• CANDABA — A retired police official manifested recently his desire to participate in the race of mayor here in the coming 2013 elections.
Retired police superintendent Rommel Salac, a former chief of police of San Miguel Bulacan, is the fourth person to manifest his interest to join the political race in this town.
Earlier, Patrick Pelayo, the son of Mayor Jerry “Kuyang Jerry” Pelayo and founder of the “Anak ng Candaba” party, has been groomed to replace his father as municipal chief executive.
Others believed that the younger Pelayo is lucky for having stable political machinery.
He enjoyed the loyalty of most of the village officials who have been avid supporters of “Kuyang Jerry” for three consecutive terms.
Former Department of Transportation and Communication (DOTC) assistant secretary Rene Maglanque likewise confirmed that he is running for mayor next elections.
He previously claimed that local leaders are already in place and have thrown all out support to his candidacy.
Maglanque has already served the people of Candaba as councilor in 1992 and Board Member of Pampanga in 1998.
Another candidate to consider is Reynaldo Sagum, who already established networks after participating in the mayoralty race in 2010.
Sagum got at least 14,685 votes compared to 19,447 of Mayor Pelayo. He was behind by only less than five thousand votes to “Kuyang Jerry.”

CITY OF SAN FERNANDO — Public schools in Sindalan village are now “discipline zones,” Sindalan village chief Arnel Sicat said.
Sicat said as soon as classes opened last Monday the Sindalan Elementary School, Sindalan High School, Information and Communication Technology High School and day care centers have been declared discipline zones by the village council.
Discipline zones are areas where no smoking, no littering and no jaywalking policies are being implemented just like in the city proper.
“We want to ensure not only the utmost safety of our students, but instill discipline in them as well. What they learn inside the school should also be what they do outside of the classroom,” said Sicat, an ex-officio councilor and the president of this city’s Association of Barangay Captains.
He added that sidewalks near the schools have been cleared of vendors and obstructions and loading and unloading zones, including waiting areas have been identified for the convenience of the thousands of students, their parents and guardians.
“The waiting areas and loading and unloading zones are in the back of the schools so they would not have to crisscross along MacArthur Highway. Mas maluwag doon at mas safe,” he quipped.
Sicat added that along with the discipline zones, teachers, students and parents have been thoroughly oriented with the barangay’s Zero Dengue Case Campaign.
“This is in consonance with the Department of Health’s directive. Our challenge to teachers is maintain cleanliness and keep a safe environment because we want to prevent reports that students get afflicted with dengue at school,” Sicat said.
The village chief also noted that classes, facilities and classrooms in the school are manageable.
“These concerns are manageable because of the City Government’s support. In fact, enrollment swelled because of the implementation of the K to 12 program and the transfer of other students to these public schools. Except for one or two classes which have two shifts, everything else is manageable and under control,” Sicat added.

ANGELES CITY – A militant party list group and a fishers’ federation urged yesterday the Aquino government admit the failure of the Comprehensive Agrarian Reform Program Extension with Reforms (CARPer), as they reported a total backlog of 1,093,000 hectares still up for distribution to farmers.

“So far, CARPer has accomplished only 54.6 percent of its national land acquisition and distribution target,” said a joint statement issued by Anakpawis partylist and the Pambansang Lakas ng Kilusang Mamalakaya ng Pilipinas (Pamalakaya).

Anakpawis party list vice chairperson Fernando Hicap and Pamalakaya vice chairperson Salvador France said “Agrarian Reform Sec. Virgilio de los Reyes and other land reform officials should not accept the reality that CARPer has fatal loopholes and major legal defects that evade distribution of vast hectares of private lands to landless farmers and tillers.”

They instead batted for the passage of House Bill 374 authored by the late Anakpawis party list Rep. Crispin Beltran and his colleague incumbent Rep. Rafael Mariano.

The proposal calls for a comprehensive coverage of lands to be distributed under the Genuine Agrarian Reform Bill (GARB) where millions of hectares would be distributed for free to landless, but qualified farmers.

The statement noted that so far, the Department of Agrarian Reform has “a total backlog of 1,093,000 hectares of agricultural lands, accomplishing only 54.6 percent of its national land acquisition and distribution target.

Anakpawis and Pamalakaya noted that “at the rate DAR is doing its work, the agency has to work at 20 times its current pace to meet its targets.”

“The CARPer law by orientation and by design is only meant to engage in token distribution of land and not a thoroughgoing land reform program,” Hicap and France noted.

The CARPer law, or Republic Act 9700 introduced by former Rep. Riza Hontiveros in 2007, amended provisions of the original Comprehensive Agragrial Reform Law (CARL) of 1988. CARPer extended the land distribution program of CARP by five years.

It has been criticized by two provisions, including one that requires the sworn testimony of the landlord stating that the farmer-beneficiary actually worked the concerned piece of land before any titles can be handed over and another provision concerning compensation for affected landowners.

It also provides that the third phase of land reform would not be started unless 90 percent of the coverage of the old CARL should have been distributed.

“The one million hectare land which DAR has failed to distribute under the CARPer law is an understatement.

The figure does not include private lands currently locked in legal disputes all over the country and those lands acquired by big landlords through land-grabbing and other forms of coercive and violent means,” said the statement of Anakpawis and Pamalakaya.

They noted that the one million hectares exclude other vast areas such as 12,000 hectare agricultural and forest lands in Casiguran, Quezon which has been put within the scope of the Aurora Pacific Economic Zone and Free Port Project.

The statement also cited other “glaring failures” of CARPer also cover the failure to distribute 8,650 hectares of Hacienda Looc in Nasugbu, Batangas, the 7,100 hectare prime land in Hacienda Yulo in Canlubang, Laguna and the 30,000 hectare haciendas in Negros Island belonging to business tycoon Eduardo “Danding” Cojuangco Jr.

Anakpawis and Pamalakaya advised church groups and other farmers’ organizations to “quit entertaining false hopes from CARPer and to go beyond the bogus land reform program and pursue a social justice driven land reform.”

CITY OF SAN FERNANDO – After the ouster of Chief Justice Renato Corona, the League of Cities in the Philippines (LCP) is set to file another motion for reconsideration against the approval of 16 new cities in the country.

The Supreme Court, under Corona’s administration, approved the 16 new “unqualified” cityhood.

“We’re considering to file another motion for reconsideration and open the case against our opposition to the 16 new cities,” LCP President and San Fernando Mayor Oscar Rodriguez said.

The conversion of some small towns into cities without passing primary requirements like income, land area and population has cut the internal revenue allotment (IRA) of existing cities by millions.

San Fernando has lost P50 million while neighbor Angeles City has lost P54 million from their IRA after the conversion of the 16 new cities.

To cover up for their budget loss, Rodriguez and Angeles City Mayor Edgardo Pamintuan said they are implementing efficient revenue collection and using prize money from awards like the Seal of Good Housekeeping from the Department of Internal and Local Government among others.

Moreover, in a recent meeting, Pamintuan said LCP is drafting a position paper called “IRA portability” of budget to the 16 new cities.

Pamintuan said the scheme suggests that the new 16 cities will use the fund they get from their municipality and whatever the deficit is will be provided by the LCP.

“We have more constituents than them so we’ll provide what they need for their constituents. So that big cities like us could use the budget for infrastructure development,” Pamintuan said.
