MANILA (3rd Update, 4:34 p.m.) — Candidates for the position of Chief Justice vacated by Renato Corona last week will be required to open their bank deposits for scrutiny, the vetting body Judicial and Bar Council (JBC) said Monday.
The requirement came after Corona himself called on public officials in his impeachment trial that they should also do an outright waiver of confidentiality for the sake of transparency and accountability.
Corona admitted of owning some P180-million worth of dollar and peso accounts not reflected in his asset statement, which was used by 20 senators to convict him for betrayal of public trust and culpable violation of the Constitution.
“This will be for purposes of evaluation by the JBC. With the waiver, we will be able to look into their foreign currency bank accounts,” lawyer Milagros Cayosa, the representative of the Integrated Bar of the Philippines to the JBC, told reporters.
Senator Francis Escudero, the Senate representative to the JBC, made the motion during the meeting of the eight-member council at the Supreme Court.
Aspirants who are from the government will be asked to provide their statements of assets, liabilities and net worth (SALN) and those from the private sector will be required to submit their income tax returns (ITR) from two previous years.
“The waiver includes bank deposits on local and foreign currencies and the opening of their SALNs and ITRs in favor of the JBC. This will allow the council to check if indeed their bank accounts are reflected in their SALNs or ITRs,” Escudero said.
The new requirement will be included in the notices of vacancy and acceptance of application and nomination to be released in the next few days.
Reported contenders Acting Chief Justice Antonio Carpio and Justice Secretary Leila de Lima took no part in the proceedings out of propriety.
Bureau of Internal Revenue Commissioner Kim Henares was also floated as possible successor to Corona but she refused to make a big deal out of the issue since the position has not been “advertised yet.”
“I’ll think about it when it’s there, if it gets there,” she said.
Present at the meeting as well were Iloilo Representative Niel Tupas Jr. (House of Representatives), retired Court of Appeals Justice Aurora Lagman (private sector), Jose Mejia (academe), and retired Supreme Court Justice Regino Hermosisima, who presided the deliberations.
Meanwhile, Pangilinan reiterated his call for the JBC to make its meetings and deliberations open to the public.
“We have seen how accountability has allowed the people to participate in governance and be involved in the change process. It has also put pressure to officials in disclosing their SALNs despite their invoking of the foreign currency (deposits) act,” he said.
In a resolution dated September 23,2002, Rule No. JBC-10 states that “cameras and tape recorders, however, shall not be allowed inside the room (during the public interview). No live TV (television) and radio coverage of the proceedings shall be permitted.”
Pangilinan was a member of the JBC from 2001 to 2008.

MALACAÑANG asked farmers groups on Monday to help the Department of Agrarian Reform (DAR) determine the areas where the Comprehensive Agrarian Reform Program (Carp) are not yet implemented.
Deputy presidential spokesperson Abigail Valte made the appeal to farmers following criticisms of the administration’s apparent “ineffective and snail-paced” implementation of land distribution under Carp with reforms (Carper).
“From our end, what we can do to help is to ask the places where they said the Carp has not yet been implemented,” Valte said.
She said the agrarian reform department should first check if the places fall properly under Carp and what progress has been made so far.
Valte denied allegations of President Benigno Aquino III’s supposed lack of interest in the matter, saying Agrarian Reform Secretary Gil delos Reyes has been constantly updating Malacañang about the land distribution.
“They seem to be making rapid progress,” Valte said on DAR’s performance.
Several farmers groups trooped last Friday to the DAR office to air dismay over the government’s “slow” completion of the agrarian reform program.
At least 5,200 farmers from Negros Island, Mindanao and Luzon planned to have days-long protest from June 1 to June 10, which is the 24th anniversary of Carp.
Save Agrarian Reform Alliance (Sara) said in a statement that agrarian reform, especially land distribution is “languishing” under the administration of Aquino.
The group described the Carp performance as “worst since 1988,” the year Carp took effect.
“Napakabagal ni PNoy at delos Reyes sa pagpapatupad ng repormang agraryo. Usad-pagong ang Caper, dalawang taon na lang ang natitira bago ang deadline ng distribusyon ng lupa sa June 2014 (Aquino and delos Reyes are very slow in implementing agrarian reforms. Caper is moving at turtle pace. There are only two years left before the deadline of the distribution of lands on June 2014),” said Trinidad Domingo, spokesperson of Sara.
Carper primarily extends the land distribution program of Carp by five years.
Domingo said their group’s worry is that Carp is not a priority of the administration.
“It’s (Aquino administration) Carp performance was a mere five-percent share of land distribution output compared with the Ramos administration’s 46 percent, Arroyo’s 23 percent, and Cory Aquino’s 21 percent. The current administration’s performance is even worse than the Estrada administration’s 5.4 percent, which distributed lands for about the same period of two years,” the group said.
Sara questioned whether the lands reported as distributed have been actually given to agrarian reform beneficiaries and that these beneficiaries have the land titles in their hands, and that they are being provided with appropriate support services such as access to socialized credit, irrigation, among others.
“Time is running out, but before it does, the farmers from Sara will not be found merely waiting for what will not happen under this government. The farmers have vowed to claim what is theirs under Carper, under the Philippine Constitution,” the group said.
Valte said the Palace will let the farmers groups conduct their protests.

THE government will spend P87.1 million for President Benigno Aquino III’s official trips to the United Kingdom (UK) and the United States (US), Executive Secretary Paquito Ochoa Jr. said Monday.
Aquino left Monday afternoon for London via a chartered Philippine Airlines flight along with an 89-member delegation.
The President’s trip to UK is from June 4 to 6. This is his first since he became President in 2010.
After UK, he will proceed to the US for a working visit from June 6 to 8 on the invitation of US President Barack Obama.
Aquino leads a lean delegation that includes Foreign Secretary Albert Del Rosario, Transportation and Communications Secretary Manuel Roxas, Finance Secretary Cesar Purisima, Defense Secretary Voltaire Gazmin, Trade Secretary Gregory Domingo, Tourism Secretary Ramon Jimenez, Energy Secretary Rene Almendras and Presidential Communications Development and Strategic Planning Office Secretary Ramon Carandang.
Philippine Ambassador to Washington Jose Cuisia Jr., Philippine Ambassador to London Enrique Manalo and Presidential Protocol Chief and Presidential Assistant on Foreign Affairs Miguel Perez-Rubio are also included in the presidential entourage.
Ochoa said the expenses cover accommodation, telecommunications, transportation, food and equipment, among others, for the President and his official party.
The Department of Foreign Affairs (DFA) said Aquino will hold a bilateral meeting with Prime Minister David Cameron to discuss the Philippines-UK political and economic cooperation, Britain’s participation in the International Contact Group for the peace process, anti-corruption and good governance practices of both countries, and other regional and international concerns.
The DFA also said the President will likewise meet with several major British investors, take part in the Philippine fun tourism campaign and dialogue with the Filipino community in the UK, which is the largest in Europe.
From the UK, Aquino will fly to Washington D.C. for a one-on-one meeting with Obama at the Oval Office, their fourth since 2010.
On top of the agenda of the two leaders is discussion on a broad range of bilateral, regional and global issues that reflect the multifaceted nature of the two countries’ strategic partnership.
The DFA said Secretary of State Hillary Clinton will host a luncheon in honor of Aquino and his delegation at the Benjamin Franklin State Dining Room of the State Department in the US capital.
The President is also scheduled to meet with leaders of the US Senate at a reception organized by Senate President Pro Tempore Daniel Inouye on Capitol Hill and will be guest of honor at the launch of the US-Philippines Society.
Before heading home to Manila, Aquino will stop by Los Angeles to meet with the Filipino-American community, which represents about 3.1 percent of the city’s population.
Presidential spokesperson Edwin Lacierda said the President has a huge chance to meet in person American Idol runner-up Filipina-Mexican Jessica Sanchez.

STA. RITA — Governor Lilia Pineda has ordered a study for the construction of a dam facility here that will serve the irrigation needs of local farmers and protect other towns from flooding during the rainy seasons.
Pineda made this announcement during a consultative meeting with local farmers of Barangay San Basilio, where the dam is expected to be constructed.
The dam project is seen as a long-term solution to the irrigation needs of barangays Gasak, San Basilio, Diladila, San Jose and San Matias.
Sta. Rita is a predominantly agricultural town with farmers depending on surface and underground water supply for irrigation.
Pineda said the dam once constructed will be able to harness the stream tributaries that flow into the Sapang Balen River.
“Water has been a constant problem for our farmers. With this project, we can address the problem on irrigation and cut the cost on irrigation funding,” Pineda told farmers.
Pineda added that the dam will also serve to protect the town proper from flood water. The streams and main river of this town are the main tributaries of the Betis River that flows into Guagua town.
Pineda said other neighboring towns of Sta. Rita will also be protected by the dam project from flooding.
The governor has tasked the study on the proper location of the dam, with the help of local farmers, adding the Provincial Government will implement the project in coordination with the national government for proper funding.

CLARK FREEPORT, Pampanga — Hong Kong-based Metrojet Engineering Clark is expected to infuse $40 million to its maintenance, repair and overhaul (MRO) facility in a three-hectare area inside the Clark Aviation Complex.
This was learned from Clark International Airport Corporation (CIAC) president Victor Jose I. Luciano, who announced the opening of the MRO on Monday.
Luciano said Metrojet will start catering Fixed Based Operations for Corporate Jets in their first MRO facility that will also service various types of aircrafts and capacities at the aviation complex.
CIAC and Metrojet, through its Philippine representative First CP Hangar Corporation, signed a deal in December 23, 2011.
“We will now have another MRO facility that will provide service to various types of aircrafts and capacities inside the aviation area of Clark International Airport that would be operated by Metrojet, and this will create employment and business opportunities for the Filipino people,” Luciano said.
“Metrojet’s decision to locate in Clark is another significant milestone for Clark, coming on the heels of our recent inaugurals of new international and domestic flights from Clark,” he added.
Metrojet executive director Bjorn Naf also said by investing in Clark, they will have more flexibility in providing excellent service to their clients and create employment and business opportunities.
“This again reiterates our support to the Clark International Airport to become the next aviation hub in the Philippines,” he said.
“We will have a more definitive business plan after some time in operation as we need time to establish ourselves in Clark. A time within three years from now will be reasonable for us to develop our business in the Philippines,” Naf added.
Naf said Metrojet will utilize its first MRO facility that will cater its 26 fleet of aircraft in various types and capacities with an initial investment of $4 million.
The entry of Metrojet brings in to two the number of MRO facilities in the Clark International Airport.
The Singapore Engineering Philippines was the first to set up a $1 billion MRO facility and already on its way to build the second hangar for wide-bodied aircraft.
Luciano said, “Metrojet’s entry sends a strong signal to the international community that the Philippines is ready to play a central role in the global aviation industry.”
Metrojet is part of the Kadoorie Group which owns China Light and Power Company and the Peninsula Hotel Chain.
It will offer a range of services such as aircraft charter, comprehensive aircraft management, maintenance, co-ownership programs, aircraft acquisition and sales. The aviation firm’s proposed heavy maintenance for Clark will also include avionics upgrade and exterior paint work for aircraft.
Executive Secretary Paquito Ochoa said: “The President has announced that the country is open for business, and the decision of Metrojet to set up a shop in Clark is proof that foreign investors are listening.”
“Our government is focused on assuring investors that we are serious about undertaking reforms that will make it attractive for them to invest in the country. These include efforts to provide a level playing field for businessmen and guaranteeing them a government that is consistent with its policies and is faithful to the rule of law,” said Ochoa.
Clark Airport is currently hosts to several budget and legacy carriers flying out of Clark with Domestic and International flights with Asian destinations.
The airport is enjoying 300 aircraft movements weekly due to the additional flights by Air Asia Philippines, Airphil Express and Dragonair recently. Other carriers operating at Clark Airport includes Cebu Pacific Air, South East Asian Airlnes (Seair), Asiana Airlines and Jin Air.
