De Lima urges massacre witnesses ‘Come out in the open, be covered by WPP’

CLARK FREEPORT – Justice Secretary Leila de Lima urged here yesterday potential witnesses in the Maguindanao massacre to “come out in the open” as a means for self-preservation, after another potential witness was reported to have been killed.

In an interview during the regional convention of the Integrated Bar of the Philippines- Central Luzon (IBP-CL), De Lima said the safety of potential witnesses would remain at risk “unless we get and arrest the rest of the accused still at large, especially others (who are) principally accused.”

“I urge potential witnesses to come out in the open and be covered by our Witness Protection Program,” she said.

Earlier, the Maguindanao police said that one Alijol Ampatuan, was shot dead in Shariff Aguak last February.

Alijol was reportedly the seventh among witnesses and potential witness to have been killed since the massacre.

De Lima noted that Alijol was cited earlier by another slain witness, Esmael Enog, during the latter’s court testimony last year. Enog admitted driving gunmen to the site where 57 persons were massacred in Maguindanao on Nov. 23, 2009 with then Maguindanao Gov. Andal Ampatuan Sr. as among the major suspects.

De Lima cited specifically threats from “those children, siblings or uncles of the Ampatuans,” noting that “a few more Ampatuans (named as massacre suspects) are still at large.”

“Unless they have been arrested, they will continue to do that (pin down potential prosecution witnesses),” she said.

She noted that Alijol was “among the potential witnesses who have not confirmed willingness to testify because of fear for their safety.”

“We can’t compel them if they do not want to be covered by the Witness Protection Program (of the Department of Justice),” she noted.

De Lima expressed fears for the safety of the potential witnesses. “The latest victim (Alijol) was merely mentioned by Enog in his testimony and he was killed,” she noted.

The victim already testified in court last year that suspects in the Maguindanao massacre, including some members of the Ampatuan clan who have remained at large seem to be out to kill others in the ranks whom they fear could be prosecution witness.

De Lima admitted delays in the Maguindanao massacre case, but noted that “we see direction.”

She said, however, that the killings of witnesses have caused some alarm on the case.

Landfill opposed

PALAYAN CITY – Residents of this city, which houses the provincial Capitol of Nueva Ecija, have expressed opposition to the contracted establishment of a landfill that will accommodate residual wastes here and adjoining areas.

A group, headed by Edwin Pineda and Tess Odulio, have asked Mayor Romeo Capinpin, to reconsider the plan saying this would negate the developments already established in the recent past, aside from the danger the landfill poses to the health of local residents.

In an open letter to Capinpin, the group cited human health as the first reason of their opposition.

“Kapalit po nito ay buhay at kaligtasan ng mas maraming mamamayan dahil sa iba’t ibang sakit na maaaring maidulot ng dumi sa kapaligiran at matinding polusyon sa hangin,” the paper which was also submitted to Fr. Jessie Salac, parish priest of the St. Cecilia Parish here stated.

The creation of the landfill in Barangay Imelda Valley here was subject of the lease agreement between the city government, represented by Capinpin and the Quezon City-based waste-to-energy company Ecosci led by its chairman Juanito Ho.

Under the agreement, the city government as the lessor will lease the facility to the lessee (Ecosci) for a 25-year period renewable for another 25 years at a cost of P700,000 per year.

However, this could be increased to P1 million per year when the daily waste disposal has reached 73 trucks per day for 30 consecutive days.

The agreement also stipulates that an expansion area of another 20 hectares will be provided for the landfill project.

Lawyer Norberto Coronel, city legal officer, said the project was “in compliance” with the provisions of Republic Act 9003. Besides generating taxes, he said, the landfill would also help other local government units who have yet to establish their own waste disposal facilities.

Ecosci will start excavation in October. The first phase cost some P30-million, documents showed.

“Take note that the facility will accommodate only residual wastes,” he said, saying no hazardous materials will be allowed.

But the residents said they don’t find the project bringing any progress to the community but will instead be counterproductive.

Pineda said their group continue to discuss everything about this stand. “We are still working on it,” he said.

Coronel said the landfill project is necessary as the city government already shut down its open dumpsite in Barangay Atate.

He admitted that the city now has no available disposal facility following the closure of the Atate dumpsite.

Pineda’s group also fears that the landfill would cater to Metro Manila garbage.

“Ang laksa-laksang basura na kung saan kinapapalooban ng maraming non-biodegradable waste materials mula sa industriyalisadong Kamaynilaan ay itatambak at itatapon sa ating lugar na maaring kumalat at mapunta sa mga ilog at kapaligiran,” they said.

20 percent of Hacienda Luisita beneficiaries dead

CITY OF SAN FERNANDO—At least 20 percent of the some 6,200 beneficiaries of Hacienda Luisita in Tarlac province are dead, adding difficulty to the distribution of the estate owned by the family of President Aquino.

This was revealed by Agrarian Reform Secretary Virgilio de los Reyes, who attended the Agrarian Reform Beneficiaries Recognition rites at the Department of Agrarian Reform (DAR) Central Luzon office here on Wednesday.

The event was graced by Pampanga Gov. Lilia Pineda and city of San Fernando Mayor Oscar Rodriguez.

De los Reyes said DAR field personnel have held talks with at least 8,400 applicants to determine the “real” beneficiaries and members of the families of deceased farmers at the some 4,300-hectare estate primarily used as a sugar plantation.

He denied reports that the DAR is “slow” in the distribution of Luisita lands.

“We are in no hurry. What’s important is that we will not make a mistake in the distribution of lands,” said de los Reyes.

He disclosed that his office is targeting the completion of the distribution of lands when President Aquino delivers his State of the Nation Address in 2013.

DAR Central Luzon Regional Director Teofilo Inocencio disclosed that the department aims to finish the list of beneficiaries by September of this year. He added that, “we are in the process of making the list and do not have a partial list yet.”

De los Reyes said DAR field personnel will hold a second round of talks with all the applicants to verify their claims, including those who introduced themselves as members of the families of the deceased beneficiaries.

De los Reyes said, “it’s easy” to distribute lands in Tarlac as long as the Department of Budget and Management (DBM) releases the needed funds. What is difficult, he added, is the identification of the right beneficiaries.

De los Reyes admitted that the verification of owners and distribution of the land measuring 2,900 hectares out of the total area of the Hacienda Luisita “is difficult.”

“That’s the second part,” he added.

In November last year the Supreme Court ordered the Hacienda Luisita Inc. (HLI) to distribute 4,915.75 hectares of the sugar estate to 6,296 registered farmer-beneficiaries under the Comprehensive Agrarian Reform Law that was passed more than two decades ago under the late President Corazon Aquino, mother of the incumbent President.

The Court later reaffirmed its decision “with finality.”

Government to check conflicting info on missing journalist

MALACANANG said Saturday that it will verify the conflicting information on the reported negotiation being conducted by the television network of the missing Jordanian journalist with the terrorist Abu Sayyaf Group in Sulu province.
In a radio interview over dzRB Radyo ng Bayan, deputy presidential spokesperson Abigail Valte said Local Government Secretary Jesse Robredo will verify the report that Al Arabiya television network started negotiating with the local bandits for the release of Jordanian journalist Baker Abdulla Atyani and his two Filipino crew.

“There seems to be some conflict when it comes to that particular point, if there’s already a negotiation. I saw a report last night that there were text messages in Sulu where there are conflicting information. So perhaps until that is verified, we will not make anymore comments,” she said.
Government officials could not confirm yet whether Atyani and his two Filipino staff, Rolando Letrero and Ramelito Vela, were already hostages of the Abu Sayyaf.
The three were reported missing since June 12 and they reportedly voluntarily entered the lair of the Abu Sayyaf to conduct a documentary.

Palace distances on power rates hike starting July

MALACANANG distanced on Saturday on the looming power rates hike in July.
Deputy presidential spokesperson Abigail Valte, in an interview over dzRB Radyo ng Bayan, said the decision to increase electricity rates was done by the Energy Regulatory Commission (ERC), a body independent of the Department of Energy (DOE).

“We don’t have any control on that…we will leave it up to the ERC to answer what’s the basis for saying that there should be a hike for the customers, for the clients of this particular distributor,” she said.
The ERC has approved the provisional authority to the Manila Electric Company (Meralco) to implement new charges for regulatory year 2013 for the period of July 1, 2012 to June 30, 2013.
With this, starting July, Meralco customers will be charged by additional three centavos per kilowatt-hour to P1.6303.
At the same time, Valte said there is no more looming power outage in Luzon, including Metro Manila.
She said the National Grid Corporation of the Philippines (NGCP) has successfully hurdled the yellow alert or the thin power supply reserves.
“And because of the tight monitoring and coordination between NGCP, which is between DOE and Meralco, there was no more blackout as feared by some during the past week,” she said.
A unit of Sual power plant in Pangasinan tripped last week, resulting in thin supply of energy in the Luzon grid.

Zambales lawmaker furious over ‘fake’ Magsaysay tag

ZAMBALES Representative Ma. Milagros “Mitos” Magsaysay called Senator Franklin Drilon a “chauvinist” on her Twitter account on Saturday following a supposed remark by the senator calling her a “fake Magsaysay.”
“Drilon calling me a ‘fake’ means he has no respect for women. He is a chauvinist. (I) hope he doesn’t teach his kids to treat women like that,” said Magsaysay, who is planning to run for senator in May 2013 under the United Nationalist Alliance (UNA).

“If I’m a ‘fake,’ then what does it make Mrs. Drilon? I pity Mrs. Drilon because the senator has a very low regard for us wives and mothers,” she added.
In an interview with reporters early this week, Drilon announced that former senator Ramon “Jun” Magsaysay Jr. will be running under the ticket of the ruling Liberal Party (LP).
“Ang tunay na Magsaysay ang aming kandidato — si Ramon Magsaysay Jr. Ang tunay na Magsaysay, subok na (Ramon Magsaysay Jr. is our candidate for senator. The true Magsaysay, tried and tested),” Drilon, a stalwart of LP, said.
Ramon Magsaysay Jr. is the cousin of the Zambales lawmaker’s father-in-law, former Zambales Governor Vic Magsaysay.
“LP’s move to get Jun Magsaysay to run shows their insecurity of me being an effective fiscalizer in the Senate. Check and balance is something they don’t want,” Mitos Magsaysay, a member of the minority bloc in the House of Representatives, said.
“The LP is trying to erase history that they were allies of GMA (former President Gloria Macapagal-Arroyo) by attacking me. (It was) Drilon and (Senator Francis) Pangilinan who defended her in the 2004 presidential elections,” she added.
Both Senators Drilon and Francis Pangilinan were instrumental in the canvassing of votes in the 2004 polls where then Arroyo was proclaimed winner. The two were former Arroyo allies.

1st semester quarry income at P155M

CITY OF SAN FERNANDO – The quarry income of P77 million for the first quarter this year more than doubled to push the first semester revenues to P155 million.
The Provincial Government Environment and Natural Resources Office (Penro) headed by Engineer Art Punsalan reported over the weekend that collection for the month of June was posted at P24,920,000 as of 4:30 p.m. Friday, with many more truckers and quarry operations scrambling to beat the deadline.

“The collections during the months of April (P23, 520,000), May (P28, 962,500) and June surpassed the first quarter revenues of more than P77 million by some P402, 500, making the first semester or first six months collection this year at P155, 360,000. It means we are on track and right on target,” he told Sun.Star Pampanga.
Aside from efficiency of collections and operations plus strict monitoring and policy implementation, Punsalan attributed the increase to the additional levy based on Tax Ordinance No. 5, which brought fees to P350. Quarry stakeholders have recently agreed to the tax amendments.
“Based on this trend, we are breaking our own records set in 2011. The first six months of last year saw collections of P125 million. Comparatively, this is a big leap because we have been improving operations and collections,” Punsalan added.
Total quarry collections now stand at P513,125,000. Revenues at the onset of the Pineda administration, from July to December 2010, were recorded at P119,385,000, while last year’s collection was posted at P238,380,000.

Group lauds town’s waste management program

ANGELES CITY — The Alliance for the Development of Central Luzon (ADCL) has lauded the “effective implementation” of solid waste management program by the Mexico town local government.
Sonny Dobles, president of ADCL, said the Municipal Government is following provisions of Republic Act 9003, otherwise known as the Ecological Solid Waste Management Act of 2000.

The municipality, under the leadership of Mayor Teddy Tumang, is maintaining a material recovery facility (MRF) or a transfer station, according to Dobles.
Dobles said the town’s residual waste is transferred to Kalangitan Sanitary Landfill in Capas, Tarlac, which is managed by the Metro Clark Waste Management Corporation.
Local government units pay the corporation P800 for every metric ton of garbage dumped into the landfill.
Inside its MRF, workers segregate bio-degradable from non-biodegradable waste.
The ADCL official said only Mexico town and Angeles City are disposing waste properly, based on environmental laws.
Dobles also condemn some Pampanga towns, including Guagua and Floridablanca, for maintaining open dumpsites, which is prohibited by law.
The Department of Environment and Natural Resources already ordered local government units all over the country to close down dumpsites.

Councilor to keep options ‘open’ for 2013 race

CITY OF SAN FERNANDO — City Councilor Jimmy Lazatin said Sunday he is keeping his options “open” on his next move in the 2013 political race.
This came in the heels of talks that his party – the Liberal Party (LP) – allegedly made alliances with the opposition and is junking him for an Edsa-Ato tandem in 2013.

News spread last week that during the birthday celebration of Vice Mayor Edwin Santiago (Edsa), he unofficially “anointed” another city councilor, Renato “Ato” Agustin, as his running mate in 2013.
The Edsa-Ato tandem, according to reliable sources, already has the blessing of LP local president and City of San Fernando Mayor Oscar Rodriguez.
Agustin is associated with the opposition even if he ran as an independent in the 2010 elections, according to Lazatin.
Santiago belongs to the administration party LP alongside Lazatin.
Lazatin said last week that he has yet to talk to his LP party mates about the Edsa-Ato tandem.
“There is still a lot of work to be done especially in my committees, education and good governance. Besides, it is too early to talk about politics,” he added.
Early this year, Rodriguez already made pronouncements that the LP has a team to beat in the City of San Fernando in 2013 with the Edsa-Lazatin tandem.
After last week’s development, Lazatin is keeping his options open but assured his constituency that he will press on to run in 2013 “with or without a party” and that he will run for a position depending on “where the clamor of the people will take me.”
Lazatin is a considered a Fernandino favorite among the candidates aspiring for a higher post in 2013. Unofficial surveys reveal that in case he runs for higher office, Lazatin will easily win as vice mayor come election time.

Lass shines in international confab

CITY OF SAN FERNANDO – A young lass from Barangay San Agustin in this city made history recently as the youngest delegate to present a scientific study at the 2012 International Conference on Chemical and Biological Processes (ICCBP) held on June 21 to 23 in Kuala Lumpur, Malaysia.
Mayor Oscar Rodriguez personally welcomed Kim Ivy Apostol back after she successfully presented before the international chemical and biological community her study on toxicology conducted by her team at the University of the Philippines.

It was Rodriguez who granted Apostol financial assistance for the trip and her attendance to the ICCBP 2012.
“Sayang ang galing ng mga Fernandino kung hindi natin tutulungan,” he said.
The ICCBP aims to provide a forum for laying the foundations of a new principled approach to chemical and biological processes, particularly water and wastewater treatment, as well as to attract participants with different backgrounds; to foster cross-pollination between different research fields; and to expose and discuss innovative theories, frameworks, methodologies, tools, and applications.
The ICCBP 2012 was co-sponsored by the World Academy of Research and Publications. Submitted papers and studies, like that of Apostol’s, will be reviewed by technical committees of the conference and will be selected for publication in the International Journal of Chemical & Environmental Engineering that is indexed in DOAJ, INDEX COPEN, Academic Resources, and EISRJC.
