Bill institutionalizing Palarong Pambansa approved

SAYING it has lost its prestige and popularity among Filipinos over the years, the House of Representatives recently approved a bill that would institutionalize the Palarong Pambansa as the premier national sporting event of the country.
House Bill 6119 aims to create a policy and coordinating body for the conduct of the 37-year-old Palaro, which shall be headed by the Department of Education (DepEd).
The Palaro Board members are the DepEd secretary, four DepEd undersecretaries, three DepEd assistant secretaries, chairman of the Philippine Sports Commission (PSC), president of the Philippine Olympic Committee (POC), and the secretary of the Department of Interior and Local Government (DILG).
Among others, the board will be tasked to provide incentives/rewards to participating schools and local government units; formulate and issue policies and guidelines on the accreditation of athletes, coaches and chaperones; approve bids to host the Palarong Pambansa; and identify the sports events to be included.
The measure also requires the organization of the Regional Athletic Associations, which shall supervise the conduct of the regional meets.
To ensure the event’s success, the PSC shall make available its manpower and technical resources, as well as facilities, said Camarines Norte Representative Renato Unico Jr., chair of the House Committee on Youth and Sports Development.
In coordination with the DepEd, the PSC shall formulate and implement a training program for outstanding athletes of the Palarong Pambansa to ensure the continuity of their athletic development and education.
The Senate may adopt the House version of the bill for early transmittal and signature by President Benigno Aquino III.

JI-MILF ‘financier’ loses bid to lift bank freeze order

THE Court of Appeals (CA) has turned down a motion filed by a suspected financier of the international terror group Jema’ah Islamiyah (JI) to lift the six-month freeze order issued against his bank accounts.
In a three-page resolution, CA’s Former First Division through Associate Justice Mariflor Punzalan-Castillo held that the motions for reconsideration filed by Eduard Guerra, alias Abraham Yap Alonto, and his wife Jocelyn, failed to raise new arguments that would warrant the reversal of the court’s January 19, 2012 resolution.
The assailed CA ruling denied Guerras’ motion to lift the freeze order issued on December 20, 2011, covering their bank accounts in Banco de Oro, Bank of the Philippine Islands, Land Bank of the Philippines, Maybank, Metrobank and Rizal Commercial Banking Corporation.
The bank accounts are believed to have been used to finance the terror activities of the separatist Moro Islamic Liberation Front (MILF).
Guerra, a senior member of the rebel group’s central committee, was arrested in September 2010 while trying to enter the Davao International Airport heading to Geneva, Switzerland to attend the United Nations Human Rights Council meeting. He is now facing terrorism charges.
“A perusal of both motions for reconsideration, however, reveals that the respective arguments therein are practically a mere rehash of those which the movants had already propounded in their respective motion to lift the freeze order and the motion for extension of the freeze order, and have been successfully and exhaustively disposed of by this Court in its resolution sought to be reconsidered,” the CA said.
Concurring with the ruling were Associate Justices Andres Reyes Jr. and Franchito Diamante.
The Anti-Money Laundering Council had asked the appellate court to lift the freeze order on the Guerras’ bank accounts.
Records showed Guerra, along with 62 others, was charged on June 28, 2010 before the Regional trial Court (RTC) in Sarangani in connection with their participation in the attack on the town’s police station, an electric substation and a military detachment that left two civilians dead.
On September 1, 2010, a warrant of arrest was issued in the names of Guerra and several others by the RTC in Sarangani.
In the return of the writ of warrant of arrest, Police Inspector Saguisag Mira prayed that the Intelligence and Security Group-Army be allowed to take custody of Guerra as he is considered a high-profile detainee being a major JI facilitator and financier for the MILF in purchasing and smuggling large quantities of weapons and ammunition from North Korea and other parts of East Asia.
On the same day, the lower court issued an order for the detention of Guerra at ISG-Army facilities at Fort Bonifacio.
The MILF has been demanding for his immediate release from detention, saying Guerras’ arrest was a big blow to the ongoing peace negotiations with the government.

Aquino warned vs appointing ally as Chief Justice

SENATOR Miriam Defensor Santiago told President Benigno Aquino III to expect a backlash if he decides to appoint a political ally as replacement to deposed Chief Justice Renato Corona.
Santiago, who voted against Corona’s conviction last May 29, said Aquino will only prove his critics right that the end goal of removing the ex-magistrate was to sworn in a Palace-friendly candidate.
Corona was removed from office last week when 20 of 23 senators found him guilty of committing culpable violation of the Constitution and betraying public trust. His independence was repeatedly criticized by Malacañang for being a perceived supporter of the past administration.
“He (Aquino) cannot afford to appoint a completely loyal person who will take all his instructions about certain controversial issues because certainly, the administration will lose its credibility,” Santiago said Sunday in an interview over radio dzBB.
Corona earlier said he was a stumbling block to Aquino’s bid of regaining control of the family-owned Hacienda Luisita, which was ordered by the Supreme Court to be distributed to over 6,200 farmers last April.
“We are talking about the principle of independence of the judiciary. Will the new Chief Justice be independent or a mere follower of the administration?” Santiago said.
Among those reportedly eyed as the country’s next top judge are Justice Secretary Leila de Lima, Bureau of Internal Revenue Commissioner Kim Henares, and Senior Associate Justice Antonio Carpio, Corona’s rival to the post two years ago.
Incidentally, Carpio and de Lima are members of the Judicial and Bar Council (JBC), a constitutional body tasked to screen candidates to all posts in the judiciary.
Sensing paradox, Santiago asked the two officials to just inhibit from the deliberations of the JBC if they will accept any nomination.
“Potential nominees who are part of the JBC by provision of law should just inhibit (from the deliberations and voting),” she said. “It’s ironic to see someone who is a nominee and will vote at the same time.”
Santiago, meanwhile, agreed with the Palace’s position that the President can appoint an outsider as long as he is in the shortlist to be submitted by the JBC.
“There is no problem whether he/she is in or out of the Supreme Court as long as the person is independent, with integrity and competent,” political analyst Ramon Casiple said in a text message to Sun.Star.
Under the Constitution, the President has 90 days from the time of vacancy. The JBC will meet on Monday to discuss the selection process for the next Chief Justice.

Corona leaves hospital

MANILA (Updated 5:58 p.m.) — Ousted Chief Justice Renato Corona was discharged from an upscale hospital in Pasig City Saturday afternoon, radio and television reports said.
Corona, who was recently removed from office after 20 of 23 senators found him guilty of committing culpable violation of the Constitution and betraying public trust, was admitted to The Medical City last May 22 after having difficulty in breathing and dizziness due to hypoglycemia or low blood sugar.
He was confined at the hospital intensive care unit for days due to possible “acute coronary syndrome or heart attack.”
He left the hospital, though, around 5:40 p.m. Saturday, 11 days after his admission, reports said.
The former Chief Justice will reportedly be staying at his house in Xavierville in Quezon City. He was advised by his doctors to rest and avoid stress.

Mayors want portability vs reduced IRA

CITY OF SAN FERNANDO — Mayor Oscar Rodriguez and Angeles City Mayor Edgardo Pamintuan are pushing to have the Internal Revenue Allotment (IRA) portability for towns being converted to cities.
This move is to cushion the effect of reduced IRA shares of the 117 member cities of the League of Cities of the Philippines (LCP).
Rodriguez told Sun.Star Pampanga that portability of municipal IRAs will greatly help and address the worries of LCP cities on the reduction of revenue allotment shares.
“Allowing municipalities up for cityhood to bring along their municipal IRA allocation will mitigate the huge cost of conversion,” Rodriguez said, meaning the effect on the current IRA sharing will not be very adverse.
LCP records reveal that the additional 57 cities converted since 1991, for example, represents an opportunity cost of P238 million for each of the 60 original cities.
Mayor Pamintuan said an approach to the portability of IRA would be to assign a fixed municipal IRA share that will be automatically transferred to the cities’ total IRA for every approved conversion.
Pamintuan said the cities depend on the IRA to push for respective development plans.
However, Pamintuan said local measures should also be used by city mayors in ensuring fiscal stability and bringing more income to their respective cities.
“Government has lots of money available and what better way to use it but to allocate it for better IRA share for municipalities and cities,” Pamintuan said.
He said a more realistic sharing based on current demographics is necessary for cities to meet their target development plans. An average LCP city today supports between 34-43 percent of their population in contrast with the 23 percent share.
Meanwhile, Rodriguez said legislators should ensure that the standards for converting towns to cities should be upheld as paramount importance to ensure conversions are within lawful standards.

Foreign affairs to save P1.04B in PPP programs

CITY OF SAN FERNANDO — The Department of Foreign Affairs (DFA) is expected to save the government a total of P1.04 billion in operating costs in the next 10 years, as a result of the Public-Private Partnerships (PPP) arrangements it has initiated.
Foreign Affairs Undersecretary for Administration Rafael Seguis told Sun.Star Pampanga in an exclusive interview that the savings cover an initial 16 consular offices across the country that would occupy more than 7,000 square meters of prime space in DFA partner malls.
The DFA recently started arrangements with Robinsons Land Corporation, Pacific Mall Corporation, Ayala Land Incorporated and SM Prime Holdings for the establishment of mall-based consular and processing offices in key areas all over the country.
The agency also recently opened a 995-square-meter facility at Robinsons Starmills here, the biggest in Luzon outside of Metro Manila, and will soon open another office at a mall in Angeles City.
The undersecretary said the DFA expects to generate more savings once it concludes negotiations with its private sector partners for the hosting of its remaining consular offices.
He said the agency wants all its existing consular offices in the provinces to be serving the public in shopping malls in major cities nationwide by 2014.

COA hit for allowing government spending on illegal dumps

ANGELES CITY — A group of environmentalists has assailed the Commission on Audit (COA) for allowing some local government units in Pampanga to spend on illegal dumpsites.
Sonny Dobles, president of the Alliance for the Development of Central Luzon (ADCL), said the Office of the Ombudsman for Central Luzon should conduct an investigation regarding the issue.
“Why is COA allowing local government units to spend in illegal activities?” Dobles said.
Dobles lamented that some local government units are maintaining illegal dumpsites, which the mayors stressed in earlier interviews as transfer stations and material recovery facilities.
Dobles said that majority of the LGUs in Pampanga still throw their garbage in open dumpsites, despite this being prohibited under Republic Act 9003 or the Ecological Solid Waste Management Act.
Based on studies conducted by the Metro Clark Waste Management Corporation (MCWMC), LGUs in Pampanga maintain 34 illegal dumpsites.
The MCWMC runs a 70-hectare sanitary landfill at the Clark Special Economic Zone and requires LGUs to pay a tipping fee of P800 per metric ton of garbage, Dobles said.
But MCWMC officials said the LGUs are disposing only a minimal amount of waste into the landfill compared to the actual volume of waste generated.

Sta. Rita-Porac P31-M rehab work starts

STA. RITA — Governor Lilia Pineda lead Thursday the groundbreaking of the P31-million road rehabilitation of Sta. Rita-Porac road, setting into action the four development works in the province.
Pineda was joined by Sta. Rita Mayor Yolanda Pineda and Porac Mayor Condralito dela Cruz during Thursday’s groundbreaking ceremony at Barangays San Matias and Babo Sacan in Sta. Rita and Porac town, respectively.
The development works include the improvement and rehabilitation of the Sta. Rita-Porac Road Phase I (San Matias Section) at P8.2 million, Sta. Rita-Porac Road Phase III (Becuran-Diladila Section) at P8.9 million, Sta. Rita-Porac Road Phase VI (Pulung Santol Section) at P8.8 million, and the Sta. Rita-Porac Road Phase VII (Pulung Santol-Babo Sacan Section) at P5.7 million.
The projects cover some 2,820 linear meters of road at a funding of P31,925,526.
Pineda said the development works will finally put an end to the long problem of motorists and commuters here on the poor state of their roads that have been damaged by quarry trucks during the previous years.
The Sta. Rita-Porac road is a vital access route for motorists going to Angeles City and Clark Freeport and is a major road access to vast quarry deposits in Sta. Rita and Porac towns.
The two mayors thanked Pineda for the initiative, adding the development works will make travel time more efficient and will greatly benefit commercial activity for both towns.
“This new development will greatly help commuters and commercial vehicles in accessing towns in the western end of Pampanga. We are also set to implement strict monitoring of anti-overloading so as to protect the new roads from damage,” Mayor Pineda told Sun.Star Pampanga.
Mayor Dela Cruz, for his part, said the new development works will go well with their canalization works in various barangays traversed by the road.
“Commercial vehicles and commuters going through the Subic-Clark-Tarlac Expressway will find travel into our town more pleasant now with this new rehabilitation works initiated by our governor,” Dela Cruz said.
Initially, the Provincial Government of Pampanga earlier finished development works at the Sta. Rita-Porac road that include the Improvement and Rehabilitation of the Guagua-Sta. Rita-Porac road Phase II (San Matias-Becuran Section), Guagua-Sta. Rita-Porac road Phase IV (Diladila Section) and the Guagua-Sta. Rita-Porac road Phase V (Diladila –Pulung Santol Section).
The said road projects have all been completed as of April 30, 2011 according to the records obtained from the Office of the Provincial Engineer.

THE Department of Tourism (DOT) in the region, in coordination with the Angeles City Tourism Office (Acto), will conduct simultaneous onsite accreditation workshop on June 6 for hotels, resorts, travel agencies and tour operators in the city.
Ronaldo Tiotuico, DOT regional director, said the on-site accreditation will be held at The Coffee Academy in Balibago in Angeles City.
Tiotuico said the program aims to comply with the provision of Republic Act 9593 (National Tourism Act of 2009) by making it easy for tourism-related businesses to file their application using DOT’s on-site “enhanced online accreditation procedure.”
“As provided for under RA 9593, primary tourism enterprises such as hotel /resorts and other accommodation facilities including travel and tour establishments are required to seek accreditation from the tourism department in order to ensure the maintenance of their international standards of excellence, and thereby promoting the country as a safe and wholesome tourist destination,” he explained.
Applicants are advised to bring laptop and broadband Internet device as back up to existing wi-fi access.
Participants are also asked to bring documents (preferably including scanned copies in pdf format saved on USB) like Mayors Permit, SEC registration/articles of incorporation or DTI Business Name Certificate for single proprietorship, valid Fire Safety Inspection Certificate, valid Comprehensive General Liability Insurance Policy, and valid visa from BID and working permit from DOLE for foreign nationals, if applicable.
Executives of hotels and resorts are invited to come in the morning at 8 a.m. until 12:00 pm. Travel and tour agency officials, on the other hand, will attend the session in the afternoon at 1 p.m. up to 5 p.m.

Public warned vs. rainy season diseases

CITY OF SAN FERNANDO — With the advent of the rainy season, the Center for Health Development of the Department of Health (DOH) Central Luzon office has warned the public of diseases that should be seriously considered.
During a press conference Thursday at the DOH headquarters located in the Regional Government Center in Barangay Maimpis, this city, Regional Director Dr. Leonita Gorgolan identified the most prevalent rainy day diseases as dengue, leptospirosis, flu and diarrhea.
“We should be ready and take precautionary measures to prevent these diseases from spreading in communities. Aside from being prepared for disasters and calamities, we should also take note of the diseases we can get during this season. Perennial is dengue, influenza, leptospirosis and diarrhea,” Gorgolan said.
The best and most effective strategy in preventing the diseases, she said, is by making surroundings clean.
“We should seek and destroy mosquito breeding sites by making sure water is not stagnant. Avoid swimming or wading in floodwaters or vegetation contaminated with bacteria from animal urine especially if one has an open wound. We should wash our hands often, wear protective gear like boots and gloves. Best of all, take adequate rest, eat healthy foods, more on fruits and vegetables and drinking lots of water,” she added.
Gorgolan said apart from regular advisories from the DOH, the public should also be more proactive, “thinking more on the preventive aspect rather than the curative to lead healthy lives no matter what the weather condition is.”
