AirAsia to hire 54 more pilots, cabin crews

CLARK FREEPORT – Low cost carrier Philippines’ AirAsia is set to hire 54 more workers, including 20 pilots and first officers, in preparation for the arrival of its two new Airbus A-320 at the end of the year.

In a phone interview on Thursday, AirAsia CEO Marianne Hontiveros said they had launched a massive campaign to inform prospective cabin crews, pilots and first officers about the hiring of additional personnel.

Hontiveros said the 60 percent Filipino-owned airline currently has 171 workers, 94 of whom are cabin crews, pilots and first officers.

“Our pilots and crews for Airplane 3 are now at the AirAsia Academy in Kuala Lumpur (Malaysia) for their training.

All AirAsia personnel train there to learn, especially the culture and ways of different nations,” said Hontiveros, referring to the third Airbus A-320 which is set to arrive in November.

“We are hiring for our fourth plane which is set to arrive in December,” she added.

Hontiveros on June 9 led Philippines’ AirAsia’s inaugural international flight to Kuala Lumpur via their hub in Clark.

Hontiveros announced on Wednesday that AirAsia will have regular flights from here to Hong Kong and to Macau starting July 19. She added that tickets sales have started on June 13 until June 19 for the flights to start on July 19.

To commemorate the twin launch, AirAsia is offering “all-in promo fare” of only P688 one way from Clark to Hong Kong and from only P588 one way from Clark to Macau. Tickets for this promo are available for flights up to January.

Mt. Pinatubo confusion resolved

No work only in gov’t offices, no classes today in Pampanga, but usual day in Angeles City

CITY OF SAN FERNANDO – This entire province will mark today (June 15) the 21ST anniversary of Mt. Pinatubo’s “big bang,” but confusion has arisen on whether it’s a non-working, no-classes commemoration.

Vice Gov. Joseller “Yeng” Guiao, who is acting Pampanga governor, clarified yesterday that he issued last June 13 Executive Order (EO) 08-2010 declaring June 15 as a non-working holiday only for government offices and no-classes in both public and private schools in the province.

“The private sector offices are not covered since last year, businessmen were against a non-working holiday,” Guiao told Punto. He has been acting governor since last week, as Gov. Lilia Pineda is on vacation in the US.

But in Angeles City, a chartered city outside the administrative jurisdiction of the provincial government, Mayor Edgardo Pamintuan said he withdrew a city ordinance that initially declared every June 15 as a special non-working holiday to commemorate “heroic lessons learned from the eruption of Mt.Pinatubo.”

“The cancellation of Ordinance 688-12 was prompted by the absence of a Presidential Proclamation or an Act of Congress, which by law, are the only basis for the declaration of special non-working holidays both in national and local application,” said Pamintuan who is a lawyer.

Guiao said, however, that he had consulted with the lawyers of the provincial government about the non-working and no-classes status of his order and that they assured him that he had powers to issue the EO.

The official status today: no work in government offices and no classes at all public and private schools throughout Pampanga, while in Angeles City, all work and classes will go on as usual.

In his EO, Guiao noted that “the eruption of Mt. Pinatubo in June 1991, is considered to be the worst disaster to hit the province of Pampanga in living memory.”

Yet, he noted that “21 years after the catastrophe, Pampanga has evidently recovered from the devastation, and is now enjoying exemplary growth and development.”

“Pampanga’s rise after the said calamity is a testament to its people’s resiliency, determination in the face of overwhelming adversities and unity,” he noted.

Mt. Pinatubo erupted during the term of Guiao’s father, the late Gov. Bren Guiao who also pushed for the construction of the so-called megadike at the Pasig-Potrero river that was a major channel of volcanic flows from Mt. Pinatubo.

The megadike saved the capital town of San Fernando and other areas from being buried by volcanic debris.

Proposed $50 contribution for distressed OFWs questioned

MIGRANTE International scored a lawmaker’s proposal to require overseas Filipino workers (OFWs) to pay $50 or around P2,100 as contribution to the Overseas Workers Welfare Administration (Owwa) Emergency Repatriation Fund before leaving the country.
Manila Representative Ma. Theresa Bonoan-David authored House Bill 6195 seeking to amend Republic Act (RA) 8042, or the Migrant Workers and Overseas Filipinos Act of 1995.
RA 8042 has already created and established an Emergency Repatriation Fund under the administration, control and supervision of Owwa with an initial funding of P1 million.
The House measure provides that for every worker recruited or deployed overseas, the recruitment agency or its employer shall contribute $50 to Owwa’s Emergency Repatriation Fund.
“The bill intends to provide the necessary measures for the government to carry out its responsibilities to assist distressed OFWs in cases of war, epidemic, disaster or calamities, natural or man-made, and other similar events, and promote their general welfare,” Bonoan-David said.
But for Migrante, it is unacceptable that more payments are required from OFWs. “It is just an added burden to already overburdened OFWs.”
“Instead, lawmakers must give up and volunteer to channel her millions of pork barrel allocation to Owwa’s emergency repatriation fund,” it added.
Under the bill, distressed OFWs can be repatriated during wars, epidemics, disasters or calamities, natural or man-made, and other similar events.
The bill will also establish and maintain an up-to-date database and locator system of OFWs necessary for their repatriation, as well as the necessary disaster preparedness and mitigation measures.
But Migrante said the lawmaker’s proposal is also “ill-advised as there is no lack or shortage of funds for distressed OFWs in the Owwa coffers.”
“The OFWs trust funds held in trust to Owwa is now about P13 billion and is earning, and yet the Owwa does not have enough programs and welfare services to OFWs and their dependents, including the proper use of its Emergency Repatriation fund,” said Migrante.
It added that the problem is actually the lack of transparency in the agency and not the lack of funds.
“The Owwa has not been transparent on the real status of the OFWs trust fund and where it is being spent,” Migrante said.

Government maintains deployment ban to Syria

FILIPINOS are still being advised not to go to Syria because of escalating violence between pro and anti-government forces there, Malacañang said Sunday.
“The government’s thrust in Syria is to get our people out. Please let us not add to the problem of evacuating people there because the situation there remains dangerous,” deputy presidential spokesperson Abigail Valte said in a radio interview.
The government has an existing ban on Filipino workers bound for Syria but some still managed to leave the country through illegal recruiters, the Department of Labor and Employment said on Saturday.
The government has moved out 1,531 Filipinos from Syria since March 2011 as crackdowns brought by moves to oust President Bashar-al-Assad claimed thousands of lives. Officials said there are nearly 7,000 Filipinos who are still in the conflict-stricken nation.
Valte asked for cooperation from those who insist to stay in Syria despite the danger.
She reiterated that the government is doing its best to look for other countries where the repatriated OFWs could work.
Majority of the OFWs in Syria refused to go home due to fear of lack of economic opportunities.

8 cops ordered arrested for bloody Parañaque shootout

THE Court of Appeals (CA) ordered the arrest of eight Parañaque police officers involved in the death of a civilian and his daughter during a shootout with the notorious Waray-Waray Ozamis robbery gang in December 2008.
The CA’s Eight Division likewise directed the Paranaque Regional Trial Court (RTC) to reinstate the complaint for two counts of murder against Police Chief Inspectors Lawrence Cajipe and Joel Mendoza, Police Inspector Gerardo Balacutan, Police Officer 3 Jolito Mamanao Jr., Police Officer 3 Fernando Rey Gapuz, Police Officer 2 Eduardo Blanco, Police Officer 2 Edwin Santos and Police Officer 1 Josil Rey Lucena.
The policemen were ordered to face trial for the murder of 53-year-old seaman Alfonso “Jun” de Vera and his seven-year-old daughter Lia Allan.
In a decision written by Associate Justice Noel Tijam, the CA said the Parañaque court committed grave abuse of discretion in dismissing the complaint against the policemen after it did not find judicial probable cause for the issuance of a warrant of arrest against them.
It reversed and set aside the trial court’s ruling that held there was no probable cause for the issuance of an warrant of arrest because the complainant, Lilian, wife of the victim, did not mention any of the policemen to have participated in the shooting and killing of the victims.
The trial court’s finding of probable cause was anchored on the policemen’s defense that the evidence tends to show that “they acted only as members of a blocking force during the shooting incident which led to the death of Jun and Lia.”
The CA said the trial court dismissed the murder charges without evaluating the evidence of both parties in a full trial. Contrary to the RTC’s findings, there is sufficient basis to proceed with the trial.
“This Court, thus, is of the considered view that there is ample evidence and sufficient basis on record supporting a finding of probable cause. Needless to say, a full-blown trial is to be preferred to ferret out the truth,” the CA added.
Concurring with the ruling were Associate Justices Romeo Barza and Edwin Sorongon.
The Paranaque RTC’s decision prompted the government prosecutors to elevate the case before the CA.
Records showed Cajipe and his men were among the 25 cops who were initially charged before the Department of Justice for the shooting incident, which took place on December 5, 2008 at the United Parañaque Subdivision IV, West Service Road.
The shooting also resulted in the killing of 14 robbery suspects.
The DOJ leaned on the affidavits of eyewitnesses Hilario Dauz Indiana and Ronald Castillo, who both claimed that De Vera and her daughter were not killed during the shootout between the 25 accused and the robbers.
In fact, the DOJ pointed out that there was no exchange of fire as the policemen were in complete control of the area where the two were killed.
Castillo corroborated Indiana’s account that the policemen peppered with bullets the Isuzu Crosswind then being driven by De Vera, instantly killing his daughter who was seated in front of the vehicle.
When De Vera alighted from the van to carry her daughter to safety, the policemen followed him and shot him in the head.
Based on investigations, there were some 80 bullets pumped into De Vera’s vehicle, indicating that a number of policemen could have fired at the vehicle of the victims, contrary to the claim of policemen that they were caught in the crossfire with the robbery group.
In the complaint filed by De Vera’s wife, the policemen allegedly violated the Philippine National Police’s (PNP) rules of engagement that led to the death of her husband and daughter.
The wife said the policemen were cordoning off the area in an attempt to block a group of robbers who engaged policemen in a running gunbattle on Sampaguita Avenue.
The policemen, according to the complainant, might have mistaken her husband and their van, with license plate van XEW-327, as one of the getaway cars of the suspects.
She said her husband and daughter were on their way to pick her up in Pasay City as they agreed to have a late snack.

Arroyo’s desire to play golf, use gadgets ‘understandable’

IT IS natural for prisoners to miss some of their routine activities while in detention, a Malacañang official said, referring to former President Gloria Macapagal-Arroyo’s yearning to play golf and use laptop and cellphone.
“We understand it since anybody in detention will have a restriction of liberties,” deputy presidential spokesperson Abigail Valte said in an interview with state-run dzRB.
Lawyer Raul Lambino said Arroyo wanted to play her favorite sport while watching him doing it at the golf course of the Veterans Memorial Medical Center (VMMC) in Quezon City where the lawmaker is detained for electoral sabotage charges.
Lambino is Arroyo’s legal spokesperson.
Valte said the Palace will leave it to the Commission on Elections (Comelec) if it will oppose Arroyo’s request to use gadgets and to the Pasay City Regional Trial Court branch 112 to decide on Arroyo’s plea.
The court is currently haring the former leader’s petition to post bail on the case that stemmed from supposed irregularities in the results of the 2007 senatorial elections in Maguindanao.
Arroyo remains at the hospital as she has yet to fully recover from a degenerative bone disease. Her lawyers have been appealing to the court to allow her to seek medical treatment abroad.
Lambino said Arroyo keeps herself busy by writing memoirs about her nine-year term as President.

Villages get incentives for anti-dengue campaigns

CITY OF SAN FERNANDO — Three villages in this city named as “Star Barangays” recently received incentives by Health Secretary Enrique Ona and Mayor Oscar Rodriguez for their successful anti-dengue campaigns.
Barangays Maimpis, San Jose and Sindalan received P5,000 and P10,000 respectively, plus plaques of recognition, for achieving “almost zero and the least number of dengue cases” last year until the second semester of 2012.
Ona said, in handing over the incentives, the three villages exemplify the health department’s objective of ridding communities of dengue and reducing the number of cases through strong and effective strategies at the grassroots level.
“This is exactly what we at the Department of Health have been driving at. Our dengue-free communities program is not only a shift from reactionary strategies to forward planning and long-term prevention, but also aims to increase public awareness on dengue to help reduce the risk of transmission and strengthen regional collaboration and responsibilities for dengue control,” Ona said.
Rodriguez said that the anti-dengue campaign is part of the Star Barangay program.
“We have actually incorporated that in the city’s Star Barangay program. By going down to the grassroots, we are able to reduce the number of cases of dengue in these barangays. With the new strategies from the DOH that will be pilot-tested in the city, we are looking at further reducing dengue cases and strengthen anti-dengue campaigns in our 35 barangays,” he said.
Both Maimpis and Sindalan village chiefs Romeo Dizon and Arnel Sicat told Sun.Star Pampanga that the incentives will be used to beef up their anti-dengue drives and possibly attain zero dengue cases.
“Our anti-dengue campaigns, which have been integrated with solid waste management and disaster risk management, will be boosted by the incentives we received. The challenge for us now is to attain the zero dengue case status,” Dizon said.

‘Unity is key to good quarry collection’

CITY OF SAN FERNANDO — Provincial Environment and Natural Resources (Penro) officer Art Punsalan said unity, coupled with an effective quarry collection system, is the key to the high revenue collection of the province from its quarry operations.
Punsalan made this statement during another benchmarking activity here participated by provincial employees and department heads from Davao del Norte.
They trooped to Pampanga just to learn from its quarry collection that has been reaping millions in revenue.
The quarry collection for Pampanga is at P25 million per month on average at present. The towns and barangays with quarry operations get 30 percent and 40 percent, respectively, from the bulk of the collection.
The operations are directly handled by the Kalam, the quarry monitoring arm under the Office of the Governor, with paperwork and oversight of the quarry sites by Penro.
“Unity among the members of the Provincial Government of Pampanga and the local chief executives of the towns has been beneficial in the implementation of government policies towards quarry collections, and in the institution of reforms and mechanism that weed out corruption,” Punsalan said.
Punsalan added officials and government managers can learn a lot from Pampanga, even now that quarry collections for the month of April were posted at P23,520,000, pushing total revenues from January to April this year at P101,477,500.
At present, the grand total in quarry revenues stands at P459,242,500, covering the period July 1, 2010 to April 30, 2012.
However, the recent benchmarking also discussed other management systems of Pampanga, particularly in the operation of hospitals and barangay service programs.
“This only means that the Provincial Government of Pampanga is doing well and that more and more people would like to learn from our government practices,” Punsalan said.
Just recently, officials from Isabela, Surigao Del Norte, and Bukidnon also visited Pampanga to learn from its system, which they described as efficient, productive and with no room for corruption.

Bataan Freeport joins group to promote country as investors’ haven

MANILA – The Authority of the Freeport Area of Bataan (AFAB) joined the Philippine Investment Promotion Plan (PIPP) Steering Committee tasked to further develop and harmonize investment promotion plans of freeports and ecozones in the country.

This was disclosed by AFAB Chairman and Administrator Deogracias G.P. Custodio in a statement released here on Wednesday.

He added that they joined the PIPP to help in promoting the Philippines as the investors’ destination of choice.

Other members of the steering committee include the Board of Investments (BOI), heads of the Philippine Economic Zone Authority (PEZA), Subic Bay Metropolitan Authority (SBMA), Cagayan Economic Zone Authority (CEZA), Zamboanga City Special Economic Zone (ZCSEZA), Aurora Special Economic Zone (ASEZA), Philippine Retirement Authority (PRA), Phividec Industrial Authority (PIA), BOI-Autonomous Region of Muslim Mindanao (BOI-ARMM) and the Bases Conversion Development Authority (BCDA).

In the first Steering Committee meeting, the members were requested to present their respective area.

Custodio said the FAB “is on the upswing”, citing more than 40 percent increase in locators.

He said the “intensified infrastructural developments to the low cost of electricity and water, the FAB is more than ready to accommodate further developments that the PIPP will bring.”

The PIPP is a medium term marketing development plan to synchronize strategies in investment promotion that will bring more foreign investments in the Philippines.

Filipino peasants fly to Rio de Janeiro

ANGELES CITY- Filipino “peasants” in Rio de Janeiro?

Yes, members of Philippine peasant organizations are in the Brazilian capital, but not to sashay to the beat of carnival.

They come from the Kilusang Magbubukid ng Pilipinas (KMP) and the National Federation of Peasant Women (Amihan) and Asian Peasant Coalition (APC) who flew to Rio de Janeiro to join their counterparts from other countries under the International League of Peoples’ Struggle (ILPS) to protest the so-called Green Economy of the United Nations Conference on Sustainable Development, also known as Rio 20+, to be held in the Brazilian city.

“The chiefs, agents and apologists of the discredited world capitalist system are exploring and exploiting the United Nations Conference on Sustainable Development otherwise known as Rio+ 20 to mislead and coerce the toiling people of the world to accept their long-running program of modern-day slavery under the pretext of sustainable development, poverty eradication and promotion of food security,” said a joint statement of the KMP, Amihan and APC.

Speaking as head of the Philippine delegation, Lita Mariano of Amihan noted that “20 years ago, capitalist exploiters made the use of the same recipe courtesy of the First Rio Earth Summit in 1992.”

“The outcome was a global disaster with half of the global population now living on less than $ 2.50 a day.

Nearly 1 billion people, mostly from underdeveloped countries are traumatized by daily hunger and close to 2 billion people are terrorized by abject poverty,” she said.

Mariano said “amidst the widespread poverty, hunger and dispossession, big capitalist economies managed to amass 70 percent of the world income, and this wealth is sealed in the hands of 20 wealthiest people, majority of them are headquartered in the protected borders of the United States, the European Union and other nations comprising the imperialist bloc.”

“The global reality depicts that the bottom 20 percent of the global population share only 1 percent of the global income, a lucid testimony to the widening gap between rich and poor countries under the current modern-day slavery of global monopoly capitalism,” she added.

Mariano noted that the Green Economy agenda in Rio+20 “will continue to and further intensify the policies of liberalization, privatization, deregulation and denationalization of underdeveloped economies.”

“It will usher an unprecedented era of global landgrabbing, food crisis, massive joblessness, environmental catastrophe and worldwide dispossession,” she added.

She also warned that “Green Economy will further push wages of working people to rock bottom levels and more drastic cuts on social services, while providing super tax holidays, juicy contracts, corporate subsidies and grand bailouts to corporations.”

For his part, Pambansang Alyansa ng Lakas ng Mamamalakaya ng Pilipinas (Pamalakaya) national chairperson Fernando Hicap said “the Green Economy deserves global rejection of the toiling people.”

He warned of a “syndicate headed by the United States and the European Union which will exploit the green economy catchphrase to convince underdeveloped economies to open their water resources including oceans and lakes, municipal waters and offshore waters to transnational investments for privatization, free entry of investments and denationalization.”

According to Hicap, the mad rush for Green Economy prompted Pres. Aquino to offer two of the major fishing areas—the 90,000 hectare freshwater Laguna Lake and Manila Bay- to Green Economy investors.

“Under the Green Economy inspired Public-Private Partnership (PPP), the Aquino government offered to financial investors 54 big ticket projects in Laguna Lake that would initially cost local taxpayers some P 400-billion,” the Pamalakaya leader said.

He said the Laguna Lake Master Plan, a “Green Economy” development program hopes to transform the lake fishing environment into a major industrial and commercial hub for foreign and local investments.

Hicap said that in Manila Bay, the government has embarked on a national reclamation plan consisting of 38 land reclamation projects and will eat up 26,234 hectares of foreshore areas and coastal lands under the concept of Green Economy.

“The bankruptcy and sinister agenda of Green Economy is further exposed by the widespread offshore mining activities in the Philippines.

The Aquino administration has put in the bidding table over 10-million hectares of ocean waters in Visayas Sea, Palawan Sea, Sulu Sea and other areas in the disputed South China for oil and gas exploration,” Hicap also said
