW parents that cannot attend to their children since they are forced to work abroad.
“PNoy as the country’s chief executive is vested with executive power to strictly implement the law. Enough of ‘Noynoying’!” said Migrante.
