Medical officers asked for better patient care

CITY OF SAN FERNANDO — Provincial Board Members Tarcicio DC Halili, Salvador Dimson Jr. and Crisostomo Garbo recently urged some 57 medical officers of government hospitals in the province to “improve services, address the concerns and work for better patient care.”
In a meeting at the Benigno Aquino Hall at the Capitol Compound, the medical officers convened as a prelude to the enactment of the proposed unified Provincial Health Act Code by the Committee on Health led by chairman Monina Laus.

But before the ordinance could be passed, Halili said “it was imperative that services at the frontlines beginning with medical officers should be enhanced.”
“Let us continue serving with a smile as we have started sometime ago. Not only would this help in reception, but it would also lead to patients getting better. At least, smiling at the very onset would prevent iyung possibility na matuluyan iyung pasyente,” said Halili.
Dimson said medical officers should be provided with continuing education on patient care and its facets, especially in public hospitals.
“Dapat ay mabigyan sila ng continuous training and seminars about patient care, especially our hospitals have been renovated, upgraded at complete na ang facilities and equipment,” he said.

Cabalens get P1.49-M Nego Karts

CITY OF SAN FERNANDO — Some 130 workers from the informal sector on Friday received P1.49 million worth of Nego Karts from the Department of Labor and Employment (Dole) regional office under its integrated livelihood program.
Governor Lilia Pineda and Dole regional director Raymundo Agravante led the distribution of the Negosyo sa Kariton (Nego Kart) project and Kabuhayan Starter kits at the Benigno Aquino Hall.

Agravante told Sun.Star Pampanga that 110 ambulant vendors from various towns in the province each received their Nego Karts, amounting to P1,247,000. The karts are either start-up or enhanced street food businesses like fish ball, banana cue, buko juice and assorted peanuts, among others.
About 20 sampaguita growers from Lubao also received P250,000 as livelihood assistance under the Dole Kabuhayan Program, which includes fertilizers, insecticides, and sprayers for use in the flower production project.
Capitol, meanwhile, dished out the 20 percent counterpart assistance for both programs worth P299,000.
Agravante said that the Provincial Government’s counterpart assistance, which is intended to further enhance the livelihood of the beneficiaries, include the conduct of entrepreneurship development training, initial payments for social benefits such as the SSS and PhilHealth, provision of additional tools and operating capital.
“Aside from office-based workers, workers from the informal sector are also the Dole’s priority in making them equally productive and competitive through the provision of our livelihood programs and projects,” said Agravante.

Governor bares P100-M budget for calamity

CITY OF SAN FERNANDO –- Governor Lilia Pineda bared that the Provincial Government still has an available calamity fund amounting to more than P100 million.
She said the Provincial Disaster Risk Reduction and Management Council (PDRRMC), together with concerned departments, has been preparing for the rainy season for more than a year.

“Nakahanda po tayo dahil hindi naman tayo tumigil sa paghahanda para masiguro natin ang kaligtasan ng ating mga kababayan,” Pineda added.
The governor also said they will establish action centers in strategic areas in the coastal towns as the need arises.
Pineda said most of these action centers will be put up in the 4th district of the province as this area is vulnerable to intense flooding during rainy season.
Pineda, meanwhile, asked for the full cooperation of the residents in terms of compliance to warnings issued by appropriate authorities.
It can be recalled that the Provincial Government purchased heavy equipments such as backhoes, dump trucks, and loaders among others.
These equipment will be used for clearing, dredging, declogging of affected waterways, and rescue operations when the need arises.

Provincial road collapses anew

CITY OF SAN FERNANDO –- The Sta. Ana-Magalang provincial road along the portion of Barangay San Agustin in Sta. Ana town has collapsed again after two days of heavy rains.
The residents said the road was damaged due to strong water current from upstream. Strong rains resulted to the breaching of the Matubig creek here, affecting residents from Barangay San Agustin, San Roque, including San Pablo in the said town.

“Yung lupa sa ilalim ng kalsada ay unti-unting tinangay ng malakas na agos kaya ng lumakas ang ulan ay basta na lamang bumagsak,” Jose Dizon, a concerned resident said.
The road was damaged during the last quarter of 2011 when strong typhoons bombarded the province.
It can be noted that this road is currently undergoing rehabilitation works after the Provincial Government allocated P3.9 million.
“Ang problema kasi alam na nilang tag-ulan na, tapos yung nagtatrabaho minsan dalawa o tatlo lang. Panu nila matatapos yan? Kaya ayan mas malaki ang nasira kumpara noong nakaraang taon,” Dizon said.
Another resident said the current condition of the road has caused inconvenience on the part of the residents, including students.
“Hindi na makadaan ang sasakyan. Putol talaga ang kalsada. Kaya yung dating isang sakay ay dalawa na ngayon,” Mang Nestor, also a resident said.
Provincial Engineer’s Office Chief Engr. Rene Gutierrez said the check gate near the creek has contributed to the problem.

Medical officers asked for better patient care

CITY OF SAN FERNANDO — Provincial Board Members Tarcicio DC Halili, Salvador Dimson Jr. and Crisostomo Garbo recently urged some 57 medical officers of government hospitals in the province to “improve services, address the concerns and work for better patient care.”
In a meeting at the Benigno Aquino Hall at the Capitol Compound, the medical officers convened as a prelude to the enactment of the proposed unified Provincial Health Act Code by the Committee on Health led by chairman Monina Laus.

But before the ordinance could be passed, Halili said “it was imperative that services at the frontlines beginning with medical officers should be enhanced.”
“Let us continue serving with a smile as we have started sometime ago. Not only would this help in reception, but it would also lead to patients getting better. At least, smiling at the very onset would prevent iyung possibility na matuluyan iyung pasyente,” said Halili.
Dimson said medical officers should be provided with continuing education on patient care and its facets, especially in public hospitals.
“Dapat ay mabigyan sila ng continuous training and seminars about patient care, especially our hospitals have been renovated, upgraded at complete na ang facilities and equipment,” he said.

Cabalens get P1.49-M Nego Karts

CITY OF SAN FERNANDO — Some 130 workers from the informal sector on Friday received P1.49 million worth of Nego Karts from the Department of Labor and Employment (Dole) regional office under its integrated livelihood program.
Governor Lilia Pineda and Dole regional director Raymundo Agravante led the distribution of the Negosyo sa Kariton (Nego Kart) project and Kabuhayan Starter kits at the Benigno Aquino Hall.

Agravante told Sun.Star Pampanga that 110 ambulant vendors from various towns in the province each received their Nego Karts, amounting to P1,247,000. The karts are either start-up or enhanced street food businesses like fish ball, banana cue, buko juice and assorted peanuts, among others.
About 20 sampaguita growers from Lubao also received P250,000 as livelihood assistance under the Dole Kabuhayan Program, which includes fertilizers, insecticides, and sprayers for use in the flower production project.
Capitol, meanwhile, dished out the 20 percent counterpart assistance for both programs worth P299,000.
Agravante said that the Provincial Government’s counterpart assistance, which is intended to further enhance the livelihood of the beneficiaries, include the conduct of entrepreneurship development training, initial payments for social benefits such as the SSS and PhilHealth, provision of additional tools and operating capital.

After rice, veggies target of self-sufficiency by gov’t

Filipinos may be picky eaters of greens, but by 2016, they should have their fill of sitaw (string beans) and kalabasa (squash) and other vegetables grown around the classic song “Bahay Kubo.”
“After rice, our next focus is to achieve self-sufficiency in vegetables,” Agriculture Secretary Proceso J. Alcala said at the recent 10th National Vegetable Congress in Butuan City.
In a statement, Alcala said the Department of Agriculture (DA) through its High Value Crops Development Program (HVCDP) is aiming to increase domestic self-sufficiency in vegetables from 65 percent to 100 percent and beyond within four years.
Food security
Food security is a priority of the Aquino administration, with rice self-sufficiency topping the agenda. In his third State of the Nation Address on July 23, the President underlined his administration’s goal of making the Philippines a rice exporter.
Once this is done, Alcala said, the attention will focus on vegetables and fish.
Through its Agribusiness and Marketing Assistance Service (Amas) and HVCDP, the DA has been working to match and directly link farmers’ groups with wholesale market traders and institutional buyers, Alcala said.
The aim is to provide a comfortable profit to producers and sellers as well as a regular supply of reasonably priced, safe and good quality vegetables to consumers, he said.
For example, agriculture officials have been meeting with major vegetable traders from the Divisoria wholesale market in Metro Manila to determine their vegetable supply and demand requirements, Alcala said.
The information will then be relayed to farmers’ cooperatives and groups, allowing them to schedule their production, harvest and delivery operations, he said.

The country’s vegetable per capita consumption is estimated at 40 kilos, equivalent to an annual requirement of 3.8 million metric tons of vegetables for roughly 95 million Filipinos, Alcala said.
“Such a consumption level is just one-fourth of the recommended dietary requirement of 146 kilos per year, according to the World Health Organization,” he said.
At the vegetable congress, Alcala urged the participants to forge marketing agreements with institutional buyers and consumers, and thereafter plan their respective production and harvest schedules for each commodity.
Alternative farming areas
“This should be done to obtain reasonable profits and more importantly, avoid an oversupply and sudden drop in prices,” he said.
The DA is also identifying alternative areas that are less vulnerable to flooding and drought and able to produce vegetables year round or when it is off season in traditional farming areas like Benguet, Nueva Ecija and Bulacan, he said.
This year, the DA through the HVCDP has allotted P643 million, or about half of the program’s P1.3-billion budget, to undertake several initiatives to sustain and prop up the country’s vegetable industry. A similar budget is proposed next year.

Paglubog ng lupa sa baybaying dagat matutugunan ng water project

HAGONOY, Bulacan—Muling nakadama ng ginhawa sa pagbibiyahe ang mga residente ng bayang ito na matatagpuan sa baybaying dagat ng lalawigan.

Ito ay dahil sa pagbubukas ng kalsada sa Barangay Sto. Nino na itinaaas ng halos isang metro, na naging sanhi ng putol-putol na daloy ng trapiko mula Hunyo hanggang ikalawang linggo ng Hulyo.

Katulad sa mga bayan ng Obando at Bulakan, ang pagtataas ng kalsada sa bayang ito ay ang pangunahing tugon ng pamahalaan sa paglubog sa high tide. Ito ay upang matiyak ang daloy ng trapiko na napipigil ng malalaim na high tide partikular sa mabababang kalsada.

Para sa mga dalubhasa, ang paglubog ng mga bayan sa baybaying dagat ng Bulacan sa high tide ay bunga ng magkakakabit na problemang hatid ng climate change, paglobo ng populasyon at paglubog ng lupa o land subsidence.

Ngunit para kay Gob. Wilhelmino Alvarado, ang land subsidence sa mga baybaying bayan sa lalawigan ay matutugunan ng Bulacan Bulk Water Project (Bulacan Bulk).

Ito ay dahil sa hindi masyadong aasa ang mga water district sa undegroundwater o tubig sa ilalim ng lupa na kanilang pinadadaloy sa bawat tahanan.

“Pag natuloy ang Bulacan Bulk, hindi na tayo aasa sa undergroundwater, pakikinabangan na natin ang surface water natin sa Angat Dam,” ani Alvarado sa kanyang lingguhang palatuntunan sa DWSS Radio na isinahimpapawid noong Sabado.

Sinabi pa niya na kapag sa Bulacan Bulk na kumukuha ng tubig na pinadadaloy ang mga water district, higit na mapagyayaman ang underground water sa lalawigan.

Iginiit pa niya na mababawasan na rin ang paglubog ng lupa sa baybaying dagat.

Inayunan din ito ni Mayor Christian Natividad ng Lungsod ng Malolos.

Sa mas naunang pahayag, sinabi ni Natividad na ang Bulacan Bulk ang isa sa mga kasagutan sa problema ng land subsidence sa mga bayan sa baybayin ng Bulacan, kabilang na ang Malolos.

Batay sa mga mas naunang pahayag ng mga dalubhasa, ang mabilis na paglubog ng lupa sa mga baybaying dagat ay sanhi ng pagkalusaw ng niyebe sa malalamig na bansa, sanhi ng global warning.

Ang pagkalusaw ng mga niyebe ay nagdudulot ng pagtaas ng high tide na nagpapalubog sa mga baybaying dagat.

Ayon kay Dra. Laura David ng Marine Science Institute ng University of the Philippines (UP-MSI), ang mga baybaying dagat ay lumubog ng isa hanggang dalawang milimetro bawat taon sanhi ng high tide.

Binigyang diin pa niya ang paglubog na ito ay high tide ay nadadagdagan pa ng paglubog ng lupa o land subsidence.

“Aggravated ng land subsidence ang paglubog sa sea water rise ng mga coastal areas,” aniya.

Iginiit pa ng dalubhasa na isa sa dahilan ng land subsidence ay ang over water extraction o sobrang paghigop ng tubig sa ilalim ng lupa na pinadadaloy ng mga water district sa mga tahanan.

Ang over water extraction naman ay sanhi ng patuloy na paglobo ng populasyon na nangangailangan ng mas maraming tubig bawat araw.

Inihalimbawa niya ang pag-aaral na isinagawa sa Manila South Harbor.

Batay sa resulta ng pag-aaral, ang nasabing lugar ay lumulubog ng dalawang milimitero bawat taon mula 1902 hanggang 1980.

Ngunit paglampas ng 1980, ang dalawang milimetrong paglubog bawat taon ay umangat ng halos 10 beses.

Ito ay dahil sa over water extraction.

Batay sa tala, ang tubig na hinuhugot sa ilalim ng lupa ng Manila South Harbor ay nasa 20 milion liters per day noong 1920.

Lawyer-CPA joins Tarzan’s 3-man slate

ANGELES CITY – A product of the Ateneo De Manila University Law School will join the short list of councilors of First District Rep. Carmelo “Tarzan” Lazatin, who announced that the “die is cast” on his plans to run for mayor in 2013.

Atty. Niño Baltazar Yu Enriquez, who is also a certified public accountant, said in an e-mail to Punto that he had been a “long supporter” of Lazatin having helped him in a number of ways providing opinions on queries that helped his administration as mayor from 1998 to 2007.

“This time Congressman Lazatin did not ask me anymore to help him behind the scenes having invited me as part of the ticket to correct the wrongs done against the business community.

He told me that I am the right person to address the problem that has beset the business community,” added Enriquez, brother-in-law of former Balibago Barangay Captain Atty. Noel Flores.

“Lazatin acknowledged my expertise in my practice knowing fully well the complaints of the business community. One problem is unreasonable taxation without due process.

Businessmen have complained that their taxes and licenses for issuance of their business permits have been increased unreasonably without any basis and due process,” said the lawyer-CPA.

He added that businessmen had transferred offices to Mabalacat, Porac and City of San Fernando to avoid restrictive taxation.

He added that Lazatin vowed to redress the wrong done and he had asked him to be part of the machinery to set right what was wrongly done to the business community in this highly urbanized city.

Asked for his comments, Lazatin said “I go for quality” in choosing my councilor’s line-up made up of “only three candidates.”

“I want allies who will work for the benefit of the people and not themselves,” added Lazatin, who earlier said that businessmen had complained to him about the “exorbitant and high taxes” imposed by Mayor Edgardo “Ed” Pamintuan.

Pamintuan, an ally of Lazatin in the 2010 elections, earlier denied the accusations of the two-term solon, saying taxes of traders had been based on “near to the truth assessment of their annual income.”

Enriquez, member of Angeles City Lawyers Club, said he is “not a traditional politician and I am not used to promising anything under the sun.”

“But this I do promise, similarly in how I handle cases concerns of my clients, that I am a doer and I will promptly address the concerns of the constituency which forms part of the platform that has become the basis of my entry in this political derby,” he added.

DFA descends from pedestal, reaches out to provincial folk

ANGELES CITY- The Department of Foreign Affairs (DFA) has shed its image of being too lofty for the reach of the masses, as it started recently the operation of yet another of its provincial satellite office at Marquee Mall in this city, two months after opening another one 18 kilometers south in the City of San Fernando.

Consul Elmer Cato, DFA special assistant for special projects, said the satellite office here is one of the 16 such offices planned in malls in the provinces.

The DFA office on the third floor of Marquee Mall started “trial” operations last Monday by processing passport applications and renewals, but it will be formally opened on Aug. 1, he said.

Cato declined to state figures, but stressed that the accommodation of DFA offices in malls would lead to savings in operational expenses worth about P1.04 billion in the next 10 years.

The DFA office here was the third to open in a provincial mall, following one that opened in San Fernando which catered to 1,000 passport applicants daily, and another that opened in Mandaue City in Cebu.

In the past, provincial folk spent much for transportation and even arrive the day before they join the long line of passport applicants at the DFA office in Manila.

Cato said the establishment of the DFA offices in malls in various regions is part of Pres. Aquino’s Public-Private Partnership (PPP). The DFA has already signed such PPP contracts that will pave the way for the establishments of more consular offices in SM, Robinson’s, Ayala, and Gaisano malls.

“With the opening of the DFA in Marquee Mall, we will shut down our satellite office at Clark Freeport to move its services to the mall,” Cato also said.

He said the PPP contracts would pave the way for the establishment of more consular offices in Robinson’s malls in Galeria in Quezon City and in the provincial cities of Laoag, Lipa, Iloilo, Bacolod, Dumaguete, Tacloban, and General Santos.

In SM malls, consular offices are also to be established in Manila, Mandaluyong, Baguio, and Batangas.

The consular office to open next month Marquee Mall in Angeles would be the only mall so far under the Ayala group of companies to host the DFA, Cato said.

He estimated that daily, some 10,000 passport applicants from provinces north of Metro Manila troop to DFA offices for new passports or passport renewals.

Cato said the transfer of DFA satellite offices to first-class facilities in shopping malls underscores the commitment of the DFA to provide the public not only with more efficient service, but also with more comfortable and accessible venues.

He said that more DFA satellite offices in the provinces would decongest the daily crowd in the DFA in Manila.

Cato said the DFA has also relaxed its attire requirements for those seeking passports at its satellite offices.

“Of course we don’t expect people to be wearing slippers and shorts, but any other decent attire will do, “ he said.
