CITY OF SAN FERNANDO — Mayor Oscar “Oca” Rodriguez challenged Friday students enrolled under the City Government’s Special Program for the Employment of Students or SPES to “study hard, grab the opportunities at hand and share their blessings to the less fortunate.”
Addressing to hundreds of students and their parents from the City of San Fernando, Sta. Ana, Arayat, Mexico, and Bacolor at the Ninoy Aquino Amphitheater of Heroes Hall, Rodriguez said that the SPES grants and incentives they receive must be put into good use.
“This is my challenge to you. For you to do it. For you to grab this very good opportunities to finish your studies then help and share your blessings to the less fortunate when the time comes. Do not be selfish because the call of the times is volunteerism and sharing to become resilient,” he stressed.
Rodriguez said he wants the students to become part of a well-educated society in a habitat of human excellence.
“This is the very reason why I am expanding our education program to the rest of the Third District. Dapat, lahat ng lugar dito ay lugar ng mga marangal at edukado,” he said.
He added that both parents and students should value the gift of education and have that sense of fulfillment to be able to serve.
“I become emotional whenever I talk about education and poor students who aspire for a decent life by acquiring a diploma. Tunay akong nagmamahal sa kabataan at edukasyon. So this is my challenge to you. To do it and serve others who do not such privileges as yours,” said Rodriguez.
The students and parents, represented by Mary Jane Manabat and Remie Sarmiento, both expressed their gratitude to Rodriguez.

CANDABA, Pampanga– Mayor Jerry Pelayo said government funds allotted for infrastructure development in Pampanga’s fourth district were wasted by the incumbent representative.
Speaking before local media, Pelayo said hundred-million worth of funds allotted for infrastructure development in the district were wasted.
“Sayang. Mesira yamu (It was a waste of fund since it’s broken now),” Pelayo said while citing the P77 million Candaba-San Luis-San Simon section of the Arnedo Dike.
Pelayo also cited infrastructure projects which are now damaged like the asphalting of the Arayat-Masantol Setback Levee worth P46 million; the Masantol-Pampanga Delta Section worth P155 million; and, the slope protection of Sitio Pansol in Barangay Pasig worth P1.8 million.
Pelayo blamed the 24 year political reign of the Bondocs in the district why towns there still suffer from severe flooding despite millions worth of infrastructure projects allocated for the fourth district.
“[The Bondocs] have governed the district for 24 years, [President Gloria Macapagal-Arroyo] reigned for nine years. If they only wanted, the district should not have any problems of flooding anymore,” Pelayo said.
Pelayo said coordination between the district representative and the national government is needed to improve flooding situation in the district.
Pelayo is set to run as congressman against Juan Pablo “Rimpy” Bondoc during the 2013 midterm elections.

CLARK FREEPORT–The Subic-Clark Alliance for Development Council (SCADC) has thrown its support behind a new set of policy proposals aimed at decongesting traffic to and from the Manila ports.
The proposed policy mix, which is contained in a study funded by Japan International Cooperation Agency, is seen to give a major boost to the underutilized Subic and Batangas ports to where spill-over container cargoes
would be rerouted.
The proposal includes, among others, new pricing strategies such as reduced wharfage, berthing fees and vessel-related charges in Batangas and Subic ports; and a six-year delay in capacity-expansion investments at the South Harbor and Manila International Container Terminal (MICP).
“The JICA-funded study validates what we have been saying all along: that we should learn from Laem Chabang experience and that the already congested Manila ports should stop accommodating more shipments and allow the active use of both Subic and Batangas ports,” Felicito Payumo, SCAD Council chairman, said.
Payumo said this as he recalled the Bangkok port experience that led to the rise of nearby port of Laem Chabang.
Manila is equidistant at 110 kilometers from both Subic up north and Batangas down south, nearly the same distance between Laem Chabang and Bangkok.
“By way of comparison, the Laem Chabang port in Thailand was built to decongest the Bangkok river port — the same reason we built Subic port to decongest Manila. Both Bangkok and Manila ports were doing two million TEUs (twenty-footer equivalent units) then. Now, Laem Chabang with six berths is doing three million TEUs while Bangkok is limited to just one million TEUs,” said Payumo, a former chairman and administrator of Subic Bay Metropolitan Authority (SBMA), which owns two container terminals in Subic Freeport, and now board chairman of Bases Conversion and Development Authority.
“The policy mix that JICA study is endorsing to decongest port and road traffic in Metro Manila augurs well for both Subic and Batangas ports, the capacities of which are presently underutilized,” Payumo said. “If adopted and carried out, this policy mix can stimulate the development of Southern Tagalog and Central Luzon regions.”
The JICA-funded study, which was conducted by Transport and Traffic Planners Inc., said port usage in Subic in 2011 was 5.6 percent of its actual capacity and port utilization in Batangas, 4.2 percent. The Manila
ports, it added, handled 98.2 percent of total volume of container traffic passing through these three major ports (Subic, Manila and Batangas).
Payumo noted that although both Subic and Batangas ports had begun adjusting their pricing strategies, there were still adjustments to be done, like changes in vessel-related charges.
“There is also a need for shipment consolidators as there are enough export volumes in the Subic hinterlands which still pass through the Manila ports. This is the only way to break the ‘chicken or egg’ situation for the Subic port, where few ship calls are attributed to lack of volume shipments, and where the lack of volume shipments is blamed on few ship calls,” he said.
JICA earlier estimated that the provinces of Pampanga, Zambales, Tarlac, Bataan, Bulacan and Pangasinan generated a combined cargo volume of 1,572 TEUs per week, which would total to 786,000 TEUs a year, a volume that exceeded the combined capacities of two container ports in Subic. ●Marna Dagumboy-del Rosario

CLARK FREEPORT—Capt. Francisco Cadenas, a pilot of 35 years, and Christopher Cruz, a geodetic engineer, made a historic flight to the Pampanga River basin on a Cessna 206 from the Clark International Airport on Nov. 22.
With Cadenas in control of the plane and Cruz in command of the Light Detection and Ranging (Lidar) instruments, the Philippines has entered an era of modern flood hazard mapping and simulation on 18 major river basins to save lives and property whenever disaster strikes.
The mission of Cadenas and Cruz was laid out by President Aquino to find a “long-term solution to all the death and destruction wrought by natural hazards,” said Science Secretary Mario Montejo shortly before the maiden flight took off at 4 p.m. on Nov. 22.
The project’s second plane followed, heading as well to the Pampanga River basin.
The Aquino administration has given priority to disaster risk reduction in the country. According to the Belgium-based Center for Research on the Epidemiology of Disasters, the Philippines is the third most disaster-prone country in the world and among the most frequently visited by natural hazards in the last 10 years.
Montejo said the Lidar, which had been installed in the plane after its passenger seats were removed, is flown at an altitude of 1,000 meters or beyond and acquires high resolution images that can be processed into three-dimensional (3D) maps of the 18 major river basins, including watersheds in the country.
“These fine resolution maps will be processed further to make more accurate flood models that will be the basis to warn communities in advance of potentially deadly floods,” he said.
“The flood models can be so detailed that residents can find their houses [in the maps],” said Dr. Enrico Paringit, program head of DREAM (Disaster Risk and Exposure Assessment for Mitigation) by the University of the Philippines’ National Engineering Center.
DREAM, done on a grant from the Department of Science and Technology (DOST), is tied to the agency’s Nationwide Operational Assessment of Hazards (Project Noah).
Lidar, which relies on amplified light to rapidly take images, originated in Germany, Canada and the United States. “Its application has rocketed in the last 10 years but this is, so far, the first Lidar project of the Philippine government,” Paringit said.
It is the “most effective technique to accurately measure elevation and depth for flood modeling,” he said.
The Lidar project, to be completed in two years by 50 Filipino experts, mostly from UP, costs the government P1.6 billion. It leased the two aircraft from the Asean Aerospace in Clark after undergoing bidding.
Montejo thanked the British Embassy in Manila and the British government’s environmental agency for sharing its expertise with the project.
UP president Alfredo Pascual said the project was very important to the university because it “makes true the mandate [of the state university] to assist the government.”
DOST officials said the catchment area of the 18 river basins that would be mapped, at 105,631 square kilometers, is one-third of the country’s total land area.
The flood models would be included in the Project Noah website and integrated in existing systems such as the Pampanga River Basin Flood Forecasting and Warning System (PRBFFWS). The PRBFFWS, located in the City of San Fernando in Pampanga, has water sensors and rain gauges that feed real-time data to computers.
Paringit said the first rough flood model of Marikina City was tested during the southwest monsoon rains in August.
According to a project briefing, the 3D maps can be used for forest inventory, environmental monitoring, infrastructure planning, fault line mapping, archaeological surveys, agricultural assessment, government revenue management and postdisaster damage assessment.
Montejo said policies were being discussed in terms of data use and access. The images may also be used to find out what would happen if gates of certain dams are opened, he said.
