MALACANANG on Wednesday said it respects the decision of the anti-graft court Sandiganbayan allowing former First Gentleman Jose Miguel Arroyo to leave the country.
“We have no comment one way or the other since it was a decision made by the Sandiganbayan,” presidential spokesperson Edwin Lacierda said.
He added that the Palace has no problem with Arroyo’s travel for as long as he comply with the condition set by the anti-graft court.
“The Sandiganbayan based its decision on the commitment made by the former First Gentleman which includes the bond,” the Palace official said.
The Sandiganbayan 4th Division has granted the request of Arroyo to travel to Japan and Hong Kong from June 16 to 24.
He was required to settle a bond of P90,000, submit his bookings and tickets upon return and have personal appearance before the court within five days upon his return.
The former First Gentleman was invited by a local Filipino community in Hong Kong and he was also set to attend to some family business.
This is the second time the Sandiganbayan allowed Arroyo to leave the country since he was charged for the $329-million botched national broadband project with Chinese firm ZTE Corp. along with wife former President Gloria Macapagal-Arroyo.

MALACAÑANG said Wednesday that President Benigno Aquino III is ready to face any possible impeachment complaint to be filed against him in the House of Representatives.
In Tuesday’s freedom day protests, militant group “Oust Penoy Movement” (OPM) said it plans to file charges against the Chief Executive for violation of the Constitution and acts of treason.
“Let them file it if they feel that there are grounds which we believe there are none. We will just face it and I think it’s another of those… What do you call this thing? Sham filings. So let them file it,” Presidential spokesperson Edwin Lacierda said.
Mon Pedrosa, OPM spokesman, said the group will file an impeachment complaint soon, but he did not give a date.
During a rally at Plaza Miranda, he cited several alleged unconstitutional acts of Aquino as basis for his possible ouster.
Pedrosa accused the President of illegally entering into a coalition with the leftist group and giving approval to the clandestine return of exiled rebel leader Jose Ma. Sison in preparation for the supposed imminent takeover of the government.
He also criticized the President for holding discreet meeting in Japan with the Moro Islamic Liberation Front (MILF) believing that his acts “endanger democracy and bills of rights.”
Pedrosa also accused the President of “illegally using government funds such as pork barrel, to influence the legislature to railroad the impeachment trial of the Chief Justice and manipulate public opinion through the heavy use of tri-media and other tools of public persuasion.”
He also charged the President of “illegally permitted the Philippines to become a virtual military base by the US, doubling the term of the Visiting Forces Agreement and allowing the use of airports for US needs and letting US nuclear armed naval warships ply Philippine waters.”
He said the President “violated the system of check and balance of the three branches of government and gravely abused presidential powers leaning toward one man rule.”
Pedrosa also lambasted the President for “illegally ordering Secretary Leila de Lima to defy the TRO of the Supreme Court and a Panamanian diplomat-rapist to escape prosecution.”
Other unconstitutional acts mentioned by Pedrosa include: “illegally ignoring the rights of the unborn child and its protection by the state as mandated in the Constitution; illegally setting aside the constitutional provision that the President of the Philippines should be physically, mentally and emotionally competent to fulfill his duties and illegally disregarding the unconstitutionality of the last May 10, 2010 elections and agreeing to be digitally elected president by Smartmatic and not by the Filipino people.”

ANGELES CITY – The City Government will now work full time in the creation and establishment of a heritage district in this city, a top official said.
This development came after the Museo ning Angeles was recently declared as an important cultural property and was turned-over to the National Museum of the Philippines.
Vice Mayor Vicky Vega-Cabigting said that through the insistence of Mayor Edgardo Pamintuan, the City Council had worked out supporting ordinances not only for the utmost preservation of the Museo ning Angeles, but other historical edifices in the city.
“It’s in the works and we are looking at a heritage district from Sto. Rosario Street to Lakandula where a lot of rich cultural and heritage structures abound,” she said.
Vega-Cabigting added that the City Council would pass more ordinances on their preservation, if needed.
“We will definitely study passing more ordinances regarding culture and heritage if needed so that we could strictly pursue the preservation of such structures, especially now that the Museo ning Angeles has been declared a national cultural property,” she said.

CITY OF SAN FERNANDO – A local executive order was passed declaring a suspension of work in all government offices and of classes in public and private schools in Pampanga on June 15 in commemoration of the 21st anniversary of the Mt. Pinatubo eruption.
Acting Governor Joseller Guiao signed the order at 4 p.m. Wednesday. He was quick to point out, however, that the Executive Order does not cover the private sector and businesses like banks and other firms.
“It would be a regular working day for them (private business sector) and it will entirely be up to them if they would declare suspension of work. It’s solely their discretion,” Guiao said.
He said the order notes the significance of the event that has since formed a landmark in the history of the province as it rose from the devastation of Mount Pinatubo in 1991 and as it made a comeback to development 21 years after.
In Angeles City, meanwhile, Mayor Edgardo Pamintuan ordered the recall of the implementation of City Ordinance No. 315 declaring June 15 of every year as a special non-working holiday in this city.
The cancellation was prompted by the absence of a Presidential Proclamation or an Act of Congress, which by law, are the only basis for the declaration of special non-working holidays, both in local and national application.
As of 3 p.m. Wednesday, the Office of the City Mayor, after constant follow-ups, has not received any official communication and approval from the Office of the President of the Philippines.
However, Pamintuan urges all Angeleños to observe in their own personal and collective capacities.

LUNGSOD NG MALOLOS – Hiniling ng mga environmentalists ang mas maigting na pangangalaga sa Angat Dam Watershed upang mabigyang proteksyon ang samut-saring buhay doon kabilang na ang mga namamataang agila.

Ang panawagan ay kaugnay ng mahabang panahon na kampanya sa pag-iingat sa 63,000 ektaryang watershed na nakatutok sa pagtiyak ng pagpapadaloy ng tubig sa kalakhang Maynila at paglikha ng kuryente, ngunit hindi sa mayamang biodiversity o samut-saring buhay sa kagubatan.

Ayon kay Bro. Martin Francisco, pangulo ng Sagip Sierra Madre Environmental Society (SSMES), ang mga ulat na nagsasabing may namamataang agila sa loob ng watershed ay dagdag na paalala sa pamahalaan na seryosohin ang pangangalaga doon.

“The sighting of eagles within the watershed means more reason for its protection,” ani Francisco.

Sa mga naunang pahayag, ipinagmalaki ng Napocor ang Angat Dam Watershed bilang “best kept watershed in Asia.”

Ayon kay Francisco, maaaring isa ito sa mga dahilan kung kaya may mga agilang namamataan sa kabundukan ng Sierra Madre.

Ngunit ang kalagayan ng Angat Watershed na nakaka-engganyo sa mga agila at maaaring hindi magtagal.

Ito ay dahil na rin sa mga naunang ulat ng Napocor at Departmentof Environment and Natural Resources (DENR) na tumatayang umaabot na sa 20 porsyento ng 63,000 ektarya ng Angat watershed ang nakakalbo sanhi ng di-mapigil na timber poaching.

Sa panayam kay Danilo Sevilla, bise presidente ng Napocor, sinabi niya na may mga namamataang agila sa watershed.

Ngunit hindi makumpirma ni Sevilla kung may mga namumugad ng agila sa Angat Watershed.

Bilang tagapamahala sa Angat watershed, ipinagmalaki ni Sevilla ang ulat ng Napocor na ang kabundukang nasasakop ng watershed ay tahanan din para sa mga naglalakihang katutubong punong kahoy, at mga hindi pa nado-dokumentong halaman, insekto at ibang maliliit na hayop.

Iginiit pa niya na ang Angat watershed ay nagsisilbing taga-higop o carbon sink ng kalakhang Maynila.

Ayon kay Sevilla, sa mga nagdaang taon, umaabot sa 50-milyong tonelada ng carbon ang na-sequester o nahigop ng mga punong kahoy sa watershed.

Kaugnay ng agila, sinabi ni Emmanuel Umali, manager para sa Angat Watershed ng Napocor na malapit na silang lumagda sa isang memorandum of agreement (MOA) sa Haribon Foundation upang makapagsagawa ng pag-aaral para sa samut-saring buhay sa kabundukan.

Kinumpirma naman ito ni Anabelle Fontillas ng Haribon Foundation na nagsabing bahagi ng kanilang isasagawang pag-aaral ang balidasyon sa bilang ng mga agila sa watershed.

Ipinaliwanag pa niya na ang pinakamadaling paraan ng pag-iingat sa mga agila ay ang preserbasyon ng kabundukan sa pamamagitan ng suporta ng mga pamahalaang lokal at mga paaralan.

Para naman kay Mendel Garcia, pinuno ng Angat Watershed Area Team (Awat), tinangka na rin ng Napocor na magkaroon ng kasunduan sa Philippine Eagle Foundation (PEF).

Ngunit hindi ito natuloy, at ayon kay Garcia, ang mga pagtatangkang ito ay ilan lamang sa palatandaan ng patuloy nilang pangangalaga sa kabundukang nasasakop ng Angat watershed.
