ACTING Chief Justice Antonio Carpio rallied Supreme Court employees on Monday to unite and move on from the impeachment trial of erstwhile Chief Justice Renato Corona.
Corona was removed from office for failure to declare his peso and dollar accounts in his statement of assets, liabilities and net worth (SALN).
In his first interview with the media since Corona’s impeachment, Carpio said the SC employees, and the public, in general, should learn from the lessons of the impeachment.
“We have to move forward. We have to learn from the lessons of the impeachment and I think we can do the job. There are a lot of professionals here in the SC, most of the people here,” he said during the book launching event that marked the 111th anniversary of the SC.
Carpio also belied claims that the judiciary has lost its independence with Corona’s impeachment and with President Aquino’s impending appointment of Corona’s replacement.
He said the impeachment complaint was lodged only against Corona and not against the entire court.
“We have all our individual opinions on that, but if you look at the impeachment charge, it’s directed against one justice, it’s not directed against the entire Judiciary. I don’t think that’s the intention of the Constitution. When the Constitution provides that justices, other constitutional officers are subject to impeachment, it doesn’t mean that if an impeachment charge is filed against that person, the entire institution is also charged. The Constitution does not say that,” he said.
He said there is no basis for some quarters that the ouster of Corona sends a “chilling effect” on other magistrates of the high court. “I don’t know, it has no chilling effect on me,” Carpio said.
Following Corona’s ouster, Carpio sat as head of the tribunal being its next most senior magistrate.
He was also automatically nominated for the post, among four other justices. He likewise inhibited as ex-officio chairman of the Judicial and Bar Council, a body that screens and submits a list of nominees to the President to fill up vacant judicial posts.
The acting head of the SC also shrugged off allegations that Aquino’s appointment of the next chief justice will render the SC an adjunct of the executive branch has no basis.
“I don’t think that will be the case because a lot of the justices are really independent. Whoever is our chief justice, we will support, but we are also independent. It doesn’t mean that if the chief justice has a certain position, we will just follow. No, each one is an independent republic,” he said.
In order to erase the perception brought about by the impeachment of Corona that magistrates are wont to stash secret wealth, Carpio, as one of his first official acts, directed the SC’s Public Information Office to upload in the court’s official website the Commission on Audit’s 2010 report on the summary of the justices’ SALN, as well as the latest financial reports of the SC’s judiciary development fund (JDF) and special allotment fund (SAF) for transparency’s sake.
“The impeachment taught us lessons and I think we are learning from it. We have decided to release our SALNs and we have decided to make public our financial reports. Last week I directed that all these financial reports be uploaded in our website… So the court, in effect, has reacted to these charges for lack of transparency by being transparent,” he said.
Corona earlier accused the Aquino administration of undermining judicial independence in causing his removal from office, and urged his trial prosecutors and Aquino allies to also issue waivers in the confidentiality of their respective SALNs.
During his speech before SC employees, Carpio said the history of the SC as an institution was written “long after the heat of battle or the passion of the event has passed.”
He said that while the decisions of the SC are final in the legal sense, they are nevertheless subject to review by history.
Retired Chief Justice Reynato Puno, who was among the guests during the launching of the book the “History of the Supreme Court,” said the judiciary appears to be in disarray following the impeachment trial, but the incoming chief justice must lift the morale of the court.
“Some are disappointed, some are confused, some appear to be in a spiritual slump for they perceive a severely wounded judiciary after its collision with the political branches of government…,” Puno said.
“There is no better message to our judiciary than the supplication of Chief Justice Jose Abad Santos ‘to hold, hold, and hold.’ The SC has a life of its own. With the aid of the Divine Providence, it was established by the People and for as long as it serves the people, nothing will prevail against it. The Court may be down for the moment but with God’s grace, it will not stay down for long,” he added.

THE Angeles City Government has forged a sister cityhood agreement with the Government of Seo-gu, Daegu Metropolitan City, a district of South Korea.
Mayor Edgardo Pamintuan and Seo-gu Mayor Kang Seong-Ho signed a memorandum of agreement (MOA) to establish the ties between the two cities.
Pamintuan, together with Vice Mayor Vicky Vega-Cabigting and other city government officials, welcomed the delegates from Seo-gu, Daegu Metropolitan City during the signing rites held at City Hall in Barangay Pulung Maragul here.
“I am very honored and happy with this agreement and I am grateful that you have chosen Angeles as one of your sister cities,” Pamintuan told the Seo-gu delegation.
The mayor pointed out that the secret ingredients of a successful sister city relationship are “mutual faith, trust, sincere caring and sharing.”
For his part, Mayor Seong-Ho expressed appreciation to the kindness and great welcome accorded to them by the Angeles City Government.
“Even though we have different nationalities, Korea and the Philippines have similar painful historical memories. We have shared and helped each other in times of trouble,” Seong-Ho said.
Initially, he suggested that both cities will start fostering an “educational relationship” as more and more Korean nationals are coming over to the Philippines to pursue their studies and even learn the English language.
The Angeles City Council has approved Resolution No. 6147, series of 2012, needed for the formal establishment of the sisterhood pact.
For its part, the government of Seo-gu has also approved the formal establishment of “friendship” relations with Angeles City.
The MOA signed by Pamintuan and Seong-Ho stated, “Angeles City and Seo-gu, Daegu Metropolitan City will share a common desire to promote and foster strong special ties, mutual understanding, friendship and goodwill through exchanges in science and technology, culture and arts, tourism, planning and urban development, commerce/trade and industry, youth, education and sports, environmental protection, aquaculture, agriculture, public health and social services.”
Seo-gu is the center of transportation that connects four major expressways in the west of Daegu, which is located inland, southeast of the Korean Peninsula. It plays a pivotal role in the economy of South Korea having industrial complexes, dyeing corporations and fiber laboratories.

GUAGUA — The Guagua Community College has opened this first semester of school year 2012-2013, offering affordable quality tertiary education to indigent students of this first-class town.
Guagua Community College administrator Isaias Panganiban Jr. said the school has already acquired a government permit for operations from the Commission on Higher Education last May 22.
Panganiban said they are targeting some 100 enrollees this June to start the full operations of college, which offers Bachelor of Science in Accounting Technology, Bachelor of Science in Public Management and Bachelor of Science Entrepreneurial Management.
The Municipal Government has allocated some P5 million to jumpstart the operations of the school, which is currently housed at the facilities of Guagua Elementary School in Barangay Sta. Filomena here.
Panganiban said the new facilities of the building will be constructed in the said area in the coming months. He added that the school is not in competition with other private educational institutions in the area as it caters to students who cannot afford high tuition rates.
“The school caters to the poorest students in the community. We have the lowest tuition rate and there are no hidden charges on the tuition of our students,” Panganiban said.
He said the students are screened to ensure that poor students are the ones to get the benefits of the community college.
The tuition for the college is partly subsidized at P200 per unit. Miscellaneous fees are also set at a low P1,650.
Panganiban said they also plan to expand the courses offered by the community college in the coming years, branching into other fields that match skills needed in the current job market.

Mayor Santy Austria donated the said bicycles right after the flag raising rites on Monday, the first day of classes for public .

The 7-classroom Jaen National High School Annex already has over 400 students, from first year to fourth year, said Austria.

“Gusto ko po talaga makatapos para makatulong sa mga magulang ko,” said Diana Rose Villeza, one of the beneficiaries of the project. “Hindi nako maglalakad ng mahaba ngayon para makarating sa school.”

Aling Francisca, Diana’s mother, took a break from rice planting to accompany her daughter on Monday. She also bought a pair of school uniform worth P500.

“Kung makatatapos siya, dun siguro gaganda ang buhay niya,” the mother said, adding that education for her children does not in anyway mean for her own welfare. “Namo-morsyento lang kami sa bukid,” Francisca said.

Austria said they distributed bikes to 200 of over 400 students who enrolled at the newly-built Jaen National High School Annex to “inspire them and reduce burden on transportation allowances given by parents.”

Austria said that initially, they thought of producing two four-wheeled vehicles to ferry students to and from their residences. However, “it would be too expensive for the government.”

“That means we will hire drivers, provision for gasoline and maintenance,” he said.

King Gasper Basa, also a first year high school student who received a bicycle, said most children in the area know how to bike. It is the most practical mode of transportation in lowly villages with farm-to-market roads as most common access to the heart of their respective villages.

“Mas madali po mag-bike kesa maglakad. Mag-iingat na lang po,” Basa said.

The JNHS Annex was built in about a month and a half in time for the school opening, Austria said.

It aims to accommodate new enrollees as well as students from the outskirt villages who used to spend P4,000 to P4,500 a month in transportation to attend schooling in adjacent municipalities of Sta. Rosa and Zaragoza, Nueva Ecija, Austria added.

ORION, Bataan – Teachers and students of the Orion National High School here on Wednesday felt excited, amazed and considered themselves lucky for witnessing with the use of a telescope the transit of Venus.

“Suwerte kami dahil sa pagpapahiram ni Ezekiel Rodriguez ng telescope, nagkaroon ng pagkakataon ang mga teachers at estudyante na makita ang pagdaraan ng Venus sa araw,” said Science Department Head Jhennie Agustin.

The public high school in Orion can be considered as the only school in Bataan and the only organized big group witnessing the transit of Venus with the use of a telescope. Students and teachers also used welder’s glasses.

Miguela Cayabyab, master teacher, said their townmate Rodriguez lent them the telescope “so we will have the rare chance to observe the transit of the planet.”

“Nakaka-amaze! Masuwerte kami dahil umabot kami sa taon na nagpakita ang Venus,” said teachers and students when asked what they felt.

At 7:45 a.m., teachers and students said they saw a black dot representing Venus at the lower left portion of the sun. “Nakita ko araw na nandoon ang Venus sa kaliwa sa ibabang bahagi nito,” said School Principal Zulita Villones after looking at the telescope past 8:00 a.m.

Agustin and others said they do not believe in superstition that after the phenomenon, disasters, famine or war will follow. “These are natural phenomena like people getting bald. Huwag mag-isip ng negative, magtiwala sa Diyos,” Agustin said.

Students from the Science department started assembling the telescope as early as 7:00 a.m. Their enthusiasm did not waver despite the many disruptions like the sun hidden by clouds and then the rains at past 9:00 a.m.
