SUBIC, Zambales–A community health clinic turned wellness center is helping lower the incidence of sexually transmitted diseases (STDs) and infections among women in Subic, Zambales.

Refurbished and renovated by Redondo Peninsula Energy, Inc. (RP Energy), the former health center now Usapang Babae Health and Wellness Hub in Barangay Calapandayan offers cheap gram staining and pap smear tests.

It also conducts seminars on cervical cancer awareness and basic reproductive health consciousness for females in the area.
“We’re glad to have this opportunity to help address the concerns and problems of RP Energy’s stakeholders. As part of our commitment, we hope to improve the quality of healthcare and wellness of women especially in Zambales,” said Grant Smith, RP Energy project manager.

RP Energy, together with the Presidential Council on Women (PCW) sponsored the refurbishment of the wellness hub facility and also provided new medical equipment.

HIV (Human Immunodeficiency Virus) infections are considered the top killer and most widely-monitored among STDs.
The Department of Health’s National AIDS Registry reports that in the first quarter of 2012, 10 new cases of HIV infections are diagnosed every day. To date, there are more than 10,500 people living with HIV/AIDS in the Philippines.

“Gram staining and pap smear procedures offered by the wellness center for residents have significantly reduced the local incidence of STDs compared to data gathered four years ago,” said Dr. Leonardo Afable Jr., Subic municipal health officer.

According to Afable, the women from the local communities also see the clinic as a second home where they can open up and share with other women health-related lessons from their experiences.

The Usapang Babae Health and Wellness Hub is part of RP Energy’s KliniKaBarangay Women’s Health and Wellness Initiative, the first corporate social responsibility initiative in the country that addresses women’s health and wellness concerns.

The program also conducts seminars to create awareness about the rights of women and how they can protect themselves against STDs, violence and abuse.
RP Energy’s Smith hopes that, in the future, the KliniKaBarangay Women’s Health and Wellness Initiative could also train barangay health workers in STD counseling and HIV screening. ●

ANGELES CITY– “It is not surprising that they found Congressman Lazatin’s office empty. Congress is not even in session yet”.

Thus said IC Calaguas, Chief Political Affairs Officer of Pampanga First District Representative Carmelo “Tarzan” Lazatin, yesterday in response to the news article released by the camp of Mayor Edgardo Pamintuan questioning Lazatin’s attendance record in Congress after residents of Angeles City supposedly snapped a photo of Lazatin’s empty office on January 10.

“Of course, the Congressman’s office is empty during the time they took that picture, since as of the moment, Congress is still in recess,” Calaguas said, “Sessions will resume on January 21”.

According to the legislative calendar, sessions in Congress are adjourned from December 22, 2012 until January 20, 2013. Sessions officially resume on January 21 and will run until February 8, 2013.

Former Angeles City Barangay Chairmen, who are now included in the controversial job order employees of the Pamintuan administration, sent a letter to House of Representatives Speaker Feliciano “Sonny” Belmonte, Jr. questioning Lazatin’s alleged absences from Congress and asking Belmonte to reveal Lazatin’s complete attendance record from July 2010 to December 2012.

“This is obviously a politically-motivated action meant to tarnish the reputation of Congressman Lazatin,” Calaguas said, “In the desperation of the Pamintuan camp, they sic their lackeys on the Congressman and turn to underhanded means just to discredit him,” she added.

Calaguas said that while the Lazatin camp welcomes the former chairmen’s queries, as they have the right to such, she encourages the former chairmen to first explain to the citizens of Angeles just what exactly they are doing as job order employees of the City Government.

At least three of the former barangay chairmen who asked Belmonte for Lazatin’s attendance record have been previously revealed to be included in the job order appointment of the Pamintuan administration.

Aymer Alvarado, former chairman of Barangay Santo Cristo, John Sladky, former chairman of Barangay Agapito Del Rosario, and Reynaldo Pamintuan, former chairman of Barangay Ninoy Aquino are all reportedly receiving a daily salary of P272 per day from the City Government. ●

CITY OF SAN FERNANDO—This city’s Sangguniang Panlungsod has again been named “Most Outstanding Sanggunian” officially landing a spot in the Hall of Fame and national finalist for the “Most Outstanding Panlungsod of the Philippines.”

The city’s SP has been accorded such an award for three consecutive terms now—in 2006, 2009 and 2012–by the Department of Interior and Local Government (DILG), together with the Philippine Councilors’ League (PCL).

According to DILG Pampanga Provincial Director Angelina Blanco, the list for the 2012 Local Legislative Award (LLA) or the “Most Outstanding Sangguniang Award” was released by DILG Regional Director Florida Dijan. The list included Angeles City for the Highly Urbanized City category.

Lota Reyes, DILG City Director, said the first search for the most outstanding Sanggunian for all categories was initially started in 2006.
DILG Information Officer Mirriam Gaviola, meanwhile, said the LLA recognizes the exemplary performance of Sanggunians of cities and municipalities in legislating measures that help build the foundation of meaningful local administration and development.

The Outstanding Sanggunian Award accords official recognition to a Sangguniang Panlungsod/Bayan that excels in the enactment of Ordinances and Resolutions that ultimately contribute to the attainment of desirable socio-economic and environmental outcomes which specifically highlight innovations and excellence in the legislative process with the end in view of inspiring other local legislative to perform better, she added.

City Vice Mayor Edwin Santiago, who is also presiding officer of the Sanggunian here, said that he is very much elated for the continuous winning streak of the Sangguniang Panlungsod and hopes for the city to retain this until the end of his term in 2013.

He expressed confidence that the national entry of the SP here, which revolves around the 8-point agenda of the city focused on the fields of education, health, infrastructure, governance, industry, environment, and public safety, will again make history by retaining the local legislative body’s crown, being excellent in the local legislation.

Santiago said the Sanggunian here has been named “Outstanding Sangguniang Panlungsod” (component city category) in the province last December 30, 2012 together with the Sangguniang Bayan of Guagua for the municipal category.

According to Santiago, who is a mayoralty bet here, the SP here has enacted a total of 202 ordinances and 1,262 resolutions with impact on local communities such as the Annual Investment Program, City Risk Reduction and Management Ordinance, Comprehensive Development Plan, Revenue Code, Solid Waste Management Plan, Gender and Development and Appropriation Ordinance, among others. ●Marna Dagumboy-del Rosario

CLARK FREEPORT— Members of the Management Committee (ManCom) of the Clark Development Corporation voluntarily waived some of their benefits in support of CDC’s improved fiscal management program initiated by newly installed President and Chief Executive Officer Arthur Tugade.

Vice President Noel Manankil of CDC’s Finance Group said the state-owned firm is expected to save more than P2 million a year from their benefits with the move by the ManCom.

Proceeds from the savings will be used to purchase a service vehicle that will transport CDC employees to and from the various freeport’s entry points.
Coinciding with the 20th anniversary of its organization, the savings will also improve the financial standing of the corporation in terms of personnel services and other operational expenses.

Manankil said that gasoline allocation, including their allowances on rice, uniform and communication, are part of the waived benefits.
The CDC ManCom initiative was lauded by the members of the board, including newly-designated Chairman Eliseo Santiago.

Since assuming the post on December 18, Tugade has conducted a series of meetings to improve the fiscal management of the firm by cutting back on capital and operational expenditures.

The members of the ManCom include the executive vice president, vice presidents, and assistant vice presidents.

Tugade has called on CDC employees to usher in a new culture in the state-owned firm, stressing the need to offer greater service to locators and stakeholders of the freeport. CITY OF SAN FERNANDO–At least three of the four district representatives of Pampanga were among the top 10 lawmakers with the most number of absences in Congress.

Based on the 15th Congress attendance record from January 16, 2012 to December 19, 2012, former President-turned-Pampanga Second District Representative Gloria Macapagal-Arroyo had the most number of absences with 28. Arroyo was only present in 33 out of the total 61 sessions of the House.
Arroyo, however, was put under hospital arrest following plunder charges against her.

Arroyo was seconded by Pampanga Fourth District Representative Anna York Bondoc-Sagum with 26 absences followed by First District Representative Carmelo “Tarzan” Lazatin with 24.

Bondoc-Sagum was only present in 35 sessions while Lazatin in 37 out of the 61 sessions of the House.
Bondoc-Sagum’s brother, Juan Pablo Bondoc, earlier said his sister is on her first pregnancy.

Meanwhile, Third District Representative Aurelio “Dong” Gonzales only had five absences and was present in 57 sessions.
Aside from Pampanga representatives, Iloilo Representative Augusto Boboy Syjuco also had the most number of absences with 26 along with Sarangani Representative Manny Pacquiao.

Pacquaio had boxing matches with Timothy Bradley and Juan Miguel Marquez in 2012.

Arroyo’s son, Camarines Sur Representative Diosdado “Dato” Arroyo, however, had a perfect attendance as he was present in all 61 sessions of the Congress.
