Bulacan, Pampanga brace for public viewing of Pacquiao-Bradley fight

MALOLOS CITY – On Sunday, covered courts and sports complexes in Bulacan and Pampanga will be teeming with people.

This came as local government units (LGUs) in both provinces are now busy preparing for free live viewing of the World Welterweight championship fight between Manny Pacquiao and Timothy Bradley.

But there are also business enterprises that offered live viewing of the Pacquiao-Bradley fight for a fee, but with unlimited foods and drinks.

Mayor Christian Natividad of this city said that preparations for the live viewing here have started as early as Monday.

It will be held at the large functional hall at Barangay Sto. Rosario here which can accommodate hundreds.

In San Rafael town, Mayor Lorna Silverio said two venues for live viewing are being readied.

“Handa na yung gymnasium namin sa lumang munisipyo, pati yung dito sa bagong munisipyo,” she said referring to viewing areas in barangays Poblacion and Sampaloc in the said town, respectively.

Silverio said providing live free viewing to the public is one way of supporting the Filipino boxing champ.

The same was echoed by Mayors James De Jesus of Calumpit town and Mayor Jerry Pelayo of Candaba, Pampanga.

Both mayors have ordered preparation on their town’s sports complexes which can accommodate a minimum of 1,000.

Aside from LGUs, business entrepreneurs are also taking the opportunity on the Pacquiao-Bradley fight.

Ambrosio Cruz, the proprietor of the St. Agatha Resort and Country Club in this city, said they are offering P349 per person eat and drink all you can promo during the said boxing fight.

He said the country club is open for reservations for families interested in watching the much awaited fight live on wide screen television.

In Baliuag town, SM Supermall is offering a knock out treats like Paquiao-Bradley T-shirt, a tumbler and large popcorn and soda for every ticket purchased until Saturday.

Beverly Cruz, SM City Baliuag’s public relations officer, said Pacquiao-Bradley fight can be watched live via satellite on SM Cinema Baliaug.

In Norzagaray town, Mayor Feliciano Legazpi said they rather work on the development of the town, than spend their time preparing for public viewing of the Pacquiao-Bradley fight.

LGU donates bikes for HS studes in Jaen

JAEN, Nueva Ecija – At least 200 students of the newly built public school annex in Barangay Marawa here received bicycles which they could use in going to school.

Mayor Santy Austria donated the said bicycles right after the flag raising rites on Monday, the first day of classes for public .

The 7-classroom Jaen National High School Annex already has over 400 students, from first year to fourth year, said Austria.

“Gusto ko po talaga makatapos para makatulong sa mga magulang ko,” said Diana Rose Villeza, one of the beneficiaries of the project. “Hindi nako maglalakad ng mahaba ngayon para makarating sa school.”

Aling Francisca, Diana’s mother, took a break from rice planting to accompany her daughter on Monday. She also bought a pair of school uniform worth P500.

“Kung makatatapos siya, dun siguro gaganda ang buhay niya,” the mother said, adding that education for her children does not in anyway mean for her own welfare. “Namo-morsyento lang kami sa bukid,” Francisca said.

Austria said they distributed bikes to 200 of over 400 students who enrolled at the newly-built Jaen National High School Annex to “inspire them and reduce burden on transportation allowances given by parents.”

Austria said that initially, they thought of producing two four-wheeled vehicles to ferry students to and from their residences. However, “it would be too expensive for the government.”

“That means we will hire drivers, provision for gasoline and maintenance,” he said.

King Gasper Basa, also a first year high school student who received a bicycle, said most children in the area know how to bike. It is the most practical mode of transportation in lowly villages with farm-to-market roads as most common access to the heart of their respective villages.

“Mas madali po mag-bike kesa maglakad. Mag-iingat na lang po,” Basa said.

The JNHS Annex was built in about a month and a half in time for the school opening, Austria said.

It aims to accommodate new enrollees as well as students from the outskirt villages who used to spend P4,000 to P4,500 a month in transportation to attend schooling in adjacent municipalities of Sta. Rosa and Zaragoza, Nueva Ecija, Austria added.

Vale, SBMA launch Subic Bay iron ore transshipment operations

SUBIC BAY FREEPORT – Brazil’s Vale Shipping Holdings Pte. Ltd. (VSH), along with the Subic Bay Metropolitan Authority (SBMA), formally launched a partnership for the transshipment of iron ore from this freeport.

In a ceremony held at the Lighthouse Marina Resort here on June 1, VSH executives led by Jose Carlos Martins, executive officer for ferrous minerals operations, and officials of the SBMA led by Chairman and Administrator Roberto Garcia, announced the start of Vale’s transshipment business here.

VSH is an affiliate of Vale SA, the world’s largest producer of iron ore, which also controls the largest share of the seaborne market for iron ore.

The company will carry out iron ore transshipment operations from its Valemax mother vessel to be anchored in Subic Bay, and then supply ore to smaller daughter vessels or feeders, which are either Panamax or Capesize types.

The project is expected to boost Subic’s port revenues by up to P70-million in the first year of operations alone.

In his message during the project launch, Martins thanked the SBMA for its warm reception of the project and expressed hope that the partnership between his company and the SBMA would continue to grow and benefit both the Philippines and Brazil.

“The Philippines is growing now at almost the same pace with China, and the Philippines is emerging in the world economy,” Martins noted. “With this opportunity, now is our time — now is the time for countries like Brazil and the Philippines.”

Garcia, meanwhile, said that the Vale project will help thrust the Philippines forward in the maritime industry and stressed its importance to the SBMA.

“In our strategic plan, we were very dead-set in continuing to promote the maritime business, and the Vale project is an important pillar of our strategy to maximize the use of Subic Bay,” he said.

“We have a very good future here,” Garcia added, pointing out that the Philippines is in a current state of rapid development, having achieved a 6.4per cent GDP growth rate this first quarter compared to 4 percent last year.

“And what is outstanding is the fact that it is the second highest growth rate in the region, second only to China,” he added.

For his part, SBMA director and treasurer Joven Reyes said that the agency is much honored that VSH had chosen Subic Bay as its major transshipment port.

“We hope even more that your business continues to move from success to success and that this partnership, which we are officially launching today, would lead to better and greater developments for Vale, Subic Bay, and of course our country down the road,” Reyes said.

The Vale project began in late 2010 when SBMA and Vale proposed a solution that matched Vale’s transshipment operations model with SBMA’s logistics business model.

Stefani Saño, SBMA senior deputy administrator for business and investment development, said that Vale needed to optimize its large-scale iron ore distribution and delivery system and the SBMA offered the bay as a suitable offshore location.

“This logistics model would allow Vale’s huge vessels to tranship the commodity with maximum efficiency in terms of time and cost, given the scale of operations required,” Saño added.

Saño also said that apart from Vale, the SBMA is also trying to attract more logistics companies to invest in the Freeport.

He said that at least two logistics companies engaged in different line of commodities for offshore-based distribution operations have expressed interest in locating at Subic Bay.

Sampaguita to be made into perfume – Pineda

LUBAO, Pampanga – Gov. Lilia Pineda as the then mayor of Lubao actively assisted sampaguita growers in her hometown.

The sampaguita industry thrives in at least five barangays: San Roque Dau 1st, San Roque Dau 2nd, Sto. Domingo, Sta. Francisco and Sta. Monica.

At least 70 percent of around 4,000 residents of San Roque relied on sampaguita flowers to raise their family decently, not to mention sending their children to college, barangay officials disclosed.

They added that the business is also the major livelihood of residents in the four other villages, including at San Roque Dau 2nd where it reportedly started.

NICE SMELL

In her speech on Monday in San Roque Dau 2nd, Pineda recalled her project as Lubao mayor with the late Mayor Manuel “Manoling” Santiago of nearby Guagua town.

They both planned to turn the sampaguita yield of farmers into perfume with the support of a private firm.

“But our plan did not push through as the farmers’ collective products then would not be able to supply the demand of the perfume maker,” said Pineda in the dialect.

She added that with the help of her daughter, Lubao Mayor Mylyn Pineda-Cayabyab, the stalled project to turn sampaguita flowers into perfume will be realized by ensuring an abundant and steady supply.

Pineda vowed to help farmers, supplying them with an initial 4,000 sampaguita seedlings in her first official action.

She also vowed to give them the necessary farming equipment, some which are deemed expensive.

THE MARKET
Local village councilors said the farmers’ produce are usually brought and sold in Metro Manila, notably in Quiapo, Manila. The Catholic church in Quiapo is surrounded by stalls selling sampaguitas and other flowers.

They said the revived plan of the Pinedas will be “very good because sometimes the demand is low in Metro Manila.”

“If we can send our children to schools, colleges and universities now, what more if we have consistent market demand through the perfume makers? Maybe we can buy a brand new car and have a vacation abroad yearly,” they added in a jest.

THE PIONEER

San Roque Dau 1st Village Chief Luzviminda Bautista said the sampaguita industry in Lubao was pioneered by Ricardo Lalic and Pedro Pamintuan, both locals of their village.

The first sampaguita seedlings planted in the town were reportedly from Laguna province, regarded as the sampaguita capital of the country.

Lalic – fondly called “Apu Lalic” – brought the first seedlings in Lubao. Locals, however, could not remember the exact year the sampaguita industry started at Pineda’s hometown.

“But it has been decades,” they said.

Benjie Diaz, barangay secretary of San Roque Dau 2nd, appealed to the concerned government agencies such as the Department of Science and Technology (DOST) to help them deal with a certain “disease” attacking sampaguita plants nowadays.

He added the unknown disease turns the leaves “dry and a bit black in color.”

“And they do not produce flowers at all,” he added.

Roy Imperial, consultant-adviser of Pineda, said the governor will urge the DOST and other agencies to support “all-out” the long-time sampaguita industry with new technology and other forms of assistance.

He stressed that providing livelihood and business opportunities to people has been one of the governor’s priorities. “Especially when it comes to farming and planting,” he added.

CL Prepares For Disaster Season

CLARKFIELD, Angeles City — With the typhoon season setting in, government officials met with disaster officials and other stakeholders in Region 3 to prepare for any eventuality with the least number of casualties and a “zero death” target for this year.
The annual convention of Risk Reduction Management Council held at Oxford Hotel in this city the other day was dubbed “Magtapatan Tayo: Handa Na Ba Kayo? (Reality Check; Are You Ready?)” led by Department of Interior and Local Government (DILG) Secretary Jesse M. Robredo and top local government unit (LGU) executives in Central Luzon.
Streamlining the components of safety in times of disasters as pushed in the Tapatan Disaster Preparedness and Climate Change Adaptation roadshow, Robredo declared: “When it (disaster) happens, dapat walang mamamatay (no one should die).”
“If the Seal of Good Housekeeping was our barometer of transparency in the local governance, the SDP (Seal of Disaster Preparedness) will be our standard in determining a disaster-resilient province, city and municipality as it tests their leadership structure and guide to action, operational readiness and innovative practices,” said Robredo.
Under leadership structure and guide to action, LGUs are checked on their compliance to the provisions of Republic Act 10121 otherwise known as the Philippine Disaster Risk Reduction and Management (DRRM) Act of 2010 namely having a local DRRM council and office and a well communicated and understood Calamity Contingency Plan.
“We will use all avenues and revenues of the government to protect the lives and properties of the Filipinos. We’re giving the authority to all local executives to use 5 percent of the government fund for calamity expenses whenever a disaster strikes,” Robredo said.
Aside from this, he advocated the establishment of a barangay alert system to involve the local officials in the area in assessing the situation.

Legarda: Let’s build a disaster-resilient Central Luzon

CLARK FREEPORT, June 8 (PIA) — Senator Loren Legarda called on various stakeholders in Central Luzon to build disaster-resilient communities in the region by working hand in hand in the management of the Pampanga River Basin.

“We need to ensure improved management of the Pampanga river basin as the whole of Central Luzon and nearby provinces in Regions I and II will be greatly affected by hazards that would hit the river basin, and the tributaries connected to it form a system that supports life and livelihood of a great proportion of the country,” Legarda stressed in her keynote speech during Thursday’s Collaboration Workshop on Climate Change Adaptation and Disaster Risk Reduction in Clark Freeport.

Legarda pointed out that Region III is an important source of the country’s basic needs, as it remains the top producer of rice generating some 2.6 million metric tons last year.

Meanwhile, Pampanga River Basin provides about 90 percent of the domestic water needs of Metro Manila.

However, Legarda noted a study by the Manila Observatory, which revealed that Central Luzon is a high-risk region while Pampanga is the second most at-risk province nationwide in terms of vulnerability to disasters and climate change.

During the onslaught of Typhoons “Pedring” and “Quiel” in 2011, massive rains flooded several provinces including Pampanga, Bulacan, and Nueva Ecija and damaged a total of 281,754 hectares of agricultural land and 530,000 metric tons of palay estimated at P8.6 billion in Region 3 alone.

“We have to keep in mind that climate change adaptation is water adaptation. Implementing sustainable management of river basins builds the resilience of communities and the economy. This results from both effective water governance, which builds adaptive capacity that is vital to successful climate change adaptation, and well-functioning watersheds,” Legarda explained.

The lady legislator added that it is imperative to integrate disaster risk reduction and climate change adaptation into local governance.

“In relation to our disaster resiliency efforts, I am pleased to announce the passage of the bicameral report on the People’s Survival Fund, which will be a funding facility for climate change programs of local government units (LGUs),” she added.

Around 500 local officials and employees and representatives from national government agencies, non-government organizations, academe, youth, and the private sector attended the Collaboration Workshop, which was co-sponsored by Legarda, Agencia Española de Cooperación Internacional para el Desarrollo and Department of Interior and Local Government via the local government academy.

The one-day event seeks to initiate a shift from a reactionary and uncoordinated manner into a proactive and cooperative approach in building our communities resilience to disasters.

The workshop would also be a valuable input to Legarda’s proposed Philippine River Basin System Administration Act of 2012.

Topics that were discussed include harmonizing initiatives towards disaster risk reduction and climate change adaptation mainstreaming in local governance, creating a common action: the Pampanga river basin situationer, alliance building for LGUs, building ownership: the Pampanga basin master plan, mobilizing networks and building alliances towards a pro-active river basin, river basin initiatives and defining the roadmap for the river basins: the way forward. Bataan Freeport gets exposure at festival in Tennessee, USA

MARIVELES, Bataan – Officials of the Freeport Area of Bataan (FAB) announced that they had a recent exposure in Tennessee, USA allowing them to highlight the advantages of investing at the FAB here.

Authority of the Freeport Area of Bataan (AFAB) Chairman and Administrator Deogracias G.P. Custodio disclosed that FAB had been recently featured at the Memphis in May International Festival.

Custodio described the 1,742-hectare FAB as the “emerging Freeport of choice in Asia.”

“I am thankful to the Memphis in May organizers and the Greater Memphis Chamber of Commerce for inviting me to present the FAB during the Festival, “We are glad that the FAB is given the opportunity to further establish its international presence” Custodio said.

He said he had presented the FAB to an audience composed of Chamber members and import-export professionals from across the US. He highlighted the FAB’s five superior advantages:

(1) Superior Location; (2) Superior Incentives; (3) Superior Facilities; (4) Superior Natural Endowments; and (5) Superior Business Facilitation Support System. He also discussed the infrastructure developments in the FAB; and the growing number of new business enterprises that have made the FAB their base of production in Southeast Asia.

Teachers, studes in Bataan witness transit of Venus

ORION, Bataan – Teachers and students of the Orion National High School here on Wednesday felt excited, amazed and considered themselves lucky for witnessing with the use of a telescope the transit of Venus.

“Suwerte kami dahil sa pagpapahiram ni Ezekiel Rodriguez ng telescope, nagkaroon ng pagkakataon ang mga teachers at estudyante na makita ang pagdaraan ng Venus sa araw,” said Science Department Head Jhennie Agustin.

The public high school in Orion can be considered as the only school in Bataan and the only organized big group witnessing the transit of Venus with the use of a telescope. Students and teachers also used welder’s glasses.

Miguela Cayabyab, master teacher, said their townmate Rodriguez lent them the telescope “so we will have the rare chance to observe the transit of the planet.”

“Nakaka-amaze! Masuwerte kami dahil umabot kami sa taon na nagpakita ang Venus,” said teachers and students when asked what they felt.

At 7:45 a.m., teachers and students said they saw a black dot representing Venus at the lower left portion of the sun. “Nakita ko araw na nandoon ang Venus sa kaliwa sa ibabang bahagi nito,” said School Principal Zulita Villones after looking at the telescope past 8:00 a.m.

Agustin and others said they do not believe in superstition that after the phenomenon, disasters, famine or war will follow. “These are natural phenomena like people getting bald. Huwag mag-isip ng negative, magtiwala sa Diyos,” Agustin said.

Students from the Science department started assembling the telescope as early as 7:00 a.m. Their enthusiasm did not waver despite the many disruptions like the sun hidden by clouds and then the rains at past 9:00 a.m.

Ecology at climate change training center itatayo sa dating basurahan

LUNGSOD NG MALOLOS – Magtatayo ng isang ecology at climate change training center ang pamahalaang panlalawigan sa dating basurahan sa likod ng Bulacan Medical Center.

Ito ay halos dalawang taon matapos ipasara ang nasabing basurahan batay na rin sa reklamo ng mga mag-aaral ng katabing Bulacan State University (BulSU) na iniulat ng Mabuhay noong Agosto 2010.

Ang nasabing plano ay nagkahugis noong Lunes, Hunyo 4 ng pangunahan ni Gob. Wilhelmino Alvarado ang ground breaking ceremony para sa nasabig proyekto kaugnay ng paglulunsad ng pagdiriwang ng Buwan ng Kapaligiran sa pangunguna ng Bulacan Environment and Natural Resources Office (BENRO).

Ayon kay Abogado Rustico De Belen, hepe ng Benro, ang nasabing pasilidad ay bahagi ng patuloy na kampanya ng kapitolyo para sa pangangalaga sa kalikasan ng lalawigan.

Ipinagmalaki niya na ang pasilidad ay magsisilbing sentro ng kampanya para sa pagsisinop ng basura at paghahanda sa epekto ng climate change.

Ito ay dahil sa mag-iipon sila ng mga mga impormasyon bukod pa sa magiging sentro ito ng pagsasanay.

Buko dito, sinabi ni De Belen na ang likod na bahagi ng itatayong pasilidad ay lalagyan ng mga nursery para sa mga binhi ng punong kahoy.

“We are converting the old dumpsite from eye sore to symbol of hope,” ani De Belen patungkol sa lokasyon ng itatayong pasilidad.

Matatandaan na noong Agosto 2010 o halos isang buwan matapos magsimula ng panunungkulan si Alvarado bilang gobernador ay ipinasara ng kapitolyo ang basurahan o open dumpsite sa likod ng BMC.

Ang nasabing basurahan ay mahigit dalawang taong inireklamo at pinagtiisan ng mga mag-aaral ng Bulacan State University (BulSU) dahil sa mabahong amoy at usok na nagmumula doon.

Ang nasabing reklamo ay nakarating sa Punto kaya’t noong Hulyo 26, 2010 kung kailan ay nagsasagawa ng kanyang unang state of the nation address si Pangulong Benigno Aquino III, ang Punto ay abala sa pagdodokumento sa operasyon ng dumpsite sa pamamagitan ng panayam sa mga mag-aaral, guro at sa pagkuha ng mga larawan ang video footage.

Nang kapanayamin ng Punto ang noo’y mga katatalagang opisyal ng kapitolyo, kabilang na si De Belen hinggil sa operayon ng nasabing basurahan, ikinagulat nila ito, ngunit agad na inaksyunan.

Bukod sa paglulunsad ng ecology center, namahagi rin ang kapitolyo ng eco-trikes noong Lunes na magagamit sa paghakot ng mga basura sa mga barangay, at mga silyang gawa sa mga nakumpiskang tabla.

Ang 200 silya ay ipinagkaloob sa pamahalaang bayan ng Norzagaray, at ang nalabing 100 ay ibinigay sa isang paaralan sa bayan ng San Ildefonso.

Kaugnay ng pagdiriwang ng buwan ng kalikasan, sinabi ni De Belen na pangungunahan din nila ang paglalagay ng tandang pangkasaysayan sa Realde Kakarong sa Pandi bilang pagsusulong ng programang eco-tourism sa lalawigan. Ito ay isasagawa sa Hunyo 15.

Sa Hunyo 26 naman ay isasagawa ang Basic Training on Environmental Law Enforcement upang palakasin ang pagpapatupad ng mga batas pangkalikasan, at sa Hunyo 29 ay isasagawa ang Collaborative Governance of Urbanizing Watersheds bilang bahagi ng paghahanda sa climate risk adaptation sa Angat River Basin.

PORAC-ANGELES ROAD Like other DPWH projects, ‘guaranteed to crack in 1 year’

PORAC, Pampanga – Road rehabilitation usually elicits joy among those that shall reap the benefits from the completed works, like smooth travel, fast delivery of goods and services, convenience and ready access to points of destination.

Residents of Barangays Sta. Cruz, Sinura and Manibaug here however are up in arms against what has come to be “the perennial rehabilitation” of the main road connecting his town to Angeles City which traverses the said villages.

“Taun-taon na lang, wala nang ginawa sa kalsada kundi bakbakin, simentuhin upang kaipala’y muli lamang bakbakin at simentuhin, sa wari’y walang katapusang pag-ikot (Year-in and year-out they scrape the road, cement it only to scrape it and cement it again in what seems to be a never-ending cycle),” lamented a long-time Sta. Cruz resident who asked that he be identified only as “Bengco.”

Bengco said it was at the height of the administration of former President Gloria Macapagal-Arroyo that the road first underwent “total reconstruction.”

“Ipinagparangalan pa noon sa mga tarapal na ang pagpapagawa ng kalsada ay proyekto ni Cong.Mikey Arroyo (It was proudly proclaimed in tarpaulins then that the road construction was a project of Cong. Mikey Arroyo),” Bengco said.

Despite the hardship of going through unpaved, narrow trails that served as detours, Bengco said the commuters did not complain, content with the thought of travel convenience once the well-paved road was finished.

Bengco said it took almost a year for the construction, including the curing period, to be completed.

The initial happiness of the barrio folk however turned to anger when only a month or so after, parts of the road were again scraped, to make way for the construction of drainage canals on both sides of the road.

“At muli na naman ang pag-ikot ng mga tao sa makikitid, maalikabok at baku-bakong eskinita parito’t paroon sa Porac at Angeles (Again, it was the circuitous detours through narrow, dusty, unpaved trails for commuters between Poac and Angeles City),” Bengco said.

From then, residents claimed, there has not been any stop to the repair of patches of the road, greatly inconveniencing them.

Complaints from Porac residents have swamped the Tapatan radio program of Arnel Panganiban over radio station GVAM-792 located along the Porac-Angeles City Road.

One caller aired his suspicion that “certain Porac politicians are (allegedly) benefitting from all the construction.”

“Trenta porsiyento SOP na lang kada bakbak at repair ng kalsada, minsan sa isang taon, sa isang termino nila ay sulit na.

Halaga na ng buong proyekto yun (At 30 percent SOP per scrapingand repair work, once every year, they would have gained the worth of one project in one term),” he said.

Others decried the “lack of sensitivity” of the Department of Public Works and Highways (DPWH) to the comfort and convenience of commuters, saying: “Bulok ang sistema ng DPWH (the DPWH stinks).”

Ruperto Cruz, chairman of the advocacy group Pinoy Gumising Ka Movement, who sits as regular discussant in the radio show said:

“The Porac Road appears to follow the pattern of roads constructed under the supervision of the DPWH that of being guaranteed to crack in a year’s time.”

Like the radio station, this paper tried to get the side of the DPWH but failed as of presstime.
