US agents interrogating detainees at PNP headquarters?

MANILA, Philippines – Militant groups on Friday asked Philippine National Police (PNP) chief Director General Nicanor Bartolome to explain for allegedly allowing US intelligence agents interrogate its high-profile detainees at the national police headquarters in Camp Crame.
“The public wants to know the real score about the presence of these American intelligence experts inside the detention cell in Camp Crame, nothing more, nothing less,” Pamalakaya chairman Fernando Hicap said.
Hicap said that Alan Jazmines, a political prisoner, revealed in a letter to rights group Karapatan that agents from the Federal Bureau of Investigation and other US intelligence agencies are allowed to interrogate detainees at the PNP Custodial Center in Camp Crame.
Hicap urged Bartolome to admit to the public who allowed the US intelligence agents to “hold office” at the PNP Custodial Center and interrogate police detainees.
He said that Jazmines, a political consultant of the National Democratic Front of the Philippines (NDFP) in the peace talks, also claimed that three of the prisoners detained at the facility were Indonesians arrested in Malaysia and Indonesia, and brought to the prison facility in the country allegedly at the behest of the US government.
He alleged that the Indonesians were been given false Filipino identities to ‘legalize’ their detention in PNP custodial center.
“The absence of a formal treaty allowing such operations makes such spy operations and renditions illegal even from the point of view of the laws of the reactionary Philippine government,” Jazmines said in his letter.
Pamalakaya and Anakpawis have called on Congress to conduct an inquiry into Jazmines’ claims.

Solid waste recycling needs gov’t support, incentives

Manila, Philippines – The recycling of plastic and other solid waste should be given government support as it is a sustainable way of keeping trash out of the waste stream and is a more productive option to an outright ban on plastic.
Speaking at the 1st Innovation Fair of the Samahan sa Pilipinas ng Industriyang Kimika last Monday, Crispin Lao, one of the private sector representatives in the National Solid Waste Management Commission, said recycling should be supported and practiced by the community.
He said proper solid waste segregation, recovery and recycling are mandated under Republic Act 9003 or the Ecological Solid Waste Management Act of 2000. However, 10 years after it was passed, the mechanisms and incentives of the program have yet to be properly enforced, hence the objectives of the act have remained unrealized, he added.
“Recycling of solid wastes, whether plastic or paper, is climate smart because when you take them out of the waste stream they can still be turned into new products,” said Lao, former president of the Philippine Plastic Industry Association (PPIA).
“Why leave plastic in the waste stream when there are so many applications for plastic?” he asked.
The commonly known applications for plastic trash are consumer items such as basins, buckets, tables and chairs. But plastic can also be converted into fuel, or when mixed with cement can be made into hollow blocks. Asphalt mixed with plastic is said to make road pavements stronger.
Lao said the PPIA is working with the Archdiocese of Manila, various malls and other non-profit organizations to collect garbage for recycling.

Rotating brownouts threaten Luzon as power plants shut down

A spate of rotating brownouts is threatening to hit Luzon as the available power supply swung to low, precarious levels on Thursday.
Based on the data from the National Grid Corp. of Philippines, the Luzon grid’s power supply reserves remained “thin” at only 101 megawatts, putting the island on yellow alert, which meant that any further outage, even from a single power plant could already cause brownouts.
This power supply situation runs contrary to previous pronouncements that the Luzon grid enjoys a healthy buffer of about 1,700 MW to as much as 2,000 MW on any given day.
In a phone interview on Thursday, Energy Undersecretary Josefina Patricia Asirit explained that the drastic reduction in power supply reserves was caused by the outage of several critical facilities.
According to Asirit, one unit of the Sual coal-fired power plant in Pangasinan tripped on Thursday, removing 550 MW of supply from the grid. The repair for this unit can take six to eight weeks to complete, which means that this will coincide during the Malampaya shutdown next month.
“We’re still checking if the Sual unit can run at a limited capacity, maybe lower than 550 MW, while repairs are ongoing,” Asirit said.
This is the second time this month that a unit at the 1,200 MW Sual plant had bogged down. This facility is currently owned and operated by Team Energy, but the contracted capacities and fuel requirements are being managed by highly diversified conglomerate San Miguel Corp.
Further aggravating the power supply woes in Luzon is the shutdown of the 300-MW unit at the Calaca coal-fired power plant in Batangas. Asirit, however, said they were hoping that repairs would be completed soon.
A 382-MW unit at the Pagbilao coal plant in Quezon is also out, but due to a scheduled preventive maintenance. According to Asirit, many facilities are starting to undergo their respective maintenance repairs this rainy season, when power demand usually declines given the cooler weather.
The Pagbilao facility is also owned and operated by Team Energy but the contracted capacity is being managed by Aboitiz Power Corp.
Also out is the 350-MW unit at the Malaya thermal power plant in Rizal as the government moves to build up fuel inventory in preparation for the shutdown of the Malampaya gas field off Palawan from July 13 to 21.
“We’re hoping that everything will come together in time for Malampaya shutdown, that all these facilities will be online by then,” Asirit said.
This nine-day shutdown will affect the operations of the three gas-fired power plants in Batangas, which currently provide roughly 40 percent of Luzon’s electricity requirements. These facilities are the 1,200-MW Ilijan, 1,000-MW Sta. Rita and the 500-MW San Lorenzo gas plants—all of which are expected to use the more expensive liquid condensates during the shutdown period to ensure continued operations and stable power supply.

Enrile warns Aquino against putting Arroyo in regular jail

Senate President Juan Ponce Enrile on Thursday warned the Aquino government against mistreating former President Gloria Macapagal-Arroyo, noting that she has not yet been convicted in the electoral sabotage case filed against her.
“No matter how bad they think about her, she is presumed innocent until she is really convicted,” Enrile said in an interview with dwIZ radio.
Nor is Enrile amenable to suggestions that Arroyo, who is now a Pampanga congresswoman, be transferred from the Veterans Memorial Medical Center suite in Quezon City where she is being detained to a regular jail while she is on trial.
Placing Arroyo in the company of common criminals would not sit well with the international community, considering that she is a former president, he said.
“What if she dies in jail? How would it look like to the rest of the world when you put a former president in jail together with (common criminals)?” he said.
The Senate President said he had received information that the former President remains in “critical” condition, apparently because of a lingering problem with her cervical spine.
“My information is that she cannot swallow, she takes only liquid, and no doctor here wants to handle her,” he said in Filipino.
“I think if something happens to her, that would be a big issue,” he said.
Enrile reminded the administration of political upheavals in the past triggered by the death of a political figure.
He noted that the martyred opposition leader Benigno Aquino Jr., the father of President Aquino, had been allowed to seek medical treatment abroad despite being convicted by a military court during the Marcos regime.
Enrile served as the defense minister of the dictator Ferdinand Marcos and was one of the key implementers of martial law. His defection along with then Vice Chief of Staff Gen. Fidel Ramos triggered the first Edsa People Power Revolution in 1986.
“So long as it was (a) medical (case), we allowed prisoners to go to the hospital because it was a matter of life and death,” he recalled.
In the case of Arroyo, Enrile pointed out that she remains an accused.

Show compassion for GMA, gov’t urged

MANILA, Philippines – Senate President Juan Ponce Enrile and Sen. Pia Cayetano called on the Aquino administration yesterday to show compassion to Pampanga Rep. Gloria Macapagal-Arroyo by reconsidering its reported plan to move her from a government hospital to an ordinary detention facility.
“That’s politically dangerous,” Enrile said of the reported plan.
“That triggered the fall of the regime of President Marcos because somebody had died. Evelio Javier died during the snap elections, and Marcos lost in the snap elections. It’s a sensitive issue,” Enrile said in Filipino in a radio interview.
He was referring to the former Antique governor – an anti-Marcos politician – who was gunned down at the height of the canvassing of votes in the Feb. 7 snap elections.
In her rare public appearances, Arroyo was in a wheelchair and had a neck brace. She is under hospital arrest at the Veterans Memorial Medical Center in Quezon City.
Enrile said Arroyo’s condition remains critical. “I heard she can’t eat anymore and she’s only taking liquid and that doctors are avoiding her. I think if something happens to her, it’s going to be a big issue,” he said.
Enrile noted that even Marcos had allowed the President’s father and namesake to undergo heart surgery in the United States. Enrile was Marcos’ defense minister.
“I’m not saying that we treat Mrs. Arroyo exactly the same way, but we really need to consider her poor health. You know, Filipinos would always sympathize with the dead,” he said.
For her part, Cayetano noted that former leaders accused of crimes are still entitled to courtesies while on trial. She cited the case of ousted President Joseph Estrada who was freed from house arrest after being pardoned by Arroyo.
“In the past, they have always extended courtesies to past presidents and even senior officials, especially since the reasons for the supposed urgency for departure were health reasons,” Cayetano said.
“She should be put in a place where it is comfortable and accessible to immediately address her health concerns,” she said. “I leave it up to the administration to make the best decision on this.”
Cayetano added, “Normally, they extend courtesies. Let’s see how they handle it.
“I am imagining that they would be extending these kind of courtesies and making such arrangements. If you look at our presidents, look at President Erap,” she said.

Gov’t plans to infuse P9 B for poverty reduction projects

CLARK FREEPORT, Pampanga – With the 6.4 percent economic growth in the first quarter of this year, the government plans to infuse an additional P9.02 billion for “priority poverty reduction projects.”
National Economic and Development Authority (NEDA) director-general Arsenio Balisacan said this was “to combat poverty and attain” Millennium Development Goals (MDG) by 2015.
Balisacan told members of the Regional Development Councils in their 4th national convention here that the funds would include the budget for the conditional cash transfer (CCT), also known as the Pantawid Pamilyang Pilipino (PPP) program of the Department of Social Welfare and Development (DSWD).
“The government will not let up in its efforts to accelerate economic growth, recognizing that there is still considerable room for faster spending. We will also remain vigilant against growth risks, including those posed by the euro area woes and the uncertainties in the world price of oil,” Balisacan said.
The NEDA chief also bared plans to “strengthen consumption and investments at the household level, in particular among the poor and vulnerable.”
This is through the creation of “decent and productive employment” and the implementation of CCT, he said.
“Most recent data show that CCT has reached more than three million household beneficiaries,” Balisacan said.
He said that “to combat poverty and attain MDG by 2012, the Department of Budget and Management is infusing an additional P9.02 billion for priority poverty reduction projects of participating government agencies through the bottom-up budgeting approach.”

“Growth over the near-term will also be supported by major infrastructure projects identified by the Private-Public Partnership Center. So far, the PPP Center listed 22 projects,” he said.
Balisacan said these PPP projects “are intended to improve transportation connectivity through roads, airports and seaports, boost agricultural productivity, increase water service areas, and raise the quality of education and health.”
He noted that the 6.4 percent economic growth in the first quarter of 2012 translated in employment of 1.101 million. “Employment generation was more pronounced in the services sector, followed by industry,” Balisacan said.
“The continued strong inflows of remittances, robust inbound tourist receipts and low inflation environment contributed to significant increases in employment creation, particularly in the services sector which fueled domestic spending,” he added.
Militant groups have criticized the government’s plan to give a higher P45-billion budget for DSWD’s CCT next year, in the face of reports of “corruption and political patronage” marring the project.
“It is turning the country into a republic of mendicants and beggars,” said Anakpawis party-list chair Fernando Hicap and the Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) led by Salvador France.
This year, the CCT budget is P34 billion.
The group cited complaints from fishing areas in Sorsogon, Cavite and Laguna where supposed beneficiaries reportedly get less of their monthly allocation of about P1,400, while others report not getting their share at all.
France and Hicap said the P45 billion of “hard-earned taxpayers’ money” should not be treated as a “national charity fund” and would find better use in “creating jobs, implementing social justice-driven land reform, and providing the country the much needed resources for education, social services, and mass housing.”
They said the fund could also be used “to fund agricultural development and rural industrialization which is liberating, productive and thorough-going compared to the useless and corruption-driven CCT.”
They lamented the CCT has only perpetrated mendicancy and turned poor folk into “objects of charity.” They said Washington and the International Monetary Fund-World Bank are authors of the project.
“Instead of approving the CCT budget of P45 billion for next year, senators and congressmen should instead pursue in-depth investigation and audit-performance of the CCT program which was introduced by former President Gloria Macapagal-Arroyo,” the statement of the two leaders said.
They also called on Senate President Juan Ponce Enrile and Speaker Feliciano Belmonte Jr. to “prioritize the oversight review of the CCT and study its relevance as soon as the President has finished with his State of the Nation Address.”
Budget Secretary Florencio Abad earlier said the 30 percent increase in the CCT budget would represent about two-thirds of the DSWD budget for 2013.
Social Welfare Secretary Corazon Soliman, however, said her department is seeking a total of P67 billion for next year, including the P45 billion for CCT to cover an additional 700,000 poor families nationwide.

14 Clark firms hire workers

CLARK FREEPORT — The Clark Development Corporation (CDC) has announced that at least 14 firms inside the Freeport have a total of 3,255 job openings which they intend to fill up within the next three months.
In a report to CDC President Benigno Ricafort, Assistant Vice President for Business Development Group Bernardo Angeles Jr. said most of the job positions that are available here are for customer service representatives and call center agents.
Angeles said the firms will be conducting a job fair at the SM City Clark event center on September 30 in cooperation with the Department of Labor and Employment (Dole), Pampanga Employment Services Federation, and SM City Clark.
He said that NCO Philippines and Sutherland Philippines are hiring 1,000 customer representatives each.
Other firms looking for applicants are Cyber City Teleservices, 500 customer services agents; 320 apprentices and 300 engineers and production staffers (regular positions) at Texas Instrument Philippines; 50 customer services agents at UPS Clark Philippines; 41 production staff positions at Apex Intec Philippines, C. Ltd. Inc; 25 casino managers, supervisors and staff at Hotel Stotsenberg; 10 administrative staffers and engineers; nine cutters and other positions at O&G Leather Manufacturing Inc.
The Clark Freeport now has a total of 55,500 workers.

Ex-cop slain, 4 guns-for-hire held

CAMP Olivas, Pampanga — A retired police officer was killed while four others were arrestedduring a police operation against suspected guns-for-hire in Licab, Nueva Ecija yesterday morning.

Chief Supt. Edgardo T. Ladao, Police Regional Office 3 director, said the slain suspect was identified as “SPO2 Bote.” He said investigators have yet to identify the arrested four suspects.

Ladao said the suspects were arrested after trading shots with the lawmen which resulted in the death of the retired police officer.

According to Ladao, joint elements of PNP-Intelligence Group, Regional Public Safety Battalion 3 and Nueva Ecija Provincial Police Office were to serve a search warrant in the house of a suspected member of gun-for-hire group when fired upon by the suspects.

Ladao said the operation is part of their aggressive drive against private armed groups and intensify its stricter implementation to recover and seize loose firearms in relation to the PNP’s “Oplan Paglalansag” program.

Police seized from the suspects a Gloc caliber 40 pistol, a .45 pistol and a fragmentation grenade.

Criminal charges will be filed against the suspects.

Council prescribes dress code to bar door girls

ANGELES CITY — The barangay council of Balibago passed an ordinance prescribing a dress code to door girls or doormen of night clubs along the entertainment area of Fields Avenue.
Balibago chairman Rodelio Mamac said there is a need to regulate the attires and behaviors of bar receptionists in order to prevent nuisance and maintain orderliness in the area.
Mamac said some of the entertainers, assigned as door girls, wear indecent clothes.
The barangay official also said that Balibago is at the forefront of the city’s entertainment industry as manifested by hundreds of local and international hospitality and food establishment operating 24 hours a day to cater to visiting foreign and local tourists.
In order to sustain this level of enthusiasm in the tourism industry, there is a need to set a decent dress code to assure that entertainment workers meet the standards and do not border on boundaries of obscenity, Mamac said.
Barangay Ordinance Number 11, Series of 2012 stipulates that Section 16 and 391 of the Local Government Code empowers the barangay council to approve ordinances for the general welfare of the barangay and prescribe penalties for any violation.
Mamac said the ordinance will also limit the number of doormen for every establishment in order to avoid troubles between the entertainers.
Some of the bar owners and managers expressed favorable response with the ordinance, according to Mamac.
However, the City Council has yet to review and approve the barangay ordinance.
It was learned that the City Council invited the barangay council in a hearing last Tuesday but the session did not push through due to lack of quorum.
