CANDABA, Pampanga — Fourth District congressional candidiate Mayor Jerry Pelayo, standard bearer of Kapanalig at Kambilan neng Memalen Pampanga (Kambilan) on Thursday shared his dreams for the district.

“Gusto ko pong ilaganap sa cuatro distrito ang aking mga nagawa sa Candaba na siyang naging first-class municipality at kung saan nabigyan ng solusyon ang maraming problema ng mga kababayan ko,” Pelayo said.

For almost a year, he was able to visit all the barangays in eight municipalities in the district which helped him identify problems affecting the localities.

“Sa loob ng 27 taon hindi pa po talaga natutumbok at nabibigyan ng solusyon ang mga suliranin ng mga mamamayan sa distrito lalong-lalo na ang sa baha, kabuhayan at edukasyon ng mga kabataan,” Pelayo added.

The mayor stated that if the people will give him a chance to represent them in Congress, he would push for legislative measures that will put an end to these problems.

“Naging mayor po ako sa loob ng siyam na taon kaya alam ko po ang mga problema ninyo hanggang sa ibaba. Kayo na po ang humatol sa akin kung karapat-dapat po akong makasama ninyo sa pagpapatupad sa ating mga pangarap,” Pelayo pointed out.

Meanwhile, he asked fellow candidates to campaign peacefully to ensure honest and safe conduct of elections.

“Matapos po sana itong eleksyon na ito na matahimik, walang nag-aaway-away at magkakasundo-sundo tayo dahil pagkatapos nito tayo rin ang magkakasama-sama,” Pelayo ended.

CAMP OLIVAS — A rebel returnee was killed by his former comrades in Barangay Labney, Mayantoc, Tarlac last Tuesday.

In a report here, Senior Superintendent Alfred Corpus, Tarlac police provincial director, identified the victim as Romeo Luzano, 50, a resident of said barangay.

The victim was talking to his wife and son inside their house when eight unidentified armed men, believed to be rebels, forcibly entered, Corpus said.

The suspects urged the victim to go with them but the latter refused, he said.

The armed men, speaking in Ilocano, took the victim outside the house and moments later five gunshots were heard.

Corpus said the victim was found lying on the ground with gunshot wounds in different parts of his body.

The victim died on the spot due to multiple gunshot wounds, he said.

ANGELES CITY – Former Congressman Francis “Blueboy” Nepomuceno on Thursday described as “ignorant” his rival in the congressional race, Pampanga Vice Governor Joseller “Yeng” Guiao.

Nepomuceno was reacting to Guiao’s statement branding the former as non performer in the House of Representative.

“Like a drowning man, Vice Gov. Joseller “Yeng” Guiao is clutching at anything to keep afloat. He is even digging his feet in slime just to keep his nose above the water,” Blueboy said.

Nepomuceno added that Guiao’s “ignorance of the true facts has led him to call me a non-performer. My accomplishments as Congressman can be verified in the House of Representatives. Listing them in detail will require valuable space.”

“Constituents of the first district do not need to be convinced of the projects I have infused in the area. My work performance outside Congress has been the reason why they have voted me as their Representative,” Nepomuceno added.

He also said that his single term as mayor of Angeles City had been focused on social transformation.

“Angeles, during my term, had been known far and wide as the ‘City of Friendship,’ he said.

Nepomuceno said that the shortcomings of his administration as city mayor have been exaggerated.

According to him, political realities and human limitations had hindered his efforts to finish and realize what he had started to build. “My life, my fortune, and my future lie in Angeles City. This is my investment in the future of the community to which Mr. Guiao has not spent a peso as his due. Why should our cabalen support him when he has brought nothing, not even a sari-sari store, to a place where he is a virtual visitor?”

Nepomuceno claimed that Guiao does not reside in Pampanga province although he reportedly took residence inside the Clark Freeport.

He also cited Guiao’s improper behavior as a “hot-headed” basketball coach.

“In branding me as non-performer, let us not lose sight of the fact that Mr. Guiao is a super-performer. His reprehensible and improper behavior as a hot-headed basketball coach had been the subject of some P800,000 in fines and penalties in the PBA as reported in media. Of course he did not pay for these by his own money,” Nepomuceno said.

CITY OF SAN FERNANDO–The government should strengthen its social safety net programs in areas of extreme unemployment, underemployment and poverty and embrace a policy of “redistribution” toward the marginalized sector, Team PNoy senatorial candidate Edgardo “Sonny” Angara said yesterday.

“This is probably the greatest commitment that the government can make on May 1, and this is to embrace redistribution as the foundation of our governing policy and reject Social Darwinism,” said Angara.

Social Darwinism, a concept in the 19th and 20th centuries which is now making its way into modern politics, refers to the idea that humans compete in a struggle for existence in which natural selection results in “survival of the fittest.”

Social Darwinists base their beliefs on theories of evolution developed by British naturalist Charles Darwin.

Angara said that a generous social safety net program, which President Aquino has institutionalized through the Conditional Cash Transfer or Pantawid Pamilyang Pilipino Program (4Ps), has to be expanded; skills training programs for those without skills for the job market should be ramped up; and emergency work programs in areas with huge infrastructure projects should be pursued in coordination with local government units.
“The government has to take care of the sectors that cannot fend for themselves, period,” Angara stressed.

Angara said that he is fully aware of a passionate policy debate that has been taking place in the more advanced economies across the globe, which is about the size of government, and to what extent should government intervene to help those who are in real need.

“The two contending views are the intervention by a compassionate government and the view of the Social Darwinists of non-intervention,” he said. “We should be on the side of government intervention to help those who are down on their luck.”

Angara said that complementary to this interventionist policy of government is spending in investment-starved areas.

“The decision of President Aquino to expand the investment reach of government into the Eastern Seaboard will be a life-changer for the depressed areas facing the Pacific,” he said.

Angara said that the provinces facing the Pacific Ocean on the eastern side of the country have been lagging on all growth and human development benchmarks.

“Strategic investments would help lift these areas out of underdevelopment,” he said.

He said that increased investments in the Eastern Seaboard would immediately translate into a one or two percent rise in the GDP as these are investment-starved areas which have an amazing capacity for translating state investments into growth and job opportunities.

Angara likewise said the fiscal fears from government investments have already been overrated and debunked by recent economic studies. ●

CITY OF SAN FERNANDO – Students of Pampanga scored the highest points among their counterparts from the six other provinces of Central Luzon, allowing the region to capture the second over-all championship at the recent National School Press Conference (NSPC) in Ormoc City, Leyte.

This was according to Malcolm S. Garma, Schools Division Superintendent of the Department of Education (DepEd) of Pampanga, in an interview on Wednesday.

Garma thanked Gov. Lilia Pineda for her all-out support and the “quick facilitation of funds” allotted for the NSPC amounting to P1 million.
“This is our way of thanking the governor for her concern and support allowing us to develop students not just on academics but also on their journalism skills. Education is not just academics,” said Garma.

Board Member Olga Frances David-Dizon said Pineda had prioritized education since Day One of her administration. She added that the first-term governor was recently cited by the DepEd regional office for her valuable contribution in improving public education in Pampanga.

Garma disclosed that Pampanga – composed of elementary and high students from private and public schools – had garnered 66 points and ranked first in terms of number of points based on winnings in the NSPC held from April 7 to 12 in Ormoc City.

The NSPC is an annual event that culminates the activities of campus journalism of different schools in the country. The contest in two mediums – Filipino and English – are news writing, editorial writing, copy reading and headline writing, photojournalism, editorial cartooning, radio broadcasting and script writing, collaborative writing and feature writing.
