CITY OF SAN FERNANDO — “Education and hard work are the keys to success in life. Study hard and you will overcome life’s challenges.”
This message was underlined by Mayor Oscar Rodriguez before an audience of over 500 parents and teachers that assembled at Heroes Hall last weekend (July 21) for the Pampanga High School Parents-Teachers Association (PHA-PTA) Annual Parents Convention.
Citing his own rise from humble beginnings, Mayor Oca said his early education was often financed with small loans that his mother took out from neighbors in a Pampanga town where his father was a farmer.
“If there was one thing that changed my life,” he said, “it was because I went to school and studied hard. I worked hard so that the hardships that my parents went through would not go to waste.”
The mayor recalled early in his first term as top city executive of San Fernando when he decided to secure loans which his administration used in providing for the education of young Fernandinos.
That strategy has helped San Fernando achieve not only the highest number of city scholars but also the largest proportion of children who should be in school who are actually enrolled – 95 percent of the city’s children of school age are now attending school.
The city is now in a better position to offer employable young people with good education to investors, and the result has been a big increase in investments moving into the City of San Fernando, Mayor Oca said.
He added that even if the City Government had incurred debt, the funds have been translated into “investments in our children”.
The next task would be to “nurture your children into excellence” and rise from poverty by “embracing change and learning how to survive, how to be competitive, how to be resilient, and how to excel.”
The mayor also stressed the need for the parents and teachers to get actively involved in their community. “All of you are stakeholders, partners who have a voice on how the affairs of your community are managed.”
“You must make sure that there will still be no corruption and that the coming city officials will continue good governance practices that we have started. Do not put all our good results to waste by electing wrong candidates,” he said.

ANGELES CITY — Mayor Edgardo Pamintuan and City Councilor Alexander Indiongco led the celebration of the first year of operations of the Angeles City Renal Care Unit (ACRCU) Monday at the Rafael Lazatin Memorial Medical Center (RLMMC) formerly Ospital Ning Angeles (Ona), vowing to further develop the services of the facility.
Pamintuan joined officials and employees of RLMMC in a thanksgiving mass and short program highlighting the humble beginnings of the facility and its great impact to the medical needs of dialysis patients.
Pamintuan and Indiongco were joined by ACRCU head Dr. Ramon Jose Suarez.
It could be remembered that the ACRCU started offering dialysis treatment for indigent patients suffering end stage renal disease (ESRD) last year.
According to Pamintuan, initially the ACRCU started 15 dialysis units and plans to acquire more in the coming years. At an average, the facility services around nine patients a day.
“Imagine the economic relief that this facility gives to our constituents and even patients coming from outside of Angeles City. We have made the otherwise financial burdensome procedure with the reach of our constituents,” Pamintuan said.
Pamintuan said the City Government is upgrading the level of medical services being offered in the city. He added that people have committed to support the facility with further donations of necessary equipment.
Dr. Ramon Jose Suarez, ACRCU head said that the facility, along with other wards inside ONA, have greatly improved through the support of Pamintuan and the Mayor’s Desk at ONA under city councilor Alex Indiongco.
“As you can see, much of the conditions and facilities of our hospital have now seen significant improvement because of the efforts of our mayor and city officials,” Indiongco said.
“Our public hospital was also able to serve about 185,072 patients and still counting,” Indiongco said, stressing that his office, the Ospital Ning Angeles and various barangay halls have served some 44, 433 beneficiaries in free medicines.
Pamintuan also led the site inspection of the hospital.
Pamintuan said that the Renal Care Unit (RCU) of the city was able to serve a total of 170 end stage renal disease patients (ESRD) since July 2011 to July 2012. A total of 5, 248 hemodialysis treatments were also given since the establishment of the RCU.

The Department of Foreign Affairs’ Office of Consular Affairs (DFA-OCA) has achieved significant improvements in the delivery of its passport services to the public.

These accomplishments have resulted in to a more efficient and quality public service by DFA-OCA.

This assessment is primarily based on DFA-OCA’s 2012 mid-year accomplishment report submitted to Foreign Affairs Secretary Albert F. del Rosario. The report is part of DFA-OCA’s efforts to review its passport operations on a regular basis.

DFA-OCA Assistant Secretary Jaime Victor B. Ledda reported that there has been a 16.23% increase in passport production from the first quarter of 2011 as compared to the same period in 2012.

“This increase in production translated to 1,381,480 passports issued in the first quarter of 2012, up from the issuance of 1,180,557 passports from the same period last year,” he said.

Assistant Secretary Ledda explained that in June 2011, the average time to secure an online appointment for passport renewal or application was 10 to 14 working days.

With DFA-OCA’s appointment slots management, personnel rotation and optimization and equipment repair and replacement, the appointment waiting time now stands between three (3) to five (5) working days.

“This figure has exceeded our target of seven (7) working days for an appointment for passport application or renewal,” he added.

Significantly, the improvement in appointment time has also coincided with similar improvements in passport processing time and releasing schedule.

According to Assistant Secretary Ledda, the Office of Consular Affairs reduced the passport processing time for applicants to 45 minutes to one (1) hour per applicant.

It may be noted that in the first quarter of 2011, it took more than two (2) hours on the average to process an applicant.

Furthermore, in the first quarter of 2011, the passport releasing schedule in Manila stood at 10 working days for express processing and 20 working days for regular processing.

“Due to our efforts to continually improve our services, the releasing schedule is now set at seven (7) working days for express processing and 15 working days for regular processing. This is a target we achieved in December 2011 and which we continue to meet this year,” he said.

Assistant Secretary Ledda reiterated the DFA’s commitment to bring its services closer to the people.

“We will continue to exert efforts to further improve the delivery of consular services to the public. The process of expanding our passport operations in both Metro Manila and the regions by transferring existing consular facilities to shopping malls throughout the country will allow us to better serve our people,” he said.

In line with the President’s Private-Public Partnership Agenda and with a view to make consular services more accessible and convenient to the public, DFA Regional Consular Offices (RCOs) began transferring to malls this year.

DFA Cebu transferred to the Pacific Mall in Mandaue City in February 2012 while DFA Pampanga opened in Robinson Star Mills in San Fernando City in June 2012. DFA Angeles will be formally inaugurated at Ayala’s Marquee Mall on July 30.

All other DFA regional offices are set to transfer to other malls before the year ends together with the establishment of satellite offices in malls throughout Metro Manila.
