CLARK FREEPORT–The Department of Education in the region yesterday asked the provincial government to refrain from using schools as evacuation centers.
DepEd 3 Superintendent Malcolm Garma, during a meeting with Governor Lilia G. Pineda attended by local chief executives and 505 barangay chairmen, said the schools may be used as evacuation centers, but not more than 15 days, if urgent.

Garma said this is to protect and preserve the school facilities.
The governor has earlier identified permanent evacuation sites in San Isidro in Magalang, San Jose in Floridablanca and Telapayong in Arayat and directed host municipalities to ensure that the sites are well-ventilated and complete in lighting facilities.

At the start of the downpour, Pineda even activated the operation center at the former Department of Foreign Affairs regional office along the Jose Abad Santos Avenue here, where every municipality will have a satellite office.

The provincial government also purchased P7-million worth of handheld radio communication devices to be used as early warning system in all flooded areas, as part of the province’s disaster preparedness.

She also ordered each LGU to submit their respective revised disaster plans, in light of the fact that the province’s terrain has changed, with towns not prone to floods now being flooded. •Marna Dagumboy-del Rosario

Dr. Yvette Soller, head of meat science and technology of the National Meat Inspection Service (NMIS), said this could be done through the assistance and activation of the Provincial Meat Inspection Service (PMIS) and reconstruction of the slaughterhouses following the standards set by the NMIS.
This came as Pineda learned that local government-operated slaughterhouses in the province failed to meet the parameters set by the NMIS in meat handling and sanitation.

Pineda said she realized that in spite of the comprehensive health programs of the provincial government, the volume of patients seeking assistance increases because the main problem is on the safety of the food they eat.

“The provincial government should also consider the root cause of the health problems of our Cabalen particularly the quality of the food they consume. We will start with the upgrading of the quality and safety of the meat,” Pineda said.

Dr. Augusto Baluyot, provincial veterinarian, disclosed that the Capitol plans to get the authority from the NMIS to supervise, monitor and regulate all government abattoirs in the province.

“As of now, Capitol has no administrative power over local slaughterhouses but with the creation of PMIS, we can have the direct hand over their operations,” Baluyot said.

Soller lauded the initiative of the Pineda administration to shoulder the responsibility of ensuring the quality of meat in the province.
“Pampanga is the first province in the region to take the first step in food safety. NMIS will give its full support to the provincial government through technical assistance and capability building,” Soller said.

Meanwhile, the governor sought the assistance of the PhilMeats, a private company operating “AA”-category abattoirs, in the redesign and reconstruction of slaughterhouses in the province to meet high-quality standard of meat.

Pineda said she will discuss the matter to all municipal and city mayors for the possible suspension of operations of their slaughterhouses while a new abattoir is being constructed. This is to ensure that no contaminated and unsafe meat will be distributed for public consumption.

MACABEBE, Pampanga – Mayor Annette Flores- Balgan on Wednesday lauded the provincial government for supporting their plan to up a satellite campus of the Don Honorio Ventura Technological State University (DHVTSU).

Balgan said Gov. Lilia Pineda had supported the municipal government’s plan to establish a DHVTSU campus in Barangay San Francisco here.
“It will help so many people and my advocacy to help more poor but deserving students to get affordable and quality college education,” said Balgan.

Balgan said the campus in Macabebe will drastically cut the transportation of expenses of students when going to school.

Macabebe is some 17 kilometers southwest of Bacolor where the main campus of the DHVTSU is. But commuters have to pass by Apalit town before reaching Bacolor, prolonging the distance of travel.

Earlier, Pineda asked DHVTSU President Enrique Baking to support the creation of a campus in Macabebe, one of the coastal Pampanga towns.
Baking assured Pineda that “we will always support you in your endeavour to spread quality education.”

Balgan said the proposed area in San Francisco is some five hectares. She added that other offices of the local government are being constructed such as the center for skills’ training.

“It’s an ideal site. One of the less-flooded areas in Macabebe,” said Balgan.
Earlier, Pineda announced her plans to spread satellite campuses of state universities and colleges in Pampanga, allowing more students to avail of affordable college education.

This, as the DHVTSU reportedly offers some P12,000 per semester for a four-year course compared to at least P35,000 per semester offered by the prominent universities in the cities of Angeles and San Fernando in Pampanga.

CANDABA – Two public school pupils were almost kidnapped Tuesday by unidentified individuals on board a white van in Barangay Pescadores this town.

“Pauwi na yung apo ko ng biglang hinarang ng mga di kilalang kalalakihan na nakasakay sa van. Pilit siyang pinapasakay at inalok ng kung ano-ano. Natakot siya at buti na lang nakatakbo,” a grandmother of one of the students told Sun.Star Pampanga.

Karen and Ivan (not their true names) were on their way home for lunch when the suspects tried to offer them cell phones and money to persuade them to go with them.

However, the children rejected the offers and ran away.

Residents said the suspects were probably members of a notorious syndicate responsible for the growing number of missing children in different places.

“Sa dati, sa TV lang natin naririnig na mayroong mga nawawalang bata. Yung iba pa nga batay sa balita ay kinukuhanan pa ng organ. Sana huwag nating payagan na mayroong mabiktima dito sa ating bayan,” Teodie Polintan, a resident here said.

Mayor Rene Maglanque, upon learning the incident, immediately ordered the local police to intensify police visibility in various communities, public schools and other public places to make sure that no student or resident will be abducted.

“Pinamomonitor natin mabuti ang ating bayan. Hindi natin papayagan na makapasok sa atin ang anumang grupo na gagawa ng hindi maganda sa ating mga kababayan,” the mayor said.
