THE Philippines remains classified as “Tier 2” in the latest Global Trafficking in Person (GTIP) Report of the United States, Vice President Jejomar Binay said Wednesday.
Binay said the positive news was the result of the “effective coordination” from all member-agencies of the Inter-Agency Council Against Trafficking (IACAT).
“Being in Tier 2 status means that we are making significant efforts to comply with the requirements of the US Trafficking Victims Protection Act (TVPA),” Binay said.
These include increased funding for anti-trafficking efforts, implemented a new program to rehabilitate victims and negotiated agreements with other nations to protect overseas Filipino workers.
However, the US government can still see the presence of forced labor, exploitation and prostitution among Filipino men, women, and children.
The report added Filipinos seeking job opportunities abroad end up as trafficking victims and was often subjected to psychological and physical abuse.
Binay, who is also Presidential Adviser on OFW Concerns, said the Aquino government was able to achieve 39 trafficking-related convictions in a span of 22 months compared to the 29 convictions the previous administration had from 2005 to June 2010.
Expressing optimism as well is Justice Secretary Leila de Lima.
“That’s a good thing. We do everything in improving our initiative. In fact, we registered bigger improvements since last year but of course we still have a lot of work to do to achieve our target,” she told reporters.
Based on the US government’s Tier System, countries and territories, whose government fully comply with the Trafficking Victims Protection Act, are categorized under Tier 1.
While those countries and territories where government do not fully comply with the Act’s minimum standard but are making significant efforts to bring themselves into compliance with those standards fall under Tier 2.
Those in Tier 2 watchlist, however, are countries and territories that have an absolute number of victims of severe forms of trafficking that is increasing significantly. These are countries that failed to provide evidence of increasing efforts to combat severe forms of trafficking in persons from the previous year.
Countries under Tier 2 watchlist should make significant efforts based on commitments by the country or territory to take additional future step and extra efforts over the next year.
In addition, countries under the Tier 2 watchlist for two consecutive years are at risk of an automatic downgrade to Tier 3 and it may cause for US government to withhold the $250 million non-humanitarian assistance to all those Tier 3 countries.

JUSTICE Secretary Leila de Lima said she received no information yet on the alleged involvement of missing Jordanian journalist Baker Abdullah Atyani in terrorist activities.
Atyani and his crew were reported missing since June 12, but Local Government Secretary Jesse Robredo confirmed Wednesday morning that Atyani and his Filipino crew are in safe condition.
Although Robredo did not divulge the whereabouts of the journalist and his Filipino crew, cameraman Ramelito Vela and audio operator Rolando Letrero, he said the three will be called for questioning when they surface.
He said Atyani assured him he is taking full responsibility of his team.
He said with this development, search and rescue operations for the three have been ruled out.
Robredo earlier called for the declaration of Atyani as persona non grata for trying to interview the bandits without government clearance.
But de Lima maintained it is the government’s responsibility to protect its citizens including foreigners who are in the Philippines to either work or visit.
“We cannot just declare him persona non grata or ban someone from coming back to the Philippines because we have to be careful of possible repercussions especially with the international media,” she said.
The Justice chief also ruled out, for now, any cases that will be possibly filed against Atyani.
President Benigno Aquino III, however, expressed his disappointment on Atyani, who covertly interviewed the terror group Abu Sayyaf, saying he might be banned from entering the country again.

In an interview in Davao City, the President said Atyani should explain why he “made a deal” with the Abu Sayyaf Group (ASG) who is known as “enemy of the state.”

“Why are you in touch with a terrorist force in the country and you purposely misled government authorities who are trying to secure you. That has to be addressed,” Aquino said.

He also denounced the foreign journalist for putting the life of his Filipino news team in danger.

“We have to address the issue of why he has put so many people in (danger)… and the country’s reputation also in danger. He has not behaved as what a guest of the country should…but of course we will wait for a proper investigation,” the Chief Executive said.

Asked if he will support the recommendation of Robredo for Atyani to be banned from entering the country again, Aquino said: “I think it leads toward that path. But I want him to undergo the process. Give him a chance to explain himself.”
He said the government will make sure that Atyani and his team will be safe.

Once Atyani and his team resurface, Robredo said he will recommend to the Department of Justice and the Bureau of Immigration to ban the foreign journalist from returning to the country again.
“If you imperil yourself and you create problems for us, I think you should be banned from visiting our country again. If something happens to him, it is our responsibility,” he said, adding that his recommendation was for Atyani’s “own good and own security.”
Robredo said the government is coordinating with the family of Atyani regarding the matter.
He said the foreign TV reporter went to Sulu to do a documentary, which he described as “Mission Impossible type.”
He said Atyani is taking responsibility for the two Filipinos whom he hired to accompany him for the interview.
Robredo said the government is worried about their safety since they did not go to Sulu voluntarily but only because they want to do their job.

CLARK FREEPORT — Association of Laborers and Employees (ALE) party-list Representative Catalina Bagasina vowed Wednesday support for Private Sector Representatives (PSR) of the Regional Development Council (RDC).
During the Fourth National Convention of RDC PSRs themed “Private Sector Representatives: Advocates and Partners in National Development” at the Holiday Inn in this Freeport, Bagasina said the PSRs are the link and partner of the government in regional and national progress in levels of development, particularly in the advocacy of climate change, food security and business, power and energy, infrastructure and tourism.
Bagasina noted that she has recently passed House Bill 4750 or “an act promoting the use of Urban Farming in the country’s metropolitan areas to address food security concerns and regenerate ecosystem functions.”
“It is already on its second reading [in Congress] and we are pushing for its approval as our way of supporting food security and business and to adhere to efforts being made for climate change,” she said.
She said she will soon distribute some 10,000 compact fluorescent bulbs in exchange for electricity bills of consumers in support of the Department of Energy’s program on the use of environment-friendly and power saving light bulbs.
“With all these being undertaken by ALE, plus projects geared toward development of infrastructure to help boost tourism in the municipal and provincial levels, we hope to extend full support to the private sector in its objective to be a partner in national development,” said Bagasina.

CITY OF SAN FERNANDO — Mayor Oscar Rodriguez urged residents in this city Wednesday to be “cautious” of candidates for the 2013 mayoralty race here.
This came after his former rival, Dr. Reynaldo Aquino, expressed his intention of running again for election in the capital city.
Aquino earlier said he is “offering himself for service once more.” He was the first city mayor of San Fernando from 1995 to 2004.
Rodriguez, when asked to comment on Aquino’s early declaration, said he (Aquino) or any other candidate is welcome to run in the mayoralty race.
However, he was quick to add that residents should check on the political history of candidates before making any choices this early.
He added that residents should also check the credibility of candidates, and if they still have unsettled issues in their previous terms.
Rodriguez said he is saddened by the apparent early campaign of some politicians aspiring for posts in 2013, adding the city is already littered with posters from politicians.
When asked on his camp’s preparations for the 2013 mayoralty race, Rodriguez said he is leaving it all up to Vice Mayor Edwin Santiago to make the line-up and necessary preparations.
“I don’t want to be accused of meddling too much in the process. But currently, we have many competent and credible people who will make the line-up. I leave the selection to Santiago,” Rodriguez said.

CITY OF SAN FERNANDO – Third District Rep. Aurelio “Dong” Gonzales and his wife, Elizabeth, have been delivering basic services to the people here and nearby Sta. Ana town.

In a statement, Gonzales said he extended P100,000 in financial assistance to local farmers in Sta. Ana during the Farmers’ Day in Barangay Santiago last week.

Gonzales disclosed that at least 150 farmers from four barangays benefited from his assistance.

Gonzales said that the event aimed to provide farmers here a venue to air their concerns and other issues concerning farm inputs and assistance. The event was organized by the municipal government of Sta. Ana led by Mayor Rommel Concepcion.

Elizabeth, on the other hand, presided over the medical and dental mission of Gonzales at the congressman’s district office in Barangay Sindalan, here, on Wednesday.

At least 200 people were benefited, it was learned.

The event dubbed “Lovehealth-Medical and Dental Bonanza” is the latest of the social service missions Gonzales has entrusted to his wife for implementation in his district.

The St. Ezekiel Moreno Medical Surgical Dental Prayer Mission assisted the Gonzales couple in the outreach program.
