CAMP OLIVAS, Pampanga — Emmanuel Bon Alejandrino, the Supremo of Hukbong Mapagpalaya ng Bayan (HMB), who was arrested on Monday has posted bail amounting to P240,000 and was released from the Provincial Jail Friday.
Superintendent Jhoan Ponseca-Rosales, chief of Pampanga police operation branch, said Alejandrino’s bail was approved by Executive Judge Edgar Chua of the Regional Trial Court branch 47.

Alejandrino and his companions identified as Jose Tungol, Anthony Mamangun, Demetrio Lajom, Anthony Dizon, Ferdinand dela Cruz were arrested during a raid in three houses in Barangay Cupang, Arayat, around 5 a.m. Monday.
Rosales said Alejandrino’s son, Melvin, was not in their house when the
Raid by the intelligence group of the National Police Headquarters in Camp Crame, Quezon City, Regional Police Public Safety Battalion, and Arayat police, was conducted.
The raiding team recovered from Alejandrino’s residence two M-16 riles, one M-14 rifle, five .45 caliber pistol, and a .38 caliber revolver.
Authorities also seized an air rifle and two rounds of live ammunition for super .38 revolver from Alejandrino’s residence and a .45 caliber pistol from Tungol’s house.
Alejandrino and the other five suspects were brought to the Regional Public Safety and Management Battalion in Camp Olivas but were later transferred to the Department of Justice (DOJ) in Manila the other day.
The HMB leader and his group were detained at the Provincial Jail after police filed illegal possessions of firearms and ammunition charges against them.
Rosales said that the P240,000 bail is for the three unlicensed firearms of Alejandrino.
Alejandrino was released from the Provincial Jail at 4:15 p.m., according to Rosales.
“Sinundo siya ng kanyang mga supporters sakay ng ilang sasakyan at may nakalagay pang yellow ribbon sa kani-kanilang mga behikulo,” said Rosales.
Rosales also said five others who were arrested could post their bail on Monday “kasi wala pa rin daw pera.”
The raiding team served search warrants issued by Executive Judge Marino dela Cruz of the Regional Trial Court National Capital Region Judicial Region against Alejandrino, Melvin, and Tungol.

Charges vs. mayor not politically-motivated

CITY OF SAN FERNANDO — Former Sto. Tomas municipal administrator Rodelio Garcia clarified on Friday that the charge of malversation and other cases he filed before the Office of the Ombudsman against Mayor Joselito Naguit and two other officials in his administration “is not politically-motivated nor a form of political harassment.”
During a press conference in a restaurant in this city, Garcia said “no other politician or Sto. Tomas official was behind” his appearance and accusations.
“I filed the charges and publicly appeared in my personal capacity with no one behind me. It is for the cause of the people of Sto. Tomas and is not politically-motivated as Mayor Naguit says. Dapat lamang malaman ng taong bayan na marami ngang ginagawang maganda si mayor pero marami rin ang hindi maganda at ang mga ito ay dapat maisiwalat,” Garcia said.
He added that he had “not received any invitation” from the other camp contrary to rumors that he would be included in the line-up of the other party in 2013.
“Wala pa. There are no invitations for me to run for a post in 2013 except for a phone call one time from vice Mayor Ninang Ronquillo asking me to explain why may ganito ngang mga kaso ako laban kay Mayor Naguit,” added Garcia, categorically stating he was “not interested in politics.”
However, Naguit stood by his ground and reiterated that Garcia’s accusations are being prompted by his political detractors.
“How can it not be politically motivated? Kinupkup na siya ng mga Ronquillo at doon siya nakatira sa bahay nila sa Quezon City. Even the car he is driving and using now is from them. There is absolutely no truth at all that his actions are not politically motivated or prompted by someone behind him,” Naguit said.
The mayor said that in due time, he and his legal counsel will answer point by point Garcia’s allegations in the name of truth and transparency.

Develop Clark airport now – Romero

CITY OF SAN FERNANDO — Pampanga Chamber of Commerce and Industry (PamCham) vice chairman Rene Romero urged the administration of President Benigno Aquino III to start the full development of the Clark International Airport Corporation (CIAC) after it was named by London-based Financial Times Business Group as third best among airport zones in the world.
“It is high time that should give full attention to CIAC and name it as one of the main gateways of the country. Full development funding and a long term development plan to open the airport to bigger flights and investment,” Romero said.

Romero added that the recognition brings CIAC into the attention of the international business radar.
CIAC shares the posts with Dubai Airport Free Zone and Morocco’s Tanger Free Zone ranked as first and second place, respectively.
The Financial Times Business Group is the publisher of the Foreign Direct Investment (FDi) Magazine that facilitated the survey.
FDi Magazine is said to have invited 600 free zones from 120 countries to participate in a survey where respondents submitted data about their free zones.
Romero said the recognition is an affirmation of the potentials of the airport in terms of expansion and its runway.
He added that the recognition should be a wake-up call for government to seriously consider making CIAC as the main gateway of the country.
“After NAIA was allegedly dubbed as among the worst airports in the world, now we have something to be proud of. This we owe to the good men and women of CIAC led by President Victor Jose Luciano,” Romero said.
Businessmen here have expressed concern over the seemingly lack of enthusiasm to seriously develop CIAC.
Romero, for one, criticized the lack of official pronouncement in Aquino’s recent State of the Nation Address on the development of the airport.
“We are appealing to the hearts of our leaders to seriously exert effort for the full development of CIAC so that Central Luzon region will fully benefit from its potentials,” Romero said.
Earlier this year, president Victor Jose Luciano said they are pushing for the construction of a budget terminal here that will handle about 10 million passengers a year at the Diosdado Macapagal International Airport (DMIA).
The new facility, amounting to P12 billion, will take three years to complete and make DMIA the second largest airport in the country, next to Manila’s Ninoy Aquino International Airport.

Clark ranked 3rd airport freezone

CLARK FREEPORT — The Clark International Airport ranked third best airport freezone in the world, said in a survey conducted by a magazine published by the Financial Times Business Group of London.
In 2010, Clark Freeport Zone was ranked seventh.

Foreign Direct Investment (FDi) Magazine, a bi-monthly news and foreign direct investment publication, recently published its “Global Free Zones of the Future 2012/13” report.
Clark International Airport Corporation (CIAC), which runs the airport, was named the third best freeport airport in the world.
The same magazine ranked Clark Freeport as the 8th best freeport zone in the world, with Dubai Airport Free Zone being named the best.
Earlier, the Department of Transportation and Communication said it is financing a P100-million study on the feasibility of turning Clark airport into the main international airport of the country.
Ronnie Tiotuico, Department of Tourism Central Luzon director, lauded Clark airport officials led by President Victor Jose Luciano for implementing programs to develop the airport.
Clark airport is located at the heart of Central Luzon, making it the most viable and convenient airport for travelers from North-Central Luzon and the northern Metro Manila area.
It is easily accessible by shuttle bus from various points in Metro Manila and North Luzon. It is one of the biggest aviation complexes in Asia with two runways in parallel configuration that can easily be extended to four kilometers to accommodate new generation wide-bodied aircrafts.
The airport is fully equipped with all navigational aids and lighting facilities and has a Category 1 rating for precision approach.
The secondary runway (Runway 02L/20R) has a length of 3,200 meters and a width of 45 meters. It is not yet equipped with navigational aids and lighting facilities and is currently used for Visual Flight Rules only.

Lawmaker’s cash aid to town hospital approved

CITY OF SAN FERNANDO – The Provincial Board approved on Tuesday a resolution that allows Representative Carmelo Lazatin (1st district, Pampanga) to extend financial assistance of P500,000 to the Andres Luciano Memorial Hospital in Magalang town.
Resolution 3247, passed and unanimously approved on first, second and third reading, authorizes Governor Lilia Pineda to enter into a memorandum of agreement (MOA) with the office of Lazatin.

The aid will be for the medical treatment of indigent patients, said Senior Board Member Crisostomo Garbo.
Meanwhile, two other salient resolutions have been referred to respective committees for further deliberation and hearing.
Resolution 3255 authorizing Pineda to enter into a contract of affiliation with the Holy Angel University for the training of their nurses at different government hospitals in the province for school year 2012-2013 was referred to the Committee on Health.
Resolution 3256 that authorizes Pineda to enter into a sisterhood agreement with the Provincial Government of Cebu for commerce, investments, culture and tourism was referred to the Committee on Rules and Legal Matters.

CGMA makes up for lost time, befriends constituents via Facebook

LUBAO, Pampanga- In an apparent move to make up for the lost time with her constituents here arising from her detention, former President and now Rep. Gloria Macapagal-Arroyo is now reaching out to them via the social networking Facebook amid her reported plans to seek reelection in 2013.

The Facebook account surfaced about a month ago and invited Kapampangans, including members of the local media, as friends. As of yesterday, the account posted 831 friends and 104 public subscribers.

Punto called up at 11:30 a.m. yesterday the telephone number cited in the account as belonging to Arroyo’s office here, but the phone only rang without being answered.

The account, however, seemed authentic despite the lack of anyone to confirm it immediately as of yesterday.

When news broke out last Thursday that Arroyo would visit Pampanga the following Friday, the Facebook account rightly cited Barangay Babo Sacan in Porac town in response to Punto’s query on the exact location of her destination.

During last Friday’s visit to Porac, Arroyo’s spokesperson Elena Bautista Horn confirmed the former president’s plan to seek reelection in Pampanga’s second district.

“Former President and Congresswoman Gloria Macapagal-Arroyo is on a 24-hour alert monitoring developments in the 2nd district of Pampanga including nearby towns regarding possible effects brought about by tropical depression Gener.”

“She is recommending to the town mayors to mobilize resources and put in place rescue and relief operations to help her cabalens overcome the dangers that may arise.

She is asking to receive hourly reports directly from the mayors. Evacuation centers have already been identified for possible evacuation,” the statement also said.

The bulletin elicited positive reactions from Arroyo’s supporters. One Tessie Calixto Arriola said: “That’s my leader. Always alert and helpful.”

The Facebook account, however, was apparently prepared for her by her staff about a month ago when the account started to invite Kapampangan friends, as the police had barred Arroyo from cellphones and the internet during her detention at the Veterans Memorial Hospital until she was allowed to post bail Wednesday last week.

The account initially featured a photo of Arroyo during her project inspections in Pampanga before her detention.

Yesterday, the main page featured her still with a neck brace, waving to the crowd from a window in her coaster after she posted bail on electoral fraud charges Wednesday last week.

ANGELES CITY – Mayor Edgardo Pamintuan lauded the efforts made by the Department of Foreign Affairs (DFA) for opening a consular office at a shopping mall here.

Pamintuan was among those invited during Monday’s inauguration of the new DFA consular office at the 3rd level of Marquee Mall in this city.

Also invited were Governor Lilia Pineda of Pampanga, Archbishop Paciano V. Aniceto, Chairman Francisco Duque of the Civil Service Commission, DFA Undersecretaries Laura Del Rosario and Jose Brillantes and DFA Assistant Secretary Jaime Victor Ledda.

“The DFA passport office here will provide several, not to mention timely, advantages for the community. It will prove to be an essential, convenient and necessary addition to the city’s already sterling array of services,” the mayor said.

“If we consider Angeles’ proximity to Clark, it will dictate the immediate need for travel services, particularly the need to avail or maybe even renew passports.

The abundance of legitimate travel agencies here in the city will also benefit the DFA in supplying and monitoring the said agencies with their services and programs,” Pamintuan added.

For his part, Foreign Affairs Secretary Albert del Rosario said the new consular facility at MarQuee Mall is the result of an out-of-the-box formula that the DFA pursued last year to make the department’s services more accessible to the public.

“This was the result of the Public-Private Partnership (PPP) arrangements the DFA entered into with Pacific Mall Corporation, Robinsons Land Corporation, Ayala Land Incorporated and SM Prime Holdings,” Del Rosario said as the DFA expects to open at least 11 more consular offices in shopping malls across the country before the end of the year.

“By 2014, we should have 30 such facilities operating in shopping malls across the country,” he added.

At the same time, Pamintuan expressed his gratitude to the management of MarQuee Mall for always being welcome to several innovations that benefit their corporate social responsibility.

“I recently had my second State of the City Address (SOCA) here at their activity center and part of the success of that event goes to the mall. Thank you for always extending your cooperation with the city government.

I assure you that our firm partnership will further strengthen our organization’s respective endeavors,” Pamintuan said.

He also acknowledged the efforts of Kapampangan diplomat Elmer Cato for initiating the implementation of DFA’s Public-Private Partnership program that established consular offices in shopping malls in Metro Manila and regional centers geared towards the improvement of the delivery of passport and other consular services to the public.

Cato was conferred the Gawad Mabini with the Rank of Dakilang Kasugo by no less than President Aquino at the ceremonies commemorating the 114th founding anniversary of the DFA and the 148th birth anniversary of Gat Apolinario Mabini on July 26.

Man on a picnic drowns in stormy sea

MARIVELES, Bataan- A man who took a swim alone in the stormy sea adjacent to a beach resort here drowned Sunday afternoon.

The fatality was identified as factory worker Neian Hayo, 27, of barangay Ipag, Mariveles.

Belen Gonzales, caretaker of Hawla Beach Resort, said the victim was with nine other men and four children when they entered the beach above a cliff in Sitio Porto del Sol in Barangay Balon Anito.

“Nagkakainan sila nang hindi namalayan ng mga kasama na lumusong pala sa dagat at narinig na lamang ang paghingi nito ng saklolo,” the woman said.

She said the companions of the victim and rescue workers were not able to save Hayo because of the turbulent sea at past 3 in the afternoon. She said that the rescue was even hampered by strong winds at 4 p.m.

The body was later found at a portion of the sandy beach.

Gonzales said they cautioned the picnickers not to swim in the sea due to the strong waves. “Sabi nila magkakainan lamang sila pero may isa palang lumusong sa dagat at siya ngang nalunod,” the caretaker said.

OCD, PIA-III to utilize SMS in saving lives during disasters

MALOLOS CITY—Knowing that information is power, the Office of the Civil Defence (OCD) and the Philippine Information Agency (PIA) in Central Luzon joined hands in harnessing that power to save lives and property.

This is through information text blast with the support of major telecommunications companies.

In a media briefing in Pampanga on Friday, Robert Baldago, director of PIA in Central Luzon said they will compose messages appropriate for the needs of about 10 million residents of the region and send it directly through the use of new media like short messaging system (SMS), Facebook, and Twitter.

“Short messaging or texting is arguably the fastest and most practical way of reaching a wider population nationwide, empowering them through the information sent to make intelligent decisions,” he said.

Among the messages that PIA plans to send out are alerts on typhoons, floods, tsunami, earthquakes, and advisories on dam release, high tide and low tide, class suspension and even schedules of brown outs.

Jose Fabia, PIA director general, said such information will serve as decision-making tools that would help people make more informed choices.

He said timely and accurate information can save lives especially in times of disaster, citing incidents last year when lives were saved after the victims were able to send out a text message informing the PIA of their situation.

Fabia said that information served as key to mobilize assistance from different government agencies.

For her part, Josie Timoteo, OCD-III director, said advisories are part of early warning systems during the times of disaster. She said that people can avoid going to areas where their lives will be in danger.

Timoteo added that that information text blasting can also help in increasing awareness and knowledge on how to adapt and address hydrometeorological hazards and other disasters.

As a valley, she said that large areas of Central Luzon are prone to flooding during the rainy season.

She said that through text blasting which is supported by Smart and Globe Telecommunication, majority of the about 10 million residents of Central Luzon can easily be reached by alerts and advisories.

The PIA said they already have the numbers of local officials from barangay to provincial levels in their data base along with police officers, members of the Social Security System (SSS) and beneficiaries of the Pantawid Pamilya and Pantawid Pasada programs of the government.

Even leaders of transport sectors from buses to jeepneys and tricycle operators are in their data base, along with urban poor leaders and leaders of senior citizens’ organizations.

Eng’g, math and science grads to teach in K+12 program

MALOLOS CITY—The next generation of Filipino students will have stronger foundation in mathematics and science, a party-list representative said.

This, through graduates of science, mathematics, statistics and engineering courses who will teach students under the kindergarten plus 12 (K+12) program.

“We have to start with education to build a solid foundation,” said Rep. Angelo Palmones of Agham partylist.

A former science journalist Palmones filed House Bill 3479 that seeks to allow graduates in science, mathematics and engineering courses to teach science and mathematics in elementary and secondary levels.

He said it was designed to increase exposure and awareness of the younger generation to science and mathematics.

“The reason why only few Filipinos are pursuing engineering and science courses is due to poor foundation in both subjects,” he said.

He said the country needs more engineers and scientists to further boost the local economy noting that science and technology contribute at least 70 percent to the economic growth of industrialized countries.

In newly-industrializing countries, economic data showed that science and technology contribution is at 45 to 55 percent; among underdeveloped countries, it contributes 30 percent to economic growth.

For the Philippines, Palmones said science and technology contribution is estimated at 40 percent. He added that it can be further increased if there are more engineers and scientists in the county.

He cited recommendations from the United Nations Educational Scientific and Cultural Organization (Unesco) that there should be 380 trained science and technology personnel for every one million population.

In the Philippines, Palmones said, there are only 165 research and development personnel per million population.

“We need more engineering and science graduates if we are to boost our economic development.

He said it can be done with the inclusion of science and engineering graduates as instructors in the K+12 program.

“Instead of going to call center they can work and share their expertise to thousands other young Filipinos,” the party-list representative said.

He explained that teaching science and mathematics requires not only theory, but passion and the most passionate are graduates of the said courses.

Based on HB 3479, Palmones said that engineering graduates can immediately teach under the K+12 provided they have to take 18 units of education course in five years, and pass the Licensure Examinations for Teachers (LET).

He added that it is a big opportunity for young graduates because they can teach for five years without the LET.

“After HB 3479 is approved, I believe that it will only take eight to 10 years for us to see its fruit,” Palmones said.
