Dahil dito, abala si Lacuna sa mga paghahanda para sa kanyang pagtatangka na makapag-uwi ng medalya.

Sa isang email na ipinadala ng manlalangoy sa mamamahayag na ito noong Sabado, Hunyo 2, ipinahayag niya na isang malaking karangalan na maging kinatawan ng bansa sa Olympics na isinasagawa tuwing ika-apat na taon.

Gayunpaman, inamin niya na ang kanyang pananabik ay may kahalong kaba.

“First, I need to handle the pressure, kasi yan yung pinaka big deal,” ani Lacuna at iginiit pa na, “after that the fitness, also need to add some new routines.”

“It’s the Olympics, anything can happen,” aniya.

Para naman sa mga kabataang manlalaro, ipinayo niya na pagbutihin ang pagsasanay at laging makinig sa payo ng mga coach o tagapagsanay.

“If you want to achieve your dreams and goals, train hard and listen to you coach. Don’t stop believing in yourself,” aniya.

Idinagdag pa niya ang simpleng paalala na, “dapat masaya ka sa ginagawa mo.”

Sa katatapos na Philippine Sports Commission National Games na isinagawa sa Lungsod ng Dumaguete noong huling linggo ng Mayo, muling humakot ng limang medalyang ginto si Lacuna.

Namayani siya sa 100-meter butterfly, 100-meter freestyle,400-meter at 1,500-meter freestyle; at 200-meter medley.

Si Lacuna ay isinilang at lumaki sa bayan ng Pulilan kung saan siya natutong lumangoy sa swimming pool sa batang edad.

Ayon sa kanyang ama na si Marcelo, tatlong buwan pa lamang si Jessie nang lagyan nila ito ng floating arm ban sa braso sa swimming pool.

Sa pagkakataong iyon, napansin ni Marcelo na panay sikad sa tubig ng anak, kaya’t unti-unti niya itong tinuruang lumangoy.

Sa edad na limang taon, ang batang Lacuna ay isinali sa panglalawigang paligsahan sa paglangoy bilang “saling pusa.”

Ngunit sa kabila ng kanyang batang edad ay tinalo niya ang mga manlalangoy na mas matanda sa kanya.

Ang problema ay nang hingin at hanapin ng batang Lacuna ang medalyang kanyang napanalunan.

Ayon sa kanyang ama, matagal din niyang ipinaliwanag sa anak na hindi siya talaga kasali sa paligsahan, sa halip ay isang “saling pusa” lamang.

Nang sumunod na taon, hindi napigil ang batang Lacuna sa paglahok sa mga paligsahan, at sa pagkakataon na iyon ay opisyal na siyang kasali.

Mula noon, hindi na tumigil ang batang Lacuna sa paghakot ng medalya sa bawat paligsahang sinalihan.

CLARK FREEPORT — League of Cities of the Philippines (LCP) president Mayor Oscar Rodriguez urged fellow city mayors on Thursday to include issues on climate change adaptation in their disaster preparedness programs.
Rodriguez made this call during Wednesday’s “Tapatan Roadshow in Disaster Preparedness and Climate Change Adaptation” held at the Oxford Hotel here and attended by various mayors and stakeholders from Central Luzon.
Rodriguez, in an exclusive interview, said disaster preparedness entails taking into consideration the effects of climate change in current weather conditions and current disaster plans of local government units.
“This seminar is a good venue to share best practices in disaster preparedness from different cities and municipalities in Central Luzon,” Rodriguez said.
The city mayor said local government units should also take into consideration disaster preparedness in their regular calamity funds for proper budget allocation.
Rodriguez said enough attention should also be given in disaster preparedness to ensure lesser damage to life and property. He said the calamity fund should be used wisely.
The calamity fund is a five-percent allocation of the total projected income of the local government unit for the year.
Under Republic Act 10121 or the Philippine Disaster Risk Reduction and Management Act of 2012, the calamity fund should be used for pre-disaster preparedness programs that include training, purchase of life-saving rescue equipment, supplies and medicines, and post-disaster activities.
The seminar was led by Department of Interior and Local Government Secretary Jesse Robredo and featured talks from various government officials and line agency leaders.
Lecturers in the event included Director Josefina Timoteo of the Office of Civil Defense-Central Luzon; Hilton Hernando of Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa); and Noel Lacadin of the Department of Environment and Natural Resources.
Government officials also shared best practices in disaster preparedness and response. The discussion was led by Governor Aurelio Umali of Nueva Ecija, Governor Wilhelmino Sy-Alvarado of Bulacan and Olongapo City Mayor James Gordon.

CLARK FREEPORT — Four towns in Pampanga received P1 million each from the Performance Challenge Fund (PCF) after being awarded the Seal of Good Housekeeping (SGH), qualifying them for the fund subsidy.
The municipalities of Porac, Lubao, Floridablanca and San Luis were the latest awardees of the PCF, after being awarded under the SGH.
The SGH award recognizes fourth to sixth class local government units (LGUs) with good performance in internal housekeeping, especially on sound fiscal management, transparency, accountability, and performance management.
Accepting their checks from Department of Interior and Local Government (DILG) Secretary Jessie Robredo were Porac Mayor Condralito Dela Cruz, Floridablanca Mayor Eduardo Guerrero, and San Luis Mayor Venancio Macapagal.
DILG Regional Director Florida Dijan said these towns qualify for the PCF. The PCF is a subsidy these LGUs could use to finance economic development projects in their areas.
Porac Mayor Dela Cruz said the funds will greatly help in financing programs of various barangays in his town, which is now gearing up for more livelihood and development programs.
He said the fund will also go to other infrastructure projects for local facilities in his town.
“This fund inspires to set our priorities in line with those of the National Government. The DILG can be assured that we will use the funds wisely,” Dela Cruz said.
Meanwhile, Floridablanca Mayor Guerrero said the funds will be used for health and education-related infrastructures for his town, among others.
He said part of the fund will also be aligned for development projects to be identified by local officials.
“The PCF is a good program to make local government units more attentive for the need to set their priorities directly for the benefit of the people. This is also a sort of a wakeup call for local government units to do their jobs well,” Guerrero said.
The PCF is an incentive fund to LGUs in the form of counterpart funding to high-impact capital investment projects in the Annual Investment Program and funded the 20 percent Development Fund consistent with national priorities.
It is open to all provinces, cities and municipalities awarded with the Seal of Good Housekeeping provided that the LGU shall allocate a counterpart fund to implement capital investment projects aligned with the national development agenda and priorities.

CITY OF SAN FERNANDO — The Department of Health (DOH) in Central Luzon urged the public Tuesday to be vigilant against dengue, especially now that the rainy season has started.
“Dengue prevention and control is everybody’s responsibility. We each have our role to play in order to ward off this disease from our communities,” DOH Regional Director Leonita Gorgolon said.
Gorgolon said the DOH here has been infusing resources to conduct activities and assist local government units and other stakeholders to prevent dengue from spreading.
The DOH, she said, is educating local health stakeholders on the how to search and destroy mosquito breeding sites through its “Four S Kontra Dengue.”

Aside from strengthening its advocacy campaign, the DOH is continuously implementing activities under its Dengue Prevention and Control Program.
The agency has the Dengue Integrated Vector Management. Under this, it has established the use of the long lasting insecticide treated curtains in schools under the project.
The DOH has also partnered with the Department of Science and Technology for the use of ovicidal-larvicidal trap.
Clinical Dengue Management Courses were also conducted to assist doctors in management of dengue cases, while continuous monitoring of dengue cases and the activation of dengue express lanes in hospitals were the other activities done for the program.
