MANILA — Student activists hit Sunday the implementation of additional years in school, saying children and parents will be forced to spend for an education program without the approval of Congress.
“There is no statute that states the different levels of formal education pursued by the K+12 program. Thus far, the levels of formal education remain to be elementary and secondary education under the Education Act of 1982. Nowhere does it speak of middle school or senior high school, as outlined in the K+12 program,” said lawyer Terry Ridon, national president of Kabataan party-list.
The enabling legislation for K+12 has yet to be passed by Congress, prompting the group to question the legal basis behind the government’s push for the program.
“What shall become of these schoolchildren if the K+12 program is rejected by Congress?” Ridon asked.
The opening of classes on Monday will be marked by the pilot implementation of the K+12 with focus on changes to curriculum for Grade 1 and Grade 7. Grade 7 is what first year junior high school is referred to under the program.
In preparation, teacher trainings for the Grade 1 and Grade 7 enhanced curriculum were conducted in different subject areas per region to develop teachers’ capacity for efficient implementation.
“For 2012, there will be no additional years yet for high school. Also, there will be no additional cost to parents because education in a public school is free,” Department of Education (DepEd) communications director Tina Ganzon told Sun.Star.
Ridon said the government should focus first on the shortage of facilities and teachers and infrastructure in the public education system as increasing the number of years of study will only stretch thinly the already limited funding of public schools.
In Davao Region, the education department will start implementing the mother tongue-based multi-lingual education program on the first day of classes for Grades 1 to 3 pupils.
The program, which is also being pushed under the K+12, allows teacher to give lectures in classes using their native tongue.
DepEd-Davao Region Jenielito Atillo said through this, pupils will have a better understanding on the lessons being discussed in classes.
The DepEd is set to welcome today, Monday, 21.49 million students in public schools, at least a million higher than last year’s actual enrolment of 20.48 million.

PRESIDENT Benigno Aquino III has ordered the release of P5.5 billion for the government’s resettlement program that targets informal settlers and residents in high risk areas.
The Department of Budget and Management (DBM) released the fund to the National Housing Authority (NHA), which implements the project that aims to provide better living environment for indigent Filipino families.
“The recent release will allow the NHA to meet the rehousing requirements of families and communities living as informal settlers or currently in high-risk or calamity-stricken areas,” Budget Secretary Florencio Abad said in a statement issued Sunday.
He said President Aquino understands the urgency of relocating at-risk residents especially since the rainy season has begun.
The NHA program will cover the provision of 12,227 house and lot packages, 10,188 housing units, and 16,527 lots to beneficiary families nationwide. The release will be charged against the agency’s Corporate Operating Budget as programmed in fiscal year 2012 General Appropriations Act.
Of the total fund, at least P4.16 billion will go to NHA-administered rehousing activities, of which around P2.7 billion will be used to relocate informal settler families living in high-risk areas in Metro Manila, Rizal, Laguna, Bulacan, and Pampanga. The fund will likewise cover families displaced from areas earmarked for government infrastructure projects.
Since the program is off-city relocation, the government will also provide community facilities such as schools, health and livelihood centers and police outputs in the housing sites.
Socio-economic and other community support programs will also be rolled out, with the entire program involving local government units (LGUs), other government agencies, affected communities, and non-government organizations.
“If we were to merely relocate these communities without accounting for their basic needs, we would be doing the affected families a great disservice. The NHA will see to it that informal settlers will be resettled in homes they can call their own, with schools and community facilities well within reach,” Abad said.
Around P905.2 million of the fund for NHA-administered projects will go to rehousing families currently living in condemned buildings or structures.
An additional P568 million will be used to relocate poor or informal settler families affected by calamities to safe areas, as well as to provide housing assistance to families whose homes have been damaged by calamities, but who do not need to be transferred to a different location.
Meanwhile, P1.006 billion of the total P5.5-billion fund will be directed to local government units outside Metro Manila for the Regional Resettlement Program. The fund will support the relocation of families in high-risk areas, those affected by infrastructure projects and calamities, and those subject to court-order eviction.
Some P82.6-million fund will be allotted to housing support activities, while P252.4 million will be used to provide community support services for relocated families.

MANILA (4th Update, 5:16 p.m.) — The state weather bureau lowered Sunday afternoon the public storm warning signals in the country as Typhoon Ambo (international codename: Mawar) continues to move away from the Philippines.
Fernando Cada, weather forecaster, said Ambo, which intensified into a typhoon Sunday morning, is now at 390 kilometers east northeast of Aparri, Cagayan, packing maximum winds of 120 kilometers per hour (kph) and gustiness of up to 150 kph.
The typhoon continues to move north northeast at 13 kph. It is expected to be at 510 kilometers east northeast of Basco, Batanes by Monday afternoon, 770 kilometers east northeast of the area by Tuesday afternoon, and 1,060 kilometers northeast of Basco by Wednesday afternoon.
But while it is moving away from the country, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) has monitored another Low Pressure Area (LPA) at 1,190 east of Southern Mindanao.
Cada said they will continue monitoring the LPA as soon as enters the Philippine Areas of Responsibility.
In the meantime, Pagasa warned fishermen against venturing out into the sea due to bad weather. It said Ambo, although moving away from the country, will continue to bring rains as it is expected to enhance the southwest monsoon.
“Typhoon Ambo is expected to enhance the southwest monsoon that will bring rains over Luzon and Visayas especially the western section which may trigger flashfloods and landslides,” said the weather bureau in its 5 p.m. Sunday bulletin.
The estimated rainfall amount that Ambo and the southwest monsoon will bring is from 20 to 30 millimeters per hour, which is “heavy,” Pagasa said.
The National Disaster Risk Reduction and Management Council (NDRRMC), meanwhile, asked the public to be extra careful.
NDRRMC Benito Ramos said Sunday that five people remain missing, while 16 were injured due to Typhoon Ambo. Radio reports, meanwhile, said two minors were found dead Sunday in Busuanga, Palawan.
The NDRRMC has yet to confirm the report.

CITY OF SAN FERNANDO — The wife of Representative Aurelio Gonzales Jr., Elizabeth, led the medical and dental mission of the lawmaker at the Sindalan district office.
A total of 200 people availed themselves of the services.
The event dubbed “Lovehealth-Medical and Dental Bonanza” is the latest of the social service missions of Gonzales that he has entrusted to his wife for implementation in various areas of the district.
Beth told Sun.Star Pampanga that the new service mission provides greater attention to various health problems at the grassroots level.
She said that aside from the one held at the Sindalan district office here; there will also be missions in different towns of the district in the coming months, particularly in the City of San Fernando.
“This is our way of making sure that all aspects in the health concerns of our people are addressed and that they are given immediate medical attention,” Beth said, adding the beneficiaries were able to avail themselves of free consultation, minor operations and medicines.
The event was made possible through the help of the St. Ezekiel Moreno Medical Surgical Dental Prayer Mission. The group is composed of a team of volunteers dedicated to help the needy especially the poor and the sick.
All the medical team volunteers come from the different hospitals in Metro Manila and also from the different hospitals from the provinces of the Philippines

CITY OF SAN FERNANDO — Provincial Government Environment and Natural Resources Officer Art Punsalan allayed on Friday fears that quarry revenues will be affected by the advent of the rainy season.
“As we have noted since the start of the (Governor Lilia) Pineda administration, we are taking seasonality out of the question which has been a reason of the past administration on the decline of quarry revenues then. We have gone past through that and we have proven that even during the rainy season, quarry revenues would level off at least on an average of P25 million per month,” Punsalan stressed.
He told Sun.Star Pampanga that collections in the month of May 2012 alone peaked to P28,962,500, the highest so far since January.
“As an indication that rains won’t affect our quarry operations, our collection last month was close to P29 million. It is the highest so far this year, surpassing our March revenues of P28.4 million. The other months also showed a positive upward trend even as we are on a sure level of P25 million a month,” Punsalan said.
He said that at the moment, 2012 collections for the past five months stand at P130,440,000 with the grand total from July 1, 2010 to May 31 this year at P488,205,000.
“But we are not resting on our laurels; we continue to work hard on collections and monitor and enhance our quarry operations,” Punsalan said.
