Capitol makes true commitment to improve agriculture, Pineda vows budget for farmers’ irrigation

SAN LUIS, Pampanga–Governor Lilia G. Pineda yesterday pledged to allocate another P4 million for the repair of the irrigation system here which covers 500 hectares of ricefields in Barangay San Roque, the largest rice producer in the province.

This was gleaned during a consultation meeting with the San Roque Irrigators Association, farmer cooperatives and Barangay Agriculture and Fisheries Council chairmen of San Luis numbering around 400 farmers.

Pineda said earlier that the province has allocated P6 million in support of the National Irrigation Administration’s (NIA) funds amounting to P10 million for the repair of the irrigation system here.

Also in the consultation meeting, the governor gave 90 high-powered tractors and hand tractors to farmer cooperatives under the 85/15 counterparting scheme.

Pineda also provided a back hoe for the repair of irrigation canals in San Roque, with the NIA providing the fuel.

The governor also pledged for the construction of a farm-to-market road here measuring two linear kilometers going to Concepcion, San Simon town.
San Luis is a major rice production town of Pampanga and the major livelihood of residents here is farming.

The governor also committed to address the issues raised by the farmers.

Pineda eyes P1-B revenue from RPT thru ITAX system

STA. RITA, Pampanga –The provincial government expects to collect at least P1-billion from real property tax (RPT) in the whole province with the implementation of the Integrated Taxation Management System (ITAX).

Yesterday, Pineda witnessed the launching of the ITAX for the town of Santa Rita, the second in the province after the municipality of Minalin. The towns of San Luis and Macabebe will be the next targets of the ITAX project.

Pineda said, According to the records of Provincial Assessor’s Office (PAO), the province already had an estimated P500-million collection on RPTs alone after the successful tax mapping operations last year. This was preceded by the P24-million yearly collection in the last 24 years.

She said the ITAX will improve the RPT collection when “properly and fully launched.”
The province’s Management Information System Office (MIS) and PAO together with the Provincial Treasurer’s Office led the second operation of the new iTax system.
According to Provincial Assessor Engr. Romeo Dizon, the iTax system aims to transform the province’s current tax collection from a lengthy, tedious, and manual process to an efficient, transparent, and automated system which will greatly benefit the Kapampangan tax payers, particularly in RPT.
Dizon said the province is “80 percent” dependent on the Internal Revenue Allotment (IRA). The ITAX, he added, will allow the first-class province “not to depend much in IRA but on local tax collections.”

This town’s real property data is now fully encoded following the recently concluded tax mapping operations conducted and fully-funded by the province.
According to the municipal assessor’s office, the tax mapping operations resulted in the list of 15,000 real property units here.
Manuel Mendoza of the PAO presented the iTax’s features while IT consultant Dave Concepcion led the demonstration of the new system in front of various stakeholders in this town led by Mayor Yolanda Pineda.

The mayor expressed her gratitude to the provincial government headed by Governor Pineda for the launch of said program, which she said will greatly benefit her constituents.

Meanwhile, Governor Pineda clarified that no additional fees will be charged to the tax payers for the implementation of the new iTax system.
Despite this, the governor remains optimistic on the revenue-generation capability of the new iTax system along with its efficiency and transparency.
The governor added, the new system will help the provincial government to be less dependent on its Internal Revenue Allotment (IRA) and proudly shared that Pampanga is one of the debt-free provinces in the country.

This fourth-class town was recognized for its effective streamlining of business permit.
Mayor Pineda said “they are honoured” and vowed to support the project aided by a German software technology. Her town was earlier cited by the Department of Interior and Local Government (DILG) for being the second most effective in streamlining businesses among the municipalities in Central Luzon.

Ryan Concepcion, IT consultant of Pampanga, said ITAX had drastically improved the RPT tax in the several provinces.
Concepcion said when La Union started to use the ITAX in 2007 they recorded some P69 million in collection or an increased of about P6 million. He added that the North Luzon province had collected some P295 million RPT in 2011.
