Entrepreneurs urged to train, research for business dev’t

CITY OF SAN FERNANDO — With more research and relevant information at hand, small entrepreneurs and workers in the informal sector can become bigger players in the local business sector.

Officials from the Department of Labor and Employment (Dole) Pampanga office shared with the audience these cardinal rules for a sustainable business endeavor. It also includes honesty in dealings and keeping communication lines among those involved in the business; good quality of product or service; high productivity; good return on investment; proper financing; and continuing research and development.

This was the advice given by Dole officials to more than 200 local workers in the informal sector who attended a recent forum of various agencies whose services are essential to the sector.

These workers were beneficiaries of the P1-million grant given by Dole and implemented by the Provincial Government, through the Provincial Cooperative and Entrepreneurial Development Office (PCEDO), according to its head Mamerto Gatus.

Rima Hernandez, provincial director of Dole-Pampanga, explained to the beneficiaries the difference between a grant and a loan, saying “ang grant ay libre at ang loan ay binabayaran (a grant is free while a loan is amortized).”

She also said that before any of them could avail of a loan program, “one should have established a good track record of payment of previous loan.”

She also cited some successful entrepreneurs who earn more daily than salaried employees.

Aurita Limpin, also of Dole Pampanga, presented various tips that have been proven helpful to entrepreneurs who started small and have become giants in their respective industries. The best example of these entrepreneurs, she said, is Jollibee which “started as a small ice cream store and now has 400 stores worldwide.”

Most of those in the audience have small enterprises in their backyards, without any formal system or modern approach to its management, which nevertheless are the sources of their families’ livelihood.

Bigger enterprises, Limpin stated, are borne of more thorough study – research, observation, training – and use a more modern approach to its operations. These are businesses that earn more, create job opportunities, and more sustainable.

CITY OF SAN FERNANDO – A resolution was filed Wednesday directing the House of Representatives Committee on Human Rights for a deeper investigation on the killing of Dutch missionary Wilhelmus Geertman.

Representative Rafael Mariano (Anakpawis party-list) introduced House Resolution 2551 seeking the House’s rights committee to investigate the killing of Geertman, executive director of the non-government organization Alay Bayan Luson Inc. (ABI-Luson).

Geertman, 67, was killed by two armed men who barged into the office premises of ABI-Luson in L&S Subdivision, Barangay Telebastagan, in this city, on July 3.

Mariano’s resolution takes credence on the results of the fact-finding mission conducted by human rights group Karapatan-Central Luzon, the Promotion of Church People’s Response, Alyansa ng mga Magbubukid sa Gitnang Luson and Bayan Gitnang Luzon, a day following the murder of Geertman.

The civil society groups expressed doubts on the angle being consistently pursued by police investigators of the City of San Fernando Police Compac 4 that the case was simply robbery with homicide.

ABI-Luson’s latest statement stressed that Geertman had been a peasant advocate on the sector’s struggle for land, and that he had campaigned in his homeland in Holland for resources for agricultural production resources for the farmers of Hacienda Luisita in Tarlac.

Geertman was also said to be a staunch environmentalist and had been critical of the big logging operations in the province of Aurora, which the late Dutch man consider his home and where he lived for 23 of the 46 years of his stay in the Philippines.

Meanwhile, Antonius Maria Alfonsius Geertman, the victim’s younger brother, said their family also doubts the robbery with homicide angle established by the police.

He told Sun.Star Pampanga that his brother told them that he had received several death threats, insinuations of being a communist and even bodily harm because of his advocacies.

Police still in hot pursuit vs Dutch killers

ANGELES CITY — Police authorities in Pampanga said Tuesday that they are still in hot pursuit against the suspected killers of Dutch national Wilhelmus Geertman, who was gunned down last July 3.
Two men wearing bull caps barged into the gates of the Alay Bayan Luson Inc. (ABI-Luson) at the L&S Subdivision in Barangay Telebastagan, City of San Fernando, a little past noon of July 3.
The suspects then shot and killed Geertman, 67, and the ABI-Luson executive director, at close range.
Inspector Gerry Fronda, commander of the Community Police Action Center (Compac) 4 in Telebastagan who leads the investigation, told Sun.Star Pampanga that they already have a list of suspects.
Fronda, however, cleared that he is not in the position to reveal how many suspects there are, as well as their identities, pending the investigation.
To date, he said the police are focusing on the identities of the three men on board a motorbike escaping from the scene captured by the subdivision’s close circuit television (CCTV) camera.
The CCTV also showed a likely back-up of two men driving an old red sedan.
According to another witness, it is the red Gallant that dropped off the two killers to the street nearest to the ABI-Luson office.
The ABI-Luson has remained doubtful of the local police’s angle on the investigation that it was a case of robbery with homicide.
Ranilo Margallo, an ABI-Luson’s senior staff and one of those who actually saw the killing, said the killing was a desperate attempt to scare all those going against environment degradation and violation of common people’s rights.
“Big logging and mining operations are billions worth of profit for foreign and local investors. They will gain much on Wim’s (Geertman) death,” he said.
Meanwhile, Special Investigation Task Group (SITG) “Geertman” is still tracing the license plate number of the getaway car.

Guv calls for creation of local blood bank

CITY OF SAN FERNANDO — Governor Lilia Pineda urged officials on Monday to network and establish a local blood bank in Pampanga to address shortages in donated blood.
During the regional launching of the National Blood Donors’ Month themed “Every Blood Donor is a Hero” at the Bren Z. Guiao Convention Center in the city, the governor emphasized the need for networking with district hospitals here, the creation of blood center and having “on-call volunteers and donors.”
“Importante na mayroong networking lalo na sa screening ng mga blood donors to ensure the quality and safety of the donation. Kailangan ding mayroon tayong on-call volunteers sa mga district hospitals natin para ma-address ang anumang shortage ng blood lalo na kung emergency,” Pineda told Sun.Star Pampanga.
It is also essential, she added, that a blood bank or blood collection center be established in one of the province’s district hospitals.
“Kailangang-kailangan na mayroon tayong sariling blood center in partnership with the Philippine Red Cross and Department of Health para ma-sustain ang pangangailangan ng dugo sa ating mga ospital dito,” she said.
At present, only the Jose B. Lingad Memorial Hospital, Angeles University Foundation Medical Center, and Mother Theresa of Calcutta Medical Center have blood banks.
The governor also suggested that volunteers and blood donors be given “incentives” and adequate health care.
“Kailangan mayroong incentives ang mga blood donors and volunteers. Halimbawa, puwede sila o ang mga family members nila na bigyan ng free hospitalization o kaya ay discounted medical treatment kung kakailanganin nila ito,” she said.
The governor said that of paramount importance is the health of donors.
“Pinaka-importante na panatilihing malusog ang mga donors. Kailangan ma improve at ma-maintain ang kanilang health conditions dahil sila ay nagsasagip ng buhay,” she said.

Housing authority sets P10-M for land development

ARAYAT — The National Housing Authority (NHA) has allocated P10 million for the victims of the 2009 landslide in Barangay San Juan Baño this town.

According to NHA Project Manager Ines Gonzales, the funds will be used for land development in the area where permanent shelters were constructed and recently awarded to beneficiaries by the Department of Social Welfare and Development (DSWD).

Gonzales said they have initially released at least P1.5 million to the local government here to jumpstart the development in the area.

“Nakikipagtulungan po tayo sa mga ahensiya ng pamahalaan para lalo pa nating mapagsilbihan ang ating mga kababayan na nangangailanan ng tulong (We are currently collaborating with government agencies to fast-track our services to the people in need),” she said.

The construction of the facilities and other amenities in the resettlement area will be implemented by this town’s Municipal Government.

“Ang munisipyo ng Arayat ay magbibigay din ng P2 milyon para sa initial development,” the NHA project manager said.

Governor Lilia Pineda told Gonzales to prioritize the installation of electric posts.

“Unahin na natin yung mga poste para yung mga pamilyang gusto ng lumipat ay mayroon na silang ilaw na gagamitin,” Pineda said.

It can be recalled that some 57 core shelters were awarded by the DSWD to landslide victims.

Maribel Malang Blanco, one of the division chiefs of the regional office of DSWD, said they are still set to construct additional 113 units to serve all other landslide victims.

Earlier, the Provincial Government led the construction of bunkhouses amounting to more than P5 million. This is intended to provide temporary shelters for the affected families.

Governor Pineda also previously asked the Provincial Board’s permission for the release of another P5 million in the form of cash-for-work to augment the personal needs of the families who worked for their own houses.

City council rejects 2 barangay ordinances

ANGELES CITY — The City Council has disapproved two ordinances — the bar girl dress code and amusement fee — which were recently passed by the council of Barangay Balibago here.

During Tuesday’s session, Councilor Willie Rivera moved for the disapproval of Balibago Barangay Ordinances Number 10 (an ordinance imposing amusement fee to recreational establishments) and 11 (an ordinance implementing a dress code to receptionists of night clubs).

According to Rivera, the two ordinances were disapproved because the initiatives are beyond the powers of the barangay council. Balibago chairman Rodelio Mamac assailed the City Council, saying it cannot disapprove a barangay ordinance.

Mamac cited Section 57 of the Local Government Code – Review of Barangay Ordinances by the City Council or Municipal Council: (a) Within ten (10) days after its enactment, the barangay council shall furnish copies of all barangay ordinances to the City Council or Municipal Council concerned for review as to whether the ordinance is consistent with law and city or municipal ordinances; (b) If the City Council or Municipal Council, as the case may be, fails to take action on barangay ordinances within thirty (30) days from receipt thereof, the same shall be deemed approved; (c) If the City Council or Municipal Council, as the case may be, finds the barangay ordinances inconsistent with law or city or municipal ordinances, the Sanggunian concerned shall, within thirty (30) days from receipt thereof, return the same with its comments and recommendations to the barangay council concerned for adjustment, amendment, or modification; in which case, the effectivity of the barangay ordinance is suspended until such time as the revision called for is effected.

Mamac defended their passage of the two ordinances saying that the barangay council already sought the opinion of the Department of the Interior and Local Government (DILG) legal department regarding their legality.

He claimed that funds derived from amusement tax will used in the construction of a fire department and scholarship program.

Mamac said Ordinance Number 11 is also important because there is really a need to implement a dress code on the bar door girls to remove the image of obscenity at the entertainment district.

The village chairman also cited Section 16 of the Local Government Code: General Welfare — Every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. Bizman: 1st semester economy still sluggish

CITY OF SAN FERNANDO — Pampanga Chamber of Commerce and Industry Inc. (PamCham) vice chairman Rene Romero described over the weekend the performance of the local economy during the first semester or past six months of 2012 as still “sluggish.”

At the onset of the year, Romero opined that the local economy would be “shaky” but not “really worrying,” because of external effects of other world economies like that of the US, China and what he branded as the Asean tigers.

“I am not an expert, honestly, on the local economy. Our projections in the business sector are primarily based on local observations, figures and data that are coming to us in the real sense. Based on these, we could actually make preparations in the coming months, especially with the onset of lean months in July,” he told Sun.Star Pampanga.

“As an example, we made observations in malls recently and we noticed that people just moved around. What were conspicuously missing were filled shopping bags in the hands of customers. Even if there were, they evidently were necessities. It’s an indication that people don’t have that much-needed purchasing power in their hands after the first six months of the year,” Romero said.

His observations were corroborated by marketing managers of two malls in the city, who said traffic count was way down versus last year even with promotions and special sales and discounts occasionally.

“We are still reeling from the effects of slowdowns in the economic activities of the US, Europe and China which ‘overheated’ recently, so to speak, including tiger economies of Asia like Singapore that are similarly affected by global downtrends. Our local exports like furniture, toys, and house wares are down based on records. Much more, locally, we are not yet feeling the positive effects of the National Government’s stimulus packages. Some of us at PamCham maybe rebounding now, but generally, our local economy remains sluggish at this point,” the businessman narrated.

‘October fever’

Hopes for some boost, Romero said, are nearing come October this year, when elections in 2013 get to a grind.

“Election money will certainly perk up the local economy, palliative as it maybe. Our past experience shows that when candidates start gearing up for elections, like starting October this year, money will flow and pump up the circulation starting from the bottom. When this election money cascades to the labor sector, a sudden energy of purchasing power goes into the hands of the consumer. The big thing is, it is pre-Christmas season by that time and the manufacturing and production industries–from T-shirts to food–will double inventory, translating to solutions that will ripple to all sectors including health, agriculture and finance,” he added.

“What is good about the ‘October Fever’ and election syndrome is that it will sustain the local economy to as long as June next year,” he shared.

“We in the business sector have always crossed our fingers for better things to come for the sake of our employees and the labor industry in general. Sluggish as the local economy maybe now, we are doing everything we can to perk up the local economy and cushion effects it may have on our workers. Hope is always there and we would certainly overcome these challenges,” he said. (Jovi T. De Leon)

CITY OF SAN FERNANDO — Governor Lilia Pineda heaved a sigh of relief as the Philippine Health Insurance Corporation (PhilHealth) signed over the weekend an agreement with Jose B. Lingad Memorial Hospital (JBLMH) calling for the immediate implementation of the former’s “Z-Benefit Package.”

PhilHealth’s new “Z-Benefit Program” is a comprehensive treatment package for catastrophic illnesses like standard risk acute lymphocytic leukemia in children aged 1 to 10, early stage of breast cancer (stage 0 to 3A), low to intermediate risk prostate cancer, and low risk kidney transplant.

Eligible PhilHealth members and their qualified dependents covered under the package could avail themselves of rates like P210,000 for three years on leukemia treatment, P100,000 for breast cancer on the entire treatment course, P100,000 for prostate cancer treatment and up to P600,000 for kidney transplant.

“This is a welcome development for us at the Provincial Government because bulk of the cases we attend to every time are cancer, leukemia, kidney diseases and dialysis and other forms of catastrophic illnesses like breast and prostate cancer,” Pineda said.

“Sa bagong Z-benefit package na ito, magagamit na natin ang pondo ng Kapitolyo para sa iba naming may sakit at nangangailangan ng kalinga. Masayang-masaya ako sa package na ito at sana, mas marami pang PhilHealth membership ang maibigay natin sa mga poorest of the poor na Kapampangan,” the governor said, as she requested JBLMH and PhilHealth officials to immediately enroll a fourth district cancer constituent who was at the launch.

She added, “Alam naman ninyo na favorite program ko ang health, kahit noong hind pa ako gobernador. Gusto ko lahat malusog kaya itong Z-benefit ng PhilHealth ay malaking ginhawa para sa mga kababayan natin. Ito ay isang napakalaking partnership at napakagandang programa.”

Hearing that, Health director for special projects Jovencio Ordonia lauded the governor for her strong focus on health, which he said could only be found in Pampanga.

“Only in Pampanga! It’s true. The focus of Governor Pineda on health is worth emulating nationwide. It is only here that we could see the continuous improvement of government district hospitals that are complete with facilities and you will not find this anywhere else,” Ordonia said.

“Marami po akong pangako at utang sa inyo, ma’am, para sa facilities at upgrades ng mga hospitals sa Pampanga. Rest assured, tutuparin po natin ito in support of your notable health programs,” he added. (Jovi T. De Leon)

Ex-President Estrada hits LP-NP-NPC coalition for ‘piracy’

Politics may be addition but one should also heed the lessons of the past.
That appears to be former President Joseph Estrada’s message yesterday to President Benigno Aquino III’s Liberal Party as he belittled the new coalition it was assembling and blasted the group for “pirating” senatorial candidates from his United Nationalist Alliance (UNA).
Estrada, who formed UNA with Vice President Jejomar Binay, said the Aquino camp’s move “shows the weakness of the LP.”
“They’re pirating. That shows they cannot complete their lineup,” the 75-year-old ex-President told the Inquirer in a phone interview.
Estrada did not like that Senators Loren Legarda and Gregorio Honasan were being mentioned as possible candidates of the emerging coalition among the LP, the Nacionalista Party (NP) and the Nationalist People’s Coalition (NPC).
UNA earlier drafted Legarda and Honasan as its senatorial candidates.
Estrada said the piracy could boomerang on the administration coalition as what happened to Sen. Manuel Villar, the NP standard-bearer in the 2010 presidential election.
“The people know about it,” he said. “Just like what happened to Villar. He pirated. He lost just the same.”
Legarda, Honasan
Estrada initially reiterated UNA’s policy against accepting “guest” candidates.
“We have an agreement. We will not entertain common guest candidates of other parties,” he replied when asked about the possibility of letting go of some UNA bets. He said vacancies could then be filled by “many up-and-coming” candidates.
But later in the interview, Estrada appeared to have changed his tone and sounded confident the new LP coalition would not be able to lure Legarda or Honasan away from UNA.
He said he had been assured by Legarda that she would not “climb the stage” of another party that would include her as its candidate. In the case of Honasan, he said the reelectionist senator would stick it out with Senate President Juan Ponce Enrile, a senior leader of UNA, “no matter what.”
Allegiance to UNA
Another reelectionist being considered by both UNA and the LP is Sen. Francis Escudero, who bolted the NPC before the 2010 presidential election. But Estrada said he remained unsure whether UNA would get Escudero.
He said: “If they bring our candidates as their guest candidates, we will welcome it. But their allegiance is to our party, UNA.”
Estrada joked there was a bill seeking to punish political “turncoatism.” One of the measure’s prime movers is his son, Sen. Jose “Jinggoy” Estrada, the Senate president pro tempore.
“There’ll be a law against turncoatism. They’re now practicing turncoatism,” he said.
To overwhelm Aquino
Estrada said he was not alarmed by any LP-NP-NPC alliance.
He said he did not consider such an alliance “formidable” and cited a Pulse Asia survey showing Binay and him among the three top political endorsers in next year’s midterm elections, along with Mr. Aquino, who was listed second.
Estrada said his endorsement—along with that of Binay’s and Enrile’s—would overwhelm that of the President’s. “We’re three so we’ll have the edge over their candidates,” he said.
He said another sign of the LP’s “weakness” was the recent attack on UNA’s senatorial candidate, Zambales Rep. Milagros “Mitos” Magsaysay, by administration Sen. Franklin Drilon.
In a media briefing, Drilon endorsed the candidacy of former Sen. Ramon Magsaysay Jr. under the LP, describing him as “the real Magsaysay.” Mitos Magsaysay felt slighted by the description and lambasted Drilon.
Estrada agreed with the feisty congresswoman. “So his wife is also a fake Drilon? That’s insulting,” he said.
Mitos Magsaysay is married to the son of Ramon Magsaysay Jr.’s cousin, former Zambales Gov. Vicente Magsaysay.
Moving on
Malacañang sees nothing wrong with the LP bets campaigning alongside the candidates of the NP, whose former standard-bearer—Villar—had been linked to a road scandal before and during the 2010 presidential campaign.
Presidential spokesperson Edwin Lacierda defended Villar, saying the Senate never passed a proposed resolution censuring the senator in connection with the alleged C-5 Road extension irregularity in 2010.
“Campaigning is campaigning. There were words that were exchanged during that time but we move on for the sake of the country,” Lacierda said at Friday’s news briefing in Malacañang.
Mr. Aquino revealed on Thursday that the LP has had quite successful coalition talks with the NP and the NPC.
Supportive
Pressed for comment whether Mr. Aquino would find it acceptable to work with someone linked to the alleged C-5 overpricing scandal, Lacierda said the Senate resolution on Villar’s supposed involvement in the overpricing was never passed.
“The resolution was not carried. Correct me if I’m wrong,” Lacierda said.
A few days before election day in 2010, Senate President Juan Ponce Enrile accused Villar of raising P5 billion for his presidential campaign kitty from an allegedly irregular transaction involving his real estate firm’s shares.
Lacierda said Villar had been supportive of the Aquino administration’s legislative proposals in the Senate.
“They recognize what’s important for the country … and so they will rise above political differences and see what’s good for all of us,” Lacierda said.
Principles
Lacierda suggested that the public look beyond Villar and see the NP as a party.
“You’re looking at the Nacionalista Party and who will be there? You’re looking at (Senate Minority Leader and reelectionist) Alan Cayetano, who stood for good governance,” Lacierda said. “(Party) principles transcend individual differences.”
Aside from Cayetano, the NP also has in its fold Sen. Ferdinand “Bongbong” Marcos Jr., with whom Mr. Aquino has had political and perhaps even personal differences.
Mr. Aquino recently disapproved military honors for Marcos’ father, the late dictator Ferdinand Marcos.
The Aquino family believes the former dictator was involved in the plot to assassinate the President’s father, former Sen. Benigno Aquino Jr., in 1983.

Palace: Long-awaited mining EO signed

President Benigno Aquino III has signed the executive order (EO) detailing the government’s much-awaited policy on mining, Malacañang announced Saturday.
Presidential spokesperson Edwin Lacierda said Executive Secretary Paquito Ochoa Jr. would release the EO on Monday.
He said Environment Secretary Ramon Paje would discuss the details of the mining policy before the media in a Palace briefing on that day.
“The decision is so that there would be no qualms as regards this EO because many waited for this and this has long been anticipated by business, especially the mining industry and by environmentalists,” Lacierda said at yesterday’s Palace news briefing.
The revelation that President Aquino had signed the EO came two weeks after he was supposed to have signed it as he himself announced in an interview in Davao City.
Mr. Aquino had indicated a preference for increasing the government’s share in the revenue from the mining industry.
The new mining policy is expected to increase government earnings from the lucrative industry which has seen a high demand for mineral resources. It is also expected to exclude more areas from mining to protect the environment.
Malacañang had previously explained the delay in issuing the policy due to some fine-tuning that the President wanted.
“We have been advised that there are minor revisions to be done,” Undersecretary Abigail Valte had said in a Palace briefing more than two weeks ago.
