Man kills self after fight with partner

DINALUPIHAN, BATAAN — Amidst family woes, a 42-year-old family man took his life in Barangay Sapang Balas of this town Saturday morning.
The victim was identified by Police Officer 2 Gilcerio Dizon as Luis Reyes Magcalas, 46, and a resident of the said place.

Initial investigations disclosed that around 10 p.m. of August 23, 2013, the victim had a heated argument about family problems with his live-in partner, Lourdes Gabriel.

The victim then reportedly went out of their room, ate his dinner and smoked cigarette.
At about 5:30 a.m. the next day, the victim’s 12-year-old daughter, Luisita (not her real name), discovered the lifeless body of her father hanging at the ceiling of their terrace.

Magcalas’ body was brought to a nearby funeral home while his family refused the authorities’ offer to conduct an autopsy. ●Michael Cigaral

CITY OF SAN FERNANDO–The School Press Advisers’ Movement (SPAM Inc.) invites student-journalists and advisers nationwide to join in its 7th Annual National Convention and Fourth SPAM National Journalism Quiz Bee: Pambansang Pautakang Pampahayagan slated on September 12-14 at Tagbilaran City, Bohol.
Bearing the theme: “Intensifying the power of Campus Paper in Protecting and Preserving the Environment and Natural Resources,” the SPAM Inc., in coordination with the Bohol Island State University (BISU), aims to recognize the excellent services of campus journalists and advisers, hone their talents, and provide them with the recent trends in campus journalism.
In a statement given by SPAM President Dr. Melanie V. Briones, she said that, “SPAM Inc. will continue to live by its battle cry which is to ‘advocate responsible campus journalism’.”

“The conference encourages student-journalists and advisers from both public and private elementary and secondary schools to participate. The participation of officials, employees and students from higher education institutions (HEIs) shall be voluntary.

However, officials and employees from State and Local Universities and Colleges (SUCs and LUCs) should have prior approval from the president or head of the concerned institution and are hereby reminded to observe proper use of government funds,” Briones added.

Nobody said city bankrupt –EdSa

CITY OF SAN FERNANDO–Mayor Edwin Santiago said yesterday that no city government official or employee said that the city is bankrupt.
This, after rumors spread that the previous city administration has left the city’s coffers empty.

In a press conference, Santiago said that the P447 million that Pampanga Third District Rep. Oscar Rodriguez claimed he left in the coffers are safe-kept as trust fund, intended for various programs of the city government.

Santiago explained that there is a projected P1.2-billion budget for the general fund, and that upon assuming his post last June 30, the city treasurer assured him of collecting some P980 million, including from the city’s internal revenue allotment (IRA).

He said of the P980 million, P660 million–or two-thirds–of the general fund have already been obligated by the previous administration for various programs such as infrastructure and social services, among others.

The remaining P320 million are yet to be collected until December.
“No one from the city government, even from the employees, said that the city is bankrupt because this will project on my administration. But, as of June, some P660 million has already been obligated, meaning nagastos na,” the mayor said.

Santiago added bankruptcy could only be determined by the end of the year and it is too early to tell such an observation that could affect each Fernandino.

“What I assumed is my responsibility to govern the city and promote the welfare of Fernandinos and that other observations were given by the other agencies and not by the city government,” he explained.

The mayor added that in order to run the affairs of the city government according to lawful budget, he implemented austerity measures by halting unnecessary programs and giving priority to public safety, benefits of the employees and Sagip Ilog project, among others.

Rodriguez, for his part, pledged P3 million assistance for the city government.

Earlier, Rodriguez told mediamen he did not leave a bankrupt local government unit, explaining that, as of June 30, the city had P447 million in the bank.

Councilor Lito Ocampo, chairman of the City Council Committee on Good Government, Ethics and Public Accountability, is now leading an “inquiry in aid of legislation” on the city’s financial status.

Rodriguez also disclosed earlier that the city could not have been bankrupt, considering the amount of income realized, income yet to be realized, plus IRA which total to at least P1 billion. ●Marna Dagumboy-del Rosario.

Breached dike threatens gov’t hospital in Guagua

GUAGUA, Pampanga –Mayor Dante Torres of this town on Wednesday appealed to the Department of Public Works and Highways (DPWH) to make immediate and permanent actions on the breached portions of a dike in Barangay San Jose here.
Torres, who joined Pampanga Gov. Lilia Pineda in an inspection of the breached dike, said the damaged structure must be repaired immediately by the DPWH because it’s a protection of the villages in the town’s eastern portion.
More importantly, Torres added, the Diosdado P. Macapagal Memorial Hospital (DPMMH) will be threatened by floods if the dike will not be repaired.
“We can’t predict the rain. The hospital will be affected if the temporary remedy will be destroyed,” said Torres in the dialect.
Torres said his people and residents worked for many hours after the dike was breached at the height of monsoon rains on Monday. He added that they used sand bags to prevent water from overtopping the dike.
Torres said San Jose and at least four other villages, including Barangays San Matias and Santo Cristo, were flooded since Monday.
For her part, Pineda said the provincial government “will try to make more immediate and better measures to prevent the total destructions of the dike.”
She said they will put up “sheet files” to strengthen the protection of the dikes.
Pineda met with Torres and other mayors from the province’s Second District yesterday to study the effects of floods in their respective town. They are Mayors Yolly Pineda of Sta. Rita, Nardo Velasco of Sasmuan and Eddie Guerrero of Floridablanca.

A TOTAL of P752 million in Priority Development Assistance Fund (PDAF) or “pork” barrel were released to six congressional districts in Negros Occidental from years 2007 to 2009.

This was contained in the Special Audit Report of the Commission on Audit (COA) chaired by Grace Pulido-Tan, which further reveal that 1st District Rep. Julio Ledesma IV received a total of P129 million; Rep. Alfredo Maranon III (2nd District) — P120 million; Rep. Jose Carlos Lacson (3rd District) — P134 million; Jeffrey Ferrer (4th District) — P100 million; Ignacio Arroyo (deceased) of 5th District — P179 million; and Genaro Alvarez (6th District) — P90 million.

The COA revelation — which did not specify where the said funds released were spent — surfaced in the heels of the ongoing inquiry into the controversial pork barrel funds from the discovery of the alleged fictitious non-government organizations owned by businesswoman Janet Lim-Napoles.

The pork barrel funds of senators and members of the House of Representatives were allegedly coursed through Napoles, who is now subject to a nationwide manhunt by law enforcement agencies.

COA conducted a special audit of the 2007 to 2009 funds allocated to congressmen and senators as PDAF, totaling to P8.37 billion and various infrastructure including local projects at P32.664 billion, which represented 58 percent and 32 percent, respectively, of the total funds allocated by the government for the said expenditures.

P50 to view dancing prisoners proposed

A P50 entrance fee will be collected from visitors who want to watch the dancing inmates in the Cebu Provincial Detention and Rehabilitation Center (CPDRC).

Consultant on jail matters Marco Toral said the entrance fee will cover the fuel of the vehicles used to pick up the visitors from the Provincial Capitol to CPDRC.
The P50 entrance fee will be implemented on Aug. 31.

The dancing inmates’ performance is scheduled every last Saturday of the month.

Toral said whenever there is a performance from the inmates, the visitors give an amount as donation.

Toral told Cebu Gov. Hilario Davide III about his idea of having an entrance fee to pay for the fuel expenses.

He said the governor was positive about it.

Toral said they have coordinated with the offices of the provincial treasurer, administrator and governor for the implementation of the entrance fee collection.

Tickets, which will be given to a visitor upon entering the CPDRC, will also be printed.

He said they will give a lower entrance fee for children.

The CPDRC has tightened its security against illegal drugs and prostitution whenever there are visitors.

Toral said they will implement an “iron-first policy” on Sept. 1 where their target is to cut the illegal drugs inside the CPDRC by 90 percent.

The jail guards will also frisk female visitors.

They have been following the ID system for every visitor who pays a visit to an inmate.

The CPDRC has also been strictly monitoring for possible prostitution inside the jail facility.

For the inmates’ partner, they need to submit a barangay certificate as proof that they have been living together while the spouses will have to submit a marriage certificate to acquire a visitor’s ID.

However, the jail consultant is confident that there is no more prostitution inside the jail facility.

Council says it cannot act on complaints filed with 13th SP

FOUR Cebu City barangay officials got a reprieve when the administrative complaints filed against them before the Cebu City Council were sent back to the complainants.

The complaints were filed by their fellow barangay captains before the 12th Sangguniang Panlungsod.

But following the May 13 elections, the 13th Sangguniang Panlungsod assumed office.

This means that complaints filed before the previous City Council can no longer be acted on the by present City Council.

“Let’s put this into proper perspective. These were filed before the 12th Sanggunian and that is over,” said presiding officer Vice Mayor Edgardo Labella.

But the three complaints will also be forwarded to the Office of the Ombudsman for the Visayas, which was the same agency that forwarded the complaints to the Council.

This was settled when lawyer Perla Centino asked the Council about the status of the complaints filed by her clients.

One administrative complaint was filed by former Cogon Pardo barangay captain and City Councilor Eugenio Gabuya Jr. against Councilor Orvilla Bacalso.

On the last session day of the 12th Sangguniang Panlungsod, Bacalso was found guilty of misconduct and dishonesty and the Committee of Three headed by Councilor Sisinio Andales ordered a 15-day suspension.

But the resolution was questioned because Gabuya’s complaint against Bacalso was for usurpation of authority. The resolution was not implemented but merely referred to the committee on laws.

Centino also asked for an update on the complaint filed by Barangay San Nicolas residents May Ann Guillen dela Cruz and Leodelyn Mendez against Sawang Calero Barangay Captain Benjamin Zabate.

The complaint was for Zabate’s alleged indiscriminate firing of a gun in a fiesta celebration in Aug. 9, 2012. Centino is the counsel for the complainants. She asked that the same Committee of Three be tasked to continue the investigation.

Councilor Mary Ann de los Santos noted, though, that Centino was a consultant for former councilor Augustus Pe Jr., which means there could be conflict of interest in her move to represent the complainants while also working for the Cebu City Government.

In a related issue, Sinsin Barangay Councilors Aurelio Laspoña, Eusebia Eslanan and Lorenzo Catalogo filed a joint verified certification of non-forum shopping with the 13th Sanggunian on the complaint they filed against their Barangay Captain Ramon Ylaya Jr. and treasurer Racquel Ibones.

But like the first case, the present Council can no longer act on the complaint since this was filed before the previous Council.

Kapampangan play ‘Kalaryot’ set this August at Nayong Pilipino Clark

BEGINNING August 14, 2013, showing on Wednesdays to Fridays, acclaimed Kapampangan play “Kalaryot” is set to give everyone a dose of what Kapampangan culture is all about.

With the venue at the Nayong Pilipino Clark, “Kalaryot” is just the start of the revival of the richness and dynamism of the Kapampangan culture and folklore, another reason to make the Kapampangan proud of their heritage.
Spearheaded by Uyat Artista – a home to artists and budding artists who have passion for dance, music and drama; and in partnership with AdCentral Media Productions and Global Access Travel and Tours, showing “Kalaryot” to students and professionals is as important as in building up the Kapampangan culture literacy.

Folklore must be preserved, revived and shared to the public. It should never be forgotten, as it is a part of every Kapampangan’s way of life. The play “Kalaryot” speaks of love, fate and tragedy and for someone whose sin is to simply fight for love and go against the dictation of fate. It is a clear essence of what the Kapampangan fights for, from the very start of his existence and how he will leave a mark to the community.

The play “Kalaryot,” performed by Uyat Artista seasoned talents, is a sample of the rich Kapampangan culture. It has a distinctive mark, as they say, of what makes a Kapampangan, truly a Kapampangan. This culture, the lifeblood of Kapampangan heritage, is evidently fading because of the modernization of today’s generation and the weaning initiative to create projects to revive the culture and the arts. The Kapampangan culture is yearning to be revived, and the time is now.

Uyat Artista, commended and recognized by the Angeles City council because of its dedication and efforts in reviving the Kapampangan culture through “Kalaryot”, teams up with AdCentral Media Productions for marketing and promotions and Global Access Travel and Tours for transportation, logistics and tours.
