CANDABA, Pampanga June 30 (PNA) – For local folks here, flooding during rainy season is a source of life as this means additional earnings to support basic family needs.
This was according to the residents here as local chief executives in Pampanga and other neighboring provinces formed an alliance to monitor the water level in various dams and tributaries connected to Pampanga River.
“Most of the residents here are farmers and fishermen. The rainy season is the start of new source of livelihood for us. When there is flooding, it means more fish,” Bonifacio Dela Pena, a farmer and fisherman here pointed out.
It was learned that last year during typhoon Pedring, flooding in some villages here was as high as 12 to 15 feet.
However, the residents clarified that they are in full support to the municipal government’s initiative on mitigating the effect of calamity.
“We are used to flooding here in Candaba. But of course, in a way where are thinking the welfare of the people in the nearby towns. That’s why we are going to support the program concerning this matter,” Dela Pena said.
Meanwhile, some residents appealed to the Department of Public Works and Highways (DPWH) to look into the foundation of the Arayat-Apalit setback levee which has been destroyed by last year’s typhoons.

De Lima undecided on CJ nomination

CLARK FREEPORT – Department of Justice (DOJ) Secretary Leila De Lima on said “I’m still weighing it well”, when asked on Thursday regarding her nomination for the Chief Justice position.
She said she is also undecided whether to run as senator on 2013 election.
De Lima was among the main speakers of the convention the Integrated Bar of the Philippines (IBP) held at the Mimosa Convention Center in this Freeport from June 27 until Saturday.
De Lima’s is one of those immediately nominated for the top post in the Supreme Court after Chief Justice Renato Corona was impeached from office.
Her name likewise is among those marked for a senatorial position for the coming national elections in May 2013.
The Justice Chief said there is a lot to be considered, especially now that there is a pressing need for the process of healing to correct the people’s doubt on the country’s judicial system.
But she added she has no doubt that the judiciary can correct itself “if only they can toe the line”.
The Judicial Bar Council (JBC) is still in the process of choosing the next chief justice of the Supreme Court. Forty nominations for the chief justice position have been submitted so far.

Mall worker returns iPhone to customer

ANGELES CITY — A person with disability (PWD) and employee of SM City Clark assigned at the job cleaning and janitorial services has returned an iPhone that was left at a restroom on Monday.
Genelyn Hermida immediately turned over the mobile phone she found at the lavatory to the customer relations services.
SM Clark officials led by mall manager Ana Datu commended Hermida for her gesture, said Venus M. Manalang, SM City public relations officer.
Mary Ann Wongyu, owner of the mobile phone from San Francisco, Mabalacat town, went to the CRS office to report her lost phone.
Wongyu made her statement and gave the description of her cell phone. The description that she gave matched the recovered item, said Leroy Barion, CRS regional manager.
“We commend Hermida for being honest and trustworthy,” Barion said.

Pamintuan surprised on Lazatin’s decision

ANGELES CITY — Mayor Edgardo Pamintuan expressed surprise Thursday over reports that First District Representative Carmelo Lazatin will run for mayor in this city in 2013 election.
“I am surprised, just like everybody else in Angeles City and Pampanga,” Pamintuan said in a text message sent to the media Wednesday night.
Rumors of Lazatin’s plans spread early this week while Pamintuan was in the United States facilitating donations for the city’s health programs through World Medical Relief Inc.
Both Pamintuan and his supporters in Angeles City were surprised by the lawmaker’s move.

“He is my ally and I will campaign for him and like what everybody in my city knows. I was never what he pictured me. I am a loyal friend and ally,” Pamintuan said.
Lazatin’s camp said the sudden pronouncement came after the alleged withdrawal of support of Pamintuan to the lawmaker’s previous re-election bid.
Irish Calaguas, Lazatin’s senior adviser for political affairs, said Pamintuan is reportedly supporting Vice Governor Joseller Guiao, who recently aired his congressional bid in the said district.
“We don’t want to be ‘double-crossed’ again,” Calaguas said.
Pamintuan reportedly supported former Mabalacat Mayor Catalino Domingo in the 1995 polls instead of Lazatin, who is a supposed ally, according to Calaguas.
In 1998, Pamintuan again shifted support to Councilor Max Sangil instead of Lazatin, Calaguas added.
“Never in my mind, as my past political history would bare me out, never will I leave my friends and ally in any political contest,” Pamintuan told Sun.Star Pampanga.
Pamintuan said he will remain a friend and supporter of Congressman Lazatin.

Traders: Don’t delay flyover construction

CITY OF SAN FERNANDO — Streamers bearing “Hoy! Bilisan ang (Hasten) construction! Business affected badly!” can now be seen hanging in front of establishments affected by road widening works and the construction of a flyover along Jose Abad Santos Avenue here.
The Association of Jose Abad Santos Avenue Business Owners reiterated on Thursday their call for the fast-tracking of the road works that would bring back to normal their business activities.
The traders recently cried foul over dwindling sales due to the delayed road construction which started before Holy Week this year.
The road works are under the Department of Public Works and Highways (DPWH) First District Engineering Office while the flyover is within the jurisdiction of the President’s Bridge Program of the Project Management Office (PMO).
“If they do not finish these works soon, we would have to close down or move elsewhere. We have lost not only our customers that resulted to very low sales and patronage, but we are severely affected by dust, mud, lack of parking spaces and heavy traffic. People and motorists simply skip us,” a representative of the association told Sun.Star Pampanga.
Jose Datu, First District Engineering Office head, earlier estimated the road works to be finished by June this year.
“How could that be when it is end of June already? This is getting to be annoying,” the association leader said.
DPWH regional director Antonio Molano Jr., in a separate statement to Sun.Star Pampanga, said workers will try to complete the project by mid-August this year though in the contract, he said, completion of the project is set by October 2012.

20 percent of Hacienda Luisita beneficiaries dead

CITY OF SAN FERNANDO—At least 20 percent of the some 6,200 beneficiaries of Hacienda Luisita in Tarlac province are dead, adding difficulty to the distribution of the estate owned by the family of President Aquino.

This was revealed by Agrarian Reform Secretary Virgilio de los Reyes, who attended the Agrarian Reform Beneficiaries Recognition rites at the Department of Agrarian Reform (DAR) Central Luzon office here on Wednesday.

The event was graced by Pampanga Gov. Lilia Pineda and city of San Fernando Mayor Oscar Rodriguez.

De los Reyes said DAR field personnel have held talks with at least 8,400 applicants to determine the “real” beneficiaries and members of the families of deceased farmers at the some 4,300-hectare estate primarily used as a sugar plantation.

He denied reports that the DAR is “slow” in the distribution of Luisita lands.

“We are in no hurry. What’s important is that we will not make a mistake in the distribution of lands,” said de los Reyes.

He disclosed that his office is targeting the completion of the distribution of lands when President Aquino delivers his State of the Nation Address in 2013.

DAR Central Luzon Regional Director Teofilo Inocencio disclosed that the department aims to finish the list of beneficiaries by September of this year. He added that, “we are in the process of making the list and do not have a partial list yet.”

De los Reyes said DAR field personnel will hold a second round of talks with all the applicants to verify their claims, including those who introduced themselves as members of the families of the deceased beneficiaries.

De los Reyes said, “it’s easy” to distribute lands in Tarlac as long as the Department of Budget and Management (DBM) releases the needed funds. What is difficult, he added, is the identification of the right beneficiaries.

De los Reyes admitted that the verification of owners and distribution of the land measuring 2,900 hectares out of the total area of the Hacienda Luisita “is difficult.”

“That’s the second part,” he added.

In November last year the Supreme Court ordered the Hacienda Luisita Inc. (HLI) to distribute 4,915.75 hectares of the sugar estate to 6,296 registered farmer-beneficiaries under the Comprehensive Agrarian Reform Law that was passed more than two decades ago under the late President Corazon Aquino, mother of the incumbent President.

The Court later reaffirmed its decision “with finality.”

Landfill opposed

PALAYAN CITY – Residents of this city, which houses the provincial Capitol of Nueva Ecija, have expressed opposition to the contracted establishment of a landfill that will accommodate residual wastes here and adjoining areas.

A group, headed by Edwin Pineda and Tess Odulio, have asked Mayor Romeo Capinpin, to reconsider the plan saying this would negate the developments already established in the recent past, aside from the danger the landfill poses to the health of local residents.

In an open letter to Capinpin, the group cited human health as the first reason of their opposition.

“Kapalit po nito ay buhay at kaligtasan ng mas maraming mamamayan dahil sa iba’t ibang sakit na maaaring maidulot ng dumi sa kapaligiran at matinding polusyon sa hangin,” the paper which was also submitted to Fr. Jessie Salac, parish priest of the St. Cecilia Parish here stated.

The creation of the landfill in Barangay Imelda Valley here was subject of the lease agreement between the city government, represented by Capinpin and the Quezon City-based waste-to-energy company Ecosci led by its chairman Juanito Ho.

Under the agreement, the city government as the lessor will lease the facility to the lessee (Ecosci) for a 25-year period renewable for another 25 years at a cost of P700,000 per year.

However, this could be increased to P1 million per year when the daily waste disposal has reached 73 trucks per day for 30 consecutive days.

The agreement also stipulates that an expansion area of another 20 hectares will be provided for the landfill project.

Lawyer Norberto Coronel, city legal officer, said the project was “in compliance” with the provisions of Republic Act 9003. Besides generating taxes, he said, the landfill would also help other local government units who have yet to establish their own waste disposal facilities.

Ecosci will start excavation in October. The first phase cost some P30-million, documents showed.

“Take note that the facility will accommodate only residual wastes,” he said, saying no hazardous materials will be allowed.

But the residents said they don’t find the project bringing any progress to the community but will instead be counterproductive.

Pineda said their group continue to discuss everything about this stand. “We are still working on it,” he said.

Coronel said the landfill project is necessary as the city government already shut down its open dumpsite in Barangay Atate.

He admitted that the city now has no available disposal facility following the closure of the Atate dumpsite.

Pineda’s group also fears that the landfill would cater to Metro Manila garbage.

“Ang laksa-laksang basura na kung saan kinapapalooban ng maraming non-biodegradable waste materials mula sa industriyalisadong Kamaynilaan ay itatambak at itatapon sa ating lugar na maaring kumalat at mapunta sa mga ilog at kapaligiran,” they said.

De Lima urges massacre witnesses ‘Come out in the open, be covered by WPP’

CLARK FREEPORT – Justice Secretary Leila de Lima urged here yesterday potential witnesses in the Maguindanao massacre to “come out in the open” as a means for self-preservation, after another potential witness was reported to have been killed.

In an interview during the regional convention of the Integrated Bar of the Philippines- Central Luzon (IBP-CL), De Lima said the safety of potential witnesses would remain at risk “unless we get and arrest the rest of the accused still at large, especially others (who are) principally accused.”

“I urge potential witnesses to come out in the open and be covered by our Witness Protection Program,” she said.

Earlier, the Maguindanao police said that one Alijol Ampatuan, was shot dead in Shariff Aguak last February.

Alijol was reportedly the seventh among witnesses and potential witness to have been killed since the massacre.

De Lima noted that Alijol was cited earlier by another slain witness, Esmael Enog, during the latter’s court testimony last year. Enog admitted driving gunmen to the site where 57 persons were massacred in Maguindanao on Nov. 23, 2009 with then Maguindanao Gov. Andal Ampatuan Sr. as among the major suspects.

De Lima cited specifically threats from “those children, siblings or uncles of the Ampatuans,” noting that “a few more Ampatuans (named as massacre suspects) are still at large.”

“Unless they have been arrested, they will continue to do that (pin down potential prosecution witnesses),” she said.

She noted that Alijol was “among the potential witnesses who have not confirmed willingness to testify because of fear for their safety.”

“We can’t compel them if they do not want to be covered by the Witness Protection Program (of the Department of Justice),” she noted.

De Lima expressed fears for the safety of the potential witnesses. “The latest victim (Alijol) was merely mentioned by Enog in his testimony and he was killed,” she noted.

The victim already testified in court last year that suspects in the Maguindanao massacre, including some members of the Ampatuan clan who have remained at large seem to be out to kill others in the ranks whom they fear could be prosecution witness.

De Lima admitted delays in the Maguindanao massacre case, but noted that “we see direction.”

She said, however, that the killings of witnesses have caused some alarm on the case.

Pagmamalasakit sa kalikasan, patuloy na tumataas

PALAYAN CITY – Patuloy na tumataas ang lebel ng pagmamalasakit ng mga Novo Ecijano sa pangangalaga ng kalikasan.

Ganito ang pagtaya ni Rev. Fr. Chito Beltran, tagapangasiwa ng ecological and social concern ng Diocese of Cabanatuan, sa gitna ng pagdagsa ng mga residente ng lalawigan sa Sitio Bacao, Barangay Doña Josefa sa lungsod na ito, halos linggo-linggo, upang magtanim ng katutubong punongkahoy.

May 1,100 ektaryang lupain sa bulubunduking bahagi ng nabanggit na sitio ang nakalaan para sa reforestation project na pinangangasiwaan ni Beltran, katuwang ang may 95 pamilyang Aeta na inilipat sa lugar mula sa Barangay Sapang Bato, Angeles City nang pumutok ang Mount Pinatubo noong 1991.

“Maraming nakikiisa sa ating trabaho dahil yun pong mga LGU (local government units) ng Sta. Rosa, Palayan City at saka po ‘yung mga Catholic schools ay tumutulong. Mga parishes ay pumupunta po dito para magtanim ng puno,” ani Beltran.

Karaniwang 150 hanggang 500 katao ang grupo-grupong nagtatanim sa reforestation project kapag weekend, aniya.

“Pati po mga public schools ay tumutulong,” dagdag niya.

Kaugnay nito, pinangunahan ni Sta. Rosa Mayor Josefino Angeles ang mga kawani ng munisipyo sa pagtatanim ng puno at pagdadala ng tig-2 kilong bigas at mga sardinas bawat isa sa Sitio Bacao.

“Tungkulin namin ito, hindi lamang bilang empleyado ng munisipyo kundi bilang mamamayang dapat mangalaga sa kalikasan, Siguro kahit hindi nasa gobyerno o pribado, tungkulin natin pare-pareho na pangalagaan ang kalikasan,” pahayag ni Ruben Esquejo, Jr., municipal administrator ng Sta. Rosa.

Ang mga bigas at pagkaing dala nila ay ibabahagi sa mga pamilyang Aeta alinsunod sa pinaiiral na patakarang food for work, ayon kay Beltran.

Sa naturang sistema, bawat isang araw ng pagtatanim ng puno, ang bawat Aeta ay pagkakalooban ng apat na kilong bigas, dalawang lata ng sardinas at apat na pakete ng instant noodles.

Paliwanang ni Beltran, bukod sa malaking tulong ng mga katutubo sa pagbuhay ng kagubatan ay nagbibigay sa kanila ng dignidad ang paggawa para sa kabuhayan.

Nagsimula ang reforestation program sa Sitio Bacao noong 2010.

7,321 Members Join Political Party

ANGELES CITY, Pampanga – A newly-formed political party in Pampanga continued to gain strength and support in the grassroot level as various women’s groups, transport groups, senior citizens and fraternities have already joined as members.
Partido Abe Kapampangan (PAK), the local political party of Angeles Mayor Edgardo Pamintuan, has a national reach and membership among Kapampangans who reside outside Pampanga or Angeles City and is seen to actively participate in local and national elections.
“As of June 21, 2012, we now have 198 chapters with 7,321 full-fledged members in 33 barangays of Angeles City,” Alexander Cauguiran, PAK president, noted.
Cauguiran said that PAK was organized in a bid to broaden grassroots participation in local politics and policy-making.
He added that there is an overwhelming support and enthusiasm among Angeleños to join the Partido Abe Kapampangan.
“They all believed in the principles and advocacies of the Partido Abe Kapampangan which are: parity and equitability in development, participatory governance, efficiency in the delivery of basic services and transparency and accountability,” Cauguiran said.
He said that ordinary residents in the community joined every party orientation conducted almost daily including Sundays.
“They readily accept the challenge to become leaders of their own chapters and serve their communities,” Cauguiran added.
Some of the community issues identified during party planning are the problems on proper waste disposal, medical assistance, abusive city traffic enforcers, registration of voters and livelihood assistance.
PAK is a local political party led by Mayor Ed Pamintuan, as founding chairman with Vice Mayor Vicky Vega Cabigting, as vice chairman.
Reports said that Pamintuan will run for a reelection in next year’s polls against First District Rep. Tarzan Lazatin.
