CLARK FREEPORT — A team of Kapampangan businessmen was selected as one of the Top 10 winners of the IdeaSpace Foundation Incorporated national technology competition.

Reinell Cunanan, Alvin Layva, and Moises Guevarra, who represents Armtech, received a P500,000 funding to develop an affordable water purification system.

Under the program, the IdeaSpace will provide technological assistance and funding for research and mass production of their product.

IdeaSpace Foundation Inc. is supported by industry leaders from companies under First Pacific Company Ltd., Metro Pacific Investments, and the PHILIPPINE Long Distance Telephone Co. (PLDT).

During the competition, the three developed a compact, lightweight and low-cost water purification machine which uses a technology that kills harmful microorganisms without the complexities of conventional purifiers.

Armtech’s invention was chosen out of 700 entries from all over the Philippines. They were awarded, along with other nine other teams, at the First Pacific Leadership Academy in Antipolo City in April 5.

The panel of judges for the final leg included Manuel Pangilinan, managing director and chief executive officer of First Pacific; Jose Ma. Lim, president and CEO of Metro Pacific; Ricardo Blancaflor, director general of the Intellectual Property Office of the Philippines; Orlando Vea, president and CEO of Digitel Communications Philippines and chief wireless advisor at Smart Communications, Inc.; Johan Hellstam Segergen, Philippines and Thailand country manager of Google Enterprise; Lawrence Goh, chief information adviser for PLDT and Smart. Meanwhile, Edward Tortorici, executive director at First Pacific and executive advisor at Metro Pacific, joined the judging panel online.

“All the finalists are impressive but these ten teams emerged as winners. We’re excited for our first batch of incubatees. Our job now is to help them become investable businesses at par with global standards,” Earl Martin Valencia, IdeaSpace president, said.

After being chosen, Armtech will undergo six months business incubation where they can continue their research about their inventions and also receive mentoring, support, services and grants from IdeaSpace partners worth P2 million to scale up their business.

Also, the team can get additional investments of up to P5 million each while IdeaSpace link them to potential investors in the Philippines, Silicon Valley in America and other parts of the world.

Some of the partners of IdeaSpace are Amazon, Asian Institute of Management, Freelancer.com, Ionics, IPO Philippines, Microsoft Philippines, Adamson University and the University of the Philippines Open University.

The other winners are from Metro Manila, Mindanao and the Bicol region.

SAN LUIS, Pampanga– Bodies of four of the five persons who drowned at the Pampanga River in Barangay Sto. Tomas here last Tuesday have been recovered by authorities as of press time yesterday.

Recovered were the bodies of couple Alvin Guevarra, 30, and Rhea Guevarra, 33, and their two children Aldre, 9, and Jovelyn, 8, according to Senior Superintendent R’Win Pagkalinawan, Pampanga police provincial director.

Pagkalinawan said rescuers have yet to recover the body of the Nigel Lucero, 9, who was with the Guevarras in the fiberglass banca when it sank Tuesday afternoon.

The victims were with two others, identified as Leinard Sieza, 14, and Michael Galaredo, 34, both of Baesa, Quezon City, who both survived.
Pagkalinawan said that Noriee Lucero, father of Nigel, of Baesa, Quezon City reported to the San Luis police about the said drowning incident about 2:30 p.m. Tuesday.

The San Luis police, led by Chief Inspector David Arcega, immediately proceeded to the area and conducted a search and rescue operation, he said.

CITY OF SAN FERNANDO – A total of 706 detainees at the provincial jail cheered as they transferred to the newly constructed provincial jail extension building funded by the provincial government for P25 million.

Gov. Lilia Pineda, together with Vice Governor Joseller “Yeng” Guiao, board members, Regional Trial Court (RTC) judges, Provincial Administrator Andres Pangilinan Jr., department heads and other stakeholders, led the inauguration and blessing of the jail extension.

Pineda said she personally saw the condition of the detainees in the old provincial jail that is why she asked budget from the Sangguniang Panlalawigan for the immediate construction of the extension building.

“Despite the circumstances of why you are detained here, you must be treated well. The provincial government constructed this building to make sure that you are in an environment conducive for living,” Pineda said.

Retired Col. Edwin Mangaliman, provincial warden, confirmed the observation of the governor. He said the old jail is really congested because it can only accommodate 250 to 300 detainees but they were compelled to stretch its capacity to more than 700.

He added the new jail is a big comfort both for the detainees and the staff because it can house up to 1,000 persons. It has its own covered court and basketball court, big kitchen, cooking area and administrative building.

“This action of the provincial government showed respect to human rights. The Governor considered the not only the dwellings of the detainees but also their nutrition and health condition,” said Mangaliman.

RTC Branch 44 Executive Judge Edgar Chua cited the initiative of the Pineda administration to take into consideration the living condition of the detainees.

“The provincial government is a definite proof that the society and the government did not turn their backs on the accused people,” Judge Chua stated.

Additional Assistance
The provincial government vowed to give Philhealth cards and livelihood to the detainees and scholarship grants to their children.

Pineda said her administration is considering the condition and needs of every sector in the province including those who are in conflict with the law.
“The provincial government’s top priority is health, though you are detainees it doesn’t mean you are not beneficiaries of the programs of the administration,” she told them.

Further, the governor through Provincial Cooperative and Entrepreneurial Development Office (PCEDO), is considering livelihood programs for the inmates.
Pineda said she is aware of the possibility of discrimination to the inmates once they were acquitted, released or pardoned.

“I know many of you will experience hard times finding jobs when freed. The provincial government will give you trainings on different livelihoods so you can generate income on your own,” Pineda said.

She also presented to them the education financial assistance program of the province and is willing to grant scholarship to their children.

Cherry Tamayo and Sosimo Guiray, detainees at the provincial jail, said the action of the provincial government to help them and their families is a manifestation of a fair leadership.

“Nararamdaman namin yung pagsisikap ni Gov. Pineda na tulungan kaming makapagbagong-buhay. Kahit nakakulong kami, hindi niya ipinagkait sa amin yung mga serbisyo ng gubyerno. Hindi po siya mapanghusgang tao. Maraming salamat po Nanay (Gov. Pineda),” they said. ●Jenna Lumbang

FLORIDABLANCA, Pampanga–An alleged security aide of former Parañaque Mayor Joey Marquez on Monday shot and killed a 48-year old farmer after a heated argument regarding land grabbing in Barangay San Roque here.

Police identified the suspect as Renato Ibay Mercado, 53, and a resident in the area. The victim was identified as Enrique Manalansan Capati, 48, also of the area.

Investigations revealed that last Monday at 12:45 p.m., Capati was on board his bicycle on the way to a farmland when Mercado, at gunpoint shot the former on his shoulder which caused him to collapse on the pavement.

According to witnesses, when Capati was about to stand Mercado approached him, embraced him and shot him in the head.
Witnesses, who refused to be named said they saw how Mercado shot Capati.

Immediately, Mercado, on board his wave motorcycle, fled towards an unknown direction.

Mercado, residents in the area said, is known to be one of the security aides of Marquez during his stint as a mayor.

The bereaved family of Capati, on the other hand, is appealing to police authorities as well as to public officials to help them seek justice with the immediate arrest of Mercado.

CITY OF SAN FERNANDO–UNA senatorial candidate Migz Zubiri calls on the Department of Agriculture (DA) and the Department of Science and Technology (DOST) to grant more scholarships to children of farmers and students who really want to work as farmers and to manage farms to become profitable.
“Our farmers are getting old and very few young people, even farmers’ children, are not keen on farming. They have seen, how, despite the great efforts of their elders, the farms don’t give them higher incomes. So they asked, why go into farming at all?” said Zubiri who recognized the quandary faced by the young rural population.

Likewise, the disappointment of Agriculture and Agri-Business graduates who cannot find stable work at the Agriculture Department and its attached agencies due to current human resource hiring policies.

“The country’s food security is at risk as children of retiring farmers are not keen on taking over. And, only the large farm corporations, many foreign-controlled, are gaining young talents. It has also come to a point that caring for golf course grasses provides huge incomes compared to farming food crops or working at the DA. “

Zubiri, an Agri-Business Management graduate at the University of the Philippines – Los Banos, said the DOST has been granting scholarships in science and technology courses in public and private universities but these programs “hardly reach the intended target students or lack convincing power.”
“The DA and the DOST should show our youth that food crop farming can provide dependable income stream and job security,” Zubiri said.

Zubiri noted that farming in the Philippines can barely support a family. According to the Bureau of Agricultural Statistics, a farmer’s annual average income is about P20,000. “This is embarrassingly low compared to neighboring countries where farmers are considered entrepreneurs and businessmen,” Zubiri stressed.

The DA data revealed that the average age of our current farmers is 57. Many of these farmers are small landholders, tilling an average of 2.5 hectares.
“If this problem is not addressed, our food security situation will be very dim, especially if we take into account that climate change poses more serious challenges to farmers,” Zubiri said.

“Among the many crops that will suffer declining yields are rice, corn, coconut and sugar that provide staple food supplies and basic food processing ingredients,” Zubiri said.

Zubiri stressed that the DA should exert greater effort in coordinating with schools and review existing agriculture curriculum, training and research as a way to boost productivity and eliminate poverty among farmers. ●
