Zambales governor charged with graft

A mining company has filed graft charges against Zambales Gov. Hermogenes Ebdane Jr. and other provincial officials at the Ombudsman for allowing small-scale miners to take over its mines in the province and haul off its stockpile of minerals.
Benicio Eusebio, president of the Consolidated Mines Inc. (CMI), accused Ebdane and other Zambales officials of granting permits to small-scale miners to take over the company’s mines in 2011 and transport chromite fines, or leftovers from 50 years of chromite mining in the firm’s Masinloc site.
Officials of CMI have been protesting the continued raiding of the firm’s chromite “towers.” They said the small-scale mining permits were used not to conduct mining but steal from CMI.
Eusebio said the hauling of minerals from the firm’s stockpile from October 2011 until May this year brought losses to CMI worth at least P211 million.
CMI is a company engaged in the mining, milling and trade of gold, silver, copper and other minerals.
It said it is the mineral rights holder of the area covered by the Coto Chromite Project in Sitio Coto, Masinloc town, known as Coto Mines. Coto Chromite has a mineral production sharing agreement now pending renewal by the Mines and Geosciences Bureau.
Suspension
“In the interest of fair, just and independent investigation, and considering that the evidence of guilt against the impleaded public officials is strong, I earnestly appeal for their immediate preventive suspension pending the resolution of this complaint,” Eusebio said in the complaint.
Charged with Ebdane for violation of the Anti-Graft and Corrupt Practices Act and Code of Conduct for Ethical Standards for Public Officials, among others, were provincial employees Benjamin Manabat and Eusebio Gojo, provincial director Francisco Santiago, Col. Rolando Portrera and Insp. John Romero.
The other respondents were identified only as Police Officers 2 Laconsay and Ferrer, Fallolin, Palatalon, Cardona, Quimba, Amugia, Evangelista, Ejanda, Caldos, Mardoss, Cantillas, all policemen and other unidentified men.
CMI also filed charges against small-scale miners Camilo Esico; Jeff Elago, Amoe Echon, Dennis Ocul, Efren Melgar and Reynaldo Dait, and against Joel Refuega and Bernard Adalla, and Weng Chen and other employees of the Geoking Asia Mining Corp.
First raid
In his complaint, Eusebio said that on Oct. 28, 2011, Weng Chen and others entered CMI premises without authority and in defiance of a court injunction against them, and two days later, police officers, Gojo and Refuega “forcibly entered” the Coto Mines without authority.
He said the men dismantled the checkpoints and seized the mobile phones of the company’s security men on the road leading to Towers 8 and 9 where the chromite fines were stored. He said the police set up their own outpost, and Santiago “directed the operations of the Coto Mines.”
When confronted over the takeover of the mines, they presented small-scale mining permits, ore transport permits and mineral ore export permits issued by Ebdane to Esico.
Eusebio said Ebdane also issued small-scale mining permits to Elago. He said Esico and the other men who got permits were not qualified small-scale miners.

2 killed in Edsa bus, FX, SUV collision early Sunday

MANILA, Philippines—Two were killed in a vehicular accident that involved a provincial bus, FX van and a sports-utility-vehicle (SUV) on Edsa corner Shaw Boulevard in Mandaluyong City before 7 a.m. Sunday, said a report from Radyo Inquirer 990AM.
The unidentified passenger and driver of the FX van with the plate number UPB-789 were unconscious when they were pulled out by authorities from the vehicle.
The two were brought immediately to the Mandaluyong City Medical Center but were declared dead on arrival.
One of the victims’ ID card revealed he’s a military man.
The driver of the bus, which was bound to Bataan province, survived the accident.
No other information is available about the other passengers as of posting time. Police investigation is still ongoing.

Donaire wins via unanimous decision

MANILA (Updated 12:35 p.m.) — Nonito “The Filipino Flash” Donaire became the unified World Boxing Organization (WBO) and International Boxing Federation (IBF) superbantamweight champion Sunday (Philippine time) after he defeated South African boxer Jeffrey Mathebula via unanimous decision.
The judges scored 117-110, 118-109, and 119-108 in favor of Donaire.
Mathebula suffered a cracked tooth, not broken jaw as earlier reported. He was knocked down by “The Filipino Flash” toward the end of the fourth round.
“He got me off that jab really well. He’s a great champion,” Donaire said of Mathebula, as quoted by Top Rank Boxing (@trboxing) on micro-blogging site Twitter.
The fight Sunday (Philippine time) happened at the Home Depot Center in Los Angeles, California.
The 29-year-old Donaire Jr. won the vacant WBO crown last February 4 after a split decision win over Wilfredo Vazquez Jr.

Party-list lawmaker told: Lead by example

HOUSE Speaker Feliciano Belmonte Jr. told Alliance for National Democracy (Anad) party-list Representative Pastor Alcover Jr. to “lead by example” after he advised a fugitive to continue evading arrest.
“We can bring that matter before the House committee on ethics and privileges because as lawmakers, we are bound to lead by example,” Belmonte said.
In an interview this week, Alcover said his former colleague, retired Army Major General Jovito Palparan, should continue hiding from authorities since he cannot expect a fair trial with Secretary Leila de Lima at the helm of the Department of Justice.
“As members of Congress, we have to avoid and discourage statements that may tend to disregard the laws of the land,” Belmonte said.
The House leader said Alcover’s statement was “unfounded” de Lima is not only prosecutor and judge in Palparan’s case.
“It is the duty of Palparan to face the music,” Belmonte said.
Palparan turned fugitive over six months ago after a warrant of arrest was issued against him in relation to the disappearance of University of the Philippines students Sherlyn Cadapan and Karen Empeño in 2006.
“I advise him to continue his plan because of the situation now. With De Lima there, I don’t think we can expect a fair trial,” Alcover told reporters.
Alcover and Palparan were colleagues in the 14th Congress when the former military general was representing the party-list group Bantay.

Aquino, Cabinet discuss conflict with China

PRESIDENT Benigno Aquino III and his Cabinet discussed several sensitive matters regarding the country’s territorial row with China during a meeting in Malacañang on Thursday, an official said.
Presidential spokesperson Edwin Lacierda said Friday that there was an exchange of views among the President’s Cabinet on what would be the best approach to resolve the month-long territorial standoff between the two Asian nations.
He said there were several decisions made but he refused to reveal them since the meeting was held in an Executive session.
“The President said the meeting yesterday (Thursday) was going to be held in Executive session so all the staff members were asked to leave the Aguinaldo State Room. So it was only Cabinet secretaries,” he said.
Aside from Cabinet secretaries, Aquino also invited Senate President Juan Ponce Enrile and Senator Antonio Trillanes IV.
Lacierda said the President requested the presence of the two lawmakers due to their expertise in military and maritime issues.
He denied that there were decisions taken that would require legislation.
“It was primarily consultative,” he said.
Lacierda also denied that some of the Cabinet members engaged in heated debates, saying that what happened were merely “healthy discussions” on China issue.
“Nothing that sort happened; it was a healthy discussion on the issue. The President wanted the views and so a number of Cabinet secretaries offer their views on the matter,” he said.
Lacierda also declined to comment whether a decision was reached regarding the redeployment of vessels to the Scarborough shoal.
Aquino last month ordered the pullout of Coast Guard ship and fishing vessels from the disputed Panatag shoal due to bad weather.
On Thursday, he said China was the one dragging the issue on the disputed shoal since they have yet to clear the shoal of their vessels.
The Philippines has maintained to pursue peaceful resolution in resolving the issue on the West Philippine Sea.

Palace welcomes judge’s statement on massacre case

MALACANANG lauded on Saturday the statement made by the judge handling the Maguindanao massacre case that the verdict on the suspects could be handed down before the end of the term of President Benigno Aquino III.
“We are very glad. At least she (Judge Jocelyn Solis-Reyes of the Quezon City Regional Trial Court) said that she could resolve the case within this administration,” Presidential spokesperson Edwin Lacierda said in an interview aired over government-run dzRB Radyo ng Bayan.
“The accused filed many pleadings (so the case is being) delayed. On the part of the judge, we will just hope and pray that she will decide on the pleadings in a more expeditious manner,” he said.
The government, according to Lacierda, is doing everything that justice may be served to the victims of the massacre.
He said the members of the prosecution panel, under the Department of Justice (DOJ), have been exercising all the necessary steps within their purview to be able to expedite the whole process.
He said the President remains committed to his promise to provide protection for the witnesses and the relatives of the victims.
The government had already increased the budget for the Witness Protection Program (WPP) of the Department of Justice in a bid to provide better protection and benefits for witnesses, Lacierda said.
“We have increased the budget of the Witness Protection Program. In fact, during the last budget meeting, when Budget Secretary (Florencio) Butch Abad was presenting the budget, the President said ‘can we increase further the budget for the Witness Protection Program,'” Lacierda said.
Fifty-seven people, over 30 of them were media workers, were killed in November 2009 in Maguindanao. The incident was allegedly masterminded by some members of the powerful Ampatuan clan.

LP gearing up for 2013 polls similar to UNA: Palace

MALACANANG said on Saturday that the administration’s Liberal Party (LP) is gearing up for campaign similar to what the United Nationalist Alliance (UNA) has been doing.

Presidential spokesperson Edwin Lacierda made the statement after former president Joseph Estrada of UNA slammed President Benigno Aquino III’s political party, which he accused of pirating senatorial candidates from his own group.
“I think former president Estrada is gearing up for the campaign. What the Liberal Party is doing right now is also gearing up for the campaign for the election in 2013,” he said.

Aquino earlier said that his LP party was successful in its talks to coalesce with the Nacionalista Party of Senator Manuel Villar and the Nationalist People’s Coalition (NPC) of his uncle, businessman Eduardo Cojuangco Jr.

But Estrada reportedly was not happy that LP has been including on its senatorial line-up for 2013 polls Senators Loren Legarda and Gregorio Honasan, who were earlier drafted in UNA.

Traders warned on overpricing

CITY OF SAN FERNANDO — An official of the Department of Trade and Industry (DTI)-Pampanga has warned traders who are overpricing basic commodities.
The office intensified its monitoring system to ensure stable prices of prime goods this rainy season.
“We have deployed additional personnel to check the prices of goods and commodities in the supermarkets and public markets. As of now, none of these reports were proven. But we will not stop monitoring the situation,” Nathaniel Samson, a DTI senior specialist, said.
Samson, however, clarified that sales monitoring is a year-round activity of DTI.
The initiative according to him is intended to prevent opportunist traders from taking advantage by increasing prices of commodities this season.
DTI-Pampanga has received complaints from the consumers that some traders are engaging in overpricing of goods deemed essential during calamities.
“We assure our consumers that this rainy season, we will be more aggressive and stringent in watching our traders for possible overpricing activity especially with basic goods like sugar, coffee, canned-goods, noodles, among others”, he added.
He also stressed that additional manpower were provided to monitor and visit supermarkets and public markets including hardwares in the province to check the accuracy of their prices.
Samson reminded traders that they cannot increase prices of goods without the approval of DTI and any price hike should be in accordance with Price Act of 1992 and Consumer Act of the Philippines.
“Violators will be fined and more infraction will result to the revocation of their business permits,” he stated.

Mayor: Development plan on track

ANGELES CITY — Mayor Edgardo Pamintuan reported on Thursday that his administration is on track in its development plans for the city stressing that some of his campaign promises to Angelenos have now been realized.
Pamintuan, during his regular breakfast meeting with media men, said that his regular barangay day have benefited a total of 57, 455 beneficiaries from their medical and dental missions from 2010 to the first half of 2012.
“We have not been off-track from our service to Angelenos. We are not distracted by the political noise as evidence by our continuous programs and events for Angelenos. On an average we attend some five major events for the city in a day,” Pamintuan said.
Pamintuan said that the Renal Care Unit (RCU) of the city was able to serve a total of 170 end stage renal disease patients (ESRD) since July 2011 to July 2012. A total of 5, 248 hemodialysis treatments were also given since the establishment of the RCU.
“Our public hospital was also able to serve about 185,072 patients and still counting,” Pamintuan said, stressing that his office, the Ospital Ning Angeles and various barangay halls have served some 44, 433 beneficiaries in free medicines.
Pamintuan was also able to institutionalize the City College of Angeles (CCA), offering market-driven courses catering to indigent student Angeleños who wish to continue their education.
The mayor said the school now offers Computer Science, Information System and Tourism courses with 376 spread into nine sections with 85 students of which are scholars.
The mayor said t they will also be launching the health program here by the end of the month that will cater to other indigent patients from different parts of the city.
“It is work as usual,” Pamintuan said.

Public Works set to demolish houses along river

CITY OF SAN FERNANDO — A total of 698 shanties, houses, and other illegal structures established along the Pampanga River in towns of Macabebe and Masantol are set to be demolished by the Department of Public Works and Highways (DPWH).
This came as DPWH started the initial implementation of the Supreme Court‘s decision involving the cleanup of waterways from Pampanga Bay all the way to the mouth of Manila Bay.
The higher court ordered DPWH and other attached agencies to clean up, rehabilitate, and preserve Manila Bay in order to restore and maintain its waters for the next generation.
Demolition will also cover at least 233.571 hectares dedicated to fishing industry, a portion of the High Water Channel (HWC) located within the municipal waters in Macabebe town.
Antonio Molano Jr., DPWH regional director, said that some 40 houses and illegal structures in Macabebe town were already dismantled.
Molano explained that all connected rivers and waterways that eventually exit to Manila bay should be cleared from any obstructions.
Macabebe Mayor Annette Balgan in a previous interview, told Sun.Star Pampanga that in Barangay San Esteban alone, a place near the mouth of Manila Bay, more than 50 hectares have been occupied by illegal fishponds.
She also stated that during dry season, they cannot pass through going to the mouth of Manila Bay except during high tide.
It was learned that the fishing structures also prevent the free flow of water from Pampanga River down to Manila Bay.
