LUNGSOD NG MALOLOS – Pangungunahan ni Gob. Wilhelmino Alvarado ang pagsasagawa ng proyekto para mabigyan ng suplay ng tubig at kuryente ang paaralan ng mga katutubong Dumagat sa loob ng Angat watershed.

Ito ay dahil hindi parin nabibigyang aksyon ng National Power Corporation (Napocor) ang kahilingan ni Alvarado na ipinabatid noong Disyembre 2011.

Dahil sa kalagayang ito, tinatayang aabot pa ng ilang buwan ang pagtitiis ng mga mag-aaral na Dumagat bago magkaroon ng instilasyon ng kuryente at tubig sa Coliango Dumagat School sa Sito Manalo, Barangay San Lorenzo, Norzagaray, Bulacan.

Ayon kay Danilo Sevilla, bise presidente ng Napocor na siyang namamahala sa Angat Dam Watershed, hiniling ni Alvarado noong Lunes (Hunyo 4) na mabigyan ng kapangyarihan ang kapitolyo para ipatupad ang kahilingang proyekto.

Ito ay anim na buwan matapos ipabatid ng gobernador kay Froilan Tampingco, pangulo ng Napocor ang pangangailangan ng mga mag-aaral na Dumagat.

“Mas mabilis ang implementasyon kapag si Governor ang gumawa,” ani Sevilla sa isang panayam kamakailan.

Ipinaliwanag niya na hindi basta makakilos ang Napocor sa kahilingan ng punong lalawigan dahil hindi na sila ang nagmamay-ari ng mga ari-arian at pasilidad ng Napocor.

Ayon kay Sevilla, mula ng pagtibayin ang Republic Act 9136 o ang Electric Power Industry Reform Act (Epira), nalipat na sa Power Sector Assets and Liabilities Management (Psalm) ang mga ari-arian ng Napocor.

Dahil sa nasabing batas, ang naiwang trabaho sa Napocor ay ang operation and maintenance o ang pamamahala sa operasyon at pagmamantine ng mga ari-arian nito.

“We will grant the governor’s request to give them authority in providing power and water to Dumagat schools within the watershed,” ani Sevilla.

Matatandaan na sa sa pagsasagawa ng pulong ng Regional Development Council (RDC) ng Gitnang Luzon noong Disyembre sa Aurora ay pormal na hiniling ni Alvarado kay Tampingco na bigyan ng tubig at kuryente ang paaralan ng mga katutubo.

Binigyang diin ng punong lalawigan ang kahalagahan nito dahil sa mahabang panahon ay hindi nabibigyang pansin ang pangangailangan ng mga katutubo.

Iginiit pa niya na isang kabalintunaan ang kalagayan ng mga katutubong Dumagat sa loob ng 63,000 ektaryang Angat Watershed.

Ito ay dahil sa ang mga katutubo ay nakatira sa loob ng watershed na pinagkukunan ng tubig inumin ng kalakhang Maynila.

Bukod dito, di rin sila kalayuan sa Angat River HydroElectric Power Plant (Arhepp) na may kakayahang lumikha ng 245 megawatt na kuryente.

Ayon pa kay Alvarado, ang kawalan ng tubig at kuryente sa Coliangco Dumagat School ay maituturing na patuloy na sampal sa mga katutubo.

Ito ay dahil sa ang mga Dumagat ang orihinal na nakatira sa kabundukang nasakop ng watershed bago pa itayo ang Angat Dam noong unang bahaging dekasa 60.

Sa naunang pahayag, sinabi ni Tampingco na sa halip na kuryenteng nagmumula sa planta ang gamitin nila sa paaralan ay posibleng maglagay sila doon ng mga solar panels.

Ito ay dahil sa mas malaki ang gagatusin sa paglalatag ng kable ng kuryente mula sa Napocor patungo sa paaralan.

Hinggil naman sa tubig na magagamit sa palikuran ng paaralan, sinabi ni Tampingco noong Enero na kinukunsidera din nila ang paglalagay ng rain water harvesting system sa paaralan.

Ang nasabing sistema ay magsasahod ng tubig ulan na maiipon sa malaking tangke ng tubig at sasalain upang magamit ng mga katutubo.

Sa huling pagbisita ng mamahayag na ito sa nasabing paaralan noong Agosto 2011, napansin na ang malaking tangke ng tubig para sa rain water harvesting system.

Ngunit hindi sapat iyon dahil sa ang alulod na nakasahod sa bubong sa dadaluyan ng tubig ulan patungo sa tangke ay may mga sira.

LUNGSOD NG MALOLOS – Pangungunahan ni Pangulong Benigno Aquino III ang ika-114 na pagdiriwang ng Araw ng Kalayaan sa makasaysayang simbahan ng Barasoain sa Hunyo 12.

Ito ang kauna-unahang pagkakataon na ang Pangulo ng republika ang mangunguna sa paggunita ng nasabing araw sa simbahan ng Barasoain kung saan ay isinilang ang unang republika ng bansa matapos pagtibayin ng Kongreso ng Malolos ang inakdang Saligang Batas.

Inaasahan namang makakasama ng Pangulo ang mga embahador ng ibat-ibang embahada sa Pilipinas, maging mga kasapi ng gabinete, at 25 naggagandahang kandidata sa timpalak na Binibining Pilipinas-World.

Ayon sa Philippine Information Agency (PIA), ang Barasoain ay isa sa dalawang lugar na pinagpilian ng Pangulo upang gunitain ang Araw ng Kalayaan.

Ang ikalawang lugar ay ang Pamintuan Mansion sa Lungsod ng Angeles sa Pampanga.

Ngunit ayon sa kapitolyo, noon pang Setyembre ng nakaraang taon ay ipinabatid na ng Pangulo ang planong pangunguna sa nasabing araw.

Ayon kay Gob. Wilhelmino Alvarado, ang pangunguna ng Pangulo sa pagdiriwang ay nag papatunay ng pagpapahalaga ni Aquino sa Barasoain at kontribusyon nito sa kasaysayan.

Ayon kay Isagani Giron ng Samahang Pangka-saysayan ng Bulacan, si Aquino ang kauna-unahang Pangulo ng Republika na nagdiriwang ng Araw ng Kalayaan sa Barasoain.

Noong nakaraang taon, ipinagdiwang ng Pangulo ang Araw ng Kalayaan sa Kawit, Cavite.

Ang simbahan ng Barasoain na itinayo ng mga paring Agustino noong 1859 ay ang nagsilbing tahanan ng Kongreso ng Malolos ng ito ay buksan ni dating Pangulo Emilio Aguilado noong Setyembre 15, 1898.

Matapos ang halos dalawang linggo, pinagtibay ng Kongreso ng Malolos ang kalayaang idineklara ni Aguilnaldo sa Cavite noong Hunyo 12, 1898.

Ngunit hindi doon natapos ang pagsusulong ng Kongreso ng Malolos sa demokrasya sa bansa.

Noong Enero 23, 1899 pinasinayaan ang unang demokratikong republika sa Asya sa Malolos matapos pagtibayin ng Kongreso ang Saligang Batas.

Ayon kay Giron, ang mga kaganapang ito ay nagpapatunay lamang ng pagiging hitik sa pamanang kasaysayan ng Bulacan.

Inayunan ito ng PIA na nagsabing, bukod sa pagsisilbing tahanan ng kauna-unahang demokratikong republika sa bansa at sa Asya, ang kumbento ng Simbahan ng Barasoain ay nagsilbi rin bilang tahanan ng Universidad Cientifico-Literaria de Filipinas, na itinuturing bilang kauna-unahang state university sa bansa

BUDGET Secretary Florencio Abad on Tuesday admitted that his daughter Julia Abad, who heads the Presidential Management Staff (PMS), needs an “adjustment” in her life now that she became a mother.
The elder Abad made the statement amid rumors that his daughter will be replaced by Energy Secretary Jose Rene Almendras in the PMS.
“Of course there is a new element in her life now. She is a mother and she certainly wants a predictable life because as you know the work supporting the President is a work that has no schedule because you are on call,” he said.
“She may need some adjustment in her life, I don’t know if it that includes adjustment in her work schedule. You have to ask her that,” he added.
Butch said he will let President Benigno Aquino III to answer whether there will be changes in his Cabinet.
“As far as I know, there are no movements yet,” he said.
The Budget chief, meanwhile, denied that his daughter will be relocating to Washington to be with her husband as earlier reported.
“Insofar as flying to the United States, I don’t think that is true. Although she is my daughter she has her own plans. But I think they’ll be still around so I don’t know if they have changed their plans,” he said.
Aquino reportedly wanted to tap the managerial skills of Almendras in running the PMS, which reviews the projects of the Office of the President before it reaches the President’s table.
Almendras was a former chief executive officer of several big companies before he worked in government.
The two Cabinet officials were reportedly spotted in a luncheon meeting at a hotel in Pasay City where they have apparently started transitional talks.
Both Julia and Almendras refused to confirm to the media the issue of revamp.

PRESIDENT Benigno Aquino III will visit historical places to mark the Philippine Independence Day, a Malacanang official said Monday.
Presidential spokesperson Edwin Lacierda said the public could expect the President to move around every year visiting sites with historical importance to Filipinos.
“This is an idea of the National Historical Commission that aims to really provide meaning and emphasis to all these historical sites that play the role in the country gaining independence,” he said.
“We believe that it is also one way of imbibing the historical significance of these places. And also it’s more fun in the Philippines to visit the historical sites,” he added.
President Aquino will lead a flag raising ceremony at Barasoain Church in Malolos, Bulacan in celebration of the 114th Independence Day today, Tuesday.
Barasoain Church is considered as historical as it has been the site of the 1899 Constitutional Convention of the First Philippine Republic. It has earned the distinction as the “Cradle of Democracy in the East”.
He will also lead a wreath laying activity at the statue of the first Philippine President Emilio Aguinaldo situated in front of the church.
He is also expected to deliver his Independence Day speech in Malolos.
“He will speak about Independence…It will be a philosophical speech, I believe. Something that lays down also the philosophy of what he’s fighting for,” Lacierda said.
Last year, President Aquino went to Emilio Aguinaldo’s house in Kawit, Cavite, where the Philippine Independence from Spanish rule in 1898 was declared.
The President will proceed from Bulacan to Malacanang for the traditional Vin d’ Honneur with the diplomatic community.

THE Angeles City Government has forged a sister cityhood agreement with the Government of Seo-gu, Daegu Metropolitan City, a district of South Korea.
Mayor Edgardo Pamintuan and Seo-gu Mayor Kang Seong-Ho signed a memorandum of agreement (MOA) to establish the ties between the two cities.
Pamintuan, together with Vice Mayor Vicky Vega-Cabigting and other city government officials, welcomed the delegates from Seo-gu, Daegu Metropolitan City during the signing rites held at City Hall in Barangay Pulung Maragul here.
“I am very honored and happy with this agreement and I am grateful that you have chosen Angeles as one of your sister cities,” Pamintuan told the Seo-gu delegation.
The mayor pointed out that the secret ingredients of a successful sister city relationship are “mutual faith, trust, sincere caring and sharing.”
For his part, Mayor Seong-Ho expressed appreciation to the kindness and great welcome accorded to them by the Angeles City Government.
“Even though we have different nationalities, Korea and the Philippines have similar painful historical memories. We have shared and helped each other in times of trouble,” Seong-Ho said.
Initially, he suggested that both cities will start fostering an “educational relationship” as more and more Korean nationals are coming over to the Philippines to pursue their studies and even learn the English language.
The Angeles City Council has approved Resolution No. 6147, series of 2012, needed for the formal establishment of the sisterhood pact.
For its part, the government of Seo-gu has also approved the formal establishment of “friendship” relations with Angeles City.
The MOA signed by Pamintuan and Seong-Ho stated, “Angeles City and Seo-gu, Daegu Metropolitan City will share a common desire to promote and foster strong special ties, mutual understanding, friendship and goodwill through exchanges in science and technology, culture and arts, tourism, planning and urban development, commerce/trade and industry, youth, education and sports, environmental protection, aquaculture, agriculture, public health and social services.”
Seo-gu is the center of transportation that connects four major expressways in the west of Daegu, which is located inland, southeast of the Korean Peninsula. It plays a pivotal role in the economy of South Korea having industrial complexes, dyeing corporations and fiber laboratories.
