ORANI, Bataan- Landowners claiming payment for the school lot padlocked on Saturday a public elementary school threatening to dislocate more than 700 pupils on their first day of classes on Monday.

Ronaldo Acuna, barangay captain of Kaparangan in Orani, said that the Kaparangan Elementary School was padlocked with the lot owners demanding payment for the 4,000 square meters of land used by the school.

He said that the Santos Family owns the lot that the school has been using for 70 years. “Sana mapag-usapan kung ano ang kahilingan ng mga may-ari para maresolba na ang problema,” the barangay head said.

Acuna said the lot was first offered for P3 million but presently has an asking price reportedly of P25 million
Emily Mendoza, school principal, said they are worried because classes will begin on Monday.

The principal and some of her 21 teachers were having a meeting to discuss the problem with the barangay captain at a private residence because they were allegedly barred from entering the school.

“Sana magkatulong-tulong ang mga ahensiya ng gobyerno para maayos agad ang problema ng paaralan,” Mendoza said.

“Gusto ko mabayaran na ng DepEd dahil matagal na nilang ginagamit, isang grado pa lang ako,” said 87-year old Alberto Santos of Orani, one of the living heirs of the lot. He said that payment of the lot has been agreed upon many years ago but did not materialize.

He did not specify the price but merely said that it depended on their lawyer. He said that the school lot is now under the commercial area.

Santos said they have written the Department of Education and other officials but that these officials have not talked with them.

BALER, Aurora – A member of the House of Representatives’ panel that prosecuted Chief Justice Renato Corona said the search for his replacement should be broader than the Supreme Court premises and the evaluation of the candidates’ qualification be open to the public.

Rep. Juan Edgardo Angara of the lone district of this province who acted as the panel’s spokesperson suggested on Thursday to open to the public the process of selecting the successor of ousted Chief Justice Renato Corona in line with the campaign for accountability and transparency of government officials.

But his father, Sen. Edgardo Angara, said he prefers somebody from the SC itself. “Preferably somebody from within if you ask me. But if the appointing power (referring to President Aquino) in his good judgment decides that an outsider should be appointed, I think we should respect his judgment,” he said.

He urged the administration to disprove Corona’s allegations that the impeachment was the President’s way of exacting vengeance upon him because of the adverse SC decision on the case of Hacienda Luisita.

“That’s exactly Corona’s opening statement when he appeared before the Senate impeachment court: that President Aquino is a vengeful President because of what happened to Hacienda Luisita. And it’s up to the President to disprove this,” he said.

At the height of the impeachment trial, Angara defied attempts by the prosecution to have him out of the hearing judges.

The defense filed the motion to inhibit Angara, mentioning among others the approval by the government of billion-peso projects in this his home province, which, they said, “could affect his partiality in favor of the Liberal Party of President Aquino.” It noted that Juan Edgardo is one of the spokespersons of the House prosecution panel.

The supposed projects included the P1.66-billion Baler-Casiguran Road and the P798.56-million bridge project in Barangay Umiray, Dingalan. “The scale and timing of these projects appear more as political favors and inducements, rather than just honest-to-goodness responses to development concerns,” the defense said.

The elder Angara was irked that the defense was insinuating the role of his son as prosecution spokesperson and the recent approval of the Baler-Casiguran Road were made in exchange for his vote to convict Corona.

“They are insinuating that my vote has already been bought,” he said. “And to demonstrate how malicious this insinuation is, they say in their concluding paragraph, ‘ The only way, you, Senator Angara, can redeem yourself is to vote for acquittal.’”

He said the Baler-Casiguran Road project was proposed three years ago, during the administration of former President and now Pampanga Rep. Gloria Macapagal-Arroyo, not during the time of President Aquino.

ANGELES CITY- Farmer-leaders in Central Luzon accused yesterday the Cojuangco-controlled Hacienda Luisita Inc. (HLI) of conjuring up its own list of 4,000 purported land reform beneficiaries in an alleged move that could eventually pave the way for Pres. Aquino’s family to regain control over the vast estate in Tarlac.

The Alyansa ng Magbubukid ng Gitnang Luson (AMGL), the mother unit of the Alyansa ng Manggagawang Bukid ng Asyenda Luisita (Ambala) cited the Cojuangco family’s alleged attempt to bloat the list of farmer-worker beneficiaries by coming out with a new list of 4,000 purported beneficiaries of land reform in the hacienda.

On Nov. 22 last year, the Supreme Court decided to distribute 4,915-hectares of the hacienda to 6,296 beneficiaries listed by Ambala.

But AMGL chairperson Joseph Canlas cited reports that HLI came out with its own list of “beneficiaries” to fill in some 4,000 names in the Ambala list which were reportedly to be stricken out as being non-qualified by the Department of Agrarian Reform (DAR).

“We are certain that the padded 4,000 list is composed of those lured by the Cojuangcos with measly quick money, for Pres. Aquino’s family to eventually again control lands that would be awarded through individual ownership,” Canlas said.

Ambala, in a statement, said this is the reason why it is backing collective ownership not only of the 4,915 hectares cited by the Supreme Court for land distribution, but also other parts of the hacienda previously sold by the Cojuangcos to other parties.

“Ambala is demanding collective ownership as the method of distribution in contrast to those pro-Cojuangco groups posing as farmworkers who are calling for individual ownership,” the statement said.

Canlas said that hacienda farmers have continued to cultivate some 184 hectares previously sold by HLI to the Rizal Commercial and Banking Corp. (RCBC) in Barangay Balite in the hacienda.

“Ambala organization is determined in pursuing the farmworkers’ rights on the RCBC claimed lands as they are obviously agricultural lands, thus, the 1996 conversion order of the DAR should be immediately revoked,” said Canlas.

The DAR is still on an information drive on the Supreme Court decision to distribute lands in the hacienda.

“Ambala which represents the 6,296 legitimate farmworkers is vigilant against moves to cloud its list with the Cojuangco’s proposal that could virtually bloat the number in the list to about 10,000,” said Canlas.

Canlas said that the ouster of former Chief Justice Renato Corona from the Supreme Court has boosted the fears of hacienda farmers amid their belief that the President’s family still wants to regain control over the hacienda.

“With Corona out of the way, we are vigilant against any Supreme Court alteration of the November 22, 2011 and April 24, 2012 decisions that favor farmers. We encourage the people from different sectors to guard against the setting up of an ‘Aquino Court’ as it would be no different from that of the much-hated Arroyo regime,” Canlas said.

He said the Aquino government’s recent leniency towards former Pres. Arroyo who has remained in hospital arrest despite the serious charges against her, indicated lack of sincerity of the President in pushing the cases.

“We believe that the Aquino government was never serious about prosecuting Arroyo. Her arrest was only fuelled by the broad protest demanding her to face trial,” Canlas said.

Canlas also said that these developments only indicated that the impeach move against Corona was motivated by the former magistrate’s support for land distribution in Hacienda Luisita.

ANGELES CITY – An activist group urged yesterday Pres. Aquino to be trans-parent in his dealings with the US officials amid recent US military statements and movements giving rise to suspicions that the Ameri-cans are maneuvering for another military bases agreement.

The Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) expressed fears that the President’s slated visit to Washington and meeting with US Pres. Barrack Obama could pave the way for another military bases agreement between the US and the Philippines.

This, as the group also asked the President to disclose to the Filipino people the “real agenda in the unannounced visit of US joint military chief of staff Gen. Martin Dempsey.”

In a statement, Pamalakaya noted that the US military’s nuclear carrying warships have been visiting the country for port calls, refueling and rapid forward deployment of troops “under the cloak of the Visiting Forces Agreement (VFA) and the Mutual Logistics and Support Agreement (MLSA).”

“Manila now seems to be a de facto military base of the US as Washington generals come here to perform covert meetings with Malacañang and Armed Forces of the Philippines bigwigs,” Pamalakaya chairperson Fernando Hicap said.

Hicap recalled that last month a US submarine was docked in Subic freeport without the knowledge of Department of Foreign Affairs (DFA).

Hicap said these developments have “something to do with the plan of US defense department to mobilize most of its warships in Asia Pacific region by 2012.”

“Pres. Aquino is legally, politically and morally obliged to report the outcome of the results of his meeting with US general Dempsey to the Philippine Senate, the House of Representatives and the Filipino public,” he said.

Pamalakaya noted that the two-day visit of Dempsey coincided with the announcement of the US government that it will increase its military presence in Asia and the Pacific region by 2020.

“There is a strong possibility that Pres. Aquino will revive the proposed RP-US military bases agreement which was rejected by the Philippine Senate on September 16, 1991 to accommodate more warships and US troops to be deployed by Washington D.C in Asia Pacific in year 2020,” Pamalakaya said.

Hicap added that “Washington can bring this proposal during the scheduled state visit of Aquino to US.”

Earlier, US Defense Secretary Leon Panetta announced that the US will move the majority of US warships to the Asia-Pacific in coming years and keep six aircraft carriers in the region.

“The US needs its former naval and air bases in the Philippines for its military campaigns in the Asia Pacific region before and beyond 2020, so it will not be a surprise if revival of the bases agreement becomes an issue during the Aquino state visit in US next week,” Hicap said.
