CLARK FREEPORT — Association of Laborers and Employees (ALE) party-list Representative Catalina Bagasina vowed Wednesday support for Private Sector Representatives (PSR) of the Regional Development Council (RDC).
During the Fourth National Convention of RDC PSRs themed “Private Sector Representatives: Advocates and Partners in National Development” at the Holiday Inn in this Freeport, Bagasina said the PSRs are the link and partner of the government in regional and national progress in levels of development, particularly in the advocacy of climate change, food security and business, power and energy, infrastructure and tourism.
Bagasina noted that she has recently passed House Bill 4750 or “an act promoting the use of Urban Farming in the country’s metropolitan areas to address food security concerns and regenerate ecosystem functions.”
“It is already on its second reading [in Congress] and we are pushing for its approval as our way of supporting food security and business and to adhere to efforts being made for climate change,” she said.
She said she will soon distribute some 10,000 compact fluorescent bulbs in exchange for electricity bills of consumers in support of the Department of Energy’s program on the use of environment-friendly and power saving light bulbs.
“With all these being undertaken by ALE, plus projects geared toward development of infrastructure to help boost tourism in the municipal and provincial levels, we hope to extend full support to the private sector in its objective to be a partner in national development,” said Bagasina.

CITY OF SAN FERNANDO — Three Kapampangans are among this year’s participants in the recent Seoul International Art Festival in Insadong, South Korea, joining prominent artists from around the world in a week-long exhibit of their works from June 13 to 19.
The Kapampangan artists are Don De Dios, Fidel Sarmiento and Eduardo Perreras who are among 10 other Filipinos in the festival participated in by American, Taiwanese, Japanese, Indonesian and Chinese artists, among others.
De Dios said they were fortunate to have been included in the roster of artists in the festival, stressing the event was a good venue to show Filipino art and expose the qualities of Kapampangan visual artists in the international art scene.
The event was aimed at promoting new trends in local art and provides a venue for artists to be seen in by an international audience.
Other Filipino participants in the festival are Mark Louie Gonzales, Sam Penaso, Lourdes Inosanto, Maria Margarita Chavez and Wilfredo Rufon.
The Seoul International Art Festival was organized by National Art Groups from Seoul South Korea as the lead sponsor for contemporary Visual artists from USA, Taiwan, Japan, Korea, Indonesia, Uzbekistan and Philippines.
The purpose of the Art festival is to achieve stronger ties among participating countries and also to expose the present Visual Art Scene in our respective countries.

CLARK FREEPORT — Pampanga Chamber of Commerce and Industry (PamCham) vice chairman Rene Romero said Wednesday that the Public-Private-Partnership (PPP) projects with the business sector in the country will greatly push development in the regions.
Romero made this statement during the 4th Regional Development Council Public Sector Representatives Convention at Holiday Inn.
Romero said this could only be achieved through the funding of vital infrastructure projects that would help in the development of the regions, particularly those near Metro Manila and economic hubs like Cebu and Davao cities.
Romero added the proposal for road interconnection from Tarlac to Baler in Aurora and the NorthRail project should be pushed through to speed up development for the Central Luzon region in the next 10 years.
Romero also urged President Benigno Aquino III to give a stronger voice to the RDCs in the shaping of fiscal and development plans. He said there are many brilliant proposals from the private sector lodged at the RDCs.
Meanwhile, the Regional Development Council (RDC) for Central Luzon called on the National Government on Wednesday to speed up development programs for vital infrastructure projects and sectors here.
RDC co-chairman Roberto Ramirez told Sun.Star Pampanga that development works for the Clark International Airport should now be prioritized to prepare it as the next international gateway of the country.
“There is also a need to boost plans for the energy sector, particularly on the development of power plants and the further study on nuclear energy,” Ramirez said.
Both businessmen are optimistic that the private sector can play a vital role in the development of the region through government partnerships.

MAKATI CITY – “By all means, you can use it.”

Thus quickly replied business tycoon Manuel V. Pangilinan when asked by Puntoif he would allow the use of the North Luzon Expressway (NLEx) for the high-speed train linking Clark International Airport (CIA) in Pampanga to the Metro Manila area, including the Ninoy Aquino International Airport (NAIA).

“It’s yours,” added Pangilnan, chairman of the Manila North Tollways Corporation (MNTC) which operates the 84-kilometer NLEx through the Tollways Management Corporation (TMC).

Pangilinan stressed that Clark needs an “Airport Express” train that will ferry passengers from Metro Manila to the CIA and vice versa.

Pangilinan said that a high-speed”is enough for us” becausebullet trains similar to the ones in Japan and some European countries are “very expensive.” He added that it will take about 45 minutes for the “Airport Express” to reach its first destination in Metro Manila.

“Commuter train will have many stops while an Airport Express will have few like the one that operates in Narita (Japan).It stops only at the Tokyo terminal,” he added.

Pangilinan said it would be ideal for the “Airport Express” to have at least three stops in Metro Manila.

He identified them to be at Balintawak or somewhere in Trinoma or SM North in Quezon City, the second one to be located somewhere in Manila like Dimasalang or University of Sto. Tomas and then the last one at Buendia Avenue in Makati. A set-up, he added, that is similar to Hongkong where it is a lot easier to travel.

Pangilinan said there is a need for government to put in place inter-modal transport systems that would connect the CIA to Bulacan and Metro Manila. But he made a distinction between the Northrail which he said is a “commuter line for Filipinos” and the need to have a so-called Airport Express.

ON THE SIDE

The multi-sectoral group Pinoy Gumising Ka Movement (PGKM), which has lobbying for the full development of the CIA as an international airport since the time of former President Fidel Ramos, proposed the use of the NLEx for the high-speed train to save the national government “time, money and property.”

Pangilinan said the path of the Airport Express should be “on the side and not the middle” of the highway similar to Hong Kong’s to prevent the destruction of other existing infrastructures at the NLEx.

ANGELES CITY- Pres. Aquino has been urged to revoke a “midnight” administrative order issued by former Pres. Arroyo two weeks before she stepped down from the presidency.

Administrative Order No. 288 signed by Arroyo on June 10, 2010, authorized a reclamation project in the Pampanga Bay that would allegedly cause massive flooding in Central Luzon and even parts of Metro Manila.

The AO created an “inter-agency body to facilitate the comprehensive study and planning of an integrated development project in Pampanga Bay.”

In a joint statement, the Koalisyon Kontra Kombersyon ng Manila Bay (KKKMB), the Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) and Anakpawis partylist said AO No. 288 “places Pampanga Bay as potential site for a reclamation project covering an area of 2,500 hectares.”

“Malacañang should not honor a midnight administrative order which now threatens the livelihood of marginalized fisherfolk and poor farmers along Pampanga Bay going through the mouth of Manila Bay,” the statement said.

It noted that the AO included “a plan involved the construction of river dikes along two major river systems to define the boundaries of river banks and create land strips with an average width of not less than 100 meters and extending from the towns proper of Lubao and Sasmuan towns up to the Pampanga Bay.”

“The dikes were also to provide areas for road right of way and for human settlements of mixed land uses following a linear type of development,” the statement said.

The AO did not cite any flood-control consideration in the project.

The AO identified the government agencies such as the Philippine Reclamation Authority (PRA) and the provincial and municipal governments of Pampanga as implementing agencies of the project.

Named as “support agencies” were the Department of Public Works and Highways, the Department of Environment and Natural Resources, the Department of Health, the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture; the Department of Tourism, and, on the port component, the Philippine Ports Authority.

But the statement of KKKMB, Pamalakaya and Anakpawis warned that “the reclamation project will result not only to demolition and destruction of livelihood and fishing villages, but it will cause a great deluge in Central Luzon.”

“The reclamation is basically an obstruction. It will submerge Pampanga, Bulacan and several portions of the National Capital Region in times of heavy rains brought about by frequent typhoons and tropical depression,” the statement said.

The statement further said that “the government is inviting a major catastrophe with its reclamation project in Pampanga Bay. It promises juicy commissions for government officials but will bring disaster to the people and the environment in Central Luzon.”

No less than 20 million people living in areas near Manila Bay both in Central Luzon and Metro Manila, will be affected, the statement said.

Pamalakaya and Anakpawis party list said they will seek a congressional inquiry on AO 288 and are even considering petitioning for a Writ of Kalikasan from the Supreme Court on the issue.

Pamalakaya noted that already, 80 houses in Macabebe and 562 houses in Masantol, both in Pampanga and another 12 houses in Hagonoy town in Bulacan have recently been demolished apparently in connection with the project.
