Clark’s $400-M golf project Environmentalists cry degradation

Angeles City – Local environmentalists on Thursday slammed national government agencies, including the Clark Development Corp. (CDC), for allowing and “even praising” the $400-million Korean tourism estate project that destroyed trees and scraped portions of a mountain at Clark to pave the way for a 36-hole golf course.

Cecile Yumul, convenor of the Save the Trees Coalition fighting for the retention of hundreds of old trees along MacArthur Highway, said “any man-made mitigation measure is only palliative and temporary and requires millions of budget every time it is destroyed by the power of natural disasters.”

“Only the compliance and adherence to the natural law will be a permanent solution to our environmental problems,” said Yumul, stressing that the planting of more trees should be done and cutting them should not be considered amid the climate change affecting the world.

Yumul’s reaction came after the CDC, in recent statements e-mailed to journalists, disclosed that the Department of Environment and Natural Resources’ (DENR) Environmental Management Bureau (EMB) had “cited” the Donggwang Clark Corporation (DCC) engineering methodologies and for the 80 percent completion of the DCC’s erosion-mitigating measures at the area of the golf course at the Northwestern portion of Clark.

The CDC said at least half of the 304-hectare area leased to the DCC is for its golf course.

Yumul said the CDC and the DENR “had not learned” from the tragedies in Cagayan De Oro and Iligan cities in December last year attributed to the massive cutting of trees which caused erosions and flashfloods at the height of Typhoon Sendong, killing more than 1,200 people.

“Until we learn the tragic lessons that is unfolding before us and continue with this ‘man is mightier than nature’ stance we may as well sign off the existence of the human race,” warned Yumul.

Yumul cited a United States Agency for International Development (USAID) study done by Louie Berger that recommended the reforestation of the mountain ranges surrounding the Clark area which is a watershed.

“Only that (reforestation) will prevent a future disaster of gigantic proportions again such as the eruption of Mt. Pinatubo in 1991and its after-effects,” she added.

Yumul assailed the Aquino administration in connection with the DENR’s granting of permits to cut trees.

She said there were instances, including the cutting of trees in Apalit town and City of San Fernando, when permits to cut trees were granted by the DENR main office and not by authorities in affected areas.

“So who talks about the matuwid na daan? They are no better (than the previous administration) but in fact worse,” said Yumul, referring to the slogan of President Aquino in ridding graft and corruption in public office.

CDC ‘lying’

Sonny Dobles, president of the Alliance for the Development of Central Luzon (ADCL), said that as early as April 2012 ADCL Chairman Renato “Abong” Tayag had written the Bases Conversion and Development Authority (BCDA) and complained about the alleged massive cutting of trees at the DCC’s construction areas stretching up to the Sacobia area.

The BCDA then forwarded the ADCL’s letter to the CDC.

In its letter-reply to BCDA President and CEO Arnel Casanova last May 18 obtained on Thursday, CDC acting President and CEO Eduardo Oban Jr. said “there is no on-going massive destruction and killing of trees in Clark, particularly at the current development area of DCC that has obtained all necessary environmental clearance and permits from the DENR including its Environmental Compliance Certificate.”

“The DCC area is formerly the development site of the True North Golf and Country Club Project, that partially constructed a golf course in the area in 1997.

The former golf course proponent has long been gone and its lease agreement was cancelled by CDC.

The DCC is following a master development plan different from the one used by the True North project that some of the trees planted by the former golf course project were affected and had to be removed,” added Oban, chairman of the CDC board.

Dobles alleged that the CDC “could be lying based on their own statements” He said the CDC through the funds of the DCC had paid millions of pesos to farmers whose crops and trees, most of which are fruit-bearing ones, were affected by the Korean firm’s project.

‘Why did they pay farmers if they had not cut trees,” said Dobles.

“In fairness, all these problems happened way before the time of Oban. But he is the one in charge now.

Heads must roll, particularly high CDC and DENR officials involved if there were anomalies and shady deals,” he added.

Dobles said based on the ADCL’s investigation, at least 20,000 trees had been cut by the CDC for their golf course and other tourism-related projects.

The ADCL is set to file charges before the Ombudsman in connection with the DCC project at Clark, he added.

Yumul said the CDC and DENR should make “trees as tourist sites” instead of cutting them to pave the way for projects.

Yumul said that in Indonesia local and foreign tourists are lured to gigantic trees. She added that the Indonesia government protects and preserves trees, especially the old and big ones.

“Tourists come just to take photos of themselves (under the tree),” said Yumul. She added that at the Red Basin Park in California, the main attractions are the Redwood trees preserved and maintained for their age.

Deployment of OFWs in ‘unsafe’ countries still possible

DESPITE deployment bans being imposed by the Philippine Overseas Employment Administration (POEA) in 15 countries, overseas Filipino workers (OFWs) may still be able to work in countries deemed as “unsafe” destinations.
This, as those employed by international companies are not included in the deployment ban caused by the countries’ failure to meet requirements of the amended Migrant Workers Act.
“Those hired by international firms are exempted from the ban,” said Labor Undersecretary Danilo Cruz in an interview.
Rule III, Section 4 of Republic Act (RA) 10022 provides that “the State shall allow the deployment of OFWs to companies and contractors with international operations: Provided, that they are compliant with standards, conditions and requirements, as embodied in the employment contracts prescribed by the POEA and in accordance with internationally-accepted standards.”
The POEA earlier imposed the ban to the 15 nations after they were found non-compliant with the requirements of the RA 10022.
The law states that the Philippine government will only allow deployment if the host country “has existing labor and social laws protecting the rights of workers; is a signatory to and/or a ratifier of multilateral conventions, declarations or resolutions relating to the protection of workers; and has concluded a bilateral agreement or arrangement with the government on the protection of the rights of OFWs.”
Among the countries declared non-compliant are Afghanistan, Chad, Cuba, Democratic People’s Republic of Korea/North Korea, Eritrea, Haiti, Lebanon, Mali, Mauritania, Nepal, Niger, Palestine, Somalia, Uzbekistan, and Zimbabwe.
Beyond those hired by international companies, Cruz said there will not be many OFWs affected by the ban since these countries are not major OFW destinations.
“Those countries are not among the country’s major market so it would not affect the country annual deployment,” said the labor official.
Cruz, though, could not give an exact figure as to how many OFWs are actually deployed in these countries.

Disqualification of a party-list group sought

LEADERS of Abang Lingkod party-list allegedly do not represent the interest of farmers because of their ties to landowners, militant groups said in a disqualification complaint filed last Friday at the Commission on Elections (Comelec).
According to the Kilusang Magbubukid ng Pilipinas (KMP) and rights watchdog Karapatan, none of Abang Lingkod’s incorporator and trustees is a peasant/farmer to make the party eligible to participate in next year’s midterm elections.
Karapatan specifically took note of Abang Lingkod’s standard bearer, Joseph Stephen Paduano, also known as Carapali Lualhati, the national commander of the Revolutionary Proletarian Army-Alex Boncayao Brigade (RPA-ABB).
The complaint cited that Paduano, through his group RPA-ABB, was a recipient of “funding from the government and big landlords in Negros, hence a ground for removal and/or cancellation of Abang Lingkod’s registration with this Honorable Commission.”
It added that the Office of the Presidential Adviser on the Peace Process allocated P329 million for livelihood assistance to some 970 villages identified with RPA-ABB, signaling conflict of interest.
Also in the complaint sheet was Patrick Leonard Lacson, provincial board member of Negros Occidental.
In 2001, the Mamamayan Ayaw sa Droga (MAD) was disqualified when the Comelec and the Supreme Court discovered that it was funded by the Philippine National Police (PNP). One of its nominees was actor Richard Gomez, who is seeking the mayoralty post in Ormoc City, Leyte.
Karapatan said the RPA-ABB has been involved with numerous cases of human rights violations, specifically in the island of Negros. Reports said the RPA-ABB now functions as a paramilitary group.

Palace: Comelec-Budget office row will be resolved

A MALACANANG official expressed confidence the Department of Budget and Management (DBM) and the Commission on Elections (Comelec) will be able to resolve disagreements over the poll body’s allocation next year.
Deputy presidential spokesperson Abigail Valte said it is a “rare event” that an office under the Executive Department fails to come to an agreement with an independent branch of government.
“Yes, we are confident that it will be solved. In fact, last week, budget officials of the Comelec and budget officials of the DBM met to start reconciling and addressing the concerns of the Comelec,” she said Sunday.
Comelec Chairman Sixto Brillantes earlier complained about the significant slash in the poll body’s budget – from P24-billion to P8 billion – in the proposed national budget for 2013, an election year.
He threatened to resign especially that the Comelec will be forced to revert to manual counting of votes because of the budget.
Budget Secretary Florencio Abad earlier said that the poll body has enough savings to fund the automated elections.
Amid the issue, President Benigno Aquino III had said he is willing to serve as referee in a dialogue between the two officials.
Valte said the Executive branch has shown in the past its willingness to resolve differences with other independent commissions, citing budgetary issue with the judiciary.
Last year, the DBM forged a memorandum of agreement with the judiciary, granting it special allowances to augment salaries of its employees.
Should the DBM and Comelec fail to agree on the issue, Valte said the poll body could seek help from Congress.
“In the rare events that they will not be able to come to an agreement, then the Comelec can always go to Congress and ask for additional budget when they hold budget hearing,” she said.

Aquino critic calls for Budget chief to resign

A STAUNCH critic of the Aquino administration has called for Budget Secretary Florencio Abad’s resignation, following his statement over the non-release of “pork barrel” funds of opposition lawmakers.
In a recent newspaper report, Abad said it is part of politics that some opposition legislators are deprived of their priority development assistance fund (PDAF), more commonly known as pork barrel.

Zambales Representative Mitos Magsaysay, who has not received a single centavo from her annual P70-million PDAF in the last two years, said Abad’s statement smacks of “power tripping and bullying.”
Abad said Magsaysay, along with Representatives Diosdado Arroyo (Camarines Sur), Augusto Syjuco Jr. (Iloilo) and Juan Miguel Arroyo (Ang Galing Pinoy party-list), will not receive their PDAF until 2013.

“Publicly stating that funds for vital projects that sustain our districts will be frozen due to political reasons is equivalent to depriving our citizens of services that they have paid for,” she said in a statement.

Magsaysay said Abad should explain the legal basis for withholding their pork barrel even if PDAF allocation for each district has already been identified under the approved General Appropriations Act.

“What he is doing is against the law,” she added.

“He knows as well as I do these rights because he has been a congressman himself. These are all stated under the law, provisions that they have conveniently forgotten and disregarded in the past couple of years,” Magsaysay further said.

The Zambales lawmaker also said that Abad’s statement that the projects will continue through allocations from the Department of Public Works and Highways is “unacceptable.”

“Not all the projects in the district involve infrastructure. People need more than infrastructure to uplift their lives. What about their need for a sustainable education program, a project for livelihood, health issues?” she asked.
In a text message, Abad clarified that he “was not referring to the opposition as a bloc.”
“The truth is that their districts are not being deprived,” he said.

Governor bares P100-M budget for calamity

CITY OF SAN FERNANDO –- Governor Lilia Pineda bared that the Provincial Government still has an available calamity fund amounting to more than P100 million.
She said the Provincial Disaster Risk Reduction and Management Council (PDRRMC), together with concerned departments, has been preparing for the rainy season for more than a year.
“Nakahanda po tayo dahil hindi naman tayo tumigil sa paghahanda para masiguro natin ang kaligtasan ng ating mga kababayan,” Pineda added.
The governor also said they will establish action centers in strategic areas in the coastal towns as the need arises.
Pineda said most of these action centers will be put up in the 4th district of the province as this area is vulnerable to intense flooding during rainy season.
Pineda, meanwhile, asked for the full cooperation of the residents in terms of compliance to warnings issued by appropriate authorities.
It can be recalled that the Provincial Government purchased heavy equipments such as backhoes, dump trucks, and loaders among others.
These equipment will be used for clearing, dredging, declogging of affected waterways, and rescue operations when the need arises.

Provincial road collapses anew

CITY OF SAN FERNANDO –- The Sta. Ana-Magalang provincial road along the portion of Barangay San Agustin in Sta. Ana town has collapsed again after two days of heavy rains.
The residents said the road was damaged due to strong water current from upstream. Strong rains resulted to the breaching of the Matubig creek here, affecting residents from Barangay San Agustin, San Roque, including San Pablo in the said town.
“Yung lupa sa ilalim ng kalsada ay unti-unting tinangay ng malakas na agos kaya ng lumakas ang ulan ay basta na lamang bumagsak,” Jose Dizon, a concerned resident said.
The road was damaged during the last quarter of 2011 when strong typhoons bombarded the province.
It can be noted that this road is currently undergoing rehabilitation works after the Provincial Government allocated P3.9 million.
“Ang problema kasi alam na nilang tag-ulan na, tapos yung nagtatrabaho minsan dalawa o tatlo lang. Panu nila matatapos yan? Kaya ayan mas malaki ang nasira kumpara noong nakaraang taon,” Dizon said.
Another resident said the current condition of the road has caused inconvenience on the part of the residents, including students.
“Hindi na makadaan ang sasakyan. Putol talaga ang kalsada. Kaya yung dating isang sakay ay dalawa na ngayon,” Mang Nestor, also a resident said.
Provincial Engineer’s Office Chief Engr. Rene Gutierrez said the check gate near the creek has contributed to the problem.
“Hindi nila kasi binuksan yung check gate sa gilid kaya yung tubig ay hindi tuloy-tuloy ang daloy ng tubig,” he added.

Medical officers asked for better patient care

CITY OF SAN FERNANDO — Provincial Board Members Tarcicio DC Halili, Salvador Dimson Jr. and Crisostomo Garbo recently urged some 57 medical officers of government hospitals in the province to “improve services, address the concerns and work for better patient care.”
In a meeting at the Benigno Aquino Hall at the Capitol Compound, the medical officers convened as a prelude to the enactment of the proposed unified Provincial Health Act Code by the Committee on Health led by chairman Monina Laus.
But before the ordinance could be passed, Halili said “it was imperative that services at the frontlines beginning with medical officers should be enhanced.”
“Let us continue serving with a smile as we have started sometime ago. Not only would this help in reception, but it would also lead to patients getting better. At least, smiling at the very onset would prevent iyung possibility na matuluyan iyung pasyente,” said Halili.
Dimson said medical officers should be provided with continuing education on patient care and its facets, especially in public hospitals.
“Dapat ay mabigyan sila ng continuous training and seminars about patient care, especially our hospitals have been renovated, upgraded at complete na ang facilities and equipment,” he said.

Cabalens get P1.49-M Nego Karts

CITY OF SAN FERNANDO — Some 130 workers from the informal sector on Friday received P1.49 million worth of Nego Karts from the Department of Labor and Employment (Dole) regional office under its integrated livelihood program.
Governor Lilia Pineda and Dole regional director Raymundo Agravante led the distribution of the Negosyo sa Kariton (Nego Kart) project and Kabuhayan Starter kits at the Benigno Aquino Hall.
Agravante told Sun.Star Pampanga that 110 ambulant vendors from various towns in the province each received their Nego Karts, amounting to P1,247,000. The karts are either start-up or enhanced street food businesses like fish ball, banana cue, buko juice and assorted peanuts, among others.
About 20 sampaguita growers from Lubao also received P250,000 as livelihood assistance under the Dole Kabuhayan Program, which includes fertilizers, insecticides, and sprayers for use in the flower production project.
Capitol, meanwhile, dished out the 20 percent counterpart assistance for both programs worth P299,000.
Agravante said that the Provincial Government’s counterpart assistance, which is intended to further enhance the livelihood of the beneficiaries, include the conduct of entrepreneurship development training, initial payments for social benefits such as the SSS and PhilHealth, provision of additional tools and operating capital.
“Aside from office-based workers, workers from the informal sector are also the Dole’s priority in making them equally productive and competitive through the provision of our livelihood programs and projects,” said Agravante.
