A BUSINESSMAN decried on Friday the low level of maturity of how national and local candidates are conducting their campaigns, stressing the need for a more professional conduct among politicians and campaign handlers.

“It is very disappointing. The kind of campaigns may have become more savvy and advanced because of technology, but the way people campaign and the way they conduct themselves is still the same,” Pampanga Chamber of Commerce and Industry (PamCham) Vice Chairman Rene Romero said, stressing that patronage politics, dynasties, bad taste in campaign propaganda and politicians bereft with moral and academic qualifications still plague the roster of candidates.

“Not all political families are bad, there are those who really love their localities and serve them honestly, but these are very, very rare,” Romero said.

Romero said one thing that bothers him is the fact that dynasties have more pronounced in the local campaigns.

He said that the level of the campaign and the roster of politicians to choose from do little to uplift the political maturity of voters in the Philippines.

He said that there is really a need to make voters more informed of the right qualities they need to look for in a politician.

He said that the community plays a significant role in uplifting the kind of campaign and elections we have through the strict implementation of election laws and regulations and not voting for politicians who are unfit to serve in public office.

Businessmen, according to Romero, are concerned about the qualities of future leaders of the country.

He lamented that many foreign investors are apprehensive in putting up their businesses in the country because of alleged greedy and corrupt officials, as well as due to the country’s political instability.

Romero said that the current campaign still has a good effect in the country in terms of economic spending as politicians and parties spend to advance their political support.

The sheer amount of money spent in the current election is expected to boost the country’s economy for the first two quarters at the most and would have a ripple effect on small enterprises that cater to election collateral and supplies.

Romero also called on sectors to be vigilant this coming election to ensure the peaceful conduct of May 2013 polls.

THE Pampanga Chamber of Commerce and Industry Inc. (PamCham) recently requested the 4th City Council of San Fernando City to evaluate and consider the group’s suggestion regarding ordinance no. 2003-18.

Ordinance No. 2003-18 supposedly covers the prohibition on hanging streamers and installation of advertisements at the newly constructed Jose Abad Santos Avenue (Jasa) pedestrian overpass.

The City Council headed by Vice Mayor Edwin Santiago had earlier discussed in its 134th regular session PamCham’s proposal for a “definitive prohibition on the hanging of streamers and advertisements” at the world-class flyover to “prevent any person, firm sand establishments — public or private — from spoiling the architecture.

The City Council made reference to Ordinance No. 2003-18 and its subsequent amendment in the 2008 Code of General Ordinances regarding PamCham’s request.

PamCham president Jim Jimenez said the members of the board, upon scrutiny of the indicated articles and provisions, noted that the 2003 ordinance does not “categorically cover the group’s proposal” on the prohibition.

“The stipulations, as specified, regulate the hanging of said materials in the city via the requisite permit from the local building official, but it does not entirely preclude the likelihood of a streamer or sign appearing at the said overpass,” Jimenez said.

He added that the intention of PamCham’s proposal is to protect and preserve the overpass “which indubitably adds to the aesthetics of our showcase highway and reflects positively to the image of the City of San Fernando.”

“Thus, is our suggestion of a clear and definitive prohibition. We are hoping that the City Council will once more evaluate and consider the essence of our suggestion,” Jimenez said.

The City Council, in its session last Wednesday, vowed to act on PamCham’s request immediately.

CITY OF SAN FERNANDO — Vice Governor Joseller Guiao’s plan to transform the Clark Development Corporation (CDC) into the Clark Development Authority (CDA) is gaining considerable support from the business sector.

The CDA plan, which will give the new entity more legroom for development, management and exploitation of the full potential of the Clark Freeport as an engine of national development, has gotten the support of businessman Rene Romero.

Romero said the conversion to CDA will give the Clark renewed autonomy in charting its future in terms of priority developments in line with the local needs of industries both local and international, adding that the conversion is seen to benefit the employees of the Freeport and provide better bureaucratic development in responding to the needs and policies.

He added that the conversion to CDA will be a come on to investors and foreign companies. A charter for the CDA will also give the Freeport a chance to identify key priorities that are more responsive to the needs of investors and locators and the different government units near the Freeport facility.

Clark Development Corporation (CDC) president Arthur Tugade agreed with Guiao’s idea, saying converting Clark from Freeport to Authority will address the tenure issue for future CDC presidents.

“In the last 20 years, CDC has had 12 presidents and that’s a high turnover,” Tugade said during the meeting of the Metro Clark Advisory Council (MCAC) on Thursday.

Tugade, who co-chaired the MCAC meeting with Mabalacat City Mayor Marino “Boking” Morales, is CDC’s 12th president and CEO, succeeding Benigno Ricafort.

Guiao said that under an authority, future CDC presidents will have fixed terms and this will ensure continuity and stability in the implementation of programs and policies inside Clark.

“There are investors, both foreign and domestic, who are a bit hesitant to put in long-term investments in Clark because of uncertainty in the length of tenure of the CDC president,” Guiao said.

Romero also sees more political stability in the management of the Freeport and will remove much of the old “practices” that impede the Freeport’s development. He added that CDC needs an overhaul that can be provided by the conversion to CDA.

CANDABA — A suspected drug pusher known in the locality as “shabu queen” was arrested on Thursday in a buy-bust operation conducted by the town police.

Superintendent Benjamin Medina, town’s chief of police, identified the suspect as Daisylyn Leano Enriquez, 38, married, and a resident of Pulong Gubat here.

The local police intensified its campaign against illegal drugs following reports from concerned residents about the proliferation of shabu (methamphetamine hydrochloride) in various communities in the tagalog region.

It was learned that the supply of drugs in the area comes from San Miguel and Baliuag Bulacan.

Enriquez is known to be the cohorts of a certain Buldog who was a notorious pusher and a member of Bamboo drug syndicate operating in Baliuag.

Confiscated from the suspect were three sachets of suspected shabu and mark money used in the buy bust operation.

CITY OF SAN FERNANDO — Members of the Iglesia Ni Cristo (INC) lauded first district congressional candidate Joseller “Yeng” Guiao’s proposal to establish Manila-Clark fast train’s substation near the Philippine Area in Bocaue Bulacan.

“Kung matutuloy maganda ito para aming mga miyembro ng Iglesia ni Cristo dahil magiging lalung madali ang pagpunta namin sa arena. Sigurado yan sa simula pa lamang ng taong 2014 ay magiging madalas na ang pagpunta namin WSdyan,” said Don Don Ombina, a member of the church.

Philippine Arena is expected to have a seating capacity of 55,000 and upon its completion this will be the largest dome arena in the world.

Ombina said the proposed Manila-Clark fast train, if realized, is a major infrastructure project that will benefit not only the province of Pampanga but the country in general as will trigger development and boast the confidence level of the investors.

“Para sa aming mga miyembro suportado namin ang anumang hakbang na makakatulong sa aming hanay,” another Iglesia Ni Cristo member told Sun.Star Pampanga.

Earlier, Guiao said that business tycoon Manny V. Pangilinan has vowed to fund the Manila-Clark fast train project.

He said only two or three sub-stations from Manila are viable and this includes one in the compound of Philippine Arena.
