Lazatin won’t endorse vice mayor, congressman

ANGELES CITY — First District Representative Carmelo Lazatin said he will not be endorsing a vice mayor and a congressman when he campaigns for the city mayor in next year elections.
Lazatin said his lineup is only set for only three councilor’s seats with his team welcoming the possibility of having Lawyer Bryan Matthew Nepomuceno as among his councilors in the 2013 race.
Irish Calaguas, Lazatin’s senior adviser for political affairs, quoted the lawmaker as saying that he will not be including a vice mayor in his lineup and will not be supporting any congressional representative for the district in the 2013 elections.
“Congressman [Lazatin] has already decided to run and there is no changing that decision,” Calaguas said, adding that they have not talked to any other politician regarding Lazatin’s political line up.
Lazatin’s camp is also optimistic of the usual support from their grassroots supporters in Angeles City come 2013.
“We are not supporting anybody and Congressman [Lazatin] is set to run for mayor without any vice mayor except for three councilors under his team,” Calaguas said, adding that the politicians to run under the said positions are yet to be identified by their camp.
However, Calaguas said they welcome the possibility of having lawyer Bryan Nepomuceno to run as councilor in Lazatin’s team in 2013.
Nepomuceno is the son of former city councilor and League of Barangays president Robin Lumanlan Nepomuceno and Cutcut village chief Cecilia Nepomuceno.
Calaguas was quick to reiterate that Lazatin will not be supporting any congressional candidate in 2013.
Rumors of Lazatin’s plans spread early last week while Pamintuan was in the United States facilitating donations for the city’s health programs through World Medical Relief Inc. that Lazatin will run for mayor of this city in 2013.
Both Pamintuan and his supporters in Angeles City were surprised by the lawmaker’s move.
“He is my ally and I will campaign for him and like what everybody in my city knows. I was never what he pictured me. I am a loyal friend and ally,” Pamintuan said.
Lazatin’s camp said the sudden pronouncement came after the alleged withdrawal of support of Pamintuan to the lawmaker’s previous re-election bid.
Calaguas earlier said Pamintuan is reportedly supporting Vice Governor Joseller Guiao, who recently aired his congressional bid in the said district.
“We don’t want to be ‘double-crossed’ again,” Calaguas said.
Pamintuan, for his part, was surprised by the move of Lazatin.
“Never in my mind, as my past political history would bare me out, never will I leave my friends and ally in any political contest,” Pamintuan told Sun.Star Pampanga.
Pamintuan said he will remain a friend and supporter of Congressman Lazatin.

Younghusbands lift Loyola over Burmese side in Singapore Cup

MANILA — Playing before a hostile crowd, the Loyola Meralco Sparks bannered by brothers James and Phil Younghusband managed to eke out a 3-1 victory over Myanmar’s Kanbawza at the Jalan Besar Stadium in Singapore Thursday night.
Phil opened up the scoring for the Sparks’ quest to barge into the semifinals of the Singapore Cup in the 15th minute, as he fired a cracking shot that blew past goalie Kyaw Zin Htet, who was later sent to the bench because of injury.
Mark Hartmann, whose brother Matthew was the captain of the country’s Under-23 team in last year’s Jakarta Southeast Asian Games, hiked the lead in the 66th minute, when he pounced on a loose ball following Phil’s strike from the left side of the box.
The Kanbawza, currently running second in the Myanmar Premier League, didn’t raise the white flag early, as striker Soe Min Oo latched onto a long ball from the midfield line to finally beat Sparks’ goalie Ref Cuaresma with a header to move closer, 2-1.
But the team never allowed Kanbawza to equalize with James sealing the victory for the United Football League runner-up through a powerful shot that eluded the diving Zin in the first minute of stoppage time.
Compared to their debut game against Geylang United last May 18, the Sparks came out prepared and composed, Phil said after the two-hour match.
“We kept our heads in the game and got a great result. But it’s not yet over. There’s one more to play,” he said.
For his part, midfielder Anto Gonzales saw the win as a confidence booster going into the second leg of the quarterfinal series with Kanbawza on Sunday.
“We played much better. We were always talking out there as we covered for one another,” he said.

Senator renews call to move school opening to September

MANILA — An administration senator asked his colleagues to consider a proposed measure that moves the opening of classes from June to September to prevent class disruptions as a result of the rainy season.
Senator Franklin Drilon, who filed Senate Bill 2407 two years ago, expressed concern about the safety of students who attend classes despite heavy rains and typhoons.
“I, for one, have two grandchildren who are enrolled in school this year. The fact that they still attended classes last Tuesday when heavy rains flooded most part of Metro Manila gave me reasons to worry over their safety,” he said.
He also noted that the months of June, July and August are peak months for devastating tropical cyclones in the country, opening the possibility for more class suspensions.
Confusion as to who should suspend classes developed again on Tuesday when local government officials failed to dismiss the students early because of the heavy to intense rains brought by a passing low pressure area west of Manila.
“If the school calendar is revised, our schoolchildren will be less exposed to the very adverse weather conditions, especially here in Metro Manila,” Drilon said.
A counterpart bill by Cavite Representative Lani Mercado-Revilla is still pending action at the House of Representatives while Malacañang said the proposal is currently being studied by the Department of Education.(Virgil Lopez/Sunnex)

House probe urged over ‘game-fixing’ in PBA

MANILA (Updated 1:30 p.m.) — A party-list lawmaker urged Friday the House committee on youth and sports development to investigate the game-fixing allegation made by Barako Bull center Don Allado over micro-blogging site Twitter.
“This is a basketball-crazed nation and this is a national issue that needs immediate attention,” Citizens’ Battle Against Corruption (Cibac) party-list Representative Sherwin Tugna said in a press statement.
Tugna said both the management of the Philippine Basketball Association (PBA) and the House panel should immediately conduct a probe into the controversy to clear the reputation of professional basketball in the country.
“Some of them may think that some games could be sold and that teams can win as long as they have money to buy the games. This could be the kind of Pandora’s box of thoughts that Don Allado may have exposed, that’s why we need to move fast to bring order back and to bring trust back to the country’s number one sport,” he said.
Tugna said the controversy can have a drastic effect to the motivation and inspiration of other PBA cagers, and the Filipino youth who idolize basketball heroes.
Allado was suspended for one conference and ordered to pay P500,000 as fine over his Twitter rants against the league.
Shortly after Barako Bull lost to Powerade Wednesday, the 6’6” PBA cager tweeted: “I can accept losing to teams. But I can’t accept losing because of referees.”
“I am bitter about losing. Not to Powerade, but to PBA. In my opinion, the league has little credibility left…It’s a disgrace to be in this league,” he added.
Allado already apologized to PBA Commissioner Chito Salud for the controversy he created.
Salud said that Allado’s comments were unexpected for a PBA veteran.
“It’s a shame. It’s irresponsible coming from a guy that has benefited for 13 years from the league that he now attacks,” he said.
Despite his apology, the league said the fine was “final.”
The league said P300,000 of the P500,000 fine Allado has been ordered to pay will go to the players’ educational trust fund. The remaining P200,000 will be given to a charitable institution of his choice. (Kathrina Alvarez/Sunnex)

Traders warned on overpricing

CITY OF SAN FERNANDO — An official of the Department of Trade and Industry (DTI)-Pampanga has warned traders who are overpricing basic commodities.

The office intensified its monitoring system to ensure stable prices of prime goods this rainy season.

“We have deployed additional personnel to check the prices of goods and commodities in the supermarkets and public markets. As of now, none of these reports were proven. But we will not stop monitoring the situation,” Nathaniel Samson, a DTI senior specialist, said.

Samson, however, clarified that sales monitoring is a year-round activity of DTI.

The initiative according to him is intended to prevent opportunist traders from taking advantage by increasing prices of commodities this season.

DTI-Pampanga has received complaints from the consumers that some traders are engaging in overpricing of goods deemed essential during calamities.

“We assure our consumers that this rainy season, we will be more aggressive and stringent in watching our traders for possible overpricing activity especially with basic goods like sugar, coffee, canned-goods, noodles, among others”, he added.

He also stressed that additional manpower were provided to monitor and visit supermarkets and public markets including hardwares in the province to check the accuracy of their prices.

Samson reminded traders that they cannot increase prices of goods without the approval of DTI and any price hike should be in accordance with Price Act of 1992 and Consumer Act of the Philippines.

“Violators will be fined and more infraction will result to the revocation of their business permits,” he stated.

Motorists irked by traffic jams

CITY OF SAN FERNANDO – Motorists plying the stretch of Jose Abad Santos Avenue (JASA) in this city are disappointed by the daily heavy build-up of traffic in one of the province’s most important gateway.

The heavy traffic, starting early morning, is a result of three ongoing works – the Lazatin Flyover in the intersection of JASA; the pedestrian footbridge at Barangay Dolores; and road improvements between SM City Pampanga and Robinsons Starmills in Barangay San Jose – being done by the Department of Public Works and Highways (DPWH).Motorists reached by Sun.Star Pampanga Thursday including Artemio Ocampo from Guagua and Luis Borromeo from San Fernando said they were irked by the construction works and the ensuing traffic jams that cause delays in trips and inconvenience to passengers.

“Parang wrong timing yata itong ginagawa nila. Sana pagkatapos na lang ng Holy Week nila inumpisahan dahil maraming papunta ng Subic at Bataan at pabalik ng Manila. Araw-araw ganito, eh. Nadi-delay ang biyahe umpisa ng madaling araw. Iyun aming alternate routes ay malayo. Iyung mga bus at truck hindi naman puwedeng pumasok sa mga daan sa loob ng San Fernando. Sana ay ayusin nila,” Ocampo, a public utility van driver, said.

Borromeo, a salesman, added: “It’s annoying. We understand that works have to done along this OG Road (former Gapan-San Fernando-Olongapo Road, now JASA). Pero sana pinaghandaan. This is my regular route every day. But 30 to 45 minutes of delay is a big factor in my work. Iyung iba na hindi familiar with the alternate routes, naliligaw. Just imagine kung gaano kahaba itong traffic from NLEx (North Luzon Expressway) exit at pabalik. At malakas sa gas ha? Ang mahal pa naman ng gasoline ngayon. I hope they could finish the works on time so traffic could normalize.”

Pines Pineda of the City Traffic Management Division (CTMD), in an interview, disclosed that the City Government is doing all it can to address the problem.

“Even if these are national projects, we are doing all we can to ease traffic along JASA. We have sufficient traffic enforcers and aides assisting personnel from DPWH. We have also posted advisories on alternate routes,” Pineda said.

Pineda identified the alternate routes for motorists.

“For the Lazatin Flyover construction, all vehicles from the east (Zambales/Olongapo) are advised to take SCTEX (Subic Clark Tarlac Expressway); east-to-west-bound vehicles, take Guagua/Bacolor leading to San Fernando; for east to west, motorists may take San Vicente, Mega Dike, Palawe, access road at Central Terminal; and from west to east, motorists can use the JASA flyover, the Manila North Road, then Barangay Del Rosario, Mega Dike or take the High School Boulevard in Teopaco, out towards Capitol Boulevard and use both outer lanes of the road,” Pineda said.Place to go during Holy Week in Philippines is Clearwater Resort in Clark Pampanga near Manila where there are plenty of things to do during Easter Holidays and throughout the whole summer too.

EdPam graces Puerto Princesa’s ‘Feast of the Forest’

ANGELES CITY – Mayor Edgardo Pamintuan has joined this year’s Pista Y Ang Cagueban (Feast of the Forest) held Saturday at Sitio Tagaod, Barangay Irawan in Puerto Princesa.

Pamintuan, along with Miss Earth 2011 Olga Alava from Ecuador and the winners of Miss Earth-Philippines 2012 led by the newly-crowned Stephany Stefanowitz were invited by Puerto Princesa Mayor Edward Hagedorn.

The Pista Y Ang Kagueban is a festive reforestation activity of the Irawan Watershed. This watershed is the source of potable water for the whole city.

During this feast, people from all walks of life, various sectors in government, non-government organizations, members from the academe and visitors trooped to the mountains of Irawan, to plant different species of trees as part of Puerto Princesa’s program to reforest denuded vast land.

Aside from the tree-planting activities, there were also visits to eco-camping sites, games and contests, and performances by environmental artists.

Pamintuan praised Hagedorn for his undertakings towards the protection of the city’s ecosystem.

He said that it takes a lot of political will to come out in the open and implore for environmental protection despite several opposition.

“What I have seen here is unprecedented because of the multitude of people who came up to support Mayor Hagedorn’s project and we hope we could replicate this in Angeles City,” Pamintuan said.

Hagedorn in his message thanked Pamintuan and his group for the visit.

He told Pamintuan that the active participation of the residents in the city government’s vision to protect the environment is what counts most.

“The sacrifices we make now may not be appreciated by some, but in the years to come they will realize their importance,” Hagedorn explained.

“While the world is facing a big challenge in the issue of climate change and other calamities such as floods and earthquakes, the city of Puerto Princesa and the province of Palawan is blessed, not only because of its location, but also because of the love of its people to his environment,” he added.

Pamintuan was in Puerto Princesa on a study-tour accompanied by 28 village chiefs of Angeles City.

Aside from attending the massive tree planting activity, the Angeles City delegation also made an ocular visit to one of Puerto Princesa’s material recovery facilities (MRF) in Barangay Maunlad.

The group also toured the Underground River which recently was declared one of the New Seven Wonders of Nature.

Iloilo-based team trains in Clark for SAGE world cup 2012 in USA

CLARK FREEPORT – A three-man team based in Ilolio province recently trained at a business process outsourcing (BPO) firm here in preparation for Students for the Advancement of Global Entrepreneurship (SAGE) World Cup set in San Francisco, California in July.

Jessa Marie Tacadao, Yzabel Layson and Celina Lava Maloto of the St. Roberts International School in Bingawan town, Iloilo were trained for four days last week by the Cyber City Teleservices, Phil., Inc., the pioneer BPO company at Clark. They will compete in the annual cup in the USA set from July 27 to 31.

Cyber City Senior Executive Vice President George Sorio and their guests from other firms based in Clark acted as judges and critics in the training for the actual question and answer portion of the annual SAGE contest.

Those who joined Sorio were Carmen McTavish of Angeles International Travel Center, Danal Sorio of Clark College of Science and Technology, Robert Grow of Dongwang Clark Corporation, Ronald Punzalan of Cyberton Phil. Inc. and Jo Mallonga of Cyber City.

The all-girl team will present their vermiculture project to the SAGE competition. They said vermiculture involves the process of raising earthworms and harvesting the organic material called vermicast.

“Vermicast is being used in organic fertilizer to lessen if not eliminate the use of chemical fertilizer,” said Layson.

For his part, Sorio said they supported the Iloilo-based SAGE contenders “not just to enhance the team’s skills but as a commitment to make more Filipinos become business-minded.

“SAGE creates an ambience that makes people more incline to do business and become entrepreneurs than employees,” said Sorio.

He added that the Philippines has been left behind among the nations in Asia whose citizens are taking advantage of business opportunities.

“In Israel, taxi drivers offer business or sell something to their passengers. In Korea and Japan, many of their residents put up businesses than work as employees,” said Sorio.

Sorio said they had started the campaign to promote business sense and skills at the secondary school level beginning at the international school in Iloilo.

Sorio disclosed that Dr. Robert Galindez of St. Robert’s named the high school department after him, the Dr. George D. Sorio Special Business High School.

Sorio said they had asked the patent for the business high school. He added that he and Galindez will offer franchise to schools in other parts of the country.

Gov says: Partnership of national gov’t, LGUs key to fast completion of projects

CITY OF SAN FERNANDO – Pampanga Gov. Lilia Pineda on Tuesday stressed the importance of the partnership between local government units (LGUs) and the Aquino administration for the “fast and effective” implementation of programs, including those needing immediate attention.

Pineda said the housing project in Arayat town for the victims of landslides in September 2009 had been “partly completed” as she turned over 57 units to them on Monday.

“Imagine, it has been three years since the landslide spawned by typhoon Ondoy occurred. But not even a single house was completed until this week,” said Pineda in a phone interview.

The first-term governor expressed gratitude to the Department of Social Welfare and Development (DSWD) and the National Housing Authority (NHA) for giving at least P12 million each for the housing project in San Juan Bano, Arayat. It will have 170 houses for San Juan Bano residents, including the families of 12 people who died during the landslide.

Pineda expressed gratitude to President Aquino for the support the national agencies have been giving to the provincial government and its projects.

“We also want to thank Vice President Binay for his support through the NHA,” said Pineda. Vice President Jejomar Binay is head of the Housing and Urban Development Coordinating Council (HUDCC).

Pineda said she had allotted at least P10 million as the province’s counterpart funds for the completion of the housing project.

She added that they used P5 million of the funds for bunkhouses used temporarily by the affected families.

“It’s was not right to see the people living in tents and we have to make temporary bunkhouses for them until we complete the permanent ones. Their health was threatened then,” said Pineda in Capampangan dialect.

Pineda said the other half of the P10-million budget will be used for the construction of at least 113 more houses to complete the total of 170.

Pineda said her partnership with other government agencies such as the Department of Agriculture (DA) had worked “wonders” for the province, allowing the completion and implementation of projects.

“If you have counterpart funds, it’s easier for both LGU and government to complete and implement the projects,” said Pineda.

She also expressed gratitude to Arayat Mayor Chito Espino for assisting the victims and in the construction of the houses despite the town’s limited budget.

DFA hailed for offices in malls

ANGELES CITY – Councilor Jay Sangil has lauded the Department of Foreign Affairs (DFA) for establishing satellite offices in various malls in Pampanga.

Sangil said DFA’s project will benefit local folk, bringing its operations closer to the people of Central and Northern Luzon.

“Applying for a passport becomes more convenient to our cabalens. This will also save them transportation costs and avoid any hassles of going to Metro Manila,” he stressed.

DFA-Angeles at MarQuee Mall is expected to open on August 1.

“It will take over the operations of the former Clark Satellite Office which is no longer serving the public and its operations temporarily absorbed by DFA San Fernando at Robinsons Starmills,” said Elmer Cato, DFA special assistant for special projects.

He added that DFA-Angeles is almost as big as the satellite office in the City of San Fernando.

Cato also said that DFA-Angeles offers the “same comfort and convenience as the two other facilities at the Pacific Mall in Cebu and in Robinsons Starmills.”

“DFA Angeles could accommodate 500 applicants everyday,” Cato said.

The project is part of the DFA’s public-private partnership with various malls in the country that included Ayala malls Incorporated, SM Prime Holdings, Pacific Mall Corporation, and Robinsons Land Corporation.

Aside from facilitating easy and convenient way of securing passports, Cato said the project will also save the government billions of pesos in operating costs.

Sangil said he will sponsor a resolution “recognizing the innovative efforts” of the DFA.

Bukod sa cold storage, ang salapi ay gagamitin din sa konstruksiyon ng P190-milyon palay-drying facilities na may probisyon sa paglikha ng uling at itatayo sa Palayan City. Ang utang ay babayaran sa loob ng 10 taon sa patubong anim na porsiyento kada taon, batay sa kasunduan.

Ayon kay Serafin Santos, provincial agriculturist, ang cold storage ay makapagpa-angat sa kabuhayan ng may 8,000 magsasaka sa mga lungsod ng Cabanatuan, Muñoz, Palayan at San Jose, gayundin sa mga bayan ng Bongabon, Gabaldon, Gen. Natividad, Laur, Llanera, Lupao, Rizal,Sto. Domingo at Talavera.

“What is good about this project is that farmers don’t have to pay a deposit when they store their produce.

They will only pay when they are going to sell their produce,” ayon kay Santos.

Magbibigay ito ng proteksiyon, ani Umali, sa mga magsasaka mula sa mga higanteng mangangalakal at hindi masawatang smuggling ng sibuyas sa bansa.
