Thus said Councilor Jesus “Jay” Sangil of the inclusion of Mayor Edgardo Pamintuan in the short list of 25 mayors from around the world competing in the 2012 World Mayor Prize.

Sangil said Pamintuan “has the fire in his belly to serve after all these years in public service.”

“It didn’t surprise me that Pamintuan had been included in the elite list. The mayor is a leader who focuses programs that can help more people, especially the poor ones,’ said Sangil.

The World Mayor Foundation (WMF) named Pamintuan as one of the 25 finalists. He is one among the five mayors from Asia.

Mayors Sarah Duterte of Davao City and Alfredo Lim of Manila were initially included among the contenders but had been removed, leaving Pamintuan as the only candidate coming from the Philippines.

Sangil said he had known Pamintuan as early as 1985 and witnessed his “colorful and meaningful public service career.”

The three-term councilor stressed that “what I like most of Pamintuan is that he doesn’t leave his people, especially in times of crisis.”

Sangil said when Mt. Pinatubo erupted in 1991 and destroyed several areas in the city, Pamintuan “stayed around and helped revive the city.”

The human rights activist and lawyer first became mayor in 1992. He won re-election in 1995.

Pamintuan served in various capacities as with the rank of Cabinet member during the nine-year administration of former President Gloria Macapagal-Arroyo.

Sangil said Pamintuan had prioritized programs concerning community and public health, quality and affordable education and environmental preservation.

“With those three priorities for now, the mayor can never go wrong,” he added.

A RETIRED top official of the Supreme Court said the next Chief Justice should be beyond moral reproach to be able to heal the judiciary, which is bruised by the impeachment of ousted Chief Justice Renato Corona.
Corona was convicted by the Senate impeachment court last May 29 after 44 days of trial for failing to declare his peso and dollar deposits in his statement of assets, liabilities and net worth.
In an interview on ANC’s Headstart, retired Chief Justice Reynato Puno said Corona’s successor should have moral ascendancy to be able to harmonize the contrasting interests of two other branches of government: the executive and the legislative.
“We need a Chief Justice who would not only be towering in terms of intellect capacity, but would also have moral domination over justices and lower court judges and someone who will restore the relationship between the judiciary and the two other branches of government,” said Puno, the predecessor of Corona to the Supreme Court.
As a former head of the Supreme Court, Puno sat as ex-officio chairman of the Judicial and Bar Council (JBC), a constitutional body tasked to screen and submit a list of nominees to vacant judicial posts for the President’s consideration.
Puno said that in his experience, sitting justices of the Supreme Court have an edge over “outsiders” seeking to be considered for the top judicial post because they are already familiar with the High Court and its processes.
“An insider would always have the advantage of looking into the existing problems of the judiciary, and in continuing the solutions that are found to be good. There have been instances in the past when that factor was not considered as a decisive factor. The judiciary is a world of its own, it is some sort of a mini-government,” he said.
He also said that more than being a lawyer, it is important for the next Chief Justice to have experience as a judge, which would have trained him on court matters, particularly in separating relevant facts from the irrelevant.
But while some of the nominees for Chief Justice submitted to the JBC have no prior experience as a judge, he said that should not be a hindrance for them to perform well, once appointed.
“(Being a judge) trains you to make a judgment on the credibility of the witnesses and of course, trains you to apply the law appropriately on the facts of the case. So it’s good to have court experience as a judge,” said Puno.
“We’ve had cases here and abroad where justices were taken from the ranks of the academe and from Congress, and a lot of these people did well in the SC. There’s a wide range of choices from among the current list of CJ nominees. Obviously you see some lightweights, but if you give it a long, hard look, you also see heavyweights, bar topnotchers, professors, outstanding graduates of world-class universities. You have a smorgasbord of choice,” he added.
Vincent Lazatin, executive director of the group Transparency and Accountability Network (TAN), supported calls for sitting SC justices to undergo JBC interview, saying the last search for Chief Justice at the retirement of Puno had set the precedent for them to be scrutinized by the screening council.
Lazatin said that in allowing the interviews to be covered by the media live would put additional pressure on JBC members to justify who they would be putting in their shortlist, from which the President will choose the head of the high court.
Lazatin said that during the 2010 JBC interview of nominees for Chief Justice, sitting SC justices such as then Associate Justices Corona, Arturo Brion and Teresita Leonardo-de Castro had allowed the JBC to interview them.
All magistrates of the SC have already been nominated for the Chief Justice post, including the five most senior – Antonio Carpio, Presbitero Velasco Jr., de Castro, Brion and Diosdado Peralta.
Of the 14 sitting justices, Justices Mariano del Castillo, Estela Perlas-Bernabe and Bienvenido Reyes have declined their nomination.
Meanwhile, the JBC has released its draft guidelines for the live media coverage of the JBC public interviews to promote transparency and accountability in its processes.
Under the proposed guidelines, it will be the SC’s Public Information Office that shall govern the accreditation of media personnel who will be covering the public interviews.
JBC member Senator Chiz Escudero said there will be no limitations on the number of media representatives who will be covering the public interviews, which may start on the third week of July.
As of last count, there are already 65 nominees, 13 have accepted their nominations, 11 declined, while two applied for the post.
On the letter of former Solicitor General Francisco Chavez questioning the present composition of JBC, particularly the two representations from the legislative branch, Escudero said any legal issues should be brought before the SC for resolution.
In his letter, Chavez claimed that Congress should only have one ex-officio member to the panel, instead of two — Escudero and Iloilo Representative Niel Tupas, who are both ex-officio members of the JBC, representing the Senate and House committee on justice, respectively.
Chavez asked for clarification as to why the Senate and Congress have separate representatives in the council despite that Section 8, Article VIII of the Constitution allows only “a representative of the Congress” to be part of the panel tasked to screen candidates for a judicial post and come up with a shortlist for consideration by the President.
Chavez also questioned JBC’s practice where one vote is given to each of the ex-officio members from the two chambers of Congress. He said this practice may create an impasse during the eight-member council’s voting in case of a tie.
Escudero maintained the validity of the current composition of the JBC, saying under the Senate and House Rules, being an ex-officio member of the JBC is part of the job of the chairs of the Senate and House committee on justice.
“The JBC has been doing this even before I became a member of the JBC way back in 2001-2002. The JBC’s position on that is that, unless enjoined by the Court, it will not stop such practice,” he said.
He said it would be better if Chavez would bring the case before the Court, which has the jurisdiction on issues pertaining to the interpretation of the Constitution.

PRESIDENT Benigno Aquino III said Monday that at least 30 people have expressed interest to join the administration’s senatorial ticket in 2013.
“There are at least 30 or 32 names for the 12 slots,” Aquino said in an interview during the mass oath-taking of new Liberal Party (LP) members in the Cordillera Administrative Region.
Aquino disclosed earlier the names of Customs Commissioner Rozzano Rufino Biazon, Technical Education and Skills Development Authority Director General Joel Villanueva, Aurora Representative Juan Edgardo Angara and former Akbayan Representative Risa Hontiveros as those who will have sure slots in the LP senatorial slate.
The Chief Executive said he will make the announcement of the entire LP senatorial slate at a proper time.
In his speech during the oath-taking of LP members in La Trinidad Benguet, Aquino welcomed the 300 new members of his party, saying making LP stronger will ensure continuity of the reforms initiated by his administration.
He said he expects the new members to become leaders who will lead the people to the righteous path.
Joining the President during the event were Transportation and Communications Secretary Manuel Roxas II, Interior and Local Government Secretary Jesse Robredo, House Deputy speaker Erin Tanada and Ifugao Representative Teddy Baguilat.

CLARK FREEPORT – Scholars of the Philippine Science High School (PSHS) Clark, Pampanga won two international competitions in England and Brunei recently.
Joshua Miguel Danac was a finalist while Samantha Beatrice De Guzman and Stephanie Kate Agor won Honorable Mention Awards in the “Dear Mr. UN Secretary-General International Schools Essay Writing Contest,” Secondary Schools Category with 576 entries worldwide.
The contest was organized by The Living Rainforest, an indoor greenhouse tropical rainforest located in Hampstead Norreys in Berkshire, England.
On the other hand, the PSHS Western Visayas emerged as grand winner in a recent competition after pocketing seven gold medals in all science categories in the Brunei Darussalam’s Andulao rainforest science laboratory skills contest participated by high school students from seven member countries of the Association of Southeast Asian Nations (Asean) and two countries outside the region.
The team of Ina May Sison, Magin Benedict Ferrer and Vicah Adrienne Villanueva of PSHS Western Visayas in Jaro, Iloilo City won seven gold medals in the recent Asean Plus Three Junior Science Odyssey (AJTPS3O) 2012 held in Negara, Brunei Darussalam last June 10 to 17.
PSHS Central Luzon students also excelled in the Asean competition. Gabriel Pineda, Gabriel Sophia Seva, and Michael Eubanas won four silver and one bronze medals, giving the Philippines a total of 12 medals.
The 2012 AJTPS3O aims to encourage and challenge gifted students to excel in the field of science and technology, stimulate students’ intellectual curiosity through various experiences and experiments, provide the students with the opportunity to foster friendship and networking in the APT region and motivate the students to pursue careers in science and technology.
Teams from China, South Korea, Japan, Singapore, Brunei Darussalam, Vietnam, Cambodia, Laos, Indonesia, Myanmar, Malaysia and Thailand also participated in the 2012 AJTPS3O.
PSHS-CLC Campus Director Lilia T. Habacon congratulated the students and their trainers for a job well done and challenged the rest of the scholars and faculty to uphold academic excellence and bring honor to the country.

CITY OF SAN FERNANDO — Governor Lilia Pineda stressed on Monday that the Capitol will not meddle in the ongoing issue on the dredging and desilting of the Malele River in Barangay Planas, Porac town.
She said it will be up to the proper authorities like the Provincial Mining and Regulatory Board (PMRB), the Mines and Geosciences Bureau (MGB), Department of Environment and Natural Resources (DENR) or even the Court to settle the row between pro-desilting groups from Barangays Planas, Pio and Diaz, and the opposing Nagkakaisang Mamamayan para sa Agrikultura at Kalikasan over fears of environmental degradation and possible reduction of irrigation.
Recently, the PMRB and Provincial Environment and Natural Resources Officer (Enro) Art Punsalan led an inspection of the Malele River with both groups.
“Capitol and Enro will not meddle in the issue over the Malele River. Ang sa akin lang, basta may violation ay dapat ipatigil ito,” the governor said.
“Kung kailangan magsampa sila ng kanya-kanyang kaso sa korte, ay dapat gawin nila upang maresolba na ang ganyang problema. Mas maganda kung sa tamang ahensiya sila lalapit tungkol ditto,” Pineda added.
