City dad urges gov’t: ‘Open your eyes, develop CIA’

ANGELES CITY – Councilor Jesus “Jay” Sangil said on Thursday that the national government should “open its eyes” and immediately start the full development of the Clark International Airport (CIA) as the country’s next premiere gateway.

Sangil said he will a file a resolution in their regular session on June 26 urging President Aquino to consider the CIA as a major international gateway if not the country’s premiere airport.

He stressed that the CIA and the Ninoy Aquino International Airport (NAIA) “can complement each other in terms of sharing the bulk in international and domestic flights, instead of competing with each other.”

“Sharing the volume of flights of NAIA with the CIA would decongest the air traffic in Metro Manila and would also mean the easing of the flow of traffic on Metro Manila roads,” added Sangil.

The three-term councilor said he supports the call of the Pinoy Gumising Ka Movement (PGKM) to make the CIA as “another major” international airport in the wake of the delay of flights and congestion at the NAIA.

“Clark airport and NAIA can fly high together to cater to our growing local and foreign travelers, aside from our Overseas Filipino Workers. This would be a great combination and will definitely boost our tourism and trade in the country, especially Central and Northern Luzon,” said Sangil.

“With its already vast expanse, DMIA’s aviation complex could still be extended, considering the available land inside the Clark Freeport Zone,” said Sangil in stressing the advantage of Clark’s 2,100 hectare area for aviation compared to NAIA’s 600 hectares.

“I believe our President Noynoy has the people in his heart and soul, especially his fellow Capampangans.

In his term, I believe we shall achieve progress and stability,” said Sangil.

CIAC asked on terminal project: Before getting new P12-B loan, explain previous P1-B loan first

ANGELES CITY – The Pinoy Gumising Ka Movement (PGKM) on Thursday urged Clark International Airport Corp. (CDC) President and CEO Victor Jose Luciano to be transparent in the wake of plans to build a multi-billion budget terminal at the Clark International Airport (CIA).

PGKM Chairman Ruperto Cruz said Luciano should “clear first and make a through report” on the P1-billion loan obtained by the CIAC last February from the Land Bank of the Philippines.

Luciano earlier announced that they will push for plans to establish a P12 billion budget terminal at the CIA to handle at least 10 million passengers annually.

“Where are the billion pesos now? The CIAC’s expansion remained a ‘maiden-flight-only’ terminal. Luciano wants a bigger terminal but has failed to operate well the expansion after all this time,”said Cruz, referring to the refurbished terminal used only for the maiden flights of Philippines AirAsia and Dragonair.

Cruz said the inaugural flights of both airlines were held at the terminal, which had suffered delays in construction during the time of former President Gloria Macapagal Arroyo. It cost at least P300 million.

“After the ceremonies at the terminal on the second floor, the passengers were asked to go down again and use the usual route in reaching the parked airplanes,” said Cruz, noting the “expensive” tubes to convey passengers to their flights served nothing but decorative purposes.

“Worse, what’s the use of the P300 million worth expansion if the terminal and its facilities, including stores, are not being thoroughly used. It’s waste of time, money and opportunity to earn and improve tourism-related activities,” said Cruz.

Luciano earlier said the loan will be used for the Phase II expansion of the passenger terminal and other support infrastructure facilities such as the navigational equipment vital for the operations of the airport.

He added that the remaining funds would be utilized for CIAC’s working capital.

In 2011, Luciano announced the CIAC’s plan to construct an P8-billion budget terminal to accommodate 10 million passengers annually.

In the early part of 2012, the CIAC top official said it will be a P12 billion budget terminal.

Luciano said they prefer a private-public-partnership (PPP) for the planned budget terminal to be a patterned after the Low Cost Carrier Terminal in Kuala Lumpur, Malaysia.

40 provinces pass resolutions vs. Mining Act of 1995

CLARK FREEPORT- Albay Gov. Joey Salceda reported here yesterday that at least 40 provincial governments nationwide have resolutions “against the spirit of the Mining Act.”

In an interview, Salceda, who was guest speaker in the 4th national conference of private sectors members of the Regional Development Councils, expressed hope that the resolutions would eventually convince the government to scrap the law which was passed way back in 1995 and spawned big mining operations all over the country.

Salceda is also chair of the Luzon Development Coordinating Council (LDCC) and chair of the Regional Development Council (RDC) in the Bicol region.

“There’s enough ground (for Congress) to scrap the law,” he said, noting that the poorest provinces in the country are those that host significant mining operations, citing the case of Camarines Norte, Masbate, Zamboanga del Norte, and Benguet.

“Mining has nothing to do with development,” he stressed.

Salceda noted that the income the country derives from mining is insignificant at about two percent amid environmental degradation wrought by mining operations.

“If we talk about P5 billion we earn, what about the P15 billion they cart off?” he asked.

Among the provinces which have passed resolutions against mining is Salceda’s Albay. The resolution, passed last year, declared that mining ban in the province was needed as mining activities “indubitably jeopardize the environment and deplete the province’s mineral and natural resources.”

Salceda also expressed opposition to a proposed Executive Order which Executive Secretary Paquito Ochoa said was already submitted to Pres. Aquino for consideration.

The EO would create a mining council to “harmonize the conflicting interests of the mining industry, local and national governments, and environmental advocates.”

“That EO is anti-LGU (local government units). It’s a reversal of the Constitution, and is anti-subsidiarity and anti-local preference” he said, noting that it would virtually impose on local governments mining policies even against local interest.

Luisita farmers say 4 CJ nominees biased for PNoy

ANGELES CITY- The Hacienda Luisita-based Unyon ng mga Mangga-gawa sa Agrikultura (UMA) pinned yesterday at least four Chief Justice post nominees as being biased in favor of Pres. Aquino’s family in the case of the 4,915-hectares now up for land reform in the hacienda in Tarlac.

In a statement, UMA named the nominees as acting Chief Justice Antonio Carpio, Associate Justice Lourdes Sereno, Solicitor General Francis Jardeleza and Bureau of Internal Revenue (BIR) chief Kim Henares.

“We feel that if anyone of these four becomes Chief Justice, he or she would be instrumental in leading the Supreme Court towards the reversal of its 14-0 decision of the high court last year ordering the distribution of hacienda lands to farmworkers. That will be a payback to the President for the appointment,” UMA said.

UMA secretary-general Rodel Mesa noted, however, that “a debt of gratitude to the President would be there regardless of who among the more than 50 nominees makes it”, but stressed that Carpio, Sereno, Jardeleza and Henares are perceived as being more biased towards the President.

Ousted former Chief Justice Renato Corona, who presided over the verdict of the Supreme Court on Nov. 22 last year to distribute Hacienda Luisita lands to farmworkers.

He claimed that the impeachment case against him as the President’s retaliation for the high court’s decision to distribute hacienda lands which had been under the control of the Cojuangco-Aquino family since 1957.

Hacienda Luisita farm workers under UMA joined yesterday an all peasant-led protest in front of the Supreme Court calling for the next Chief Justice to be impartial in the case of the Hacienda Luisita which had ordered the hacienda distributed to 6,296 farmworker-beneficiaries.

The Cojuangco-controlled Hacienda Luisita Inc. (HLI) has a pending motion for reconsideration before the high court in regard to land distribution amid a petition from farmworkers allegedly preferring stock distribution option, instead of land distribution in the estate formerly owned by the President’s family.

HLI had also petitioned for higher land valuation in case of land distribution, but this was junked recently by the high court. It has also questioned the order of the court to turn over to the farmworkers P1.3 billion as their share in the previous sale of some 500 hectares of hacienda lands to other parties.

“The next Chief Justice should not submit to the dictatorial tendency of the current administration, even he or she is handpicked by the president, as the interest of the people must come first,” Mesa said.

During yesterday’s rally, UMA members burned pictures of the President and the four nominees whom they referred to as “the fantastic four.”

“It would be easy for the President to put a subservient Chief Justice and put the case of Hacienda Luisita on a stand off on the issue just compensation,” Mesa said.

He noted a provision on Republic Act 9700 or the CARPER law obliging the government to first compensate landowners before land is distributed.

”We don’t think the Cojuangco-Aquinos are going to submit to DAR without first getting their demand for a P10-B compensation package,” Mesa added.

Mesa also warned that installing a chief justice biased for the President would also imperil other “sensitive cases such as the coco levy fund” involving presidential uncle businessman Eduardo “Danding” Cojuangco.

“The Judicial and Bar Council must strongly consider these observations and should not allow the selection process to be bastardized by pro-Aquino elements,” Mesa said.

He said “the next chief justice must not be a repeat of the Arroyo-Corona alliance.”

VM calls for private partners for climate change programs

CLARK FREEPORT — Vice Mayor Vicky Vega Cabigting called on private sector representatives and local government officials to entertain public Public-Private-Partnership (PPP) projects that are geared towards climate change mitigation.
This was Cabigting’s statement during the recent 4th Conference of Private Sector Representatives (PSRs) of Regional Development Councils in the country held at the Holiday Inn here Saturday.
The event, attended by private and government stakeholders, seeks to serve as an avenue for exchange of views among PSRs.
Cabigting, who welcomed the participants during the event, said that private sector leaders play a vital role in the development of programs that aims to address concerns about climate change.
She said private sector leaders can take the initiative of spearheading green programs on reforestation, garbage to energy projects, go-green business ventures among others.
“The private sector can partner with government with these projects which we believe can greatly boost the initiatives for climate change mitigation in our respective regions,” Cabigting said.
Cabigting added that the private sector can also start the initiative in taking climate change issues as part of their respective corporate social responsibility program.
Pampanga Chamber of Commerce and Industry (PamCham) vice chairman Rene Romero said Cabigting’s proposals are very timely and would surely be welcomed by the private sector.
In Pampanga, Romero said PamCham had been continually urging businesses to include environmental advocacies as part of their corporate social responsibility programs.
However, the private sector here has yet to partner with any government agency or local government unit on climate change programs or any sustainable profit oriented green project for local communities.

Lawmaker to seek reelection

CITY OF SAN FERNANDO — First District Board Member Tarcicio “Tars” DC Halili disclosed on Friday that he would be back at the Provincial Board (PB) to continue his legislative work and services to his constituents.
Halili told his constituents that he would seek for a seat in the august body in 2016 as his term ends next year.
“Definitely I will be back to continue serving our constituents. Also, there are a lot of legislative measures I wish to pass and would be left hanging once I leave the PB. I am still willing to serve people in the First District and address their needs and concerns from health, environment to education,” said Halili, who also chairs the Central Luzon Region chapter of the Provincial Board Members League of the Philippines.
Among the many highlight legislations Halili is now pushing include the condonation of fees for indigents who die in government hospitals, the creation of bicycle lanes along the stretch of MacArthur Highway, and the increased financial assistance for poor students wishing to get quality education.
Asked about his plans for 2013, Halili told Sun.Star Pampanga: “Well, I am still looking at possibilities and opportunities like serving the people of Mabalacat in the council or those in grassroots. My plans are wide open for 2013. In any case, hindi naman nagpapahinga ang pagseserbisyo at tuloy-tuloy lang iyan basta you are committed and dedicated.”

Journalists honor Maguindanao massacre victims

Balas artworks: More than just sand

ANGELES CITY — The Municipal Government of Porac led the opening of a week-long exhibit over the weekend that highlights artworks inspired and made from sand (balas), the town’s major revenue generating revenue resource.
Vice Mayor Dexter David told Sun.Star Pampanga that the artworks were made by local artists of Porac town who participated in the recent Balas Festival.
During the festivities, the artists presented their works made from sand and other indigenous materials.
“We would like to present to people the importance of sand in the life of our people and the resiliency that we have shown during the Mt. Pinatubo disaster and how this sand resource had helped us to rise again. All these are well presented in the sand art at the SM City Clark exhibit,” David said.
The exhibit includes artworks of mix-media artist Herminigildo Pineda, featuring episodes of the 1991 eruption of Mt. Pinatubo and scenes from the town’s quarry industry.
David said the exhibit is an extended activity of the town’s Balas Festival. The festival aims to re-brand the town’s sand industry as a tourism attraction along with eco-tourism attractions of the town.
The event, according to David, is set to become a yearly activity that will not just market the rich sand deposits here as a tourism attraction but also project the town as an eco-tourism destination.
David told Sun.Star Pampanga that the festival also aims to draw attention to the rich sand deposits here that have become easy locations for filmmakers, as well as the other tourism destinations like Miyamit Falls and Porac Highlands.

Palace: DENR, PPA to answer SC writ

MANILA, Philippines – Malacañang said yesterday proper government agencies would answer the Supreme Court’s writ of kalikasan against Environment and Natural Resources Secretary Ramon Paje, a mining company and the Philippine Ports Authority (PPA) to stop them from cutting trees to build a seaport in Zambales.
“I understand that the seaport is being undertaken by the mining company. I have spoken to Secretary Mon Paje about it. They have been asked to comment by the Supreme Court (SC) so may I… beg your indulgence that we would just rather (let) the government, through the OSG (Office of the Solicitor General), answer the writ ofkalikasan in the Supreme Court,” presidential spokesman Edwin Lacierda said.
Lacierda said the project was approved by the PPA “so maybe there’s gonna be an issue on the project itself.”
Chinese mining firm LNL Archipelago Minerals Inc. is currently in hot water for allegedly leveling a mountain and chopping down trees to build a seaport for shipping chromite-rich soil from the Philippines to China.
Paje said on Wednesday that the company’s mining license might be canceled if it defies a department notice of violation asking it to “cease and desist from further construction and development.”
Paje said his department, through its Zambales regional office, issued the notice of violation last June 1 because investigation found the company failed to plant trees and secure a permit to cut trees.
The investigation also found that LNL Archipelago failed to secure a permit to operate an air pollution source and control installation, designate an air pollution control officer, submit a self-monitoring and compliance monitoring report, and conduct marine sampling.
The mining company leveled trees beyond the scope of its project and did not post its environmental clearance certificate, according to the Department of Environment and Natural Resources.
The notice can be lifted if the company rehabilitates the affected areas.
“We will follow procedure. If warranted, we will revoke their license,” Paje said. “We also furnished Congressman Palmones a copy of the notice. We will require another investigation if that will help resolve the issue.”
The SC granted the writ of kalikasan upon the petition of Agham party-list Rep. Angelo Palmones.

MANILA, Philippines – Filipinos will experience good weather this weekend, as no weather disturbance was forecast to affect the country in the next three days, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said.
However, the southwest monsoon will still bring occasional rains over northern and central Luzon, becoming frequent rains over the western section, according to PAGASA administrator Nathaniel Servando.
The rest of the country, including the National Capital Region, will have generally good weather, except for isolated rainshowers and thunderstorms until Sunday, Servando said.
“The southwest monsoon is expected to affect the western part of northern Luzon but it is weakening as storm ‘Talim’ (local name ‘Carina’) is gone,” he said.
Storm “Carina” grazed the northernmost part of the country on Wednesday, inducing monsoon rains over northern and central Luzon before heading to Taiwan.
Meanwhile, PAGASA spotted a low pressure area 270 kilometers east of Surigao del Sur as of 2 p.m. yesterday. But Servando said it was expected to dissipate within the next 24 to 48 hours.
