CITY OF SAN FERNANDO – Gov. Lilia Pineda on Monday expressed confidence and trust to the newly-appointed provincial police director and urged the 1,028 members of the Philippine National Police (PNP) in Pampanga to maintain peace and order barely a week before the May 13 elections.

Pineda invited Senior Supt. Oscar D. Albayalde, who was appointed Pampanga police director on April 30, in the meeting at the Bren Z. Guiao Convention Center here with mayors of the 19 towns and Mabalacat City, including Pampanga Mayors’ League (PML) president Candaba Mayor Jerry Pelayo.

The governor also invited the 505 barangay captains and police chiefs in the province.
“I want a gift from you and please give it. It’s not money or material things. I want you to help us ensure a peaceful election,” said Pineda in the dialect in her speech.

Pineda welcomed the appointment of Albayalde, “saying I am happy because he is a native of Pampanga.”

“I am sure Albayalde can speak and work well with you. I am also sure he has innate love and concern for his provincemates,” added the governor.
Albayalde, who was a member Philippine Military Academy (PMA) Batch 86, was chief of the Regional Intelligence Division (RID) before he replaced Senior Supt. R’Win Pagkalinawan last week.

Pineda also lauded Pagkalinawan, who helped lower down the average number of crimes to some 40 percent compared to the previous years.

CITY OF SAN FERNANDO–The Integrated Bar of the Philippines (IBP) condemned in the strongest possible term the senseless act of violence committed against Attorney Ryann Rueda the other day, Attorney Peter Paul Maglalang, IBP president Pampanga chapter, said that Rueda sustained two gun-shot wounds in his body while driving his car along Barangay Parian in Mexico town.

Maglalang said, immediately after the incident, Rueda was taken to the Mexico Community Hospital but was eventually brought to another hospital somewhere in this city.

“He is now conscious, but he cannot yet elaborate further what happened,” said Attorney Gener Endona, Rueda’s law firm partner in Mexico.
Maglalang said the officers and members of the IBP –Pampanga urged the investigators and police authorities to resolve the case with dispatch and bring perpetrators to justice, especially the brains behind the brazen attack to Rueda as soon as possible.

“We would like to stress that the lawyers will not be intimidated by this attack against our brother in profession. We will remain steadfast in representing our clients with the same degree of zeal and courage,” Maglalang said.

Endona said he believed that the incident is not election related as their law firm advised them to refrain from participating in partisan politics.

He also said that it’s a remote possibility that it’s a case related because they do not know even a single sensationalized case of Rueda.
Asked if it’s a crime of passion, “Puede, kasi pogi siya (Rueda),” Endona said.

Endona, for his part, said they encouraged all possible witnesses to the incident to cooperate with the investigators for the prompt resolution of the case.

The IBP-Pampanga also urged their members to pray for the speedy recovery of Rueda.

CITY OF SAN FERNANDO–The Commission on Elections (Comelec) will be holding a dry run of the 1,647 Precinct Count Optical Scan (PCOS) machines in polling precincts all over the province today, after the machines arrived in Pampanga over the weekend.

The dry run, according to Atty. Fernando Cot-om, Comelec provincial election officer, will be held for fine tuning and familiarization of PCOs machines.

“The PCOS machines have been transported direct to polling places and will remain there until election day,” Cot-om said.

The police held send-off ceremonies for military troops and police personnel who were deployed and tasked to secure some 501 polling places in Pampanga six days ahead of the elections day to ensure peace and order in polling places.
From the Air 21 warehouse, Cot-om said the PCOS machines were transported Saturday and Sunday simultaneously and will be placed under the custody of police and military troops guarding the polling precincts.

Some 1,035 policemen and military troops have been fielded to secure voting places in the entire province, said Supt. Liza Guzman, spokesperson of the Pampanga Provincial Police Office.

Initially, she said, a total of 600 security forces, including augmentation troops from the Air Force and Army, have been deployed ahead to secure PCOS machines which were delivered last Saturday and Sunday.

SASMUAN — Former Mayor Nardo M. Velasco branded as “politically motivated” the case filed against him by known allies of his political opponent.

Velasco, who is running again for the mayoralty seat of this town, told Sun.Star Pampanga in a phone interview Saturday that the said “falsification of public documents” case was filed in 2006 by an employee of his political rival.

“Matagal na ang kasong yan. Ang pinagtataka ko ay bakit ngayon nila nilabas yan. Dahil ba sa malapit na ang election? Alam ko naman ang motibo nila (political opponents) ay para siraan ako sa aking mga kababayan, pero malinis ang aking konsensya na wala akong ginawang kamaliaan at handa akong harapin ito kahit saan man kami makarating,” Velasco said.

He said the case came when he filed his Certificate of Candidacy (COC) where he wrote his precinct number given to him by the Commission on Elections, which also issued him a voter’s ID.

Velasco said he was not arrested since he has already posted bail and that he has not been advised of any arraignment.

“I do not know of any arraignment. Kung meron man ay siguradong malalaman ko dahil hindi naman ako umaalis dito sa Sasmuan,” Velasco said.

The former mayor, who is busy in his campaign to regain the mayoralty seat of this 2nd District town, said that for now he is very much occupied with campaigning, doing house-to-house visits and caucuses in the different barangays here.

“This black propaganda perpetrated by my political detractors are aimed at smearing my good name and to put me in a bad light in the face of my townmates. Rest assured that I will not take this lightly, as I too have documents showing that they have misguided the people of Sasmuan,” Velasco said.

Velasco, who served as local chief executive in 2007 to 2010 lost his reelection bid against incumbent Mayor Lalah Leoncio, niece of former three-term Mayor, former Board Member and now Congresswoman Catalina Bagasina of ALE party-list.

Running under the Nationalist People’s Coalition (NPC), he will be facing newcomer Mel Cabrera-Simbol (Kambilan), sister of Bagasina. (Chris Navarro)
