MANILA (3rd Updated, 8:04 p.m.) — Giving her take on the issue whether a non-member of the Supreme Court should head the judiciary, Securities and Exchange Commission (SEC) Chairperson Teresita Herbosa said her three-decade experience will help her initiate reforms.
Saying that unusual times call for unusual measures, Herbosa promised to be a consensus-builder and firm in dealing with the problems of the judiciary.
“I want better access to the court and no one should suffer any delay. All decisions, whatever form or manner, should be based on merits, and the Court probably could give fair and equal treatment,” she told the Judicial and Bar Council (JBC) at the conclusion of four-day public interview.
Incumbent justices balked at the idea of naming an outsider to be lead them with Senior Associate Justice Antonio Carpio warning President Benigno Aquino III of demoralization among magistrates if he will break tradition.
Associate Justices Roberto Abad and Teresita Leonardo-de Castro pointed out that current members of the Court are qualified to replace deposed Chief Justice Renato Corona because they know the problems of the judiciary and possible solutions.
They were joined by Associate Justice Maria Lourdes Sereno, the first appointee of President Aquino.
“You’re talking an institution that is very unique. If we appoint an outsider, it’s like appointing a civilian to head a war instead of a general,” she said.
Associate Justice Presbitero Velasco said choosing the next Chief Justice rests on the Chief Executive and he is bound to respect it.
No in-fighting in Supreme Court
Sereno shot down suggestions the Court needs a “healing” leader because of divisiveness created by the impeachment trial.
“What needs to be healed? After heated arguments, we laughed at each other’s jokes even those which are corny. We always have good lunch together (after full court sessions). There’s no rift among us (justices),” she said.
“It’s business as usual after that, move on and do our job because that’s expected of us by the people. We have to decide cases expeditiously,” Velasco said.
Herbosa is one of the 14 outsiders of the Supreme Court grilled by the JBC. She holds a masters degree in comparative law from the University of Michigan.
If appointed, Herbosa will call for higher hazard pay for judges who will be deployed to troubled areas like Tawi-Tawi and peer training and computer literacy for judges and passage of divorce law in the Philippines.
Sereno, who mentioned God several times as bedrock of her work ethic, summed up her judicial philosophy in three words: vision, courage, accountability.
The 52-year-old justice said her leadership will be marked by willingness to create generation of judges who will commit themselves to life of uprightness. Sereno, a mother of two, said her life has been fruitful and exciting because of God.
“I rely completely on God. I cry out to him for strength, to be a public servant after God’s own heart. It all depends on God whom I see from an eternal perspective,” she said.
Sereno is set to retire in 2030, making her one of the longest-serving chief justices if appointed.
Prior to the women candidates, former Executive Secretary Ronaldo Zamora took the hot seat, where he voiced out his support to the legalization of illegal numbers game “jueteng” and application of understanding of the law on the level of ordinary Filipinos.
Instead of English, Zamora suggested the use of Filipino in court proceedings.
He also assured his independence despite being a politician for decades and ally of former Presidents Ferdinand Marcos and Joseph Estrada.
“I do not owe anybody a political obligation. I do not owe anyone a personal favor. I simply owe myself and the Constitution I try to serve,” he said.
Velasco, a court administrator from 2001 before his elevation to the High Court in 2006, said he will push for higher budget for the judiciary, ask local government units to construct courts, and do background check on judges and aspiring judges and placement of closed circuit television cameras (CCTV) in courts to avoid corruption.
Twenty people are slugging it out to be the new Chief Justice. After a final deliberation on August 2, the JBC may hold a vote and create a shortlist of at least three nominees that will be submitted to President Aquino.
The President has until August 27 or 90 days to choose the replacement of Corona, who was ousted by the Senate impeachment court last May 29 for betrayal of public trust and culpable violation of the Constitution.(Virgil Lopez/Sunnex)

ANGELES CITY -– Mayor Edgardo Pamintuan, on his second State of the City Address (Soca), said his administration surpassed last year’s performance and added that the best is yet to come for this urbanized city.
While thanking former friends and critics for challenging him to do better, Pamintuan said his administration fulfilled most of his eight-point agenda program under his administration.

Pamintuan said at the top of his administration’s accomplishments is the establishment of the City College of Angeles City, which not has 369 enrollees, 82 of whom are academic scholars under three initial programs.
The mayor projects around 6,000 student-enrollees for the city college upon the completion of the facility.
The current administration also increased the number of scholars by increasing the overall scholarship fund from P5 million to P6.5 million.
Some P13 million was also allocated for the repair of 32 elementary schools in Don Ambrosio Mendiola, Pandan, Mining, Sapang Bato, Enrica Sandico, Pulung Bulu, Pampang, and San Ignacio.
Pamintuan also boasted the overall rehabilitation and improvement of facilities and equipment of the Ospital ning Angeles.
A P50-million fund was also set for a new hospital building increasing the capacity of the city hospital.
It could be remembered that the Angeles City Renal Care Unit (ACRCU) started offering dialysis treatment for indigent patients suffering end stage renal disease (ESRD) last year.
Pamintuan said the ACRCU was able to serve a total of 170 end stage renal disease patients (ESRD) since July 2011 to July 2012. A total of 5, 248 hemodialysis treatments were also given since the establishment of the RCU.
Some P8-million worth of equipment is also set to arrive from the United States through the efforts of the mayor.
“Nakaka-angat tayo dahil pinairal natin at bagong pulitika. Ang pulitika ng pagpapanday, hindi pagwawakas. Ang pulitika ng pagkakasundo, hindi bangayan. Ang pulitika ng konkretong gawa, hindi nagawa,” Pamintuan said.
Under Pamintuan’s first two years in office, the City Government received the 2011 Local Governance Performance System Award, 2011 Seal of Good Housekeeping from the DILG, Hall of Fame Award for its Peso and ranked 4th among the highly urbanized cities in the Philippines for 2011.
Pamintuan was also ranked as Top 5 in Asia and Top 25 in the world for the Mayor of the Year 2012 given by the City Mayors Foundation.

CITY OF SAN FERNANDO –- Governor Lilia Pineda bared that the Provincial Government still has an available calamity fund amounting to more than P100 million.
She said the Provincial Disaster Risk Reduction and Management Council (PDRRMC), together with concerned departments, has been preparing for the rainy season for more than a year.
“Nakahanda po tayo dahil hindi naman tayo tumigil sa paghahanda para masiguro natin ang kaligtasan ng ating mga kababayan,” Pineda added.
The governor also said they will establish action centers in strategic areas in the coastal towns as the need arises.
Pineda said most of these action centers will be put up in the 4th district of the province as this area is vulnerable to intense flooding during rainy season.
Pineda, meanwhile, asked for the full cooperation of the residents in terms of compliance to warnings issued by appropriate authorities.
It can be recalled that the Provincial Government purchased heavy equipments such as backhoes, dump trucks, and loaders among others.
These equipment will be used for clearing, dredging, declogging of affected waterways, and rescue operations when the need arises.

ANGELES CITY -– Mayor Edgardo Pamintuan, on his second State of the City Address (Soca), said his administration surpassed last year’s performance and added that the best is yet to come for this urbanized city.
While thanking former friends and critics for challenging him to do better, Pamintuan said his administration fulfilled most of his eight-point agenda program under his administration.
Pamintuan said at the top of his administration’s accomplishments is the establishment of the City College of Angeles City, which not has 369 enrollees, 82 of whom are academic scholars under three initial programs.
The mayor projects around 6,000 student-enrollees for the city college upon the completion of the facility.
The current administration also increased the number of scholars by increasing the overall scholarship fund from P5 million to P6.5 million.
Some P13 million was also allocated for the repair of 32 elementary schools in Don Ambrosio Mendiola, Pandan, Mining, Sapang Bato, Enrica Sandico, Pulung Bulu, Pampang, and San Ignacio.
Pamintuan also boasted the overall rehabilitation and improvement of facilities and equipment of the Ospital ning Angeles.
A P50-million fund was also set for a new hospital building increasing the capacity of the city hospital.
It could be remembered that the Angeles City Renal Care Unit (ACRCU) started offering dialysis treatment for indigent patients suffering end stage renal disease (ESRD) last year.
Pamintuan said the ACRCU was able to serve a total of 170 end stage renal disease patients (ESRD) since July 2011 to July 2012. A total of 5, 248 hemodialysis treatments were also given since the establishment of the RCU.
Some P8-million worth of equipment is also set to arrive from the United States through the efforts of the mayor.
“Nakaka-angat tayo dahil pinairal natin at bagong pulitika. Ang pulitika ng pagpapanday, hindi pagwawakas. Ang pulitika ng pagkakasundo, hindi bangayan. Ang pulitika ng konkretong gawa, hindi nagawa,” Pamintuan said.
Under Pamintuan’s first two years in office, the City Government received the 2011 Local Governance Performance System Award, 2011 Seal of Good Housekeeping from the DILG, Hall of Fame Award for its Peso and ranked 4th among the highly urbanized cities in the Philippines for 2011.
Pamintuan was also ranked as Top 5 in Asia and Top 25 in the world for the Mayor of the Year 2012 given by the City Mayors Foundation.
