CITY OF SAN FERNANDO—The province of Pampanga bagged anew the “Regional Green Banner Award” as outstanding province in the implementation of nutrition program in Central Luzon held recently during the 2012 Regional Nutrition Awarding Ceremony in this city.
Provincial Health Officer Marcelo Auchico received on behalf of Gov. Lilia G. Pineda the green banner award from Assistant Secretary of Health Operation Cluster for Northern Luzon and Central Luzon and Regional Director Leonita Gorgolon, chairperson of the Regional Nutrition Committee.
Auchico said the award is a testimony to the successful implementation of various health and nutrition programs and services of the provincial government for the past year.
The provincial health officer said sustained health and nutrition programs and services such as immunization and provision of supplemental feeding to the malnourished children in various municipalities of Pampanga were conducted with the support and assistance “of our local government units, barangay nutrition scholars and national government agencies.”
He said the provincial government under the administration of Pineda has prioritized the delivery of health and nutrition services, especially to the marginalized sector.
Gorgolon said the annual green banner award gives due recognition to the outstanding efforts of local government units at the municipal, city and provincial levels including the barangay nutrition scholars in the implementation of nutrition program in their respective areas.
He said Bataan was adjudged as first runner-up in the outstanding province category with Nueva Ecija as second runner-up.
Awarded as outstanding municipality in the region were Paombong, Bulacan; Sasmuan, Pampanga, first runner-up; and Dinalupihan, Aurora, second runner-up.
Tarlac City emerged again as outstanding city in Central Luzon with San Jose City as first runner-up and Balanga City, second runner-up.
The province of Bulacan received a plaque of recognition as “2011 consistent regional outstanding winner in nutrition or CROWN, first-year maintenance.”

In Pampanga, Franda is widely regarded as the first shopping mall in the capital San Fernando.
It was built in 1978 on a land owned by Lorenzo G. Francisco and Lorenza B. David along the MacArthur Highway, just before the Baluyut Bridge, the couple’s granddaughter, lawyer Aisa Velez, says.
Then San Fernando Archbishop Oscar V. Cruz led the blessing of Franda when it opened in October 1979.
On the ground floor were Tropical Hut and Chinabank. On the second floor were Jewel Box, Auring’s Beauty Parlor and stores that sold clothes, shoes, accessories and makeup. On the third floor were a computer school, law offices, dental clinics, school and office supplies, a bookstore, Elynda’s Jewelry, Standard Insurance and People’s Appliances.
The businesses folded up shortly after the June 1991 eruptions of Mt. Pinatubo and the North Luzon Expressway and the Olongapo-Gapan-San Fernando Road (renamed Jose Abad Santos Avenue) replaced the MacArthur Highway as main thoroughfares, says Velez.
Franda survives now on leases of office spaces and the mall-like atmosphere is gone.
In Angeles City, the Nepo Mart opened in October 1968 with more than 200 stallholders. This one-story market is part of an 11-hectare commercial complex owned and ran by Juan and Teresa Nepomuceno through their son Peter, an engineer, says Erlita Mendoza who documented the lives, enterprises and civic works of the couple in the book “A Cofradia of Two.”
The Nepomucenos built the market after establishing an electric power company , ice plant and a soda factory.
The idea of putting up the Nepo Mart came to Peter in 1967 after a fire gutted the public market. He planned a one-stop retail for fresh produce, meat and seafood.
The local government moved the public market from San Nicolas to Pampang, advising the Nepomucenos to host the PX (Post Exchange) trade instead.
With the local government’s permission, the stallholders of Nepo Mart sold imported goods and hard-to-find foreign items, canned goods, coffee, candies, chocolate, shoes, perfume, clothes, imported cigarettes, wines and liquor and toys. Traders took the goods from wives and dependents of American military personnel who used their PX privilege in what was then the Clark Air Base.
By the 80s, Nepo Mart II was built to accommodate more retail outlets.
On its 44th year and minus American service personnel, Nepo Mart has become a center of dry goods, competing with the San Nicolas public market, says Liza Nepomuceno Mapua, who helps manage the commercial complex.
In the same property, the Nepomucenos opened the Nepo Mall in 2003, with Robinsons as an anchor tenant.
A new building, for a BPO firm, has been built near the Angeles Electric Co.
Mapua says the Nepo Mart is “slated for redevelopment.”
She says its good location helped it survive and increased its prospects for coping with the competition.

CITY OF SAN FERNANDO — The Bureau of Internal Revenue (BIR) hosted an outreach event for the inmates of the Pampanga Provincial Jail on Friday as part of their social responsibility program and their way of celebrating Christmas.
BIR regional director Araceli Francisco told Sun.Star Pampanga that the event was aimed to promote the value of giving to the immediate community among the employees and officials of BIR here.
The BIR contributed their resources in putting up the food and items given to the inmates of the provincial jail.
Francisco said she is also urging local revenue employees and officials to share with their immediate communities this Christmas season.
The BIR, meanwhile, said it will continue its good performance until next year. The BIR recently collected P1.3 billion in taxes for November, marking a 1.41 percent increase in its target goal in 2012 amounting to P18 billion.
Francisco told Sun.Star Pampanga that the collection is also 15.66 percent higher than the collection in 2011 of the same month. The BIR has collected some P14 billion from January to November this year marking a 3.83 excess in its collection target.
Capitalizing on the tax collection slogan, the BIR aims at heightening tax consciousness by appealing to taxpayers’ sense of nationalism and highlighting the positive side of voluntary compliance.

CITY OF SAN FERNANDO — Pampanga Chamber of Commerce and Industry (PamCham) vice chairman Rene Romero has called on the National Government agencies to set into motion disaster preparedness programs for 2013.
He said this is to minimize damage to lives and properties that might offset the financial gains achieved in the last quarter of the year.
He said most businessmen are bullish of the good performance of the country’s local economy, good performance that would still be felt until election season in 2013 that would be marked by fierce political spending.
However, Romero said natural disasters and even the result of the 2013 elections would surely have an effect on the financial gains achieved by the country.
“Natural calamities that are of the scale of recent typhoons that hit Luzon and Mindanao would surely be felt on an economic and social level,” Romero said. But Romero remains optimistic that that current economic performance of the country will still go up.
Romero said the projection was based on the country’s July to September economic performance where the country’s gross domestic product (GDP) accelerated by 7.1 percent from 3.2 percent a year ago.
He said the benefits of the good performance would reverberate until the first quarter of 2013.
Romero also said the economic benefits would in turn benefit medium and micro-entrepreneurs and a host of industries catering to yuletide products and election paraphernalia.
Earlier, Socioeconomic Planning Secretary Arsenio Balisacan said the country posted the fastest economic growth within the 10-member countries of the Association of Southeast Asian Nations (Asean).
“It is at these times that ample preparations should be taken not just to maintain the economic gains of the country but also to ensure cushion programs for worst possible scenarios,” Romero added.

Some 80 Girl Scouts and Boy Scouts camping on their school grounds in the upland village of Tala in Orani, Bataan, last week got what a mother remarked aloud as a “bonus” to the outdoor activity.
The bonus was an Inquirer Read-along session where “Si Emang Engkantada at ang Tatlong Haragan (Emang the Fairy and the Three Bullies),” written by the late Rene Villanueva and illustrated by R. Jordan Santos, was read to them.
Judging from the faces and reactions of these pupils and their parents, the session engaged them alternately in awe, silence, surprise and joy.
Thanks to the animated reading by Felicito Payumo, chair of the Bases Conversion and Development Authority, and four Teatro Fernandino artists who acted the characters and spoke their lines in the story.
Aside from the mix of reading and performance, Payumo offered visual experience by flashing on a wide screen photographs of scenes of destruction wrought by Tropical Storm “Sendong” in December 2011, by the monsoon-induced rains and floods in August, and by Typhoon “Pablo” this month.
The pictures were his way of telling the children that Mother Nature, personified by Emang, can be harsh at times.
Payumo, who lives in a farm-resort in the village, believed that children play a big role in saving the forests of Orani and the rest of the Bataan National Park against illegal logging and destructive farming practices.
“The future is theirs, and so they must help take care of the forests even at a young age,” he said.
The children turned out to be rapt listeners.
“The story tells us to take care of our environment, to save on water and to plant many trees,” Johan, a Grade 4 pupil, said. He remembered the antagonists well—Pat Kalat (Pat the litterbug), Pol Putol (Pol the tree cutter) and Paz Waldas (Paz the extravagant).
